- Ogorčeni smo činjenicom da je Željko Domazet, predsjednik Gradskog vijeća, odbio dozvoliti da predstavnica inicijative "Želiš li se mijenjati za mjesto?“ Grozdana Radinović u ime osoba s invaliditetom sudjeluje na tematskoj raspravi 11. sjednice Gradskog vijeća Grada Splita o socijalnim potrebama u gradu Splitu zakazanoj za 27. travnja 2023. godine.

Smatramo da je ovo pokušaj da nas se ušutka kako u javnost ne bi izašle informacije o tome kako se po pitanju pristupačnosti i drugih tema važnih za osobe s invaliditetom zadnje dvije godine radi vrlo malo ili skoro pa ništa - ističu iz inicijative "Želiš li se mijenjati za mjesto?“

- Želimo naglasiti da je pristupačnost ljudsko pravo osigurano zakonima i konvencijama, a svaka nepristupačnost utuživa te je slijedom toga osiguranje pristupačnosti zakonska obaveza za svaku vlast. Međutim, odmah na početku mandata gradonačelnik Puljak pokazao je smjer u kojem namjerava krenuti kada je duplo smanjena stavka u proračunu kojom se osigurava pristup osnovnim školama za osobe s invaliditetom. Stavka koja služi za prilagodbu škola je u naslijeđenom proračunu za 2021. iznosila 400.000 kuna, dok se za 2022. smanjuje te iznosi 200.000 kuna - napominje Grozdana Radinović, predstavnica inicijative "Želiš li se mijenjati za mjesto?“, te nastavlja

- Naslijedili su osigurane financije za tri projekta osiguranja pristupačnosti (Sustipan, Kino Bačvice, Gradsko kazalište lutaka), ali je u dvije godine samo jedan doveden do realizacije. To je ujedno jedini realizirani projekt u protekle dvije godine, dok ih je u prošlom mandatu bilo čak 22.

Što se tiče osiguranja pristupačnosti u Splitu, Grozdana Radinović izdvaja samo one projekte za koje je ova vlast, kako navodi, obećala osiguranje pristupačnosti.

- Ali lako je obećati, triba znati i htjeti raditi. Na Povjerenstvu za pristupačnost je još 2021. dogovoreno osiguranje pristupačnosti za Dom mladih, ali do dana današnjeg ništa se nije pomaklo s mrtve točke. Ugrađuju se polupodzemni spremnici, ali se o pristupačnosti ne vodi računa pa mnogi nisu dostupni jer do njih vode stepenica ili dvije te u njima osobe u kolicima ne mogu odlagati svoje smeće.

Unatoč upozorenjima pravobraniteljice za osobe s invaliditetom, u sklopu projekta "Marjan 2020 – Brdo prošlosti, oaza budućnosti" uređen je Botanički vrt na Marjanu, ali tako da i ono što je moglo biti pristupačno, nije. Puteljak koji vodi kroz vrt posut je dubokim šljunkom po kojem se ne mogu voziti kolica, umjesto da su korišteni prikladniji prirodni materijali kao što su drvo ili kamen, što bi omogućilo da se i osobe u kolicima mogu prošetati vrtom.

- Još uvijek čekamo uređenje pitanja organiziranog prijevoza za slijepe osobe kao i osobe s poremećajem iz spektra autizma. Nacrt prijedloga Odluke o socijalnoj skrbi koja propisuje to pitanje kompletiran je na Povjerenstvu za pristupačnost još 12. veljače 2022. te je rečeno da će Odluka ići žurno u proceduru, ali eto više od godinu dana poslije – još uvijek nije.

- Unatoč postojanju Povjerenstva za pristupačnost, osobe s invaliditetom ne uključuje se u provedbu gradskih projekata pa mnogi završe nedostupni osobama s invaliditetom (npr. polupodzemni spremnici, Botanički vrt).

- Mi smo građanska inicijativa koja okuplja osobe s invaliditetom i njihove roditelje na području grada Splita te zadnji niz godina hrabro i beskompromisno progovaramo protiv zloporabe parkirališnih mjesta za osobe s invaliditetom, zagovaramo ljudsko pravo na pristupačnost građevina i javnih površina, te promičemo ostale teme važne za poboljšanje kvalitete života osoba s invaliditetom u našem gradu.

- O onome što nam je bitno trebamo moći svi zajedno razgovarati tako da se osobama s invaliditetom pruži mogućnost da ukazujemo na stvari koje se ne rade dobro, a koje se direktno nas tiču. Onemogućiti nas da sudjelujemo na tematskoj sjednici samo kako ne bi govorili o problemima koji postoje primjer je loše demokratske prakse.

Uskraćivanje prava da govorimo protivno je Konvenciji o pravima osoba s invaliditetom te je sve samo nije demokracija, stoga javno pozivamo gospodina Domazeta da promijeni svoju odluku i time pokaže dobru demokratsku praksu, te da pozove predstavnicu inicijative osoba s invaliditetom, kao i druge predstavnike ranjivih skupina, na zakazanu sjednicu - istaknula je Grozdana Radinović u priopćenju medijima. 

Podsjetimo, uoči tematske sjednice Gradskog vijeća Split o socijalnim potrebama, predsjednik Gradskog Željko Domazet napravio je, kako su naveli u oporbi, opasan presedan i veliki korak unatrag u radu Gradskog vijeća. Povukao je do sada neviđen potez - odbio je pozvati i dozvoliti obraćanje na sjednici pojedinim predstavnicima najranjivijih skupina u našem gradu kako bi gradske vijećnike uputili u svoje probleme.

Zbog toga je oporba koju čine HDZ, HGS, DP i HSP uputili su priopćenje u kojem navode kako možda neće sudjelovati u raspravi.

- Nadali smo se da je otkaz čistačici s invaliditetom s početka mandata ove vlasti izdvojen primjer, ali nažalost, to je sistem rada vlasti gradonačelnika Puljka - ranije su zajednički priopćile oporbene stranke.

- Ogorčeni smo činjenicom da je Željko Domazet, predsjednik Gradskog vijeća, odbio dozvoliti da predstavnica inicijative "Želiš li se mijenjati za mjesto?“ Grozdana Radinović u ime osoba s invaliditetom sudjeluje na tematskoj raspravi 11. sjednice Gradskog vijeća Grada Splita o socijalnim potrebama u gradu Splitu zakazanoj za 27. travnja 2023. godine.

Smatramo da je ovo pokušaj da nas se ušutka kako u javnost ne bi izašle informacije o tome kako se po pitanju pristupačnosti i drugih tema važnih za osobe s invaliditetom zadnje dvije godine radi vrlo malo ili skoro pa ništa - ističu iz inicijative "Želiš li se mijenjati za mjesto?“

- Želimo naglasiti da je pristupačnost ljudsko pravo osigurano zakonima i konvencijama, a svaka nepristupačnost utuživa te je slijedom toga osiguranje pristupačnosti zakonska obaveza za svaku vlast. Međutim, odmah na početku mandata gradonačelnik Puljak pokazao je smjer u kojem namjerava krenuti kada je duplo smanjena stavka u proračunu kojom se osigurava pristup osnovnim školama za osobe s invaliditetom. Stavka koja služi za prilagodbu škola je u naslijeđenom proračunu za 2021. iznosila 400.000 kuna, dok se za 2022. smanjuje te iznosi 200.000 kuna - napominje Grozdana Radinović, predstavnica inicijative "Želiš li se mijenjati za mjesto?“, te nastavlja

- Naslijedili su osigurane financije za tri projekta osiguranja pristupačnosti (Sustipan, Kino Bačvice, Gradsko kazalište lutaka), ali je u dvije godine samo jedan doveden do realizacije. To je ujedno jedini realizirani projekt u protekle dvije godine, dok ih je u prošlom mandatu bilo čak 22.

Što se tiče osiguranja pristupačnosti u Splitu, Grozdana Radinović izdvaja samo one projekte za koje je ova vlast, kako navodi, obećala osiguranje pristupačnosti.

- Ali lako je obećati, triba znati i htjeti raditi. Na Povjerenstvu za pristupačnost je još 2021. dogovoreno osiguranje pristupačnosti za Dom mladih, ali do dana današnjeg ništa se nije pomaklo s mrtve točke. Ugrađuju se polupodzemni spremnici, ali se o pristupačnosti ne vodi računa pa mnogi nisu dostupni jer do njih vode stepenica ili dvije te u njima osobe u kolicima ne mogu odlagati svoje smeće.

Unatoč upozorenjima pravobraniteljice za osobe s invaliditetom, u sklopu projekta "Marjan 2020 – Brdo prošlosti, oaza budućnosti" uređen je Botanički vrt na Marjanu, ali tako da i ono što je moglo biti pristupačno, nije. Puteljak koji vodi kroz vrt posut je dubokim šljunkom po kojem se ne mogu voziti kolica, umjesto da su korišteni prikladniji prirodni materijali kao što su drvo ili kamen, što bi omogućilo da se i osobe u kolicima mogu prošetati vrtom.

- Još uvijek čekamo uređenje pitanja organiziranog prijevoza za slijepe osobe kao i osobe s poremećajem iz spektra autizma. Nacrt prijedloga Odluke o socijalnoj skrbi koja propisuje to pitanje kompletiran je na Povjerenstvu za pristupačnost još 12. veljače 2022. te je rečeno da će Odluka ići žurno u proceduru, ali eto više od godinu dana poslije – još uvijek nije.

- Unatoč postojanju Povjerenstva za pristupačnost, osobe s invaliditetom ne uključuje se u provedbu gradskih projekata pa mnogi završe nedostupni osobama s invaliditetom (npr. polupodzemni spremnici, Botanički vrt).

- Mi smo građanska inicijativa koja okuplja osobe s invaliditetom i njihove roditelje na području grada Splita te zadnji niz godina hrabro i beskompromisno progovaramo protiv zloporabe parkirališnih mjesta za osobe s invaliditetom, zagovaramo ljudsko pravo na pristupačnost građevina i javnih površina, te promičemo ostale teme važne za poboljšanje kvalitete života osoba s invaliditetom u našem gradu.

- O onome što nam je bitno trebamo moći svi zajedno razgovarati tako da se osobama s invaliditetom pruži mogućnost da ukazujemo na stvari koje se ne rade dobro, a koje se direktno nas tiču. Onemogućiti nas da sudjelujemo na tematskoj sjednici samo kako ne bi govorili o problemima koji postoje primjer je loše demokratske prakse.

Uskraćivanje prava da govorimo protivno je Konvenciji o pravima osoba s invaliditetom te je sve samo nije demokracija, stoga javno pozivamo gospodina Domazeta da promijeni svoju odluku i time pokaže dobru demokratsku praksu, te da pozove predstavnicu inicijative osoba s invaliditetom, kao i druge predstavnike ranjivih skupina, na zakazanu sjednicu - istaknula je Grozdana Radinović u priopćenju medijima. 

Podsjetimo, uoči tematske sjednice Gradskog vijeća Split o socijalnim potrebama, predsjednik Gradskog Željko Domazet napravio je, kako su naveli u oporbi, opasan presedan i veliki korak unatrag u radu Gradskog vijeća. Povukao je do sada neviđen potez - odbio je pozvati i dozvoliti obraćanje na sjednici pojedinim predstavnicima najranjivijih skupina u našem gradu kako bi gradske vijećnike uputili u svoje probleme.

Zbog toga je oporba koju čine HDZ, HGS, DP i HSP uputili su priopćenje u kojem navode kako možda neće sudjelovati u raspravi.

- Nadali smo se da je otkaz čistačici s invaliditetom s početka mandata ove vlasti izdvojen primjer, ali nažalost, to je sistem rada vlasti gradonačelnika Puljka - ranije su zajednički priopćile oporbene stranke.
