Stara poslovica o dva Hrvata u tri stranke, kojom se sugerirala politička razjedinjenost nacije, dobila je postmodernu nadgradnju koja se pokazuje znatno pogubnijom za budućnost i gospodarski napredak zemlje. Hrvati su, naime, europski rekorderi po članstvu u strankama kao takvim: skoro svaki deveti građanin ponosni je vlasnik partijske knjižice.

Ukupna stranačka vojska u zemlji doseže gotovo službeni broj hrvatskih ratnih veterana i iznosi oko 440 tisuća. Na ovome rekordu modernim bi Hrvatima itekako pozavidio i nekadašnji Savez komunista Hrvatske: oni su 1981. godine imali manje od 350 tisuća članova, iako su jedini tada jamčili karijerne i druge privilegije, a i građana u zemlji bilo je znatno više.

Prema zadnjim dostupnim podacima, daleko najmasovnija partija u Hrvatskoj, na koju otpada 60 posto svih partijskih ljudi, vladajući je HDZ koji broji više od 220.000 članova. Slijede ga HNS, HSS i SDP s ljudskim vojskama koje se kreću između 35 i 40 tisuća ljudi, potom slijedi HSLS s oko 17 tisuća, HSU i SDSS s oko 11 tisuća, Čačićevi Reformisti s oko 10 tisuća, IDS s oko osam… Na ostatak od oko 160 stranaka otpada još barem 50 tisuća ljudi: i najmanja registrirana politička organizacija mora imati barem stotinu članova na svom službenom popisu.

Aktivno 169 stranaka

Vrtoglav rast stranački deklariranih ljudi u zemlji jednako prati i eksplozivan rast broja samih stranaka. Od 1990. ukupno ih je registrirano 367, no veliki broj njih više nije među živima. U Hrvatskoj je trenutačno aktivno čak 169 stranaka, po čemu smo iznova među europskim rekorderima. Samo uoči zadnjih izbora novoregistrirano ih je najmanje pet. Brojem egzistirajućih stranaka na manje od 3 milijuna i 800 tisuća birača uspjeli smo posramiti čak i Bosnu i Hercegovinu koja je s dva entiteta dugo držala regionalni primat u ovom skupom sportu.

Dok kod nas popularnost partijske knjižice kvasa obrnuto proporcionalno od gospodarskog rasta, valja znati da u čitavoj Europskoj uniji broj stranački organiziranih građana s godinama pada i nigdje, osim u endemskom slučaju Austrije, ne prelazi više od pet posto stanovništva. Istraživanja koja su politolozi proveli posljednjih godina jasno upućuju na itekako jasnu povezanost između rasta ekonomije i životnog standarda i stranačke angažiranosti ljudi u nekoj zemlji, koja uglavnom sugerira egzistencijalnu ucjenu: najmanji broj svih partijskih ljudi u svojoj populaciji trenutno ima Poljska (0,8 posto), Mađarska (1,1 posto), Ujedinjeno Kraljevstvo (1,2 posto) i Češka (1,75 posto). I u većini drugih europskih zemalja broj članova u političkim organizacijama kreće se od 2 do 5 posto ukupne populacije (Belgija 4,82%, Danska 3,67 %, Irska 2,15%, Njemačka 2,13%, Nizozemska 2,43%, Portugal 2,92%, Španjolska 4,18%, Švedska 3,55 %).

Nigdje bez knjižice

Profesor Zdravko Petak sa zagrebačkog Fakulteta političkih znanosti u više je navrata javno upozoravao na paradoksalnost hrvatske partitokracije koja predstavlja glavnu prepreku razvoju normalne poslovne klime bez stranačkog pogodovanja i klijentelizma, kao i bilo kakvoj ozbiljnijoj reformi javne uprave. Konzervativna stranka, desetljećima ključna u Ujedinjenom Kraljevstvu s oko 65 milijuna stanovnika, ima samo oko 120.000 članova, dok HDZ, vladajuća stranka u Hrvatskoj s manje od 4 milijuna ljudi, broji oko 220.000 pripadnika. Već ova matematička slika kod svih razumnih ljudi u pravilu izaziva nevjericu, jer je posve neshvatljivo da vladajuća stranka u zemlji s šesnaest puta manje stanovnika ima duplo više članova od iste takve u neusporedivo većoj i bogatijoj zemlji.

- Članstvo u političkim strankama u Hrvatskoj uglavnom se shvaća kao prilika za neki oblik zbrinjavanja i „uhljebljivanja“ na nekome od položaja u sustavu javne ili lokalne uprave. A ako je jedina ili glavna kompetencija zaposlenih u javnom sektoru članstvo u političkoj stranci, jasno je kako je zapravo riječ o stranačkom zarobljavanju države – drži Petak.

Čudi li, nakon svega, ikoga od stranačkih i nestranačkih Hrvata što se i predsjednik Republike Zoran Milanović nedavno javno opredijelio za zadržavanje županijskog koncepta zemlje, te izjasnio protiv regionalnog preustroja?

Očekivanja većine nestranačkih građana da stranke oslobode državu od vlastitog zarobljeništva već su godinama nesporna, no parlamentarna demokracija u sebi, nažalost, ima ugrađen logički paradoks: rast popularnosti političkih stranaka i model njihove čvrste kontrole svih tokova života može samoubilački prekinuti samo neka od njih samih. Drugim riječima, oslobađanje naivno očekujemo od iznimno motiviranog i situiranog okupatora.

Stara poslovica o dva Hrvata u tri stranke, kojom se sugerirala politička razjedinjenost nacije, dobila je postmodernu nadgradnju koja se pokazuje znatno pogubnijom za budućnost i gospodarski napredak zemlje. Hrvati su, naime, europski rekorderi po članstvu u strankama kao takvim: skoro svaki deveti građanin ponosni je vlasnik partijske knjižice.

Ukupna stranačka vojska u zemlji doseže gotovo službeni broj hrvatskih ratnih veterana i iznosi oko 440 tisuća. Na ovome rekordu modernim bi Hrvatima itekako pozavidio i nekadašnji Savez komunista Hrvatske: oni su 1981. godine imali manje od 350 tisuća članova, iako su jedini tada jamčili karijerne i druge privilegije, a i građana u zemlji bilo je znatno više.

Prema zadnjim dostupnim podacima, daleko najmasovnija partija u Hrvatskoj, na koju otpada 60 posto svih partijskih ljudi, vladajući je HDZ koji broji više od 220.000 članova. Slijede ga HNS, HSS i SDP s ljudskim vojskama koje se kreću između 35 i 40 tisuća ljudi, potom slijedi HSLS s oko 17 tisuća, HSU i SDSS s oko 11 tisuća, Čačićevi Reformisti s oko 10 tisuća, IDS s oko osam… Na ostatak od oko 160 stranaka otpada još barem 50 tisuća ljudi: i najmanja registrirana politička organizacija mora imati barem stotinu članova na svom službenom popisu.

Aktivno 169 stranaka

Vrtoglav rast stranački deklariranih ljudi u zemlji jednako prati i eksplozivan rast broja samih stranaka. Od 1990. ukupno ih je registrirano 367, no veliki broj njih više nije među živima. U Hrvatskoj je trenutačno aktivno čak 169 stranaka, po čemu smo iznova među europskim rekorderima. Samo uoči zadnjih izbora novoregistrirano ih je najmanje pet. Brojem egzistirajućih stranaka na manje od 3 milijuna i 800 tisuća birača uspjeli smo posramiti čak i Bosnu i Hercegovinu koja je s dva entiteta dugo držala regionalni primat u ovom skupom sportu.

Dok kod nas popularnost partijske knjižice kvasa obrnuto proporcionalno od gospodarskog rasta, valja znati da u čitavoj Europskoj uniji broj stranački organiziranih građana s godinama pada i nigdje, osim u endemskom slučaju Austrije, ne prelazi više od pet posto stanovništva. Istraživanja koja su politolozi proveli posljednjih godina jasno upućuju na itekako jasnu povezanost između rasta ekonomije i životnog standarda i stranačke angažiranosti ljudi u nekoj zemlji, koja uglavnom sugerira egzistencijalnu ucjenu: najmanji broj svih partijskih ljudi u svojoj populaciji trenutno ima Poljska (0,8 posto), Mađarska (1,1 posto), Ujedinjeno Kraljevstvo (1,2 posto) i Češka (1,75 posto). I u većini drugih europskih zemalja broj članova u političkim organizacijama kreće se od 2 do 5 posto ukupne populacije (Belgija 4,82%, Danska 3,67 %, Irska 2,15%, Njemačka 2,13%, Nizozemska 2,43%, Portugal 2,92%, Španjolska 4,18%, Švedska 3,55 %).

Nigdje bez knjižice

Profesor Zdravko Petak sa zagrebačkog Fakulteta političkih znanosti u više je navrata javno upozoravao na paradoksalnost hrvatske partitokracije koja predstavlja glavnu prepreku razvoju normalne poslovne klime bez stranačkog pogodovanja i klijentelizma, kao i bilo kakvoj ozbiljnijoj reformi javne uprave. Konzervativna stranka, desetljećima ključna u Ujedinjenom Kraljevstvu s oko 65 milijuna stanovnika, ima samo oko 120.000 članova, dok HDZ, vladajuća stranka u Hrvatskoj s manje od 4 milijuna ljudi, broji oko 220.000 pripadnika. Već ova matematička slika kod svih razumnih ljudi u pravilu izaziva nevjericu, jer je posve neshvatljivo da vladajuća stranka u zemlji s šesnaest puta manje stanovnika ima duplo više članova od iste takve u neusporedivo većoj i bogatijoj zemlji.

- Članstvo u političkim strankama u Hrvatskoj uglavnom se shvaća kao prilika za neki oblik zbrinjavanja i „uhljebljivanja“ na nekome od položaja u sustavu javne ili lokalne uprave. A ako je jedina ili glavna kompetencija zaposlenih u javnom sektoru članstvo u političkoj stranci, jasno je kako je zapravo riječ o stranačkom zarobljavanju države – drži Petak.

Čudi li, nakon svega, ikoga od stranačkih i nestranačkih Hrvata što se i predsjednik Republike Zoran Milanović nedavno javno opredijelio za zadržavanje županijskog koncepta zemlje, te izjasnio protiv regionalnog preustroja?

Očekivanja većine nestranačkih građana da stranke oslobode državu od vlastitog zarobljeništva već su godinama nesporna, no parlamentarna demokracija u sebi, nažalost, ima ugrađen logički paradoks: rast popularnosti političkih stranaka i model njihove čvrste kontrole svih tokova života može samoubilački prekinuti samo neka od njih samih. Drugim riječima, oslobađanje naivno očekujemo od iznimno motiviranog i situiranog okupatora.
