Dugo očekivano javno izlaganje prijedloga Plana upravljanja park šumom Marjan održano je u četvrtak u Gradskoj knjižnici Marka Marulića. Interes građana je bio veći od predviđenog prostora pa je izvan podrumske prostorije ostalo još zainteresiranih, neke novinarske ekipe uključujući i policijsku ekipu angažiranu zbog epidemioloških mjera i(li) moguće burnije rasprave. Sudeći po visokoj dobnoj strukturi slušatelja i postavljenim pitanjima, najmanje je bilo interesa za samu šumu i prirodu već uglavnom za nedefinirani status vlasnika poljoprivrednih zemljišta koji posjeduju čak trećinu park šume.

Na proteklih nekoliko radnih sastanaka oko navedenog Plana nitko od njih nije bio pozvan što su na početku rasprave prigovorili ravnatelju javne ustanove Stipi Mušuri i stručnom suradniku zagrebačke tvrtke Oikon, profesoru šumarstva Ivanu Martiniću.

Splitski dogradonačelnik Antonio Kuzmanić je u ime osnivača javne ustanove na otvaranju skupa rekao da je Plan upravljanja krucijalni dokument i da će tražiti strogo pridržavanje zakona u očuvanju Park šume Marjan čime je samo potvrdio dosadašnji tvrdi stav lokalne vlasti prema oštećenim vlasnicima zemljišta.

U podužem izlaganju profesor Martinić je vrlo stručno i detaljno obrazložio gotovo svaki aspekt desetogodišnjeg plana gospodarenja Marjanom. Prema njegovim riječima, ovo je prvi put da se radi ovako sveobuhvatan projekt od osnivanja ustanove 1964. godine, što možemo zahvaliti europskim fondovima i projektu Marjan 2020 - brdo prošlosti, oaza budućnosti. Kao u i svakoj ozbiljnoj studiji navedeni su svi izazovi organizacije korištenja tako širokog prostora, od definiranja prometa i parkirnih mjesta do osmišljavanja sadržaja za posjetitelje što će tražiti i angažman profesionalnih edukatora i volontera. Široj javnosti su najvažniji detalji vezani za planirano pošumljavanje i smanjenje udjela dominantnoga alepskoga bora.

Okupljeni Splićani su iscrpno izlaganje popratili pljeskom, dijelom i zbog konačnog početka rasprave u kojoj su se napokon mogli javno zauzeti za svoje interese. S obzirom na to da se u studiji spominju plemenite stijene i razne biljne i životinjske vrste poput gušterica, a nigdje domoroci koji u toj park šumi već generacijama žive i obrađuju zemlju, okupljeni su izrazili zabrinutost u realnost plana. Istaknuli su kako će biti neprovediv jer bi se trebao odnositi na nadzor njihovih vrtova i dnevnih boravaka što po Zakonu o vlasništvu nije moguće. Profesor Martinić je rekao da je svjestan toga problema i da očekuje da će uskoro doći do promjene zakona koji bi ipak dao veće ovlasti zaposlenicima javne ustanove što je naravno naišlo na negodovanje publike.

Godišnji trošak rada javne ustanove je 15 milijuna kuna, a predlagatelj smatra da se taj iznos može i utrostručiti jer je procijenjena duhovna, kulturna i rekreativna korist od Marjana 140 milijuna kuna godišnje. Je li to uvod u novi val zapošljavanja saznat ćemo u idućim mjesecima.

Pitanje obeštećenja vlasnika zemljišta ostalo je neodgovoreno jer se radi o iznimno velikoj površini od 60 hektara. I jedna i druga strana su se složile da bi po važećim zakonima danas bilo vrlo teško proglasiti nadležnost parka na tolikom broju privatnih parcela, ali da zatečene granice može promijeniti samo aktualna gradska vlast. Pomicanje granica na stvarne granice šume jedno je od mogućih rješenja koje bi poljoprivrednicima omogućilo spajanje na sustav vodovoda i gradnju poljskih kućica, te olakšalo proces legalizacije objekata izgrađenih prije 2011. godine.

Javni uvid u dokumentaciju svim je građanima omogućen do 19. veljače u prostorima javne ustanove u Teslinoj 15 do kada traje i rok za slanje pisanih primjedbi.

Dugo očekivano javno izlaganje prijedloga Plana upravljanja park šumom Marjan održano je u četvrtak u Gradskoj knjižnici Marka Marulića. Interes građana je bio veći od predviđenog prostora pa je izvan podrumske prostorije ostalo još zainteresiranih, neke novinarske ekipe uključujući i policijsku ekipu angažiranu zbog epidemioloških mjera i(li) moguće burnije rasprave. Sudeći po visokoj dobnoj strukturi slušatelja i postavljenim pitanjima, najmanje je bilo interesa za samu šumu i prirodu već uglavnom za nedefinirani status vlasnika poljoprivrednih zemljišta koji posjeduju čak trećinu park šume.

Na proteklih nekoliko radnih sastanaka oko navedenog Plana nitko od njih nije bio pozvan što su na početku rasprave prigovorili ravnatelju javne ustanove Stipi Mušuri i stručnom suradniku zagrebačke tvrtke Oikon, profesoru šumarstva Ivanu Martiniću.

Splitski dogradonačelnik Antonio Kuzmanić je u ime osnivača javne ustanove na otvaranju skupa rekao da je Plan upravljanja krucijalni dokument i da će tražiti strogo pridržavanje zakona u očuvanju Park šume Marjan čime je samo potvrdio dosadašnji tvrdi stav lokalne vlasti prema oštećenim vlasnicima zemljišta.

U podužem izlaganju profesor Martinić je vrlo stručno i detaljno obrazložio gotovo svaki aspekt desetogodišnjeg plana gospodarenja Marjanom. Prema njegovim riječima, ovo je prvi put da se radi ovako sveobuhvatan projekt od osnivanja ustanove 1964. godine, što možemo zahvaliti europskim fondovima i projektu Marjan 2020 - brdo prošlosti, oaza budućnosti. Kao u i svakoj ozbiljnoj studiji navedeni su svi izazovi organizacije korištenja tako širokog prostora, od definiranja prometa i parkirnih mjesta do osmišljavanja sadržaja za posjetitelje što će tražiti i angažman profesionalnih edukatora i volontera. Široj javnosti su najvažniji detalji vezani za planirano pošumljavanje i smanjenje udjela dominantnoga alepskoga bora.

Okupljeni Splićani su iscrpno izlaganje popratili pljeskom, dijelom i zbog konačnog početka rasprave u kojoj su se napokon mogli javno zauzeti za svoje interese. S obzirom na to da se u studiji spominju plemenite stijene i razne biljne i životinjske vrste poput gušterica, a nigdje domoroci koji u toj park šumi već generacijama žive i obrađuju zemlju, okupljeni su izrazili zabrinutost u realnost plana. Istaknuli su kako će biti neprovediv jer bi se trebao odnositi na nadzor njihovih vrtova i dnevnih boravaka što po Zakonu o vlasništvu nije moguće. Profesor Martinić je rekao da je svjestan toga problema i da očekuje da će uskoro doći do promjene zakona koji bi ipak dao veće ovlasti zaposlenicima javne ustanove što je naravno naišlo na negodovanje publike.

Godišnji trošak rada javne ustanove je 15 milijuna kuna, a predlagatelj smatra da se taj iznos može i utrostručiti jer je procijenjena duhovna, kulturna i rekreativna korist od Marjana 140 milijuna kuna godišnje. Je li to uvod u novi val zapošljavanja saznat ćemo u idućim mjesecima.

Pitanje obeštećenja vlasnika zemljišta ostalo je neodgovoreno jer se radi o iznimno velikoj površini od 60 hektara. I jedna i druga strana su se složile da bi po važećim zakonima danas bilo vrlo teško proglasiti nadležnost parka na tolikom broju privatnih parcela, ali da zatečene granice može promijeniti samo aktualna gradska vlast. Pomicanje granica na stvarne granice šume jedno je od mogućih rješenja koje bi poljoprivrednicima omogućilo spajanje na sustav vodovoda i gradnju poljskih kućica, te olakšalo proces legalizacije objekata izgrađenih prije 2011. godine.

Javni uvid u dokumentaciju svim je građanima omogućen do 19. veljače u prostorima javne ustanove u Teslinoj 15 do kada traje i rok za slanje pisanih primjedbi.
