Jedna od prvih i najvažnijih odluka novih vlasti u Zagrebu bit će rebalans ovogodišnjeg proračuna. To su ovih dana potvrdile Rada Borić i Danijela Dolenec, a moglo se iščitati i iz izjava gradonačelnika Tomislava Tomaševića. Osim toga, neće dopustiti prodaju Gredelja, Badela i Paromlina, što je bio plan dosadašnje ekipe, piše Jutarnji.

Naime, zastupnici Gradske skupštine su 8. prosinca 2020. većinom glasova podržali gradski proračun za ovu godinu, "težak" 13,65 milijardi kuna, uz žestoke kritike oporbe da je predizborni. U odnosu na prethodnu godinu, proračun je bio uvećan čak za dvije milijarde kuna, a polovicu tog iznosa trebala bi osigurati prodaja imovine (Gredelja za 618, Zagrepčanke za 376 i Paromlina za 76 milijuna kuna).

Međutim, Tomašević je često kritizirao prodaju, koju je opisao kao "deal kao za zagrebački Manhattan, ili čudan model javno-privatnog partnerstva poput onog u bloku Badel, ili se zemljišta prodaju kako bi se popunila proračunska rupa koja je nastala suludo preplaćenim projektima".

Njegova suradnica Urša Raukar-Gamulin dodala je da bi se stare industrijske hale mogle revitalizirati i iskoristiti za brojne javne, društvene i kulturne namjene, a oko tog prostora bi se zbog velike površine mogao formirati novi stambeni i komercijalni prostor. Ukratko, sigurno je da će nova zagrebačka vlast odustati od prodaje spomenutih nekretnina i prostora, za koje se očekivalo da će Grad utržiti 1,1 milijardu kuna, iako su Tomašević i suradnici diskretni oko toga.

Da je nužan rebalans, potvrdila je i ekonomska stručnjakinja Dina Vasić, nova vijećnica, koja je bila kandidatkinja za dogradonačelnicu na listi SDP-a.

"Zasad je samo Tomašević dobio prave podatke o financijskoj situaciji, a o rebalansu je teško govoriti jer je Grad Zagreb predstavio tek prvu razinu proračuna. Još uvijek ne znamo što se krije u preostalim stavkama. Vidljivo je kako su narasli materijalni rashodi, ali treba vidjeti koji jer u SDP-u ne raspolažemo službenim podacima. Gradonačelnik treba vidjeti gdje curi novac jer to je preduvjet da se odradi pravi rebalans", pojasnila je Dina Vasić.

Na pitanje gdje je prostor za uštede, odgovara kako najprije treba vidjeti proračun sve do četvrte razine i gdje se nalaze troškovi koji jako sisaju novac iz proračuna. Pritom treba promatrati sva poduzeća u vlasništvu Grada Zagreba kao cjelovit organizam jer imamo slučajeve plaćanja trećim osobama za poslove, iako postoje gradske tvrtke koje bi obavljale baš te poslove i na tom području moguće su velike uštede. Što se tiče zaustavljanja prodaje Gredelja, Paromlina i Badela, Dina Vasić se slaže:

"Izuzetno se protivim prodaji. Gradske nekretnine hitno treba staviti u gospodarsku djelatnost jer, osim ušteda, moramo povećati i prihode".

Budući da će SDP podržati novu vlast u Zagrebu, pitali smo Dinu Vasić jesu li točne najave da bi mogla postati buduća pročelnica za financije. Nije se dala upecati: "Ne bih spekulirala o tome jer pregovore u ime SDP-a vodi predsjednik Peđa Grbin. Moja primarna pozicija je Skupština, a napravit ću sve što je u mojoj moći da Grad Zagreb postane financijski stabilan i da osnažimo te uzdrmane financijske temelje".

‘Napucani su troškovi uoči izbora‘

Gradonačelnik Zagreba Tomislav Tomašević danas će se sastati sa 27 pročelnika gradskih ureda te s predstavnicima drugih stranaka koje imaju mandate u Gradskoj skupštini.

Prilikom dolaska na posao u ponedjeljak ujutro, Tomašević je naglasio kako je financijska situacija loša, prenosi N1.

- Pokazalo se da najveći dio energije sad ide na financijsku situaciju, time se najviše moramo baviti. Dolazili smo svi troje ovdje i za vikend. Situacija nije dobra financijski jer je posljedica tri godine financijske neodgovornosti. 2019. završila je gubitkom od milijardu i 300 milijuna kuna, a da za to nije bilo vanjskih razloga, čista financijska neodgovornost, 2020. s gubitkom “samo” 90 milijuna kuna, no kad se gleda i covid pozajmica Vlade i odgođena potraživanja ZET-a, Holdinga i Voda, onda je taj gubitak puno veći i to je financijska odgovornost jer nije došlo do rebalansa kad je trebalo. I treća godina neodgovornosti je ova, 2021. godina, koja je balansirana, napucani su troškovi zbog predizborne godine, a da je balansirana prodajom velikih zemljišta koje nitko nije ni očekivao da će prodati - kazao je Tomašević.

- Sad imamo kombinaciju te tri stvari. Osnovni cilj je stabilizacija financija i analiza novčanih tokova na tjednoj i mjesečnoj razni, revidirati plan nabave da se ono što nije ključno odgodi. Izvješće Holdinga pokazuje gubitak oko 305 milijuna kuna - kazao je.

Tomašević je kazao da rebalans ovisi o obvezama i odgodi naplata. Kazao je i da nema još najcrnjeg scenarija te da je situacija složena. Tvrdi da rješenja postoje. 

- Dat ćemo sve od sebe da stabiliziramo financije da se ne osjeti - kazao je.

Na pitanje imaju li već čovjeka koji će se baviti financijama, Tomašević je kazao da imaju grupu ljudi, ali da će biti potrebni i vanjski stručnjaci.

- Kad dugogodišnji čovjek zadužen za financije pokojnog gradonačelnika kaže javno da je situacija financijski loša i da nam ne bi volio biti u koži, onda je jasno čija je odgovornost i da smo to naslijedili - kazao je Tomašević, prenosi N1.

Na kraju je naglasio i da će biti za plaće što se tiče Gradske skupštine, a kazao je i da razgovori sa SDP-om idu dobro. Konstituirajuću sjednicu skupštine očekuje 7. lipnja.

Jedna od prvih i najvažnijih odluka novih vlasti u Zagrebu bit će rebalans ovogodišnjeg proračuna. To su ovih dana potvrdile Rada Borić i Danijela Dolenec, a moglo se iščitati i iz izjava gradonačelnika Tomislava Tomaševića. Osim toga, neće dopustiti prodaju Gredelja, Badela i Paromlina, što je bio plan dosadašnje ekipe, piše Jutarnji.

Naime, zastupnici Gradske skupštine su 8. prosinca 2020. većinom glasova podržali gradski proračun za ovu godinu, "težak" 13,65 milijardi kuna, uz žestoke kritike oporbe da je predizborni. U odnosu na prethodnu godinu, proračun je bio uvećan čak za dvije milijarde kuna, a polovicu tog iznosa trebala bi osigurati prodaja imovine (Gredelja za 618, Zagrepčanke za 376 i Paromlina za 76 milijuna kuna).

Međutim, Tomašević je često kritizirao prodaju, koju je opisao kao "deal kao za zagrebački Manhattan, ili čudan model javno-privatnog partnerstva poput onog u bloku Badel, ili se zemljišta prodaju kako bi se popunila proračunska rupa koja je nastala suludo preplaćenim projektima".

Njegova suradnica Urša Raukar-Gamulin dodala je da bi se stare industrijske hale mogle revitalizirati i iskoristiti za brojne javne, društvene i kulturne namjene, a oko tog prostora bi se zbog velike površine mogao formirati novi stambeni i komercijalni prostor. Ukratko, sigurno je da će nova zagrebačka vlast odustati od prodaje spomenutih nekretnina i prostora, za koje se očekivalo da će Grad utržiti 1,1 milijardu kuna, iako su Tomašević i suradnici diskretni oko toga.

Da je nužan rebalans, potvrdila je i ekonomska stručnjakinja Dina Vasić, nova vijećnica, koja je bila kandidatkinja za dogradonačelnicu na listi SDP-a.

"Zasad je samo Tomašević dobio prave podatke o financijskoj situaciji, a o rebalansu je teško govoriti jer je Grad Zagreb predstavio tek prvu razinu proračuna. Još uvijek ne znamo što se krije u preostalim stavkama. Vidljivo je kako su narasli materijalni rashodi, ali treba vidjeti koji jer u SDP-u ne raspolažemo službenim podacima. Gradonačelnik treba vidjeti gdje curi novac jer to je preduvjet da se odradi pravi rebalans", pojasnila je Dina Vasić.

Na pitanje gdje je prostor za uštede, odgovara kako najprije treba vidjeti proračun sve do četvrte razine i gdje se nalaze troškovi koji jako sisaju novac iz proračuna. Pritom treba promatrati sva poduzeća u vlasništvu Grada Zagreba kao cjelovit organizam jer imamo slučajeve plaćanja trećim osobama za poslove, iako postoje gradske tvrtke koje bi obavljale baš te poslove i na tom području moguće su velike uštede. Što se tiče zaustavljanja prodaje Gredelja, Paromlina i Badela, Dina Vasić se slaže:

"Izuzetno se protivim prodaji. Gradske nekretnine hitno treba staviti u gospodarsku djelatnost jer, osim ušteda, moramo povećati i prihode".

Budući da će SDP podržati novu vlast u Zagrebu, pitali smo Dinu Vasić jesu li točne najave da bi mogla postati buduća pročelnica za financije. Nije se dala upecati: "Ne bih spekulirala o tome jer pregovore u ime SDP-a vodi predsjednik Peđa Grbin. Moja primarna pozicija je Skupština, a napravit ću sve što je u mojoj moći da Grad Zagreb postane financijski stabilan i da osnažimo te uzdrmane financijske temelje".

‘Napucani su troškovi uoči izbora‘

Gradonačelnik Zagreba Tomislav Tomašević danas će se sastati sa 27 pročelnika gradskih ureda te s predstavnicima drugih stranaka koje imaju mandate u Gradskoj skupštini.

Prilikom dolaska na posao u ponedjeljak ujutro, Tomašević je naglasio kako je financijska situacija loša, prenosi N1.

- Pokazalo se da najveći dio energije sad ide na financijsku situaciju, time se najviše moramo baviti. Dolazili smo svi troje ovdje i za vikend. Situacija nije dobra financijski jer je posljedica tri godine financijske neodgovornosti. 2019. završila je gubitkom od milijardu i 300 milijuna kuna, a da za to nije bilo vanjskih razloga, čista financijska neodgovornost, 2020. s gubitkom “samo” 90 milijuna kuna, no kad se gleda i covid pozajmica Vlade i odgođena potraživanja ZET-a, Holdinga i Voda, onda je taj gubitak puno veći i to je financijska odgovornost jer nije došlo do rebalansa kad je trebalo. I treća godina neodgovornosti je ova, 2021. godina, koja je balansirana, napucani su troškovi zbog predizborne godine, a da je balansirana prodajom velikih zemljišta koje nitko nije ni očekivao da će prodati - kazao je Tomašević.

- Sad imamo kombinaciju te tri stvari. Osnovni cilj je stabilizacija financija i analiza novčanih tokova na tjednoj i mjesečnoj razni, revidirati plan nabave da se ono što nije ključno odgodi. Izvješće Holdinga pokazuje gubitak oko 305 milijuna kuna - kazao je.

Tomašević je kazao da rebalans ovisi o obvezama i odgodi naplata. Kazao je i da nema još najcrnjeg scenarija te da je situacija složena. Tvrdi da rješenja postoje. 

- Dat ćemo sve od sebe da stabiliziramo financije da se ne osjeti - kazao je.

Na pitanje imaju li već čovjeka koji će se baviti financijama, Tomašević je kazao da imaju grupu ljudi, ali da će biti potrebni i vanjski stručnjaci.

- Kad dugogodišnji čovjek zadužen za financije pokojnog gradonačelnika kaže javno da je situacija financijski loša i da nam ne bi volio biti u koži, onda je jasno čija je odgovornost i da smo to naslijedili - kazao je Tomašević, prenosi N1.

Na kraju je naglasio i da će biti za plaće što se tiče Gradske skupštine, a kazao je i da razgovori sa SDP-om idu dobro. Konstituirajuću sjednicu skupštine očekuje 7. lipnja.
