Saudijski krunski princ Mohamed bin Salman podcijenio je koliki će bijes u Washingtonu izazvati njegova prošlotjedna odluka da sreže proizvodnju nafte u sklopu kartela OPEC+, čime izravno pomaže Moskvi da se lakše nosi sa zapadnim sankcijama, piše Jutarnji list. 

Američki predsjednik Joe Biden u intervjuu za CNN izravno je izjavio da će Saudijska Arabija platiti za svoju odluku. "Bit će nekih posljedica zbog toga što su učinili s Rusijom", rekao je Biden u utorak navečer. "Neću ulaziti u to što ću razmatrati i što imam na umu. No, bit će... bit će posljedica."

Cijela Bidenova administracija proteklih je mjeseci žestoko lobirala protiv odluke o rezanju proizvodnje. Kartel OPEC+ uključuje većinu zaljevskih država, Rusiju, Venezuelu i nekoliko drugih velikih izvoznica nafte, ali bez Kine i SAD-a, zbog čega Washington nije imao izravni utjecaj na odluku.

Gospodarska diplomacija

Unatoč tome, američka gospodarska diplomacija činila je maksimalni pritisak na Saudijsku Arabiju - de facto čelnu državu kartela - da se odustane od poteza koji bi pomogao Moskvi nastaviti financirati invaziju na Ukrajinu. Washington je Rijadu i drugim državama nudio i otkup njihovih viškova proizvodnje, a Biden je prekršio i svoje obećanje dano u predizbornoj kampanji da će izolirati Mohameda bin Salmana zbog njegove uloge u ubojstvu saudijskog disidenta Jamala Khashoggija u saudijskom konzulatu u Istanbulu 2018. godine. Kako bi osigurao pristup saudijskim energentima u svjetlu zapadnih sankcija Rusiji, Biden je i sam posjetio Rijad te se sastao s krunskim princem, de facto vladarom države. Unatoč diplomatskoj ekskulpaciji Mohameda bin Salmana, Rijad nije uzvratio Washingtonu ispunjavanjem želja o proizvodnji nafte, gledajući umjesto toga vlastiti interes - smanjenje proizvodnje stabilizirat će cijene na višoj razini i dovesti do manjih viškova u slučaju vrlo izgledne globalne recesije.

No, to smanjenje proizvodnje čini i rusku naftu - koja je relativno skupa za ekstrakciju i koju Moskva već sad mora prodavati uz značajan rabat Kini i Indiji - znatno profitabilnijom po Rusiju u nadolazećem razdoblju. Saudijska Arabija jedan je od ključnih sigurnosnih partnera Washingtona na Bliskom istoku gdje američke oružane snage imaju čak pet vojnih baza, a Rijad je i jedan od najvećih svjetskih kupaca američkog oružja. Zbog toga je Mohamed bin Salman vjerojatno mislio da može slobodno proturječiti željama Washingtona bez posljedica, no čini se kako se ovaj put - ponovno - preračunao.

Globalna inflacija

Diplomatsku frontu protiv Rijada otvorio je prošli vikend američki senator Robert Menendez, čelnik Odbora za vanjsku politiku Senata. Demokrat Menendez pozvao je na zamrzavanje isporuke oružja Saudijskoj Arabiji te na prekid sigurnosne suradnje. "Princ Mohamed pomagao je osigurati Putinov rat kroz kartel OPEC+", izjavio je Menendez. "Neću dati zeleno svjetlo ni za kakvu kooperaciju s Rijadom dok Kraljevina ne razmisli o svojoj poziciji oko rata u Ukrajini. Bilo je dosta. Jednostavno nema prostora da se bude na obje strane ovog sukoba."

Njegove su stavove ponovili senator Richard Blumenthal i zastupnik Donjeg doma Ro Khanna, obojica demokrati te obojica članovi Odbora za oružane snage u svojim domovima Kongresa. U kolumni za Politico upozorili su kako je Rijad svojim potezom pogoršao globalnu inflaciju, potkopao dosad uspješne napore SAD-a da zaustavi rast cijena goriva te pomogao financirati Putinovu invaziju na Ukrajinu.

Upravo je ovaj predzadnji faktor ključan za američku Demokratsku stranku kojoj sljedeći mjesec predstoje međuizbori na kojima se bira cijeli sastav Donjeg doma te 35 od 100 mjesta u Senatu. Povijesno gledano, cijene goriva na benzinskim postajama često su znale presuditi vladajućoj stranci na američkim izborima, zbog čega su Biden i njegova stranka rezanje proizvodnje uoči izbora shvatili osobno.

Upravo su izbori i razlog što će "posljedice" po Saudijsku Arabiju Rijad osjetiti tek nakon izbora.

Prema washingtonskim izvorima, kako piše Wall Street Journal, odluka Mohameda bin Salmana znak je da želi voditi sigurnosnu i energetsku politiku odvojeno od SAD-a, no odgovor Washingtona mogao bi biti brutalan.

Pojedini članovi Kongresa već pozivaju na povlačenje svih američkih snaga iz Saudijske Arabije, ideja zaustavljanja daljnje prodaje oružja već je okupila brojne zastupnike, a čelnici Senata iz obje stranke pozivaju na ponovno pokretanje NOPEC zakona koji bi dopustio saveznim vlastima da tuže OPEC za kršenje tržišne utakmice.

Svrstavanje OPEC+ uz Moskvu dodatno je potvrdio i prvi čovjek Ujedinjenih Arapskih Emirata šeik Mohamed bin Zayed Al-Nahyan, koji je posjetio Vladimira Putina u St. Peterburgu u utorak.

Saudijski krunski princ Mohamed bin Salman podcijenio je koliki će bijes u Washingtonu izazvati njegova prošlotjedna odluka da sreže proizvodnju nafte u sklopu kartela OPEC+, čime izravno pomaže Moskvi da se lakše nosi sa zapadnim sankcijama, piše Jutarnji list. 

Američki predsjednik Joe Biden u intervjuu za CNN izravno je izjavio da će Saudijska Arabija platiti za svoju odluku. "Bit će nekih posljedica zbog toga što su učinili s Rusijom", rekao je Biden u utorak navečer. "Neću ulaziti u to što ću razmatrati i što imam na umu. No, bit će... bit će posljedica."

Cijela Bidenova administracija proteklih je mjeseci žestoko lobirala protiv odluke o rezanju proizvodnje. Kartel OPEC+ uključuje većinu zaljevskih država, Rusiju, Venezuelu i nekoliko drugih velikih izvoznica nafte, ali bez Kine i SAD-a, zbog čega Washington nije imao izravni utjecaj na odluku.

Gospodarska diplomacija

Unatoč tome, američka gospodarska diplomacija činila je maksimalni pritisak na Saudijsku Arabiju - de facto čelnu državu kartela - da se odustane od poteza koji bi pomogao Moskvi nastaviti financirati invaziju na Ukrajinu. Washington je Rijadu i drugim državama nudio i otkup njihovih viškova proizvodnje, a Biden je prekršio i svoje obećanje dano u predizbornoj kampanji da će izolirati Mohameda bin Salmana zbog njegove uloge u ubojstvu saudijskog disidenta Jamala Khashoggija u saudijskom konzulatu u Istanbulu 2018. godine. Kako bi osigurao pristup saudijskim energentima u svjetlu zapadnih sankcija Rusiji, Biden je i sam posjetio Rijad te se sastao s krunskim princem, de facto vladarom države. Unatoč diplomatskoj ekskulpaciji Mohameda bin Salmana, Rijad nije uzvratio Washingtonu ispunjavanjem želja o proizvodnji nafte, gledajući umjesto toga vlastiti interes - smanjenje proizvodnje stabilizirat će cijene na višoj razini i dovesti do manjih viškova u slučaju vrlo izgledne globalne recesije.

No, to smanjenje proizvodnje čini i rusku naftu - koja je relativno skupa za ekstrakciju i koju Moskva već sad mora prodavati uz značajan rabat Kini i Indiji - znatno profitabilnijom po Rusiju u nadolazećem razdoblju. Saudijska Arabija jedan je od ključnih sigurnosnih partnera Washingtona na Bliskom istoku gdje američke oružane snage imaju čak pet vojnih baza, a Rijad je i jedan od najvećih svjetskih kupaca američkog oružja. Zbog toga je Mohamed bin Salman vjerojatno mislio da može slobodno proturječiti željama Washingtona bez posljedica, no čini se kako se ovaj put - ponovno - preračunao.

Globalna inflacija

Diplomatsku frontu protiv Rijada otvorio je prošli vikend američki senator Robert Menendez, čelnik Odbora za vanjsku politiku Senata. Demokrat Menendez pozvao je na zamrzavanje isporuke oružja Saudijskoj Arabiji te na prekid sigurnosne suradnje. "Princ Mohamed pomagao je osigurati Putinov rat kroz kartel OPEC+", izjavio je Menendez. "Neću dati zeleno svjetlo ni za kakvu kooperaciju s Rijadom dok Kraljevina ne razmisli o svojoj poziciji oko rata u Ukrajini. Bilo je dosta. Jednostavno nema prostora da se bude na obje strane ovog sukoba."

Njegove su stavove ponovili senator Richard Blumenthal i zastupnik Donjeg doma Ro Khanna, obojica demokrati te obojica članovi Odbora za oružane snage u svojim domovima Kongresa. U kolumni za Politico upozorili su kako je Rijad svojim potezom pogoršao globalnu inflaciju, potkopao dosad uspješne napore SAD-a da zaustavi rast cijena goriva te pomogao financirati Putinovu invaziju na Ukrajinu.

Upravo je ovaj predzadnji faktor ključan za američku Demokratsku stranku kojoj sljedeći mjesec predstoje međuizbori na kojima se bira cijeli sastav Donjeg doma te 35 od 100 mjesta u Senatu. Povijesno gledano, cijene goriva na benzinskim postajama često su znale presuditi vladajućoj stranci na američkim izborima, zbog čega su Biden i njegova stranka rezanje proizvodnje uoči izbora shvatili osobno.

Upravo su izbori i razlog što će "posljedice" po Saudijsku Arabiju Rijad osjetiti tek nakon izbora.

Prema washingtonskim izvorima, kako piše Wall Street Journal, odluka Mohameda bin Salmana znak je da želi voditi sigurnosnu i energetsku politiku odvojeno od SAD-a, no odgovor Washingtona mogao bi biti brutalan.

Pojedini članovi Kongresa već pozivaju na povlačenje svih američkih snaga iz Saudijske Arabije, ideja zaustavljanja daljnje prodaje oružja već je okupila brojne zastupnike, a čelnici Senata iz obje stranke pozivaju na ponovno pokretanje NOPEC zakona koji bi dopustio saveznim vlastima da tuže OPEC za kršenje tržišne utakmice.

Svrstavanje OPEC+ uz Moskvu dodatno je potvrdio i prvi čovjek Ujedinjenih Arapskih Emirata šeik Mohamed bin Zayed Al-Nahyan, koji je posjetio Vladimira Putina u St. Peterburgu u utorak.
