U usporedbi s hrvatskih 65 godina života za odlazak u punu starosnu mirovinu, francuski protesti protiv pomicanja te granice kod njih sa 62 na 64 godine doimaju se kao razmaženo kukurikanje lijenih galskih pjetlića. Što, zapravo, hoće ti Francuzi?
Prema većinskom mišljenju u Francuskoj, napredak prema boljem društvu mjeri se smanjenjem tereta rada. Ta ideja nikako nije nova. Još je u 19. stoljeću socijalistički mislilac Paul Lafargue 1880. objavio "Le Droit à la Paresse" ("Pravo na lijenost"), zalažući se za trosatni radni dan i osuđujući "ludilo ljubavi prema poslu".
Prije dva desetljeća “Bonjour Paresse” (“Dobat dan, lijenosti”), vodič kako se provući sa zabušavanjem na poslu, postao je bestseler.

‘Darežljivi‘ Mitterrand
Na političkoj razini, još prije 40 godina predsjednik François Mitterrand bio je snizio dob za odlazak u mirovinu sa 65 godina na samo 60. Dva desetljeća kasnije Francuska je uvela 35-satni radni tjedan. Udio Francuza koji posao smatraju "vrlo važnim" u svom živottu pao je sa 60% u 1990. na samo 24% u 2021., prema anketarskoj agenciji Ifop.
Od izbijanja pandemije mnoga društva su počela preispitivati uvjete rada za plaću, pa je i u Francuskoj "lockdown" samo ubrzao ovu promjenu odnosa prema poslu, kaže za Economist Romain Bendavid iz think-tanka Fondation Jean-Jaurès. Tako je lani samo 40% Francuza izjavljivalo da bi radije zarađivalo više, a imalo manje slobodnog vremena, što je značajan pad u odnosu na 63% iz ne tako daleke 2008. godine.
Kad francuski političari krenu raspravljati o svemu tome, uglavnom frcaju uvrede. Sandrine Rousseau, čelnica Zelenih iz koalicije NUPES, otvoreno se zalaže za “pravo na lijenost” i želi uvesti 32-satni radni tjedan. Gérald Darmanin, Macronov ministar unutarnjih poslova, odbacuje NUPES kao skupinu "ljudi koji ne vole raditi" i misle da mogu živjeti u "društvu bez napora".
Stvari nisu jednoznačne
Istini za volju, u stvarnosti je francusko društvo složenije nego što ovaj rat riječima između "radiša" i "ljenčina" daje naslutiti. Zahvaljujući rastezljivim pravilima, francuski radnici zapravo u prosjeku imaju duži radni tjedan (37 sati) od Nijemaca (35), a gotovo su jednako produktivni po radnom satu.
Francuzi možda poručuju da posao više nije središnji dio njihovih života, ali nova studija Instituta Montaigne pokazuje da tri četvrtine također kažu da su uglavnom sretni na poslu, a to je broj koji je nepromijenjen već nekoliko godina.
Svejeddno, javno mnijenje se ustobočilo protiv mirovinske reforme - 64% građana sada je protiv nje, što je za tri posto više nego u siječnju kada su se protesti valjali po ulicama francuskih gradova.
Vlada se priprema na nove jednodnevne prosvjede protiv svog plana. Na oba štrajka prošlog mjeseca sudjelovalo je više od milijun ljudi diljem zemlje. Svi francuski sindikati podržavaju protestne akcije. Većina oporbenih stranaka i građana odlučno je protiv mirovinske reforme.
Sociologinje Danièle Linhart, specijalizirana za područje rada, upozorava da ih razni analitičari u medijima "zasipaju primjerima i analizama od kojih jedva da išta razumijemo": "Ljudi vide da zaključak ovisi o ideološkoj pozadini pojedinih stručnjaka. Ovdje se radi o tome u kakvom društvu želimo živjeti - strogo tržišno orijentiranom, u kojem preovladava zakon jačeg, ili onom koje ublažava nejednakosti."
Francuzi imaju vrlo poseban odnos prema radu, koji datira još iz vremena Francuske revolucije, objašnjava ona za DW: "U njoj je uspostavljeno načelo da svoju radnu snagu možete prodati samo kao slobodan građanin. Rad je u središtu klasne borbe. Ljudi su se dugo borili za pravo na mirovinu u određenoj starosnoj dobi i ne žele ga se tek tako odreći."

Mirovinska reforma je podijelila zemlju u svojevrsnom razgovoru gluhih, piše Economist. Vlada poručuje da je ova "neophodna" kako bi mirovinski sustav bio održiv, ali Francuzi žele sačuvati postojeće uvjete za odlazak u mirovinu, i to u doba kada ljudi u prosjeku žive gotovo desetljeće duže nego što su živjeli prema statistici iz 1980. godine.
Svejedno, Macronova centristička vlada nije uspjela uvjeriti Francuze da je podizanje dobi za odlazak u mirovinu nužno za pokrivanje godišnjeg deficita u mirovinskom sustavu, koji će - računa se - do 2030 dosegnuti 14 milijardi eura.
Kritičari iz redova oporbenog lijevog saveza NUPES kažu da bi bilo poštenije oporezovati “superprofite”, odnosno bogataše. Porez od 2% na imovinu francuskih milijardera, tvrdi se u izvješću francuskog Oxfama, preko noći bi izbrisao mirovinski deficit, iako bi najbogatiji Francuzi vjerojatno imali druge ideje za to što će sa svojim viškom novca.
Republikanci desnog centra, koji su svojedobno podigli dob za odlazak u mirovinu sa onih "Mitterandovih" 60 na sadašnje 62 godine, sada pak imaju obraza inzistirati na tome da je Macronova namjera nepravedna.
S druge strane, fokusirajući se na dob za odlazak u mirovinu, vlada također propušta objasniti da to nije samo "računovodstveno" pitanje. Reforma se uklapa u šire pokušaje predsjednika Macrona da pitanje rada stavi u središte svog drugog mandata.
Plan za punu zaposlenost
“Mirovinska reforma”, kaže ekonmist Marc Ferracci, član parlamenta iz vodeće stranke, “glavna je u kampanje za punu zaposlenost i povećanja stope zaposlenosti starijih radnika.”
"Puna" zaposlenost značila bi smanjenje nezaposlenosti s današnjih 7% na oko 5%, što je razina kakva u Francuskoj nije dosegnuta od 1979. godine.
Udio od 56% zaposlenih od 55 do 64 godine, koji je porastao za pet posto otkako je Macron predsjednik, još ostaje daleko ispod onog od 72% u Njemačkoj. Stoga francuska vlada želi uvesti obvezni "seniorski indeks", kako bi pratila udio starijih radnika na platnom popisu i obeshrabrila tvrtke da otpuštaju sjedokose.
Paralelno s tim, vlada je pooštrila pravila o naknadama za nezaposlene koja se primjenjuju u razdobljima gospodarskog rasta i nedostatka radne snage. Mnoge tvrtke u Francuskoj trenutno javljaju o problemima koje imaju s popunjavanjem slobodnih radnih mjesta. Stoga ovaj reformi plan ima smisla za Francusku.

Macron je stoga, kaže njemu blizak izvor, odlučan ustrajati na reformi. Ako ne uspije dobiti dovoljno glasova za nju u parlamentu, gdje više nema većinu, ona bi se mogla progurati i pomoću posebne ustavne uredbe, iako uz rizik izazivanja novih parlamentarnih izbora.
Čak i ako provuče novi zakon, a ne pronađe način da uvjeri Francuze u njegovu opravdanost, mogao bi imati uspješnu reformu, ali vrlo ogorčene građane. A znamo da Francuzi svoju ogorčenost iskazuju znatno češće i žešće od osiromašenih Hrvata kojima se olako docira oko raznih ne-tema.

U usporedbi s hrvatskih 65 godina života za odlazak u punu starosnu mirovinu, francuski protesti protiv pomicanja te granice kod njih sa 62 na 64 godine doimaju se kao razmaženo kukurikanje lijenih galskih pjetlića. Što, zapravo, hoće ti Francuzi?
Prema većinskom mišljenju u Francuskoj, napredak prema boljem društvu mjeri se smanjenjem tereta rada. Ta ideja nikako nije nova. Još je u 19. stoljeću socijalistički mislilac Paul Lafargue 1880. objavio "Le Droit à la Paresse" ("Pravo na lijenost"), zalažući se za trosatni radni dan i osuđujući "ludilo ljubavi prema poslu".
Prije dva desetljeća “Bonjour Paresse” (“Dobat dan, lijenosti”), vodič kako se provući sa zabušavanjem na poslu, postao je bestseler.

‘Darežljivi‘ Mitterrand
Na političkoj razini, još prije 40 godina predsjednik François Mitterrand bio je snizio dob za odlazak u mirovinu sa 65 godina na samo 60. Dva desetljeća kasnije Francuska je uvela 35-satni radni tjedan. Udio Francuza koji posao smatraju "vrlo važnim" u svom živottu pao je sa 60% u 1990. na samo 24% u 2021., prema anketarskoj agenciji Ifop.
Od izbijanja pandemije mnoga društva su počela preispitivati uvjete rada za plaću, pa je i u Francuskoj "lockdown" samo ubrzao ovu promjenu odnosa prema poslu, kaže za Economist Romain Bendavid iz think-tanka Fondation Jean-Jaurès. Tako je lani samo 40% Francuza izjavljivalo da bi radije zarađivalo više, a imalo manje slobodnog vremena, što je značajan pad u odnosu na 63% iz ne tako daleke 2008. godine.
Kad francuski političari krenu raspravljati o svemu tome, uglavnom frcaju uvrede. Sandrine Rousseau, čelnica Zelenih iz koalicije NUPES, otvoreno se zalaže za “pravo na lijenost” i želi uvesti 32-satni radni tjedan. Gérald Darmanin, Macronov ministar unutarnjih poslova, odbacuje NUPES kao skupinu "ljudi koji ne vole raditi" i misle da mogu živjeti u "društvu bez napora".
Stvari nisu jednoznačne
Istini za volju, u stvarnosti je francusko društvo složenije nego što ovaj rat riječima između "radiša" i "ljenčina" daje naslutiti. Zahvaljujući rastezljivim pravilima, francuski radnici zapravo u prosjeku imaju duži radni tjedan (37 sati) od Nijemaca (35), a gotovo su jednako produktivni po radnom satu.
Francuzi možda poručuju da posao više nije središnji dio njihovih života, ali nova studija Instituta Montaigne pokazuje da tri četvrtine također kažu da su uglavnom sretni na poslu, a to je broj koji je nepromijenjen već nekoliko godina.
Svejeddno, javno mnijenje se ustobočilo protiv mirovinske reforme - 64% građana sada je protiv nje, što je za tri posto više nego u siječnju kada su se protesti valjali po ulicama francuskih gradova.
Vlada se priprema na nove jednodnevne prosvjede protiv svog plana. Na oba štrajka prošlog mjeseca sudjelovalo je više od milijun ljudi diljem zemlje. Svi francuski sindikati podržavaju protestne akcije. Većina oporbenih stranaka i građana odlučno je protiv mirovinske reforme.
Sociologinje Danièle Linhart, specijalizirana za područje rada, upozorava da ih razni analitičari u medijima "zasipaju primjerima i analizama od kojih jedva da išta razumijemo": "Ljudi vide da zaključak ovisi o ideološkoj pozadini pojedinih stručnjaka. Ovdje se radi o tome u kakvom društvu želimo živjeti - strogo tržišno orijentiranom, u kojem preovladava zakon jačeg, ili onom koje ublažava nejednakosti."
Francuzi imaju vrlo poseban odnos prema radu, koji datira još iz vremena Francuske revolucije, objašnjava ona za DW: "U njoj je uspostavljeno načelo da svoju radnu snagu možete prodati samo kao slobodan građanin. Rad je u središtu klasne borbe. Ljudi su se dugo borili za pravo na mirovinu u određenoj starosnoj dobi i ne žele ga se tek tako odreći."

Mirovinska reforma je podijelila zemlju u svojevrsnom razgovoru gluhih, piše Economist. Vlada poručuje da je ova "neophodna" kako bi mirovinski sustav bio održiv, ali Francuzi žele sačuvati postojeće uvjete za odlazak u mirovinu, i to u doba kada ljudi u prosjeku žive gotovo desetljeće duže nego što su živjeli prema statistici iz 1980. godine.
Svejedno, Macronova centristička vlada nije uspjela uvjeriti Francuze da je podizanje dobi za odlazak u mirovinu nužno za pokrivanje godišnjeg deficita u mirovinskom sustavu, koji će - računa se - do 2030 dosegnuti 14 milijardi eura.
Kritičari iz redova oporbenog lijevog saveza NUPES kažu da bi bilo poštenije oporezovati “superprofite”, odnosno bogataše. Porez od 2% na imovinu francuskih milijardera, tvrdi se u izvješću francuskog Oxfama, preko noći bi izbrisao mirovinski deficit, iako bi najbogatiji Francuzi vjerojatno imali druge ideje za to što će sa svojim viškom novca.
Republikanci desnog centra, koji su svojedobno podigli dob za odlazak u mirovinu sa onih "Mitterandovih" 60 na sadašnje 62 godine, sada pak imaju obraza inzistirati na tome da je Macronova namjera nepravedna.
S druge strane, fokusirajući se na dob za odlazak u mirovinu, vlada također propušta objasniti da to nije samo "računovodstveno" pitanje. Reforma se uklapa u šire pokušaje predsjednika Macrona da pitanje rada stavi u središte svog drugog mandata.
Plan za punu zaposlenost
“Mirovinska reforma”, kaže ekonmist Marc Ferracci, član parlamenta iz vodeće stranke, “glavna je u kampanje za punu zaposlenost i povećanja stope zaposlenosti starijih radnika.”
"Puna" zaposlenost značila bi smanjenje nezaposlenosti s današnjih 7% na oko 5%, što je razina kakva u Francuskoj nije dosegnuta od 1979. godine.
Udio od 56% zaposlenih od 55 do 64 godine, koji je porastao za pet posto otkako je Macron predsjednik, još ostaje daleko ispod onog od 72% u Njemačkoj. Stoga francuska vlada želi uvesti obvezni "seniorski indeks", kako bi pratila udio starijih radnika na platnom popisu i obeshrabrila tvrtke da otpuštaju sjedokose.
Paralelno s tim, vlada je pooštrila pravila o naknadama za nezaposlene koja se primjenjuju u razdobljima gospodarskog rasta i nedostatka radne snage. Mnoge tvrtke u Francuskoj trenutno javljaju o problemima koje imaju s popunjavanjem slobodnih radnih mjesta. Stoga ovaj reformi plan ima smisla za Francusku.

Macron je stoga, kaže njemu blizak izvor, odlučan ustrajati na reformi. Ako ne uspije dobiti dovoljno glasova za nju u parlamentu, gdje više nema većinu, ona bi se mogla progurati i pomoću posebne ustavne uredbe, iako uz rizik izazivanja novih parlamentarnih izbora.
Čak i ako provuče novi zakon, a ne pronađe način da uvjeri Francuze u njegovu opravdanost, mogao bi imati uspješnu reformu, ali vrlo ogorčene građane. A znamo da Francuzi svoju ogorčenost iskazuju znatno češće i žešće od osiromašenih Hrvata kojima se olako docira oko raznih ne-tema.
