Najkul diktator na svijetu. Tim je riječima predsjednik El Salvadora Nayib Bukele opisao samoga sebe, no ljudi su više obraćali pažnju da prvi dio te izjave nego drugi. “Cool" dizajnerske četkice, skupe sunčane naočale i neprestano hvalisanje na društvenim mrežama bile su češća tema za razgovor od toga da ta latinoamerička država s njime prihvaća i diktaturu.
Izbori se u El Salvadoru održavaju 4. veljače i očekuje se da će Bukele ponovno pobijediti, prije svega zbog toga što je uspio donijeti mir zemlji koju su terorizirale kriminalne skupine. Njegova popularnost ide do te razine da se mnogi političari u regiji pitaju trebaju li slijediti njegov primjer, piše The Economist.

Nasilje bandi, uglavnom potaknuto trgovinom drogom, veliki je problem u Latinskoj Americi. U nekim zemljama bande mogu izazvati autoritet države, korumpirati službenike, viktimizirati građane i osakatiti legalno gospodarstvo. Čelnici posvuda moraju odlučiti, u borbi protiv bandi, koja je prava ravnoteža između poštivanja građanskih sloboda i zaštite javnosti. Bukele je odlučio žrtvovati građanske slobode kako bi zaštitio javnost.

Kada je 2019., u vrijeme sigurnosne krize, preuzeo dužnost predsjednika, policiji je dopustio da privede svakoga za koga sumnja da je povezan s bandama. Uhićeno je više od 74 000 ljudi, odnosno čak osam posto mlade muške populacije. Ta je kontroverzna mjera upalila - stopa ubojstava pala je s 51 na 100.000 ljudi na tri, što je veliki napredak. Ljudi su ranije bili previše uplašeni da bi svjedočili protiv bandi, a sada njihovo svjedočenje nije potrebno. Svaki gangster može biti uhićen na temelju anonimnog telefonskog poziva.

Uspješna borba protiv bandi pomogla je i gospodarstvu jer se procjenjuje da su njihovi zločini zemlju koštali nevjerojatnih 16 posto BDP-a. S poboljšanjem sigurnosti, počele su se ponovno otvarati ili proširivati male tvrtke, a skočila su i ulaganja multinacionalnih kompanija. Banka JP Morgan Chase procjenjuje da je potencijalna godišnja stopa rasta Salvadora porasla s dva na oko tri posto. Broj Salvadoraca koji pokušavaju prijeći granicu iz Meksika u Sjedinjene Države pao je za trećinu u prošloj fiskalnoj godini, prenosi Jutarnji list.
Promjena je toliko dramatična da su je primijetile i druge zemlje, u Latinskoj Americi i šire. Vlade Perua i Hondurasa kopirale su elemente Bukeleova programa. Isto je i s Ekvadorom u kojem su bande ubile predsjedničkog kandidata, postavile bombe, potaknule zatvorske pobune i izvršile invaziju na televizijski prijenos uživo. Predsjednik Ekvadora, Daniel Noboa, proglasio je izvanredno stanje i poslao vojsku na policijske ulice i zatvore, a upravo je predsjednika El Salvadora Bukelea naveo kao svoju inspiraciju.

Narušena demokracija većini građana ne predstavlja problem. Prema istraživanju javnog mnijenja Latinobarómetro, 54 posto Latinoamerikanaca ne bi imalo ništa protiv da na vlast dođe nedemokratski režim, pod uvjetom da rješava probleme - u odnosu na 44 posto 2002.
Ipak, postoji i tamnija strana njegova režima. Ogroman broj nevinih Salvadoraca zatvoren je što je njihove obitelji uništilo i emocionalno i financijski. Većina ostaje zatvorena u sumornim, pretrpanim zatvorima, a Bukele planira održavati “kolektivna suđenja” na kojima će se odlučivati o sudbini stotine osumnjičenih. Na taj će način svatko od njih teško dobiti dovoljno vremena da izloži svoju obranu.

Nayib Bukele je svoj “rat za javni red” iskoristio kao izgovor za skretanje prema autoritarizmu. Koristio je vojnike za zastrašivanje zastupnika, uveo je “privremeno” izvanredno stanje koje se stalno produžava, a novinarima prijeti zatvor ako budu izvještavali o razbijanju bandi na način koji "stvara paniku". Izborna pravila su složena tako da vladajuća stranka ima prednost, a ovlasti koje ima sam predsjednik dovoljne su da zastraši medije, pravosuđe i svoje protivnike. Kada bude ponovno izabran, on će bez sumnje nastaviti istim putem, a jednom kada takva vlast Salvadorcima dosadi - teško će ga se riješiti. A tek su mu 42.

Najkul diktator na svijetu. Tim je riječima predsjednik El Salvadora Nayib Bukele opisao samoga sebe, no ljudi su više obraćali pažnju da prvi dio te izjave nego drugi. “Cool" dizajnerske četkice, skupe sunčane naočale i neprestano hvalisanje na društvenim mrežama bile su češća tema za razgovor od toga da ta latinoamerička država s njime prihvaća i diktaturu.
Izbori se u El Salvadoru održavaju 4. veljače i očekuje se da će Bukele ponovno pobijediti, prije svega zbog toga što je uspio donijeti mir zemlji koju su terorizirale kriminalne skupine. Njegova popularnost ide do te razine da se mnogi političari u regiji pitaju trebaju li slijediti njegov primjer, piše The Economist.

Nasilje bandi, uglavnom potaknuto trgovinom drogom, veliki je problem u Latinskoj Americi. U nekim zemljama bande mogu izazvati autoritet države, korumpirati službenike, viktimizirati građane i osakatiti legalno gospodarstvo. Čelnici posvuda moraju odlučiti, u borbi protiv bandi, koja je prava ravnoteža između poštivanja građanskih sloboda i zaštite javnosti. Bukele je odlučio žrtvovati građanske slobode kako bi zaštitio javnost.

Kada je 2019., u vrijeme sigurnosne krize, preuzeo dužnost predsjednika, policiji je dopustio da privede svakoga za koga sumnja da je povezan s bandama. Uhićeno je više od 74 000 ljudi, odnosno čak osam posto mlade muške populacije. Ta je kontroverzna mjera upalila - stopa ubojstava pala je s 51 na 100.000 ljudi na tri, što je veliki napredak. Ljudi su ranije bili previše uplašeni da bi svjedočili protiv bandi, a sada njihovo svjedočenje nije potrebno. Svaki gangster može biti uhićen na temelju anonimnog telefonskog poziva.

Uspješna borba protiv bandi pomogla je i gospodarstvu jer se procjenjuje da su njihovi zločini zemlju koštali nevjerojatnih 16 posto BDP-a. S poboljšanjem sigurnosti, počele su se ponovno otvarati ili proširivati male tvrtke, a skočila su i ulaganja multinacionalnih kompanija. Banka JP Morgan Chase procjenjuje da je potencijalna godišnja stopa rasta Salvadora porasla s dva na oko tri posto. Broj Salvadoraca koji pokušavaju prijeći granicu iz Meksika u Sjedinjene Države pao je za trećinu u prošloj fiskalnoj godini, prenosi Jutarnji list.
Promjena je toliko dramatična da su je primijetile i druge zemlje, u Latinskoj Americi i šire. Vlade Perua i Hondurasa kopirale su elemente Bukeleova programa. Isto je i s Ekvadorom u kojem su bande ubile predsjedničkog kandidata, postavile bombe, potaknule zatvorske pobune i izvršile invaziju na televizijski prijenos uživo. Predsjednik Ekvadora, Daniel Noboa, proglasio je izvanredno stanje i poslao vojsku na policijske ulice i zatvore, a upravo je predsjednika El Salvadora Bukelea naveo kao svoju inspiraciju.

Narušena demokracija većini građana ne predstavlja problem. Prema istraživanju javnog mnijenja Latinobarómetro, 54 posto Latinoamerikanaca ne bi imalo ništa protiv da na vlast dođe nedemokratski režim, pod uvjetom da rješava probleme - u odnosu na 44 posto 2002.
Ipak, postoji i tamnija strana njegova režima. Ogroman broj nevinih Salvadoraca zatvoren je što je njihove obitelji uništilo i emocionalno i financijski. Većina ostaje zatvorena u sumornim, pretrpanim zatvorima, a Bukele planira održavati “kolektivna suđenja” na kojima će se odlučivati o sudbini stotine osumnjičenih. Na taj će način svatko od njih teško dobiti dovoljno vremena da izloži svoju obranu.

Nayib Bukele je svoj “rat za javni red” iskoristio kao izgovor za skretanje prema autoritarizmu. Koristio je vojnike za zastrašivanje zastupnika, uveo je “privremeno” izvanredno stanje koje se stalno produžava, a novinarima prijeti zatvor ako budu izvještavali o razbijanju bandi na način koji "stvara paniku". Izborna pravila su složena tako da vladajuća stranka ima prednost, a ovlasti koje ima sam predsjednik dovoljne su da zastraši medije, pravosuđe i svoje protivnike. Kada bude ponovno izabran, on će bez sumnje nastaviti istim putem, a jednom kada takva vlast Salvadorcima dosadi - teško će ga se riješiti. A tek su mu 42.
