 Sve ekstremnije kiše kao nedvojbene posljedice klimatskih promjena i kod nas i u susjedstvu sve češće plave gradove i naselja izazivajući brojne štete i odrone. U tom kontekstu više je nego poučno ogromno, višestoljetno, iskustvo najvećih europskih krotitelja vode, Nizozemaca. Oni se već generacijama uspješno bore kako bi svoju nisku zemlju, od koje više od četvrtine leži ispod razine mora, osigurali od plavljenja, no ipak su trenutno najzanimljivija efikasna protuplavna rješenja koja su patentirali u zadnjim desetljećima.

 Suprotstavljajući se vodenim i morskim hirovima pumpama, nasipima, drenažama, pa i divovskim pokretnim ustavama i branama, Nizozemska je odavno apsolvirala što su ekstremne situacije koje danas upoznaje i ostatak kontinenta. Od njih su rješenja za nevolje s vodom kopirali još u 17. stoljeću, kad su tamošnje majstore melioriranja prvi put angažirali Englezi za isušivanje svojih močvara. Nakon što je New York 2012. razorio uragan Sandy, State Department se upravo njihovim vodenim ekspertima obratio za pomoć, a nisu ih slučajno angažirali ni za nedavno odsukavanje broda Ever Given kad je zakrčio prolaz Sueskim kanalom.

 Vodotokove, kanale, nasipe, brane… doktorirali su 'Dutchevi' razmjerno davno, kad je ta metodologija bila uglavnom dovoljna za kontrolu i upravljanje zemaljskim tekućinama. Klimatske promjene su, međutim, učinile tu 'rovovsku' borbu s vodom nedovoljnom: ogromne količine koje se u kratkom roku izliju s neba ne daju se više lako zaustaviti zauzdavanjem i nasilnim usmjeravanjem. Što je nasip viši, to je veća i šansa da se u određenom trenutku sruši pod pritiskom nagle vodene mase. Nizozemska je to uočila još devedesetih, te počela odlučno mijenjati metodologiju svojega stoljetnoga rata s vodom, shvaćajući da se u novoj eri njoj treba osiguravati sve veći prostor da se slobodno širi.

Nenaseljena plavna zemljišta oko rijeka i vodotokova, koja pomažu u izlijevanju i apsorbiranju silne vode kad ona naglo padne s neba, od tada su ključni dio nizozemskoga protuplavnog arsenala. Prakticirano je rušenje dotadašnjih pregrada, nasipa i brana koje su nekad oko vodotokova bile u stanju zadržavati bujice, no i masovno iseljavanje ljudi, najčešće farmera, iz dolina strateški predviđenih za plavljenje. Ambiciozni klimatski projekt ocijenjen je još 2006. državnim prioritetom br. 1 i nazvan Soba za Rijeke (Room for the Rivers). Obuhvatio je četiri nizozemske rijeke: Rajnu , Meuse , Waal i IJssel, ali se njegovi morfološki utjecaji protežu i uzvodno u Njemačku, dijelove Francuske i Belgije, pa čak do izvora Rajne u Švicarskoj.

 Ljudi koji su se odrekli svojih domova i zemlje u Nizozemskoj kako bi taj prostor prepustili vodi nisu to učinili za sebe, nego za druge. Od njih je država tražila da se žrtvuju kako bi se zaštitilo ljude u gradovima uzvodno i nizvodno, a za koje su poplave predstavljale mnogo akutniju prijetnju. Velike poplave nizozemskih rijeka iz 1993. i 1995. poslužile su cijeloj naciji kao poziv za buđenje: čak četvrt milijuna ljudi u Nizozemskoj je 1995. evakuirano kako bi pobjegli od riječnih poplavnih voda, i to nakon što se zemlja u prethodnim stoljećima bila primarno fokusirala na more, smatrajući da im najveća opasnost prijeti s pučine.

 Ono što su od tada do danas u Nizozemskoj zajednički postigli vlada i građani uzor je cijelom svijetu u ratovima s nadirućom vodom koji mnogima nesumnjivo predstoje. Projekt 'Soba za rijeke' označava dubinsku promjenu klimatske paradigme, a također je i efikasan spomenik dobrom predviđanju i planiranju, premda je Nizozemsku koštao više od 2,6 milijardi dolara. Na 34 kritična vodena punkta je osigurano da nizozemske rijeke s rezervnim plavnim područjima mogu apsorbirati oko 25 posto više vode nego što su to mogle prije 25 godina. Sve je to postignuto sveoubuhvatnim premještanjima dotadašnjih nasipa, njihovim drastičnim udaljavanjem od riječnih korita, povećanjem dubine i širine plavnih kanala, pa čak i izgradnjom tzv. 'Zelene rijeke' kao vodene zaobilaznice za poplavne situacije.

 Za razliku od Nizozemske, na Balkanu je pogled u klimatsku budućnost obilježen malo drugačijom paradigmom: posijecimo šume, pregradimo rijeke i potoke, zatrpajmo odvodne kanale i onda čekajmo kiše kakve nikad dosad nisu padale.

 Sve ekstremnije kiše kao nedvojbene posljedice klimatskih promjena i kod nas i u susjedstvu sve češće plave gradove i naselja izazivajući brojne štete i odrone. U tom kontekstu više je nego poučno ogromno, višestoljetno, iskustvo najvećih europskih krotitelja vode, Nizozemaca. Oni se već generacijama uspješno bore kako bi svoju nisku zemlju, od koje više od četvrtine leži ispod razine mora, osigurali od plavljenja, no ipak su trenutno najzanimljivija efikasna protuplavna rješenja koja su patentirali u zadnjim desetljećima.

 Suprotstavljajući se vodenim i morskim hirovima pumpama, nasipima, drenažama, pa i divovskim pokretnim ustavama i branama, Nizozemska je odavno apsolvirala što su ekstremne situacije koje danas upoznaje i ostatak kontinenta. Od njih su rješenja za nevolje s vodom kopirali još u 17. stoljeću, kad su tamošnje majstore melioriranja prvi put angažirali Englezi za isušivanje svojih močvara. Nakon što je New York 2012. razorio uragan Sandy, State Department se upravo njihovim vodenim ekspertima obratio za pomoć, a nisu ih slučajno angažirali ni za nedavno odsukavanje broda Ever Given kad je zakrčio prolaz Sueskim kanalom.

 Vodotokove, kanale, nasipe, brane… doktorirali su 'Dutchevi' razmjerno davno, kad je ta metodologija bila uglavnom dovoljna za kontrolu i upravljanje zemaljskim tekućinama. Klimatske promjene su, međutim, učinile tu 'rovovsku' borbu s vodom nedovoljnom: ogromne količine koje se u kratkom roku izliju s neba ne daju se više lako zaustaviti zauzdavanjem i nasilnim usmjeravanjem. Što je nasip viši, to je veća i šansa da se u određenom trenutku sruši pod pritiskom nagle vodene mase. Nizozemska je to uočila još devedesetih, te počela odlučno mijenjati metodologiju svojega stoljetnoga rata s vodom, shvaćajući da se u novoj eri njoj treba osiguravati sve veći prostor da se slobodno širi.

Nenaseljena plavna zemljišta oko rijeka i vodotokova, koja pomažu u izlijevanju i apsorbiranju silne vode kad ona naglo padne s neba, od tada su ključni dio nizozemskoga protuplavnog arsenala. Prakticirano je rušenje dotadašnjih pregrada, nasipa i brana koje su nekad oko vodotokova bile u stanju zadržavati bujice, no i masovno iseljavanje ljudi, najčešće farmera, iz dolina strateški predviđenih za plavljenje. Ambiciozni klimatski projekt ocijenjen je još 2006. državnim prioritetom br. 1 i nazvan Soba za Rijeke (Room for the Rivers). Obuhvatio je četiri nizozemske rijeke: Rajnu , Meuse , Waal i IJssel, ali se njegovi morfološki utjecaji protežu i uzvodno u Njemačku, dijelove Francuske i Belgije, pa čak do izvora Rajne u Švicarskoj.

 Ljudi koji su se odrekli svojih domova i zemlje u Nizozemskoj kako bi taj prostor prepustili vodi nisu to učinili za sebe, nego za druge. Od njih je država tražila da se žrtvuju kako bi se zaštitilo ljude u gradovima uzvodno i nizvodno, a za koje su poplave predstavljale mnogo akutniju prijetnju. Velike poplave nizozemskih rijeka iz 1993. i 1995. poslužile su cijeloj naciji kao poziv za buđenje: čak četvrt milijuna ljudi u Nizozemskoj je 1995. evakuirano kako bi pobjegli od riječnih poplavnih voda, i to nakon što se zemlja u prethodnim stoljećima bila primarno fokusirala na more, smatrajući da im najveća opasnost prijeti s pučine.

 Ono što su od tada do danas u Nizozemskoj zajednički postigli vlada i građani uzor je cijelom svijetu u ratovima s nadirućom vodom koji mnogima nesumnjivo predstoje. Projekt 'Soba za rijeke' označava dubinsku promjenu klimatske paradigme, a također je i efikasan spomenik dobrom predviđanju i planiranju, premda je Nizozemsku koštao više od 2,6 milijardi dolara. Na 34 kritična vodena punkta je osigurano da nizozemske rijeke s rezervnim plavnim područjima mogu apsorbirati oko 25 posto više vode nego što su to mogle prije 25 godina. Sve je to postignuto sveoubuhvatnim premještanjima dotadašnjih nasipa, njihovim drastičnim udaljavanjem od riječnih korita, povećanjem dubine i širine plavnih kanala, pa čak i izgradnjom tzv. 'Zelene rijeke' kao vodene zaobilaznice za poplavne situacije.

 Za razliku od Nizozemske, na Balkanu je pogled u klimatsku budućnost obilježen malo drugačijom paradigmom: posijecimo šume, pregradimo rijeke i potoke, zatrpajmo odvodne kanale i onda čekajmo kiše kakve nikad dosad nisu padale.
