Američki predsjednik Donald Trump najavio je ublažavanje restriktivnih mjera nakon isteka 15-dnevnog razdoblja nametnute izolacije i to će biti ekonomska i politička tema koja će obilježiti svijet ove godine, a možda i odrediti dugoročne strukturne promjene u međunarodnim ekonomskim odnosima.
Dilema o kojoj se radi odnosi se na to hoće li više žrtava odnijeti virus ili gospodarska depresija, mada nema nikakve sumnje da je Trump ovako reagirao i u predizborne svrhe, jer mu ne odgovara da mu ekonomija i tržište kapitala potonu u vremenu kada slijede novi izbori za predsjednika SAD-a.
Trump je upravo zbog toga najprije relativizirao kliničku opasnost od koronavirusa, onda je postupno prelazio na “drugu stranu”, da bi sada opet promijenio ploču. Tijekom konferencije za medije u ponedjeljak u Bijeloj kući Trump je kazao kako će “Amerika uskoro ponovno biti otvorena za poslovanje”, te da “lijek ne smije biti opasniji od bolesti”.
“Nećemo čekati još mjesecima”, dodao je američki predsjednik najavljujući skorašnje ukidanje restriktivnih mjera, mada te mjere većinom poduzimaju savezne države, a ne federalna vlast, pa se u SAD-u može očekivati konflikt i na tim relacijama. Naime, devet američkih država uvelo je restriktivne mjere ostanka kod kuće za sve osobe, a najmanje četiri države zabranile su odlazak na posao svima, osim onima koji rade u nužnim službama.
S druge strane, Dan Patrick, 69-godišnji zamjenik guvernera Texasa,ustvrdio je za televiziju Fox News kako će radije umrijeti nego gledati kako restriktivne zdravstvene mjere uništavaju američku ekonomiju, te da je uvjeren kako će se mnogi stariji ljudi složiti s njim. “Moja je poruka: vratimo se natrag na posao, a oni stariji od 70 godina pobrinut će se sami za sebe.
Nemojmo žrtvovati zemlju”, kazao je Patrick. Dakle, Patrick, a i Trump će, kako sada stvari stoje, svjesno zanemariti preporuke zdravstvenih stručnjaka, jer smatraju kako će gospodarska depresija, otkazi i smanjenja plaća dovesti do više smrtnih slučajeva i gubitka kvalitete života nego slobodnije širenje koronavirusa.
Što ako potraje?
U raspravi na Facebooku u utorak tim je povodom naš ekonomist Ivica Brkljača napisao kako “rizike nikad ne možeš sasvim izbjeći, što god da učinio”. “Primjerice, tko kaže da samo jedna odluka od svih ovih donesenih, recimo ona o održavanju isključivo hladnog pogona u bolnicama (sada se odgađaju sve nehitne operacije, odgađaju se pregledi itd.) dugoročno neće rezultirati puno većim brojem mrtvih nego da su ljudi na vrijeme obavili operacije i preglede? Znamo da, primjerice, rano otkrivanje tumora i karcinoma za nekoliko puta povećava šansu za preživljavanje, a neki sada neće biti na vrijeme otkriveni itd. A gdje su sve druge odluke i njihovi efekti...
Trebamo početi razmišljati i razgovarati o izlaznoj strategiji, jer karantena od nekoliko mjeseci značit će kompletan raspad sustava. A to znači puno, nesagledivo puno posljedica i neželjenih ishoda”, upozorio je Brkljača.
Odgovorio mu je znanstvenik Igor Rudan ističući: “Sada samo trebamo pregrmjeti epidemijski val koji nam slijedi u idućih 30 dana, onda ćemo moći i o ovim temama. Nakon globalnog ekonomskog rasta, koji praktički traje još od 1945., dakle 75 godina bogaćenja, nadam se da sada valjda možemo izdržati mjesec dana da spasimo živote dosta ljudi, a onda će, čim prođe prvi val i spasimo živote, ekonomija neminovno opet biti u prvom planu, jer jednostavno mora biti.”
Lako je moguće, međutim, da će restrikcije biti na snazi i duže od mjesec dana, diljem svijeta, te da će različite države onda imati i različite ekonomske i političke odgovore na okrutnu dilemu koja nam se nameće. Ti će različiti odgovori onda redefinirati i globalnu političko-gospodarsku sliku svijeta, ali treba očekivati i snažne konflikte unutar država kad je riječ o politikama koje će se usvajati u odnosu na koronavirus.
Bilo bi dobro da u svim tim odlukama važnu ulogu imaju zdravstveni stručnjaci, kao i ugledni ekonomisti, sociolozi i politolozi, jer riječ je o iznimno složenom i osjetljivom pitanju. Ako se kriza s koronavirusom nastavi i poslije svibnja, slijedi nam razdoblje velikih turbulencija i svijetu će trebati dosta mudrosti da ti konflikti ne donesu veće nevolje od same virusne zaraze.•

Američki predsjednik Donald Trump najavio je ublažavanje restriktivnih mjera nakon isteka 15-dnevnog razdoblja nametnute izolacije i to će biti ekonomska i politička tema koja će obilježiti svijet ove godine, a možda i odrediti dugoročne strukturne promjene u međunarodnim ekonomskim odnosima.
Dilema o kojoj se radi odnosi se na to hoće li više žrtava odnijeti virus ili gospodarska depresija, mada nema nikakve sumnje da je Trump ovako reagirao i u predizborne svrhe, jer mu ne odgovara da mu ekonomija i tržište kapitala potonu u vremenu kada slijede novi izbori za predsjednika SAD-a.
Trump je upravo zbog toga najprije relativizirao kliničku opasnost od koronavirusa, onda je postupno prelazio na “drugu stranu”, da bi sada opet promijenio ploču. Tijekom konferencije za medije u ponedjeljak u Bijeloj kući Trump je kazao kako će “Amerika uskoro ponovno biti otvorena za poslovanje”, te da “lijek ne smije biti opasniji od bolesti”.
“Nećemo čekati još mjesecima”, dodao je američki predsjednik najavljujući skorašnje ukidanje restriktivnih mjera, mada te mjere većinom poduzimaju savezne države, a ne federalna vlast, pa se u SAD-u može očekivati konflikt i na tim relacijama. Naime, devet američkih država uvelo je restriktivne mjere ostanka kod kuće za sve osobe, a najmanje četiri države zabranile su odlazak na posao svima, osim onima koji rade u nužnim službama.
S druge strane, Dan Patrick, 69-godišnji zamjenik guvernera Texasa,ustvrdio je za televiziju Fox News kako će radije umrijeti nego gledati kako restriktivne zdravstvene mjere uništavaju američku ekonomiju, te da je uvjeren kako će se mnogi stariji ljudi složiti s njim. “Moja je poruka: vratimo se natrag na posao, a oni stariji od 70 godina pobrinut će se sami za sebe.
Nemojmo žrtvovati zemlju”, kazao je Patrick. Dakle, Patrick, a i Trump će, kako sada stvari stoje, svjesno zanemariti preporuke zdravstvenih stručnjaka, jer smatraju kako će gospodarska depresija, otkazi i smanjenja plaća dovesti do više smrtnih slučajeva i gubitka kvalitete života nego slobodnije širenje koronavirusa.
Što ako potraje?
U raspravi na Facebooku u utorak tim je povodom naš ekonomist Ivica Brkljača napisao kako “rizike nikad ne možeš sasvim izbjeći, što god da učinio”. “Primjerice, tko kaže da samo jedna odluka od svih ovih donesenih, recimo ona o održavanju isključivo hladnog pogona u bolnicama (sada se odgađaju sve nehitne operacije, odgađaju se pregledi itd.) dugoročno neće rezultirati puno većim brojem mrtvih nego da su ljudi na vrijeme obavili operacije i preglede? Znamo da, primjerice, rano otkrivanje tumora i karcinoma za nekoliko puta povećava šansu za preživljavanje, a neki sada neće biti na vrijeme otkriveni itd. A gdje su sve druge odluke i njihovi efekti...
Trebamo početi razmišljati i razgovarati o izlaznoj strategiji, jer karantena od nekoliko mjeseci značit će kompletan raspad sustava. A to znači puno, nesagledivo puno posljedica i neželjenih ishoda”, upozorio je Brkljača.
Odgovorio mu je znanstvenik Igor Rudan ističući: “Sada samo trebamo pregrmjeti epidemijski val koji nam slijedi u idućih 30 dana, onda ćemo moći i o ovim temama. Nakon globalnog ekonomskog rasta, koji praktički traje još od 1945., dakle 75 godina bogaćenja, nadam se da sada valjda možemo izdržati mjesec dana da spasimo živote dosta ljudi, a onda će, čim prođe prvi val i spasimo živote, ekonomija neminovno opet biti u prvom planu, jer jednostavno mora biti.”
Lako je moguće, međutim, da će restrikcije biti na snazi i duže od mjesec dana, diljem svijeta, te da će različite države onda imati i različite ekonomske i političke odgovore na okrutnu dilemu koja nam se nameće. Ti će različiti odgovori onda redefinirati i globalnu političko-gospodarsku sliku svijeta, ali treba očekivati i snažne konflikte unutar država kad je riječ o politikama koje će se usvajati u odnosu na koronavirus.
Bilo bi dobro da u svim tim odlukama važnu ulogu imaju zdravstveni stručnjaci, kao i ugledni ekonomisti, sociolozi i politolozi, jer riječ je o iznimno složenom i osjetljivom pitanju. Ako se kriza s koronavirusom nastavi i poslije svibnja, slijedi nam razdoblje velikih turbulencija i svijetu će trebati dosta mudrosti da ti konflikti ne donesu veće nevolje od same virusne zaraze.•
