Birališta u nedjelju definitivno nisu bila prazna. No odaziv je bio nizak. Najniži u povijesti. Tako bar tvrdi službena statistika. Na izbore je izišlo tek 46,90 posto birača. Za usporedbu, prije četiri godine glasalo je njih 52,59 posto. Dok je 2007. na izborima sudjelovalo čak 63,41 posto birača.

Niz je razloga koji su mogli kumovati ovako niskim brojkama. Izbori su se održavali u jeku epidemije i nije zamjeriti građanima ako su se uplašili korone. Uz to, na birališta se moralo u srpnju. Praktički usred ljeta, što također ne motivira građane da izborni dan provedu na svojem biračkom mjestu. Umjesto, recimo, na plaži. Osim toga, birači SDP-a – prema nekim procjenama njih više od 100 tisuća - ostalo je doma. Nedovoljno motivirani da promijene vlast.

No, što ako su svi ovi razlozi zapravo nebitni? Što ako je brojka o odazivu manja naprosto zbog toga što su se iz Hrvatske posljednjih godina iselile stotine tisuća ljudi? Pa je i brojka ljudi koji sudjeluju na izborima realno manja od one koju prikazuju birački popisi.

Većina građana koji rade po Irskoj, Švedskoj, Njemačkoj ili Austriji i dalje se uredno vode u biračkoj evidenciji. Bez obzira što tu praktički više ne žive. Oni u nedjelju nisu ni mogli do birališta jer su bili stotinama kilometara daleko od njih.

Prof. dr. Anđelko Akrap s Katedre za demografiju zagrebačkog Ekonomskog fakulteta otprije je upozoravao na upravo ovakav scenarij.

- Odaziv na izborima je bio veći nego što brojke to pokazuju. Problem je što birački popisi nisu pročišćeni. Na njima se nalaze ljudi koji ne participiraju ni u društvenom ni gospodarskom ni političkom životu Hrvatske. Na popisima se nalaze i oni koji su se prije dvadesetak godina iselili vani i tek povremeno dođu u zemlju. U zadnjem iseljeničkom valu neki su se građani odjavili, ali većina nije. Tu nastaje problem. Veća bi izlaznost bila ako bi se ti ljudi eliminirali sa popisa – ističe u izjavi za Slobodnu Dalmaciju Akrap.

On pritom napominje da bi razlika između realnog broja birača i onoga koji se vodi na biračkim popisima bila puno manja da se uvede registar stanovništva. No za to, ističe ovaj ugledni demograf, treba političke volje.

U registru stanovništva nalazio bi se primjerice popis svih umirovljenika, branitelja, ljudi u radnom odnosu, osnovnoškolaca, srednjoškolaca. Ti parcijalni registri zbirno bi dali registar o stanovništvu. Koji bi onda, uvjeren je Akrap, dao pouzdaniju sliku o tome koliko točno građana živi u Republici Hrvatskoj.

Brojke potvrđuju njegovu osnovnu tezu. Na popisu stanovništva 2011. bilo je 3 487 034 punoljetnih građana. Prema privremenim podacima procjene stanovništva, ističu u Državnom zavodu za statistiku, sredinom 2019. u Republici Hrvatskoj bilo je 4 067 454 stanovnika. Od toga 3 366 872 stanovnika starosti 18 i više godina. Riječ je, dakako, o procjeni. Točne brojke saznat ćemo iduće godine, kada će se provesti novi popis stanovništva.

Ipak, i ova procjena otkriva da je Hrvatska u zadnjih 9 godina ostala bez 120 162 birača. Velika većina njih, sasvim je sigurno, i dalje se vodi na popisima. Iako više uopće ne žive u Hrvatskoj.

Što može bar dijelom biti odgovor na pitanje zašto je odaziv ove godine bio manji. Iako su birališta bila puna.

Birališta u nedjelju definitivno nisu bila prazna. No odaziv je bio nizak. Najniži u povijesti. Tako bar tvrdi službena statistika. Na izbore je izišlo tek 46,90 posto birača. Za usporedbu, prije četiri godine glasalo je njih 52,59 posto. Dok je 2007. na izborima sudjelovalo čak 63,41 posto birača.

Niz je razloga koji su mogli kumovati ovako niskim brojkama. Izbori su se održavali u jeku epidemije i nije zamjeriti građanima ako su se uplašili korone. Uz to, na birališta se moralo u srpnju. Praktički usred ljeta, što također ne motivira građane da izborni dan provedu na svojem biračkom mjestu. Umjesto, recimo, na plaži. Osim toga, birači SDP-a – prema nekim procjenama njih više od 100 tisuća - ostalo je doma. Nedovoljno motivirani da promijene vlast.

No, što ako su svi ovi razlozi zapravo nebitni? Što ako je brojka o odazivu manja naprosto zbog toga što su se iz Hrvatske posljednjih godina iselile stotine tisuća ljudi? Pa je i brojka ljudi koji sudjeluju na izborima realno manja od one koju prikazuju birački popisi.

Većina građana koji rade po Irskoj, Švedskoj, Njemačkoj ili Austriji i dalje se uredno vode u biračkoj evidenciji. Bez obzira što tu praktički više ne žive. Oni u nedjelju nisu ni mogli do birališta jer su bili stotinama kilometara daleko od njih.

Prof. dr. Anđelko Akrap s Katedre za demografiju zagrebačkog Ekonomskog fakulteta otprije je upozoravao na upravo ovakav scenarij.

- Odaziv na izborima je bio veći nego što brojke to pokazuju. Problem je što birački popisi nisu pročišćeni. Na njima se nalaze ljudi koji ne participiraju ni u društvenom ni gospodarskom ni političkom životu Hrvatske. Na popisima se nalaze i oni koji su se prije dvadesetak godina iselili vani i tek povremeno dođu u zemlju. U zadnjem iseljeničkom valu neki su se građani odjavili, ali većina nije. Tu nastaje problem. Veća bi izlaznost bila ako bi se ti ljudi eliminirali sa popisa – ističe u izjavi za Slobodnu Dalmaciju Akrap.

On pritom napominje da bi razlika između realnog broja birača i onoga koji se vodi na biračkim popisima bila puno manja da se uvede registar stanovništva. No za to, ističe ovaj ugledni demograf, treba političke volje.

U registru stanovništva nalazio bi se primjerice popis svih umirovljenika, branitelja, ljudi u radnom odnosu, osnovnoškolaca, srednjoškolaca. Ti parcijalni registri zbirno bi dali registar o stanovništvu. Koji bi onda, uvjeren je Akrap, dao pouzdaniju sliku o tome koliko točno građana živi u Republici Hrvatskoj.

Brojke potvrđuju njegovu osnovnu tezu. Na popisu stanovništva 2011. bilo je 3 487 034 punoljetnih građana. Prema privremenim podacima procjene stanovništva, ističu u Državnom zavodu za statistiku, sredinom 2019. u Republici Hrvatskoj bilo je 4 067 454 stanovnika. Od toga 3 366 872 stanovnika starosti 18 i više godina. Riječ je, dakako, o procjeni. Točne brojke saznat ćemo iduće godine, kada će se provesti novi popis stanovništva.

Ipak, i ova procjena otkriva da je Hrvatska u zadnjih 9 godina ostala bez 120 162 birača. Velika većina njih, sasvim je sigurno, i dalje se vodi na popisima. Iako više uopće ne žive u Hrvatskoj.

Što može bar dijelom biti odgovor na pitanje zašto je odaziv ove godine bio manji. Iako su birališta bila puna.

Birališta u nedjelju definitivno nisu bila prazna. No odaziv je bio nizak. Najniži u povijesti. Tako bar tvrdi službena statistika. Na izbore je izišlo tek 46,90 posto birača. Za usporedbu, prije četiri godine glasalo je njih 52,59 posto. Dok je 2007. na izborima sudjelovalo čak 63,41 posto birača.

Niz je razloga koji su mogli kumovati ovako niskim brojkama. Izbori su se održavali u jeku epidemije i nije zamjeriti građanima ako su se uplašili korone. Uz to, na birališta se moralo u srpnju. Praktički usred ljeta, što također ne motivira građane da izborni dan provedu na svojem biračkom mjestu. Umjesto, recimo, na plaži. Osim toga, birači SDP-a – prema nekim procjenama njih više od 100 tisuća - ostalo je doma. Nedovoljno motivirani da promijene vlast.
