U obrazloženju, ministar Vrankić navodi kako su se pismom namjere o zaključivanju stand by aranžmana BiH s MMF-om domaće vlasti obvezale na provođenje politika kojima je predviđeno da vlade svih razina vlasti do kraja lipnja usvoje odluke o ukupnim proračunskim uštedama u iznosu od 600 milijuna KM, što je u zadanom roku i provedeno.
Vrijednost aranžmana iznosi oko 2,3 milijarde KM za razdoblje od srpnja 2009. do lipnja 2012. godine, s tim da će MMF svaka tri mjeseca kontrolirati kako se troši novac, od čega će ovisiti isplata idućih tranši sredstava stand by aranžmana.
Prva tranša će iznositi oko 400 milijuna KM i bit će uplaćena nakon odobrenja stand by aranžmana od Odbora izvršnih direktora MMF-a, najkasnije u ponedjeljak 13. srpnja 2009. godine. Sredstva će biti uplaćena Centralnoj banci BiH (CBBiH), koja će, kao fiskalni agent vlada, alocirati ova sredstva entitetima, i to dvije trećine sredstava Federaciji BiH, a jednu trećinu Republici Srpskoj.
Zaduživanjem kod MMF-a, BiH će povećati svoj vanjski dug za gotovo 70 posto, međutim, prema stajalištu guvernera CBBiH Kemala Kozarića, to se neće odraziti na kreditni rejting, već će naprotiv biti pozitivan signal za druge međunarodne financijske institucije – Svjetsku banku, EBRD, te kreditora i investitora da je BiH makroekonomski stabilna i da je javnu potrošnju stavila u samoodržive okvire.

U obrazloženju, ministar Vrankić navodi kako su se pismom namjere o zaključivanju stand by aranžmana BiH s MMF-om domaće vlasti obvezale na provođenje politika kojima je predviđeno da vlade svih razina vlasti do kraja lipnja usvoje odluke o ukupnim proračunskim uštedama u iznosu od 600 milijuna KM, što je u zadanom roku i provedeno.
Vrijednost aranžmana iznosi oko 2,3 milijarde KM za razdoblje od srpnja 2009. do lipnja 2012. godine, s tim da će MMF svaka tri mjeseca kontrolirati kako se troši novac, od čega će ovisiti isplata idućih tranši sredstava stand by aranžmana.
Prva tranša će iznositi oko 400 milijuna KM i bit će uplaćena nakon odobrenja stand by aranžmana od Odbora izvršnih direktora MMF-a, najkasnije u ponedjeljak 13. srpnja 2009. godine. Sredstva će biti uplaćena Centralnoj banci BiH (CBBiH), koja će, kao fiskalni agent vlada, alocirati ova sredstva entitetima, i to dvije trećine sredstava Federaciji BiH, a jednu trećinu Republici Srpskoj.
Zaduživanjem kod MMF-a, BiH će povećati svoj vanjski dug za gotovo 70 posto, međutim, prema stajalištu guvernera CBBiH Kemala Kozarića, to se neće odraziti na kreditni rejting, već će naprotiv biti pozitivan signal za druge međunarodne financijske institucije – Svjetsku banku, EBRD, te kreditora i investitora da je BiH makroekonomski stabilna i da je javnu potrošnju stavila u samoodržive okvire.
