Srbija će morati poštovati demokratska načela, provoditi transparentne i slobodne izbore, uspostaviti vladavinu prava i sve to dokazati ako želi dobiti sredstva Europske unije iz Plana rasta za Zapadni Balkan, poruka je Europske unije, piše Nova.rs.

Prema mišljenju sugovornika Nove.rs to se može tumačiti kao reakcija na Rezoluciju Europskog parlamenta vezanog za izbore u Srbiji nakon što je dio europarlamentaraca tražio da se preispita pristup Srbije pretpristupnim fondovima EU. Plan rasta za Zapadni Balkan EK težak je šest milijardi eura, a dvije milijarde bit će raspoređeno na šest zemalja kroz bespovratna sredstva, dok će ostatak biti distribuiran kroz povoljne kredite EU-a.

Prije nekoliko dana, članice Unije su postavile jasne zahtjeve koje zemlje Zapadnog Balkana moraju ispuniti, u suprotnom će taj novac otići nekom drugom.

Sve ovo usvojeno je, zasad, na nivou država članica EU, ali urednik European Western Balkans Nemanja Todorović Štiplija za Novu kaže da su oni polazna osnova za daljnje pregovore prenosi Jutarnji list.

- Znajući stav Europskog parlamenta o korištenju fondova EU, a i stavove parlamenta prema Zapadnom Balkanu, vjerujem da će ovakav prijedlog u konačnici biti usuglašen od strane institucija EU. Ti mehanizmi rijetko kad su apsolutni i uvijek postoji prostor za političke pregovore, ali ovo je značajan korak naprijed u namjeri Europske unije da promovira demokratske standarde na Zapadnom Balkanu, kaže Štiplija.

Glavni preduvjet je da zemlje poštuju ‘demokratske mehanizme, uključujući višestranački parlamentarni sustav i slobodne i poštene izbore, vladavinu prava, uključujući neovisno i funkcionalno pravosuđe, kao i osnovna prava, uključujući slobodu izražavanja, slobodu medija i garanciju poštovanja svih obaveza u vezi s ljudskim pravima, uključujući prava pripadnika manjina‘, navodi se.

Činjenica da Srbija već odavno ima problema sa stanjem demokracije, o čemu svjedoči i posljednji izvještaj Freedom Housea, budi zabrinutost da sredstva iz Plana za razvoj Zapadnog Balkana vrlo lako mogu biti stopirana. S druge strane, pitanje provođenja Francusko - njemačkog i Ohridskog sporazuma isto mogu biti kočnica.

A kako novac iz tog fonda najviše utječe na građane Srbije, postavlja se pitanje kako će sve to utjecati i na standard života ako dođe do stopiranja sredstava. Štiplija kaže, da ako dođe do obustave sredstava iz Plana za razvoj Zapadnog Balkana, preostaju sredstva iz IPA fondova jer oni nemaju tako stroge uvjete.

- Međutim, ovo će značiti da će vlast imati problema da povuče sredstva iz Fonda za rast ako ne poboljša situaciju oko demokracije i vladavine prava. Za građane Srbije bi odluka o uvjetovanju sredstava konkretnim reformama bila vrlo bitna poruka, jer bi time konačno nastupile jasne posljedice zbog problema sa stanjem demokracije i vladavinom prava u zemlji, koje EU već duže godina bilježi kada je riječ o Srbiji, poručuje Štiplija.

Ali, ako vlasti u Srbiji budu poštovale uvjete, građani Srbije mogli bi ostvariti velike benefite.

- Plan rasta ima potencijal da dovede do dugoročnog ekonomskog rasta, što će za posljedicu imati izravan utjecaj na bolji životni standard. Plan daje financijsku podršku reformama i može dati poticaj donositeljima odluka da provedu reforme koje će se izravno odraziti na građane i kreirati neophodan izvor novca za skupe reformske napore, zaključuje Dimitrov.

Srbija će morati poštovati demokratska načela, provoditi transparentne i slobodne izbore, uspostaviti vladavinu prava i sve to dokazati ako želi dobiti sredstva Europske unije iz Plana rasta za Zapadni Balkan, poruka je Europske unije, piše Nova.rs.

Prema mišljenju sugovornika Nove.rs to se može tumačiti kao reakcija na Rezoluciju Europskog parlamenta vezanog za izbore u Srbiji nakon što je dio europarlamentaraca tražio da se preispita pristup Srbije pretpristupnim fondovima EU. Plan rasta za Zapadni Balkan EK težak je šest milijardi eura, a dvije milijarde bit će raspoređeno na šest zemalja kroz bespovratna sredstva, dok će ostatak biti distribuiran kroz povoljne kredite EU-a.

Prije nekoliko dana, članice Unije su postavile jasne zahtjeve koje zemlje Zapadnog Balkana moraju ispuniti, u suprotnom će taj novac otići nekom drugom.

Sve ovo usvojeno je, zasad, na nivou država članica EU, ali urednik European Western Balkans Nemanja Todorović Štiplija za Novu kaže da su oni polazna osnova za daljnje pregovore prenosi Jutarnji list.

- Znajući stav Europskog parlamenta o korištenju fondova EU, a i stavove parlamenta prema Zapadnom Balkanu, vjerujem da će ovakav prijedlog u konačnici biti usuglašen od strane institucija EU. Ti mehanizmi rijetko kad su apsolutni i uvijek postoji prostor za političke pregovore, ali ovo je značajan korak naprijed u namjeri Europske unije da promovira demokratske standarde na Zapadnom Balkanu, kaže Štiplija.

Glavni preduvjet je da zemlje poštuju ‘demokratske mehanizme, uključujući višestranački parlamentarni sustav i slobodne i poštene izbore, vladavinu prava, uključujući neovisno i funkcionalno pravosuđe, kao i osnovna prava, uključujući slobodu izražavanja, slobodu medija i garanciju poštovanja svih obaveza u vezi s ljudskim pravima, uključujući prava pripadnika manjina‘, navodi se.

Analizirajući uvjete, prvo što upada u oko je provođenje slobodnih i poštenih izbora, posebno kada se zna da je EP prije nešto više od mjesec dana konstatirao da izbori u Srbiji, održani u prosincu, nisu ni iz daleka bili takvi.

- Činjenica da su slobodni i pošteni izbori naglašeni kao jedan od preduvjeta ukazuje na to da su zemlje članice EU uzele u obzir Rezoluciju Europskog parlamenta i nedavno održane izbore u Srbiji. Kako sada slijede pregovori Savjeta EU s Europskim parlamentom, možemo očekivati da će rezolucija i izbori u Srbiji biti jedna od stavki o kojoj će ove dvije institucije razgovarati, kaže Đorđe Dimitrov iz Centra za europske politike.

Činjenica da Srbija već odavno ima problema sa stanjem demokracije, o čemu svjedoči i posljednji izvještaj Freedom Housea, budi zabrinutost da sredstva iz Plana za razvoj Zapadnog Balkana vrlo lako mogu biti stopirana. S druge strane, pitanje provođenja Francusko - njemačkog i Ohridskog sporazuma isto mogu biti kočnica.

A kako novac iz tog fonda najviše utječe na građane Srbije, postavlja se pitanje kako će sve to utjecati i na standard života ako dođe do stopiranja sredstava. Štiplija kaže, da ako dođe do obustave sredstava iz Plana za razvoj Zapadnog Balkana, preostaju sredstva iz IPA fondova jer oni nemaju tako stroge uvjete.

- Međutim, ovo će značiti da će vlast imati problema da povuče sredstva iz Fonda za rast ako ne poboljša situaciju oko demokracije i vladavine prava. Za građane Srbije bi odluka o uvjetovanju sredstava konkretnim reformama bila vrlo bitna poruka, jer bi time konačno nastupile jasne posljedice zbog problema sa stanjem demokracije i vladavinom prava u zemlji, koje EU već duže godina bilježi kada je riječ o Srbiji, poručuje Štiplija.

Ali, ako vlasti u Srbiji budu poštovale uvjete, građani Srbije mogli bi ostvariti velike benefite.

- Plan rasta ima potencijal da dovede do dugoročnog ekonomskog rasta, što će za posljedicu imati izravan utjecaj na bolji životni standard. Plan daje financijsku podršku reformama i može dati poticaj donositeljima odluka da provedu reforme koje će se izravno odraziti na građane i kreirati neophodan izvor novca za skupe reformske napore, zaključuje Dimitrov.
