Bio je to tragikomičan prizor koji oslikava aktualni sumrak Europe: dok je šefica Europske komisije Ursula von der Leyen u četvrtak u Bruxellesu slavila dogovor o slanju 50 milijardi eura Ukrajini i radosno tvitala o "dobrom danu za Europu", istodobno su tisuće europskih farmera bacali jaja, kamenje i gnojivo na zgradu Europskog parlamenta u tom istom Bruxellesu, krešući sve bogove europskim birokratima.

Bio je to prizor u kojem je promatrač mogao vidjeti svu odvojenost današnjih europskih elita od samih građana Europe, u ovom slučaju od europskih poljoprivrednika koji su zadnjih dana i tjedana svojim traktorima i kamionima blokirali ceste i metropole širom Starog kontinenta, od Portugala do Poljske, od Belgije do Grčke, tražeći svoju seljačku pravicu.

Riječ je o sveeuropskom buntu: prosvjedi farmera zabilježeni su i u Njemačkoj, Francuskoj, Španjolskoj, Italiji, Nizozemskoj i Rumunjskoj.

U Francuskoj su opkolili Pariz i pokušali blokirati veleprodajnu tržnicu hrane Rungis južno od grada, koja se smatra centralnim distribucijskim punktom hrane za 12 milijuna Parižana. Policija je te prosvjede shvatila ozbiljno: duž autoceste koja vodi do Rungisa raspoređene su policijske jedinice, a oko same tržnice postavljeni su policijski punktovi i raspoređena oklopna vozila.

U Italiji su traktorima blokirali ceste u Toskani, Lombardiji, Kalabriji i Sardiniji, dok su njihovi kolege u Grčkoj blokirali najvažniju autocestu u zemlji koja povezuje Atenu i Solun, s ciljem da potpuno paraliziraju Solun, gdje se upravo ovih dana održava najveći grčki poljoprivredni sajam Agrotica.

Veći troškovi, manja zarada

Grčki prosvjednici nekidan su blokirali i najvažniji granični prijelaz s Turskom u blizini lučkog grada Alexandroupolisa, dok su farmeri u Belgiji u četvrtak blokirali granične prijelaze s Nizozemskom – uključujući i onaj u smjeru Antwerpena, druge najveće europske luke - kao i distribucijske centre i skladišta velikih trgovačkih lanaca. Također su organizirali demonstracije u luci Zeebrugge. koja je dio luke Antwerpen-Bruges, a flamanska televizija VRT javlja da je u luci zapelo 2000 kamiona.

I tako se na ustanak digla gotovo čitava jedna klasa europskog društva. Zbog čega?

Na prvi pogled, u svakoj zemlji je drugi povod. U Njemačkoj se seljaci bune protiv rezanja poljoprivrednih subvencija za dizel gorivo, u Francuskoj traže više cijene svojih proizvoda i zaštitu od strane konkurencije, u Italiji zahtijevaju državne potpore; u Španjolskoj prosvjeduju zbog loše opskrbe vodom, u Grčkoj zbog poskupljenja gnojiva i dizelskog goriva, a u Belgiji i Nizozemskoj protiv poreznih opterećenja, rastućih troškova, jeftinog uvoza i birokracije.

No u suštini, kad se svi ovi naizgled različiti prosvjedni povodi pomnije analiziraju, mogu se svesti na dva glavna uzroka. Prvi je nezadovoljstvo europskom agrarnom politikom, koja zbog planiranih ekoloških mjera u okviru Zelene agende za spas klime donosi farmerima veće troškove, a time i manju zaradu.

A drugi razlog je osobito prisutan u zemljama Istočne Europe, gdje seljaci protestiraju zbog jeftinih poljoprivrednih proizvoda iz Ukrajine zbog kojih njihovi proizvodi ostaju neprodani.

Obrana postojećeg stanja

Ovaj prvi razlog otkriva da borba Europske unije protiv klimatskih promjena neće biti jednostavna, jer su se pobunili oni preko čijih se leđa prelama. Naime, upravo se europski poljoprivrednici nalaze među prvim žrtvama ambicioznih klimatskih ciljeva koji su u mandatu ove Europske komisije ušli u zakonodavstvo.

Podsjetimo, u sklopu politike „Green Deala” (Zeleni dogovor) na području Europske unije predviđeno je postupno odbacivanje fosilnih goriva u korist obnovljivih izvora energije, s krajnjim ciljem da se do 2050. godine postigne tzv. neto-nula štetnih emisija: stanje u kojem su staklenički plinovi koji odlaze u atmosferu uravnoteženi uklanjanjem iz atmosfere, odnosno stanje u kojem globalno zagrijavanje tehnički prestaje.

Kako tumače eksperti, neto-nula znači da vaše poslovanje ne doprinosi dodatnom ugljiku u atmosferi. U međuvremenu, „zeleni plan” nalaže da se do 2030. godine 10 posto poljoprivrednog zemljišta izdvoji za nepoljoprivredne svrhe, te da se upotreba gnojiva smanji za 20 posto, a korištenje kemijskih pesticida za 50 posto.

"Sve su to naizgled vrlo plemeniti ciljevi koji rade za opće dobro, ali poljoprivrednici su bez sumnje žrtve jer jednostavno njihova sama profesija dolazi u koliziju s idejom zaustavljanja klimatskih promjena", konstatira ovih dana vanjskopolitički portal Advance.

U tom smislu, nizozemski sociolog Jan Douwe van der Ploeg sa Sveučilišta Wageningen u izjavi za Deutsche Welle ističe da u svim ovim prosvjedima europskih seljaka vidi nešto zajedničko: obranu postojećeg stanja. Kako kaže, razlog za prosvjede je često "pravo da se zadrže subvencije koje postoje godinama, te da se i dalje mogu koristiti fosilna energija ili pesticidi".

- Pritom se radi o jasnim obilježjima industrijalizirane poljoprivrede – pojašnjava Van der Ploeg za DW.

Zov krajnje desnice

Kako rekosmo, drugi razlog bunta europskih poljoprivrednika više je prisutan na istoku kontinenta, a odnosi se na odluku Europske unije da ukidanjem regulacija omogući jeftini uvoz pšenice i drugih poljoprivrednih proizvoda iz Ukrajine, kako bi se pomoglo razorenom ukrajinskom gospodarstvu. Budući da ceh toga poteza plaćaju ostali europski poljoprivrednici, došlo je do njihove pobune u više zemalja Istočne Europe.

Ovdje možemo dodati i treći razlog, koji nije vezan isključivo za poljoprivrednike, ali zahvaća i njih: nakon što je Europska unija zbog agresije na Ukrajinu odlučila raskinuti energetske veze s Rusijom – čime su europska industrija i poljoprivreda ostale bez jeftinih ruskih energenata – cijene gnojiva i goriva znatno su porasle, dovodeći seoska gospodarstva širom Europe na rub održivosti.

Dodatni problem za vladajuće elite u Bruxellesu je činjenica da prosvjede europskih poljoprivrednika politički nastoji kapitalizirati krajnja desnica, što se osobito vidjelo u Njemačkoj, gdje je na mnogim traktorima u protestnim konvojima bio istaknut logo ekstremističke desničarske stranke Alternativa za Njemačku (AfD), koja trenutno u anketama dobiva preko 20 posto i druga je najjača partija u zemlji.

Taj problem dobiva dramatične konture imajući u vidu da u lipnju ove godine predstoje europski izbori, uoči kojih se strahuje da bi se klatno europske politike moglo pomaknuti znatnije udesno. Krajnja desnica čeka lipanj za eventualni historijski uspjeh, a europski farmeri mogli bi im poslužiti kao "udarna šaka" rušenja postojećih europskih struktura.

To je ta dijalektika srpa i čekića: ako su komunisti svojedobno osvajali Europu na krilima radnika i radničke klase, suvremeni fašisti bi na nju mogli nasrnuti na krilima seljaka.

Bio je to tragikomičan prizor koji oslikava aktualni sumrak Europe: dok je šefica Europske komisije Ursula von der Leyen u četvrtak u Bruxellesu slavila dogovor o slanju 50 milijardi eura Ukrajini i radosno tvitala o "dobrom danu za Europu", istodobno su tisuće europskih farmera bacali jaja, kamenje i gnojivo na zgradu Europskog parlamenta u tom istom Bruxellesu, krešući sve bogove europskim birokratima.

Bio je to prizor u kojem je promatrač mogao vidjeti svu odvojenost današnjih europskih elita od samih građana Europe, u ovom slučaju od europskih poljoprivrednika koji su zadnjih dana i tjedana svojim traktorima i kamionima blokirali ceste i metropole širom Starog kontinenta, od Portugala do Poljske, od Belgije do Grčke, tražeći svoju seljačku pravicu.

Riječ je o sveeuropskom buntu: prosvjedi farmera zabilježeni su i u Njemačkoj, Francuskoj, Španjolskoj, Italiji, Nizozemskoj i Rumunjskoj.

U Francuskoj su opkolili Pariz i pokušali blokirati veleprodajnu tržnicu hrane Rungis južno od grada, koja se smatra centralnim distribucijskim punktom hrane za 12 milijuna Parižana. Policija je te prosvjede shvatila ozbiljno: duž autoceste koja vodi do Rungisa raspoređene su policijske jedinice, a oko same tržnice postavljeni su policijski punktovi i raspoređena oklopna vozila.

U Italiji su traktorima blokirali ceste u Toskani, Lombardiji, Kalabriji i Sardiniji, dok su njihovi kolege u Grčkoj blokirali najvažniju autocestu u zemlji koja povezuje Atenu i Solun, s ciljem da potpuno paraliziraju Solun, gdje se upravo ovih dana održava najveći grčki poljoprivredni sajam Agrotica.

Veći troškovi, manja zarada

Grčki prosvjednici nekidan su blokirali i najvažniji granični prijelaz s Turskom u blizini lučkog grada Alexandroupolisa, dok su farmeri u Belgiji u četvrtak blokirali granične prijelaze s Nizozemskom – uključujući i onaj u smjeru Antwerpena, druge najveće europske luke - kao i distribucijske centre i skladišta velikih trgovačkih lanaca. Također su organizirali demonstracije u luci Zeebrugge. koja je dio luke Antwerpen-Bruges, a flamanska televizija VRT javlja da je u luci zapelo 2000 kamiona.

I tako se na ustanak digla gotovo čitava jedna klasa europskog društva. Zbog čega?

Na prvi pogled, u svakoj zemlji je drugi povod. U Njemačkoj se seljaci bune protiv rezanja poljoprivrednih subvencija za dizel gorivo, u Francuskoj traže više cijene svojih proizvoda i zaštitu od strane konkurencije, u Italiji zahtijevaju državne potpore; u Španjolskoj prosvjeduju zbog loše opskrbe vodom, u Grčkoj zbog poskupljenja gnojiva i dizelskog goriva, a u Belgiji i Nizozemskoj protiv poreznih opterećenja, rastućih troškova, jeftinog uvoza i birokracije.

No u suštini, kad se svi ovi naizgled različiti prosvjedni povodi pomnije analiziraju, mogu se svesti na dva glavna uzroka. Prvi je nezadovoljstvo europskom agrarnom politikom, koja zbog planiranih ekoloških mjera u okviru Zelene agende za spas klime donosi farmerima veće troškove, a time i manju zaradu.

A drugi razlog je osobito prisutan u zemljama Istočne Europe, gdje seljaci protestiraju zbog jeftinih poljoprivrednih proizvoda iz Ukrajine zbog kojih njihovi proizvodi ostaju neprodani.

Obrana postojećeg stanja

Ovaj prvi razlog otkriva da borba Europske unije protiv klimatskih promjena neće biti jednostavna, jer su se pobunili oni preko čijih se leđa prelama. Naime, upravo se europski poljoprivrednici nalaze među prvim žrtvama ambicioznih klimatskih ciljeva koji su u mandatu ove Europske komisije ušli u zakonodavstvo.

Podsjetimo, u sklopu politike „Green Deala” (Zeleni dogovor) na području Europske unije predviđeno je postupno odbacivanje fosilnih goriva u korist obnovljivih izvora energije, s krajnjim ciljem da se do 2050. godine postigne tzv. neto-nula štetnih emisija: stanje u kojem su staklenički plinovi koji odlaze u atmosferu uravnoteženi uklanjanjem iz atmosfere, odnosno stanje u kojem globalno zagrijavanje tehnički prestaje.

Kako tumače eksperti, neto-nula znači da vaše poslovanje ne doprinosi dodatnom ugljiku u atmosferi. U međuvremenu, „zeleni plan” nalaže da se do 2030. godine 10 posto poljoprivrednog zemljišta izdvoji za nepoljoprivredne svrhe, te da se upotreba gnojiva smanji za 20 posto, a korištenje kemijskih pesticida za 50 posto.

"Sve su to naizgled vrlo plemeniti ciljevi koji rade za opće dobro, ali poljoprivrednici su bez sumnje žrtve jer jednostavno njihova sama profesija dolazi u koliziju s idejom zaustavljanja klimatskih promjena", konstatira ovih dana vanjskopolitički portal Advance.

U tom smislu, nizozemski sociolog Jan Douwe van der Ploeg sa Sveučilišta Wageningen u izjavi za Deutsche Welle ističe da u svim ovim prosvjedima europskih seljaka vidi nešto zajedničko: obranu postojećeg stanja. Kako kaže, razlog za prosvjede je često "pravo da se zadrže subvencije koje postoje godinama, te da se i dalje mogu koristiti fosilna energija ili pesticidi".

- Pritom se radi o jasnim obilježjima industrijalizirane poljoprivrede – pojašnjava Van der Ploeg za DW.

Zov krajnje desnice

Kako rekosmo, drugi razlog bunta europskih poljoprivrednika više je prisutan na istoku kontinenta, a odnosi se na odluku Europske unije da ukidanjem regulacija omogući jeftini uvoz pšenice i drugih poljoprivrednih proizvoda iz Ukrajine, kako bi se pomoglo razorenom ukrajinskom gospodarstvu. Budući da ceh toga poteza plaćaju ostali europski poljoprivrednici, došlo je do njihove pobune u više zemalja Istočne Europe.

Ovdje možemo dodati i treći razlog, koji nije vezan isključivo za poljoprivrednike, ali zahvaća i njih: nakon što je Europska unija zbog agresije na Ukrajinu odlučila raskinuti energetske veze s Rusijom – čime su europska industrija i poljoprivreda ostale bez jeftinih ruskih energenata – cijene gnojiva i goriva znatno su porasle, dovodeći seoska gospodarstva širom Europe na rub održivosti.

Dodatni problem za vladajuće elite u Bruxellesu je činjenica da prosvjede europskih poljoprivrednika politički nastoji kapitalizirati krajnja desnica, što se osobito vidjelo u Njemačkoj, gdje je na mnogim traktorima u protestnim konvojima bio istaknut logo ekstremističke desničarske stranke Alternativa za Njemačku (AfD), koja trenutno u anketama dobiva preko 20 posto i druga je najjača partija u zemlji.

Taj problem dobiva dramatične konture imajući u vidu da u lipnju ove godine predstoje europski izbori, uoči kojih se strahuje da bi se klatno europske politike moglo pomaknuti znatnije udesno. Krajnja desnica čeka lipanj za eventualni historijski uspjeh, a europski farmeri mogli bi im poslužiti kao "udarna šaka" rušenja postojećih europskih struktura.

To je ta dijalektika srpa i čekića: ako su komunisti svojedobno osvajali Europu na krilima radnika i radničke klase, suvremeni fašisti bi na nju mogli nasrnuti na krilima seljaka.
