Veleposlanik SAD-a u Hrvatskoj Robert Kohorst istaknuo je u utorak da unatoč postignutom napretku, za unaprjeđenje gospodarskog rasta u Hrvatskoj postoji značajan prostor, no ukazuje na problem neučinkovitog i nepredvidljivog pravosuđa, kao i prevelik broj poduzeća u državnom vlasništvu.

Kohorst, koji je na koktelu u organizaciji Američke gospodarske komore u Hrvatskoj (AmCham) na terasi hotela Esplanade održao glavni govor, rekao je da je Vlada u nešto više od 2,5 godine koliko je u Hrvatskoj, u kontekstu gospodarskog rasta i unaprjeđenja investicijske klime učinila pozitivne iskorake poput smanjenja parafiskalnih nameta i javnog duga, a naveo je i nedavni ulazak u Europski tečajni mehanizam II.

Vladi je poručio da treba agresivno nastaviti reforme, ne samo zbog privlačenja novih tvrtki i ulaganja, već i povratka mladih inženjera koji su u potrazi za boljim radnim mjestima otišli raditi u inozemstvo, kako bi i oni dali doprinos gospodarskom rastu Hrvatske.

Ističe kako Vlada mora donijeti neke "teške odluke", no kako su one nužne za potpunu tranziciju u tržišno gospodarstvo. Poduzimanjem reformi Hrvatska će moći ostvariti svoj veliki gospodarski potencijal, konačno će moći kapitalizirati svoj središnji položaj u Europi, političku i financijsku stabilnost, obrazovanu radnu snagu i poduzetnički duh, sve putem privlačenja kapitala i kompanija koji će pospješiti gospodarski rast, rekao je Kohorst.

Za poduzimanje tih reformi, kaže Kohorst, nova HDZ-ova Vlada ima nekoliko godina, uz poruku da je sada vrijeme za djelovanje. Iako pandemija koronavirusa postavlja značajne izazove, smatra da je ne treba koristiti kao ispriku za nečinjenje.
Navodi da investicijska klima i dalje ostaje izazov, dodajući da je upoznao mnoge, uključujući i američke Hrvate, koji su izrazili interes za ulaganje u Hrvatskoj, dodajući da bi gospodarski odnosi između Hrvatske i SAD-a, iako snažni, mogli bi biti snažniji. "Međutim, regulacija i procedure to značajno otežavaju", ističe.

Po njegovim riječima, ulagači se između ostalog suočavaju s neučinkovitim, ponekad i nepredvidiljivim pravosudnim sustavom, rigidnim radnim zakonodavstvom, kao i pretjeranom birokracijom.

Kao najvažnije, smatra da je potrebno uspostaviti racionalne i pravovremene sudske postupke, s obzirom da prije pokretanja posla ulagači moraju imati sigurnost da će ugovori biti poštovani, a pravosuđe pravovremeno dostupno.

Ocjenjuje i da Vlada mora smanjiti broj poduzeća u državnom vlasništvu, dodavši da su te tvrtke uglavnom dugotrajno neefikasne, a imaju značajan udio u gospodarstvu te predstavljaju "uteg" za snažniji gospodarski rast.

Na tom putu neki potezi možda neće biti politički popularni, s obzirom da bi smanjivanje udjela države u poduzećima moglo značiti i restrukturiranja i otkaze, no Kohorst kaže da je to predstavlja "kratkoročnu glavobolju za dugotrajno zdravlje".

Apostrofira i problem javnih nabava i natječaja, pri čemu ocjenjuje da su natječaji često pisani na način da favoriziraju određenu stranu, dok s druge strane veća transparentnost treba osigurati jednake uvjete za sve, što će naposljetku i državi omogućiti najbolju uslugu po najpovoljnijoj cijeni.

Kohorst je početkom rujna potpredsjedniku Vlade i ministru financija Zdravku Mariću uručio prijedlog nacrta Sporazuma između SAD-a i Republike Hrvatske o izbjegavanju dvostrukog oporezivanja. Veleposlanik je danas zahvalio AmChamu na značajnom doprinosu i informacijama, koje su dale dodatan poticaj američkom ministarstvu financija da sastavi taj nacrt.

Kazao je da se više godina trudio i inzistirao na tom sporazumu te da je naposljetku i američko ministarstvo financija prepoznalo partnerstvo dviju zemalja, a zahvaljujući i njegovom uvjeravanju pripremilo je nacrt sporazuma koji je uručio Mariću. Po njegovim riječima, dva ministarstva surađuju oko nacrta, no napominje da se ništa neće dogoditi "preko noći".

Osvrnuo se i na natječaje oko instaliranja infrastrukture za 5G mreže, poručivši da će se i dalje zalagati za uspostavu mehanizama za provjeru ulaganja s ciljem zaštite strateške infrastrukture i imovine te osiguravanje korištenje pouzdanih dobavljača za 5G mreže. 

Istaknuo je i problem viznog režima za građane Hrvatske koji putuju u SAD, pri čemu kaže da je Hrvatska vrlo blizu dovršetka prvog koraka za ulazak u Visa Waiver Program (program američke vlade koji omogućuje pojedinim zemljama poslovna, turistička i tranzitna putovanja do 90 dana bez viza), što podrazumijeva da broj odbijenih zahtjeva za vize mora biti ispod tri posto, a izračun se odnosi na fiskalnu godinu, koja završava 30. rujna.

"Imamo još dva tjedna da postotak padne ispod tri posto, a u ovom trenutku se nalazi upravo na tri posto", rekao je Kohorst, dodajući da surađuju s Vladom na tome da se realizira što više pozitivnih zahtjeva, pozvavši i sve okupljene koji nemaju vizu za odmor da za istu apliciraju.

Nedavno je i potpredsjednik Vlade i ministar unutarnjih poslova Davor Božinović apelirao na hrvatske građane da podnošenjem zahtjeva doprinesu tome kako bi se broj odbijenih viza u odnosu na broj podnesenih zahtjeva smanjio ispod tri posto.

Izvršna direktorica AmCham Hrvatska Andrea Doko Jelušić rekla je da su s Kohorstom postigli sjajnu suradnju, a pritom je istaknula veleposlanikova nastojanja oko početka pregovora o sporazumu o izbjegavanju dvostrukog oporezivanja. Navela je da do sada po tom pitanju postignut sjajan uspjeh, a nada se da sporazum biti potpisan uskoro.

Veleposlanik SAD-a u Hrvatskoj Robert Kohorst istaknuo je u utorak da unatoč postignutom napretku, za unaprjeđenje gospodarskog rasta u Hrvatskoj postoji značajan prostor, no ukazuje na problem neučinkovitog i nepredvidljivog pravosuđa, kao i prevelik broj poduzeća u državnom vlasništvu.

Kohorst, koji je na koktelu u organizaciji Američke gospodarske komore u Hrvatskoj (AmCham) na terasi hotela Esplanade održao glavni govor, rekao je da je Vlada u nešto više od 2,5 godine koliko je u Hrvatskoj, u kontekstu gospodarskog rasta i unaprjeđenja investicijske klime učinila pozitivne iskorake poput smanjenja parafiskalnih nameta i javnog duga, a naveo je i nedavni ulazak u Europski tečajni mehanizam II.

Vladi je poručio da treba agresivno nastaviti reforme, ne samo zbog privlačenja novih tvrtki i ulaganja, već i povratka mladih inženjera koji su u potrazi za boljim radnim mjestima otišli raditi u inozemstvo, kako bi i oni dali doprinos gospodarskom rastu Hrvatske.

Ističe kako Vlada mora donijeti neke "teške odluke", no kako su one nužne za potpunu tranziciju u tržišno gospodarstvo. Poduzimanjem reformi Hrvatska će moći ostvariti svoj veliki gospodarski potencijal, konačno će moći kapitalizirati svoj središnji položaj u Europi, političku i financijsku stabilnost, obrazovanu radnu snagu i poduzetnički duh, sve putem privlačenja kapitala i kompanija koji će pospješiti gospodarski rast, rekao je Kohorst.

Za poduzimanje tih reformi, kaže Kohorst, nova HDZ-ova Vlada ima nekoliko godina, uz poruku da je sada vrijeme za djelovanje. Iako pandemija koronavirusa postavlja značajne izazove, smatra da je ne treba koristiti kao ispriku za nečinjenje.
Navodi da investicijska klima i dalje ostaje izazov, dodajući da je upoznao mnoge, uključujući i američke Hrvate, koji su izrazili interes za ulaganje u Hrvatskoj, dodajući da bi gospodarski odnosi između Hrvatske i SAD-a, iako snažni, mogli bi biti snažniji. "Međutim, regulacija i procedure to značajno otežavaju", ističe.

Po njegovim riječima, ulagači se između ostalog suočavaju s neučinkovitim, ponekad i nepredvidiljivim pravosudnim sustavom, rigidnim radnim zakonodavstvom, kao i pretjeranom birokracijom.

Kao najvažnije, smatra da je potrebno uspostaviti racionalne i pravovremene sudske postupke, s obzirom da prije pokretanja posla ulagači moraju imati sigurnost da će ugovori biti poštovani, a pravosuđe pravovremeno dostupno.

Ocjenjuje i da Vlada mora smanjiti broj poduzeća u državnom vlasništvu, dodavši da su te tvrtke uglavnom dugotrajno neefikasne, a imaju značajan udio u gospodarstvu te predstavljaju "uteg" za snažniji gospodarski rast.

Na tom putu neki potezi možda neće biti politički popularni, s obzirom da bi smanjivanje udjela države u poduzećima moglo značiti i restrukturiranja i otkaze, no Kohorst kaže da je to predstavlja "kratkoročnu glavobolju za dugotrajno zdravlje".

Apostrofira i problem javnih nabava i natječaja, pri čemu ocjenjuje da su natječaji često pisani na način da favoriziraju određenu stranu, dok s druge strane veća transparentnost treba osigurati jednake uvjete za sve, što će naposljetku i državi omogućiti najbolju uslugu po najpovoljnijoj cijeni.

Kohorst je početkom rujna potpredsjedniku Vlade i ministru financija Zdravku Mariću uručio prijedlog nacrta Sporazuma između SAD-a i Republike Hrvatske o izbjegavanju dvostrukog oporezivanja. Veleposlanik je danas zahvalio AmChamu na značajnom doprinosu i informacijama, koje su dale dodatan poticaj američkom ministarstvu financija da sastavi taj nacrt.

Kazao je da se više godina trudio i inzistirao na tom sporazumu te da je naposljetku i američko ministarstvo financija prepoznalo partnerstvo dviju zemalja, a zahvaljujući i njegovom uvjeravanju pripremilo je nacrt sporazuma koji je uručio Mariću. Po njegovim riječima, dva ministarstva surađuju oko nacrta, no napominje da se ništa neće dogoditi "preko noći".

Osvrnuo se i na natječaje oko instaliranja infrastrukture za 5G mreže, poručivši da će se i dalje zalagati za uspostavu mehanizama za provjeru ulaganja s ciljem zaštite strateške infrastrukture i imovine te osiguravanje korištenje pouzdanih dobavljača za 5G mreže. 

Istaknuo je i problem viznog režima za građane Hrvatske koji putuju u SAD, pri čemu kaže da je Hrvatska vrlo blizu dovršetka prvog koraka za ulazak u Visa Waiver Program (program američke vlade koji omogućuje pojedinim zemljama poslovna, turistička i tranzitna putovanja do 90 dana bez viza), što podrazumijeva da broj odbijenih zahtjeva za vize mora biti ispod tri posto, a izračun se odnosi na fiskalnu godinu, koja završava 30. rujna.

"Imamo još dva tjedna da postotak padne ispod tri posto, a u ovom trenutku se nalazi upravo na tri posto", rekao je Kohorst, dodajući da surađuju s Vladom na tome da se realizira što više pozitivnih zahtjeva, pozvavši i sve okupljene koji nemaju vizu za odmor da za istu apliciraju.

Nedavno je i potpredsjednik Vlade i ministar unutarnjih poslova Davor Božinović apelirao na hrvatske građane da podnošenjem zahtjeva doprinesu tome kako bi se broj odbijenih viza u odnosu na broj podnesenih zahtjeva smanjio ispod tri posto.

Izvršna direktorica AmCham Hrvatska Andrea Doko Jelušić rekla je da su s Kohorstom postigli sjajnu suradnju, a pritom je istaknula veleposlanikova nastojanja oko početka pregovora o sporazumu o izbjegavanju dvostrukog oporezivanja. Navela je da do sada po tom pitanju postignut sjajan uspjeh, a nada se da sporazum biti potpisan uskoro.

Robert Kohorst: Vlada mora smanjiti broj poduzeća u državnom vlasništvu

Veleposlanik SAD-a u Hrvatskoj Robert Kohorst istaknuo je u utorak da unatoč postignutom napretku, za unaprjeđenje gospodarskog rasta u Hrvatskoj postoji značajan prostor, no ukazuje na problem neučinkovitog i nepredvidljivog pravosuđa, kao i prevelik broj poduzeća u državnom vlasništvu.

Kohorst, koji je na koktelu u organizaciji Američke gospodarske komore u Hrvatskoj (AmCham) na terasi hotela Esplanade održao glavni govor, rekao je da je Vlada u nešto više od 2,5 godine koliko je u Hrvatskoj, u kontekstu gospodarskog rasta i unaprjeđenja investicijske klime učinila pozitivne iskorake poput smanjenja parafiskalnih nameta i javnog duga, a naveo je i nedavni ulazak u Europski tečajni mehanizam II.
