Izbori za zastupnike donjeg doma parlamenta i za lokalne organe vlasti, počeli su u nedjelju ujutro u bivšoj sovjetskoj republici Uzbekistanu otvaranjem gotovo 8.500 birališta u zemlji i 44 u diplomatskim predstavništvima te zemlje u inozemstvu.

Registrirano je više od 17 milijuna glasača, a ako odaziv na izbore bude veći od 33 posto, izbori će biti valjani, priopćilo je središnje izborno povjerenstvo u Taškentu, kako su prenijeli mediji.

Izbore u Uzbekistanu, jednoj od država koje zapadne države smatraju ključnim za suzbijanje talibanske pobune u susjednom Afganistanu, prati više od 270 promatrača iz 36 država. Organizacija za sigurnost i suradnju u Europi (OESS) nije poslala promatračku misiju u punom sastavu jer nijedna od preporuka te organizacije nije prihvaćena, izvijestio je Reuters.

Glasači će među 506 kandidata četiri stranke: Socijaldemokratske stranke Adolat, Demokratske stranke Mili Tiklaniš, Pokreta poduzetnika i poslovnih ljudi - Liberalnodemokratske stranke i Narodne demokratske stranke, birati 150 zastupnika donjeg doma parlamenta. Od 150 zastupnika njih 135 će biti izabrano prema teritorijalnom načelu, a preostalih 15 će izabrati Ekološki pokret Uzbekistana.

Zapadni analitičari ocjenjuju da će izbore nadmoćnom većinom osvojiti saveznici predsjednika države Islama Karimova koji je na vlasti od proglašenja neovisnosti 1991. godine. Iako je prema ustavu mogao biti biran samo na dva petogodišnja mandata, Karimov je na izborima 23. prosinca 2007. s 88,1 posto glasova ponovo izabran za predsjednika. OESS je za te izbore objavio da nisu ispunjali gotovo nijedan kriterij demokratskih izbora.

Uz Turkmenistan se Uzbekistan prema podacima UN-a smatra srednjeazijskom državom u kojoj se najteže krše ljudska prava i u kojoj se provode sustavna mučenja zatvorenika, a predsjednik pod izlikom borbe protiv terorizma provodi brutalan režim. Javne kritike i službene oporbe nema, a prema procjenama organizacija za ljudska prava trenutno se u uzbekistanskim zatvorima nalazi više od 7 tisuća političkih zatvorenika.

SAD su 2005. prekinule veze s Uzbekistanom i osudile službeni Taškent zbog nasilnog gušenja prosvjeda u gradu Andižanu, kad su snage sigurnosti prema izjavama svjedoka ubile nekoliko stotina prosvjednika. Odnosi su se, međutim, popravili ove godine, nakon što je vlada u Taškentu dozvolila da logistički konvoji s opskrbom za savezničke snage u Afganistanu prelaze preko uzbekistanskog teritorija. Europska unija je nakon toga u listopadu također ukinula sankcije nametnute Uzbekistanu.

Preliminarni rezultati izbora biti će objavljeni u ponedjeljak na konferenciji za tisak, a konačni rezultati do 7. siječnja 2010.

Izbori za zastupnike donjeg doma parlamenta i za lokalne organe vlasti, počeli su u nedjelju ujutro u bivšoj sovjetskoj republici Uzbekistanu otvaranjem gotovo 8.500 birališta u zemlji i 44 u diplomatskim predstavništvima te zemlje u inozemstvu.

Registrirano je više od 17 milijuna glasača, a ako odaziv na izbore bude veći od 33 posto, izbori će biti valjani, priopćilo je središnje izborno povjerenstvo u Taškentu, kako su prenijeli mediji.

Izbore u Uzbekistanu, jednoj od država koje zapadne države smatraju ključnim za suzbijanje talibanske pobune u susjednom Afganistanu, prati više od 270 promatrača iz 36 država. Organizacija za sigurnost i suradnju u Europi (OESS) nije poslala promatračku misiju u punom sastavu jer nijedna od preporuka te organizacije nije prihvaćena, izvijestio je Reuters.

Glasači će među 506 kandidata četiri stranke: Socijaldemokratske stranke Adolat, Demokratske stranke Mili Tiklaniš, Pokreta poduzetnika i poslovnih ljudi - Liberalnodemokratske stranke i Narodne demokratske stranke, birati 150 zastupnika donjeg doma parlamenta. Od 150 zastupnika njih 135 će biti izabrano prema teritorijalnom načelu, a preostalih 15 će izabrati Ekološki pokret Uzbekistana.

Zapadni analitičari ocjenjuju da će izbore nadmoćnom većinom osvojiti saveznici predsjednika države Islama Karimova koji je na vlasti od proglašenja neovisnosti 1991. godine. Iako je prema ustavu mogao biti biran samo na dva petogodišnja mandata, Karimov je na izborima 23. prosinca 2007. s 88,1 posto glasova ponovo izabran za predsjednika. OESS je za te izbore objavio da nisu ispunjali gotovo nijedan kriterij demokratskih izbora.

Uz Turkmenistan se Uzbekistan prema podacima UN-a smatra srednjeazijskom državom u kojoj se najteže krše ljudska prava i u kojoj se provode sustavna mučenja zatvorenika, a predsjednik pod izlikom borbe protiv terorizma provodi brutalan režim. Javne kritike i službene oporbe nema, a prema procjenama organizacija za ljudska prava trenutno se u uzbekistanskim zatvorima nalazi više od 7 tisuća političkih zatvorenika.

SAD su 2005. prekinule veze s Uzbekistanom i osudile službeni Taškent zbog nasilnog gušenja prosvjeda u gradu Andižanu, kad su snage sigurnosti prema izjavama svjedoka ubile nekoliko stotina prosvjednika. Odnosi su se, međutim, popravili ove godine, nakon što je vlada u Taškentu dozvolila da logistički konvoji s opskrbom za savezničke snage u Afganistanu prelaze preko uzbekistanskog teritorija. Europska unija je nakon toga u listopadu također ukinula sankcije nametnute Uzbekistanu.

Preliminarni rezultati izbora biti će objavljeni u ponedjeljak na konferenciji za tisak, a konačni rezultati do 7. siječnja 2010.
