Državni tajnik Ministarstva prometa Tomislav Mihotić potvrdio je u četvrtak u Hrvatskom saboru kako će se elektronička naplata cestarine (ENC) uvesti na području cijele Hrvatske, a intencija je da taj sustav bude jedinstven za cijelo područje Europske unije.

“ENC-ova u konačnosti neće biti, tj. neće biti naplatnih kućica na autocesti”, odgovorio je Mihotić na upit Marine Opačak Bilić (Klub socijaldemokrata) razmišlja li se o modernizaciji ENC-a po uzoru na neke zemlje.

Predstavljajući izmjene Zakona o cestama, državni tajnik je naglasio kako je njihov cilj osigurati slobodan prolaz po svim mjestima gdje su danas naplatne kućice, izvještavaju Croexpress i Hina.

“To znači da će se vozila registrirati na drugi način, snimanjem kamere registracije vozila i onda će se s ENC-a novac skidati automatski, neće biti zastoja, dodatnog zagađenja koje nastaje na tim lokacijama”, ustvrdio je i dodao kako je, u konačnici, cilj da se cijela Hrvatska, pa i EU uvežu u takav sustav.

Željko Pavić (Klub socijaldemokrata) pozdravio je uvođenje ENC-a u cijeloj državi, no zanima ga koji hardver će se staviti na korištenje korisnicima ENC-a, tko će to platiti, vlasnik vozila ili država, tko će, s obzirom na to da imamo više upravitelja autocesta, platiti uvođenje ENC-a.

Mihotić je kazao kako će se sva ta pitanja detaljno razraditi pravilnicima, čije je donošenje u nadležnosti resornog ministra.

ENC će biti uveden na cijelo područje države, sredstva će se raspodjeljivati temeljem registracije vozila koji prolaze određenim dijelom autoceste i postotno tome upravitelj autoceste dobit će svoj dio, objasnio je.

Sredstva za uvođenje ENC-a, dodao je, osigurana su u Nacionalnom planu oporavka i otpornosti (NPOO), a riječ je o 500 milijuna kuna

Hrvoja Zekanovića (Suverenisti) zanimalo je koliko će državni proračun, odnosno Hrvatske ceste (HC) koštati to što se financiranje održavanja nerazvrstanih cesta prebacuje na HC, a pita i što je sa strategijom izgradnje punionica za električne automobile.

Iznos u proračunima za 2021., 2022. i 2023. je deset milijuna kuna što se tiče nerazvrstanih cesta i brdsko-planinskih područja u zimskim uvjetima, odgovorio je Mihotić i protumačio kako će se pitanje punionica urediti drugim zakonom.

Josipa Borića (HDZ) zanimalo je pokriva li tih deset milijuna kuna sve troškove lokalne samouprave ili samo dio.

To nisu apsolutno svi troškovi zimske službe na tim prostorima, ovo je pomoć koja je došla iz trošarine, preko HC-a i temeljem kriterija koji će se definirati pravilnikom, istaknuo je državni tajnik.

Izmjenama i dopunama Zakona o cestama, za koje Vlada predlaže da se donesu po hitnom postupku, osigurat će se interoperabilnost elektroničkih sustava za naplatu cestarine na cijeloj cestovnoj mreži EU, te olakšati prekogranična razmjena podataka o vozilima i njihovim vlasnicima ili korisnicima za koje se utvrdi neplaćanje bilo koje vrste cestarine u EU, izvještavaju Croexpress i Hina.

Državni tajnik Ministarstva prometa Tomislav Mihotić potvrdio je u četvrtak u Hrvatskom saboru kako će se elektronička naplata cestarine (ENC) uvesti na području cijele Hrvatske, a intencija je da taj sustav bude jedinstven za cijelo područje Europske unije.

“ENC-ova u konačnosti neće biti, tj. neće biti naplatnih kućica na autocesti”, odgovorio je Mihotić na upit Marine Opačak Bilić (Klub socijaldemokrata) razmišlja li se o modernizaciji ENC-a po uzoru na neke zemlje.

Predstavljajući izmjene Zakona o cestama, državni tajnik je naglasio kako je njihov cilj osigurati slobodan prolaz po svim mjestima gdje su danas naplatne kućice, izvještavaju Croexpress i Hina.

“To znači da će se vozila registrirati na drugi način, snimanjem kamere registracije vozila i onda će se s ENC-a novac skidati automatski, neće biti zastoja, dodatnog zagađenja koje nastaje na tim lokacijama”, ustvrdio je i dodao kako je, u konačnici, cilj da se cijela Hrvatska, pa i EU uvežu u takav sustav.

Željko Pavić (Klub socijaldemokrata) pozdravio je uvođenje ENC-a u cijeloj državi, no zanima ga koji hardver će se staviti na korištenje korisnicima ENC-a, tko će to platiti, vlasnik vozila ili država, tko će, s obzirom na to da imamo više upravitelja autocesta, platiti uvođenje ENC-a.

Mihotić je kazao kako će se sva ta pitanja detaljno razraditi pravilnicima, čije je donošenje u nadležnosti resornog ministra.

ENC će biti uveden na cijelo područje države, sredstva će se raspodjeljivati temeljem registracije vozila koji prolaze određenim dijelom autoceste i postotno tome upravitelj autoceste dobit će svoj dio, objasnio je.

Hrvoja Zekanovića (Suverenisti) zanimalo je koliko će državni proračun, odnosno Hrvatske ceste (HC) koštati to što se financiranje održavanja nerazvrstanih cesta prebacuje na HC, a pita i što je sa strategijom izgradnje punionica za električne automobile.

Iznos u proračunima za 2021., 2022. i 2023. je deset milijuna kuna što se tiče nerazvrstanih cesta i brdsko-planinskih područja u zimskim uvjetima, odgovorio je Mihotić i protumačio kako će se pitanje punionica urediti drugim zakonom.

Josipa Borića (HDZ) zanimalo je pokriva li tih deset milijuna kuna sve troškove lokalne samouprave ili samo dio.

To nisu apsolutno svi troškovi zimske službe na tim prostorima, ovo je pomoć koja je došla iz trošarine, preko HC-a i temeljem kriterija koji će se definirati pravilnikom, istaknuo je državni tajnik.

Izmjenama i dopunama Zakona o cestama, za koje Vlada predlaže da se donesu po hitnom postupku, osigurat će se interoperabilnost elektroničkih sustava za naplatu cestarine na cijeloj cestovnoj mreži EU, te olakšati prekogranična razmjena podataka o vozilima i njihovim vlasnicima ili korisnicima za koje se utvrdi neplaćanje bilo koje vrste cestarine u EU, izvještavaju Croexpress i Hina.
