Jedini prijelaz između Sirije i Turske koji su Ujedinjeni narodi odobrili za prijevoz međunarodne pomoći u Siriju zatvoren je zbog štete od potresa na cestama oko njega, što dodatno komplicira i onako umjeren odgovor na tamošnju humanitarnu krizu.

Prijelaz, poznat kao Bab al-Hawa, je posljednjih devet godina ratnog stanja bio usamljena slamka spasa za vanjsku asistenciju. Ali Sirija, koja je pod zapadnim sankcijama zbog modela vladanja predsjednika Bashara al-Assada, ne može primati izravnu pomoć od mnogih zemalja, već isključivo preko nevladinih organizacija na terenu.

Sankcije su nametnute od strane Europske Unije, Švicarske, Australije, Kanade i SAD-a, koji je ujedno, donošenjem Cezarova zakona 2019., i najveća prepreka trgovini s vanjskim svijetom te sudjelovanju u naporima obnove. Zbog njih, međunarodni teretni zrakoplovi ne mogu sletjeti na sirijske aerodrome nitii Sirijci mogu koristiti Gofundme (američka platforma za grupno financiranje koja omogućuje prikupljanje novca za razne događaje) ili kreditne kartice.

Na tiskovnoj konferenciji u utorak, čelnik Sirijskog arapskog Crvenog polumjeseca, Khaled Hboubati, ustvrdio je da sankcije EU-a pogoršavaju "tešku humanitarnu situaciju" i pozvao države članice da ih ukinu. "Nema goriva čak ni za slanje konvoja (pomoći), a to je zbog blokade i sankcija", rekao je.

Dužnosnici Svjetskog programa za hranu Ujedinjenih naroda kazali su da za sada koriste zalihe koje su već u Siriji, ali će ih trebati obnoviti. "Ako Bab al-Hawa ne funkcionira, čini se da ne postoji drugi način da se prekogranična pomoć dopremi u sjeverozapadnu Siriju", rekao je Julien Barnes-Dacey, direktor programa za Bliski istok i Sjevernu Afriku.

Među državama koje su u međuvremenu poslale organiziranu pomoć je veliki broj onih koje su također pod sankcijama, uključujući Kinu, Rusiju, Iran i Venecuelu, kao i one u razvoju, poput Iraka, Alžira ili Tunisa.

Posljednjih godina je Rusija, Assadov saveznik, pokušala blokirati pomoć iz Turske oporbenim područjima Sirije te umjesto toga sve je distribuirati iz glavnog grada Damaska, kojeg kontrolira vlada. Govoreći u UN-u u ponedjeljak, Bassam al-Sabbagh, sirijski predstavnik, pozvao je na ukidanje sankcija, rekavši da one opstruiraju pomoć i sugerirajući da bi ona trebala dolaziti preko prijestolnice.

Ned Price, glasnogovornik State Departmenta, rekao je u ponedjeljak da su Sjedinjene Države odlučne učiniti što mogu kako bi odgovorile na humanitarne potrebe sirijskog naroda. "Imamo partnerske nevladine skupine na terenu", pojasnio je. Inače, poznato je da su Amerikanci koji, kako kaže njihova visoka dužnosnica Dana Stroul, "posjeduju" resursima bogat sjeveroistočni dio Sirije, iz kojeg su dosad otuđili 110 milijardi dolara nafte.

Ipak, u petak je Washington obznanio kako izdaje šestomjesečno izuzeće od sankcija za sve transakcije povezane s pružanjem pomoći Siriji, nakon što su anadolijski potresi ubili ukupno više od 22.000 ljudi. Dakle, Sirijci će konačno moći zaprimiti humanitarne uplate iz inozemstva.

Iako Europska unija za sada nije najavila ublažavanje svoje politike sakaćenja sirijskog gospodarstva, Hrvatska Vlada je najavila da će će uputiti financijski doprinos u iznosu od ukupno 200.000 eura, i to 100.000 eura putem Hrvatskog Caritasa i 100.000 eura putem Hrvatskog Crvenog križa.

Jedini prijelaz između Sirije i Turske koji su Ujedinjeni narodi odobrili za prijevoz međunarodne pomoći u Siriju zatvoren je zbog štete od potresa na cestama oko njega, što dodatno komplicira i onako umjeren odgovor na tamošnju humanitarnu krizu.

Prijelaz, poznat kao Bab al-Hawa, je posljednjih devet godina ratnog stanja bio usamljena slamka spasa za vanjsku asistenciju. Ali Sirija, koja je pod zapadnim sankcijama zbog modela vladanja predsjednika Bashara al-Assada, ne može primati izravnu pomoć od mnogih zemalja, već isključivo preko nevladinih organizacija na terenu.

Sankcije su nametnute od strane Europske Unije, Švicarske, Australije, Kanade i SAD-a, koji je ujedno, donošenjem Cezarova zakona 2019., i najveća prepreka trgovini s vanjskim svijetom te sudjelovanju u naporima obnove. Zbog njih, međunarodni teretni zrakoplovi ne mogu sletjeti na sirijske aerodrome nitii Sirijci mogu koristiti Gofundme (američka platforma za grupno financiranje koja omogućuje prikupljanje novca za razne događaje) ili kreditne kartice.

Na tiskovnoj konferenciji u utorak, čelnik Sirijskog arapskog Crvenog polumjeseca, Khaled Hboubati, ustvrdio je da sankcije EU-a pogoršavaju "tešku humanitarnu situaciju" i pozvao države članice da ih ukinu. "Nema goriva čak ni za slanje konvoja (pomoći), a to je zbog blokade i sankcija", rekao je.

Dužnosnici Svjetskog programa za hranu Ujedinjenih naroda kazali su da za sada koriste zalihe koje su već u Siriji, ali će ih trebati obnoviti. "Ako Bab al-Hawa ne funkcionira, čini se da ne postoji drugi način da se prekogranična pomoć dopremi u sjeverozapadnu Siriju", rekao je Julien Barnes-Dacey, direktor programa za Bliski istok i Sjevernu Afriku.

Među državama koje su u međuvremenu poslale organiziranu pomoć je veliki broj onih koje su također pod sankcijama, uključujući Kinu, Rusiju, Iran i Venecuelu, kao i one u razvoju, poput Iraka, Alžira ili Tunisa.

Posljednjih godina je Rusija, Assadov saveznik, pokušala blokirati pomoć iz Turske oporbenim područjima Sirije te umjesto toga sve je distribuirati iz glavnog grada Damaska, kojeg kontrolira vlada. Govoreći u UN-u u ponedjeljak, Bassam al-Sabbagh, sirijski predstavnik, pozvao je na ukidanje sankcija, rekavši da one opstruiraju pomoć i sugerirajući da bi ona trebala dolaziti preko prijestolnice.

Ned Price, glasnogovornik State Departmenta, rekao je u ponedjeljak da su Sjedinjene Države odlučne učiniti što mogu kako bi odgovorile na humanitarne potrebe sirijskog naroda. "Imamo partnerske nevladine skupine na terenu", pojasnio je. Inače, poznato je da su Amerikanci koji, kako kaže njihova visoka dužnosnica Dana Stroul, "posjeduju" resursima bogat sjeveroistočni dio Sirije, iz kojeg su dosad otuđili 110 milijardi dolara nafte.

Ipak, u petak je Washington obznanio kako izdaje šestomjesečno izuzeće od sankcija za sve transakcije povezane s pružanjem pomoći Siriji, nakon što su anadolijski potresi ubili ukupno više od 22.000 ljudi. Dakle, Sirijci će konačno moći zaprimiti humanitarne uplate iz inozemstva.

Iako Europska unija za sada nije najavila ublažavanje svoje politike sakaćenja sirijskog gospodarstva, Hrvatska Vlada je najavila da će će uputiti financijski doprinos u iznosu od ukupno 200.000 eura, i to 100.000 eura putem Hrvatskog Caritasa i 100.000 eura putem Hrvatskog Crvenog križa.
