U svoju obranu ministar zdravstva Milan Kujundžić jučer se na konferenciji za novinare pokušao pohvaliti onim što je dobro učinio za sustav i koliko mu je napora za to trebalo, “unatoč raznim interesnim lobijima koji su ga u tome nastojali spriječiti”. No, pogled u prošlost govori da je to čime se hvali uglavnom lijepa bačva s puno rupa.
1. “Naglašeno smo povećali fond skupih inovativnih lijekova za liječenje najtežih bolesnika”
- Istina je da se fond skupih lijekova u četiri godine udvostručio (1,6 milijardi), i to je sigurno dobra vijest za one koji ih trebaju. No, tako veliki skok potrošnje ni približno nije pratio, primjerice, pad smrtnosti od teških zloćudnih bolesti, što govori da ministar nije aktivirao prevenciju i da je odaziv na preventivne preglede u nacionalnom programu probira ranog otkrivanja raka i dalje premalen. Zato se uglavnom liječe pacijenti s metastatskom bolešću kad je liječenje čak i najnovijim lijekovima vrlo ograničeno.
2. “Usprkos prijetnjama, pokrenuo sam nabavu PET-CT uređaja”
- Nedvojbeno je da bi četiri klinička bolnička centra trebala imati svoje PET-CT uređaje kojima se kontrolira uspješnost liječenja zloćudnih bolesti jer je trenutačno jedina državna bolnica koja ima taj uređaj KBC Zagreb, a ostali su u vlasništvu privatnika. No, problem je tumačenje ministra koji tvrdi da se odlučio za nabavu čak četiri uređaja odjednom (inače treba jedan na milijun stanovnika) jer je tih šezdesetak milijuna kuna iznos koji se plaća godišnje za usluge privatniku!? Ministar je zaboravio reći da će se i dalje trošiti tih 60 milijuna kuna jer se radi o cijeni usluge HZZO-a za tu pretragu koja je ista i kod privatnika i na državnom uređaju na Rebru. Riječju, nema tu uštede, ma koliko se Kujundžić trudio uvjeriti u suprotno.
3. “Povećali smo broj usluga u bolnicama”
- Ministar se zapravo hvali da je bolnice pretvorio u primarnu zdravstvenu zaštitu, odnosno u ordinacije “opće prakse”. Umjesto da se većina dijagnostike i liječenja obavlja u domovima zdravlja, privatizacija PZZ-a, kojoj je dao svoj doprinos, učinila je suprotno. Primarna zdravstvena praksa sve je skuplja (izdvaja se sve više novca), dok su tzv. usluge zapravo administriranje, a ne liječenje. Rezultat je pad na ljestvici Europskog zdravstvenog indeksa.
4. “Pokrenuli smo projekt Dječje nacionalne bolnice u Blatu”
- Ne, nije se pokrenulo ništa, a vjerojatno je tako i bolje, barem dok se ne sagledaju sve mane i prednosti tog projekta koji je, kad se razgovara sa stručnjacima, više nego upitan. Štoviše, mjesecima traje izbor konzultanata koji bi trebali raditi studiju izvodivosti po cijeni od gotovo 40 milijuna kuna, a “nestrpljivi” ministar traži od Vlade da i bez toga “jamči za 400 milijuna kuna kako bi gradnja mogla početi”.
5. “Napravili smo Nacionalni program protiv raka te prvi u svijetu pokrenuli Nacionalni program otkrivanja raka pluća”
- Da, istina je da je usvajanje prvog od nabrojanog u tijeku, a drugi je nedavno krenuo “u život”, ali je istina i da je riječ o dugo pripremanim projektima kojima se Kujundžić samo “prišmajhlao”. Odradili su ih vrhunski stručnjaci, a njegov bi, primjerice, “aktivni” dodatak bio da je imao snage politički provesti zabranu pušenja u svim javnim prostorima uključujući i kafiće. Ta vrsta prevencije spasila bi znatno više ljudskih života nego skupi lijekovi najčešće ograničene učinkovitosti

U svoju obranu ministar zdravstva Milan Kujundžić jučer se na konferenciji za novinare pokušao pohvaliti onim što je dobro učinio za sustav i koliko mu je napora za to trebalo, “unatoč raznim interesnim lobijima koji su ga u tome nastojali spriječiti”. No, pogled u prošlost govori da je to čime se hvali uglavnom lijepa bačva s puno rupa.
1. “Naglašeno smo povećali fond skupih inovativnih lijekova za liječenje najtežih bolesnika”
- Istina je da se fond skupih lijekova u četiri godine udvostručio (1,6 milijardi), i to je sigurno dobra vijest za one koji ih trebaju. No, tako veliki skok potrošnje ni približno nije pratio, primjerice, pad smrtnosti od teških zloćudnih bolesti, što govori da ministar nije aktivirao prevenciju i da je odaziv na preventivne preglede u nacionalnom programu probira ranog otkrivanja raka i dalje premalen. Zato se uglavnom liječe pacijenti s metastatskom bolešću kad je liječenje čak i najnovijim lijekovima vrlo ograničeno.
2. “Usprkos prijetnjama, pokrenuo sam nabavu PET-CT uređaja”
- Nedvojbeno je da bi četiri klinička bolnička centra trebala imati svoje PET-CT uređaje kojima se kontrolira uspješnost liječenja zloćudnih bolesti jer je trenutačno jedina državna bolnica koja ima taj uređaj KBC Zagreb, a ostali su u vlasništvu privatnika. No, problem je tumačenje ministra koji tvrdi da se odlučio za nabavu čak četiri uređaja odjednom (inače treba jedan na milijun stanovnika) jer je tih šezdesetak milijuna kuna iznos koji se plaća godišnje za usluge privatniku!? Ministar je zaboravio reći da će se i dalje trošiti tih 60 milijuna kuna jer se radi o cijeni usluge HZZO-a za tu pretragu koja je ista i kod privatnika i na državnom uređaju na Rebru. Riječju, nema tu uštede, ma koliko se Kujundžić trudio uvjeriti u suprotno.
3. “Povećali smo broj usluga u bolnicama”
- Ministar se zapravo hvali da je bolnice pretvorio u primarnu zdravstvenu zaštitu, odnosno u ordinacije “opće prakse”. Umjesto da se većina dijagnostike i liječenja obavlja u domovima zdravlja, privatizacija PZZ-a, kojoj je dao svoj doprinos, učinila je suprotno. Primarna zdravstvena praksa sve je skuplja (izdvaja se sve više novca), dok su tzv. usluge zapravo administriranje, a ne liječenje. Rezultat je pad na ljestvici Europskog zdravstvenog indeksa.
4. “Pokrenuli smo projekt Dječje nacionalne bolnice u Blatu”
- Ne, nije se pokrenulo ništa, a vjerojatno je tako i bolje, barem dok se ne sagledaju sve mane i prednosti tog projekta koji je, kad se razgovara sa stručnjacima, više nego upitan. Štoviše, mjesecima traje izbor konzultanata koji bi trebali raditi studiju izvodivosti po cijeni od gotovo 40 milijuna kuna, a “nestrpljivi” ministar traži od Vlade da i bez toga “jamči za 400 milijuna kuna kako bi gradnja mogla početi”.
5. “Napravili smo Nacionalni program protiv raka te prvi u svijetu pokrenuli Nacionalni program otkrivanja raka pluća”
- Da, istina je da je usvajanje prvog od nabrojanog u tijeku, a drugi je nedavno krenuo “u život”, ali je istina i da je riječ o dugo pripremanim projektima kojima se Kujundžić samo “prišmajhlao”. Odradili su ih vrhunski stručnjaci, a njegov bi, primjerice, “aktivni” dodatak bio da je imao snage politički provesti zabranu pušenja u svim javnim prostorima uključujući i kafiće. Ta vrsta prevencije spasila bi znatno više ljudskih života nego skupi lijekovi najčešće ograničene učinkovitosti
