Područje Arktičkog oceana strateški je važno područje za Rusiju zbog obrane i resursa, izjavio je nedavno Vladimir Putin. Nema tome dugo da je i rusko ministarstvo obrane donijelo odluku o formiranju nove vojske za obranu ovog područja. Kombinirane postrojbe biti će sastavni dio ruske Sjeverne flote i pokrivat će rusku granicu na sjeveru, uključujući one s Finskom i Norveškom.

Ruske novine Izvestija tvrde da je temeljna zadaća nove armije zaštita poluotoka Kola, gdje su stacionirane strateške raketne podmornice Moskve. Motorizirane divizije proći će obuku za borbena djelovanja u arktičkim uvjetima, uključujući rat na skijama i s zapregama koje vuku psi i sobovi. Obalni sistemi Bal i Bastion stacioniraju se također na ruskim arktičkim otocima. Obnovljeni su i polarni aerodromi, te se očekuje trajno prebacivanje i drugih ruskih snaga na Sjeverni pol iz udaljenijih kopnenih i morskih regija. Ojačavanje ruske arktičke skupine nije bez razloga: pristupanje Finske i Švedske NATO savezu zahtijeva od Kremlja novi koncept vojnoga suočenja s novonastalom situacijom.

Regija Arktika već je dulje od 30 godina zona intenzivnoga suočavanja geopolitičkih silnica. Tamo, u malom prostoru vječnog leda, sudaraju se ne samo interesi, nego i ekstenzivni teritoriji Ruske Federacije, SAD-a, Finske, Danske, Islanda, Grenlanda, Švedske, Norveške i Kanade. Znanstvene projekcije odavno su prorekle da su sadašnja nalazišta nafte i plina u Rusiji, SAD-u, EU-u i na Bliskom Istoku dostatna za još maksimalno 50 godina ovakve eksploatacije. Arktik je poligon borbe za nove resurse. Pet zemalja ima pravo na crpljenje arktičkih nalazišta kroz UN-ov sustav ekonomskih zona. Američke grube procjene govore o čak 400 milijardi barela sirove nafte i 500 milijardi kubnih metara plina na ovom području, no nalazišta su vjerojatno višestruko veća od ove brojke. Procjenjuje se da se oko Arktika ukupno nalazi gotovo četvrtina preostalih svjetskih zaliha nafte i gotovo 30 posto zaliha prirodnoga plina.

Ruski dio Arktika naročito je bogat naftom, ali i mineralima (fosfatima, boksitom, željezom, pa čak i dijamantima). Rusija već crpi energente preko nekoliko golemih morskih platformi u Barentsovom i Pekorskom moru. Moskva je još devedesetih donijela niz programskih dokumenata kojima želi snažno povećati ekonomsko i vojno prisustvo u ovom dijelu svijeta: čak petina ruskog kopna i jedna četvrtina ruske obale proteže se baš ovom regijom. Sjeverna flota sa sjedištem u Severomorsku u zaljevu Kola već dosad broji više od polovice ukupnog broja ruskih brodova i podmornica, gotovo tisuću plovila. Nimalo slučajno, baš tamo su im četiri od šest najmodernijih nuklearnih podmornica, ali i šest raketnih krstarica, te najveći ruski brod, razarač ‘Petar Veliki‘.

Tamo je i gotovo cijela ruska Specijalna nuklearna flota čiji je razvoj počeo 90-ih pod okriljem nuklearne agencije Rosatom. Čine je brodovi-ledolomci klase ‘Arktik‘ čiji je pogon nuklearni reaktor zatvorenog tipa s vodenim hlađenjem. Premda se u Kremlju deseteljećima kunu da se nuklearni ledolomci koriste isključivo u znanstvene i mirnodopske svrhe, te da rade na istraživanjima povećane eksploatacije energenata, u niz navrata je zabilježeno da su ovi brodovi bili prethodnica vojnim fregatama, a često prate i ruske tankere i trgovačke brodove. Samo ove godine, usred rata u Ukrajini, Putin je odobrio više od milijardu dolara za razvoj tankera-ledolomaca i drugih namjenskih brodova za Arktik.

Klimatolozi su suglasni: ako su prašume Amazone pluća ovog planeta, onda je Arktik njezin krvožilni sustav. Arktički led regulira zemaljsku raspodjelu topline i svih padalina. O njegovu stanju ovisi hoće li nas ubrzo sve strefiti kolektivni kolap ili megatornado, a po posljednjem izvještaju Ujedinjenih naroda stanje je više nego alarmantno: zbog porasta globalnih temperatura u posljednjih 25 godina otopilo se gotovo 30 posto arktičkoga leda.

Ono što je, međutim, ekolozima i svim razumnima razlog za uzbunu i radikalne zaokrete u zaštiti okoliša, velikoj i obijesnoj djeci – političarima – tek je povod za nove supremacijske i eksploatacijske bitke. Smanjenje površine pod arktičkim ledom otvorilo im je dodatno tamošnji ocean za vojno nadmetanje, trgovinu, promet, turizam i rudna istraživanja. Riječ je, k tome, o prostoru koji je među zadnjim zemaljskim predjelima još uvijek neriješenog i nejasnog suvereniteta, pa i po međunarodnome pravu spada u kategoriju tzv. posebnih i neriješenih pitanja.

Područje Arktičkog oceana strateški je važno područje za Rusiju zbog obrane i resursa, izjavio je nedavno Vladimir Putin. Nema tome dugo da je i rusko ministarstvo obrane donijelo odluku o formiranju nove vojske za obranu ovog područja. Kombinirane postrojbe biti će sastavni dio ruske Sjeverne flote i pokrivat će rusku granicu na sjeveru, uključujući one s Finskom i Norveškom.

Ruske novine Izvestija tvrde da je temeljna zadaća nove armije zaštita poluotoka Kola, gdje su stacionirane strateške raketne podmornice Moskve. Motorizirane divizije proći će obuku za borbena djelovanja u arktičkim uvjetima, uključujući rat na skijama i s zapregama koje vuku psi i sobovi. Obalni sistemi Bal i Bastion stacioniraju se također na ruskim arktičkim otocima. Obnovljeni su i polarni aerodromi, te se očekuje trajno prebacivanje i drugih ruskih snaga na Sjeverni pol iz udaljenijih kopnenih i morskih regija. Ojačavanje ruske arktičke skupine nije bez razloga: pristupanje Finske i Švedske NATO savezu zahtijeva od Kremlja novi koncept vojnoga suočenja s novonastalom situacijom.

Regija Arktika već je dulje od 30 godina zona intenzivnoga suočavanja geopolitičkih silnica. Tamo, u malom prostoru vječnog leda, sudaraju se ne samo interesi, nego i ekstenzivni teritoriji Ruske Federacije, SAD-a, Finske, Danske, Islanda, Grenlanda, Švedske, Norveške i Kanade. Znanstvene projekcije odavno su prorekle da su sadašnja nalazišta nafte i plina u Rusiji, SAD-u, EU-u i na Bliskom Istoku dostatna za još maksimalno 50 godina ovakve eksploatacije. Arktik je poligon borbe za nove resurse. Pet zemalja ima pravo na crpljenje arktičkih nalazišta kroz UN-ov sustav ekonomskih zona. Američke grube procjene govore o čak 400 milijardi barela sirove nafte i 500 milijardi kubnih metara plina na ovom području, no nalazišta su vjerojatno višestruko veća od ove brojke. Procjenjuje se da se oko Arktika ukupno nalazi gotovo četvrtina preostalih svjetskih zaliha nafte i gotovo 30 posto zaliha prirodnoga plina.

Ruski dio Arktika naročito je bogat naftom, ali i mineralima (fosfatima, boksitom, željezom, pa čak i dijamantima). Rusija već crpi energente preko nekoliko golemih morskih platformi u Barentsovom i Pekorskom moru. Moskva je još devedesetih donijela niz programskih dokumenata kojima želi snažno povećati ekonomsko i vojno prisustvo u ovom dijelu svijeta: čak petina ruskog kopna i jedna četvrtina ruske obale proteže se baš ovom regijom. Sjeverna flota sa sjedištem u Severomorsku u zaljevu Kola već dosad broji više od polovice ukupnog broja ruskih brodova i podmornica, gotovo tisuću plovila. Nimalo slučajno, baš tamo su im četiri od šest najmodernijih nuklearnih podmornica, ali i šest raketnih krstarica, te najveći ruski brod, razarač ‘Petar Veliki‘.

Tamo je i gotovo cijela ruska Specijalna nuklearna flota čiji je razvoj počeo 90-ih pod okriljem nuklearne agencije Rosatom. Čine je brodovi-ledolomci klase ‘Arktik‘ čiji je pogon nuklearni reaktor zatvorenog tipa s vodenim hlađenjem. Premda se u Kremlju deseteljećima kunu da se nuklearni ledolomci koriste isključivo u znanstvene i mirnodopske svrhe, te da rade na istraživanjima povećane eksploatacije energenata, u niz navrata je zabilježeno da su ovi brodovi bili prethodnica vojnim fregatama, a često prate i ruske tankere i trgovačke brodove. Samo ove godine, usred rata u Ukrajini, Putin je odobrio više od milijardu dolara za razvoj tankera-ledolomaca i drugih namjenskih brodova za Arktik.

Klimatolozi su suglasni: ako su prašume Amazone pluća ovog planeta, onda je Arktik njezin krvožilni sustav. Arktički led regulira zemaljsku raspodjelu topline i svih padalina. O njegovu stanju ovisi hoće li nas ubrzo sve strefiti kolektivni kolap ili megatornado, a po posljednjem izvještaju Ujedinjenih naroda stanje je više nego alarmantno: zbog porasta globalnih temperatura u posljednjih 25 godina otopilo se gotovo 30 posto arktičkoga leda.

Ono što je, međutim, ekolozima i svim razumnima razlog za uzbunu i radikalne zaokrete u zaštiti okoliša, velikoj i obijesnoj djeci – političarima – tek je povod za nove supremacijske i eksploatacijske bitke. Smanjenje površine pod arktičkim ledom otvorilo im je dodatno tamošnji ocean za vojno nadmetanje, trgovinu, promet, turizam i rudna istraživanja. Riječ je, k tome, o prostoru koji je među zadnjim zemaljskim predjelima još uvijek neriješenog i nejasnog suvereniteta, pa i po međunarodnome pravu spada u kategoriju tzv. posebnih i neriješenih pitanja.
