Čak 10 ministarstava, odnosno njih 65 posto, u prošloj godini nije realno planiralo rashode koji se financiraju iz fondova EU, odnosno imalo je odstupanje financijskog plana i konačnog izvršenja veće od pet posto, vidljivo je iz godišnjeg izvješća o sustavu unutarnjih kontrola Ministarstva financija koje je Vlada usvojila u četvrtak, javlja Jutarnji list. 

Uglavnom se radi se o planiranim, a ne utrošenim financijskim sredstvima, a u odnosu na 2019. za 45% povećan je broj svih državnih tijela, ne samo ministarstava, koji su imali odstupanja između plana i konačnog izvršenja veća od pet posto. Dobro su planirali sredstva EU samo ministarstva gospodarstva, kulture, obrane, fondova EU, zdravstva i MUP, a svi ostali su podbacili.

Kao uzrok manjeg izvršenja rashoda u odnosu na plan, ministarstva uglavnom navode izvanredne okolnosti i epidemiološke mjere u suzbijanju pandemije koronavirusa zbog čega je došlo do usporavanja provedbe projekata, te dugotrajne postupke javnih nabava.

Ograničenja

Zbog korone, tvrde, nisu organizirana planirana studijska putovanja, službena putovanja, izobrazba zaposlenika te pružanje usluga vanjskih stručnjaka. Kasnilo se i u postupku vrednovanja i ugovaranja zbog čega nisu potpisani svi ugovori koji su bili planirani za 2020., vade se i na druga nadležna tijela uključena u sustav upravljanja sredstvima EU, neki od njih nisu imenovali niti članove projektnog tima zbog čega planirani troškovi plaća nisu bili prihvatljiv trošak, a tu je kao i uvijek slavna hrvatska boljka – javna nabava u kojoj se ulažu mnogobrojne žalbe pa postupci traju predugo.

Ministarstva se nisu iskazala ni kada je riječ o izvršenju proračuna, odnosno njih čak 11 iznijelo je u upitniku o fiskalnoj odgovornosti slabosti i nepravilnosti kod sustava ostvarivanja i korištenja prihoda, kod obavljanja provjere na licu mjesta korisnicima kojima je na godišnjoj razini isplaćeno više od 20.000 kuna, a ističu i probleme da se pravomoćne presude nisu izvršavale bez ovrha.

Pravomoćne presude

Tako tri ministarstva nisu ni donijela akt kojim su uređena mjerila i način korištenja vlastitih prihoda proračunskih korisnika iz svoje nadležnosti, a tri državna tijela nisu obavljala provjere na licu mjesta kod krajnjih korisnika. Kao opravdanje opet navode – koronu, iako im je Ministarstvo financija donijelo uputu da se to može obaviti i videovezom, telefonom i e-mailom do prestanka epidemije.

Još su porazniji podaci kod ovrha. Naime, čak je devet ministarstava ovršeno nakon pravomoćne sudske odluke.

Opravdanje za to je, tvrde, neažurno postupanje DORH-a koje ih zastupa, u smislu nepravodobnog dostavljanja obavijesti o tijeku i stanju sporova, kao i potencijalnim tražbinama koje su nastale ili bi mogle nastati.

Godinu dana Vladi je trebalo da shvati kako obnova u Zagrebu nakon potresa stoji zbog neriješenih imovinsko-pravnih odnosa, pa sada mijenjaju Zakon o obnovi, no istodobni ni sami za državne nekretnine ne rješavaju probleme. Tako čak šest ministarstava za svoje nekretnine nisu upisali vlasništvo u zemljišnim knjigama, među njima i Ministarstvo graditeljstva i državne imovine koje je nadležno upravo za državnu imovinu, obnovu i zemljišne knjige.

Kao razlog slabosti navodi se, jasno, složenost rješavanja imovinsko-pravnih odnosa koji se sastoje od nekoliko upravnih postupaka i uključuju velik broj dionika.

Sada obećavaju da će prvo identificirati nekretnine i "prikupiti relevantne imovinsko-pravne dokumentacije radi provođenja uknjižbe".

Nedostatak resursa

Bez problema nisu mogle proći ni javne nabave koje u Hrvatskoj u ukupnom BDP-u sudjeluju s više od 16 posto, pa su tako kod tri ministarstva osobe koje prate provedbu ugovora ujedno bile i članovi stručnog povjerenstva za javnu nabavu. Riječ je o ministarstvima graditeljstva, turizma i znanosti i obrazovanja.

Uz gotovo 17.000 zaposlenika u ministarstvima, kao razlog ovih nepravilnosti navodi se – nedostatak ljudskih resursa, što onda, kažu u ova tri ministarstva, dovodi do toga da ista osoba može sudjelovati u provedbi postupaka javne nabave i u naknadnoj kontroli izvršavanja ugovora.

Čak 10 ministarstava, odnosno njih 65 posto, u prošloj godini nije realno planiralo rashode koji se financiraju iz fondova EU, odnosno imalo je odstupanje financijskog plana i konačnog izvršenja veće od pet posto, vidljivo je iz godišnjeg izvješća o sustavu unutarnjih kontrola Ministarstva financija koje je Vlada usvojila u četvrtak, javlja Jutarnji list. 

Uglavnom se radi se o planiranim, a ne utrošenim financijskim sredstvima, a u odnosu na 2019. za 45% povećan je broj svih državnih tijela, ne samo ministarstava, koji su imali odstupanja između plana i konačnog izvršenja veća od pet posto. Dobro su planirali sredstva EU samo ministarstva gospodarstva, kulture, obrane, fondova EU, zdravstva i MUP, a svi ostali su podbacili.

Kao uzrok manjeg izvršenja rashoda u odnosu na plan, ministarstva uglavnom navode izvanredne okolnosti i epidemiološke mjere u suzbijanju pandemije koronavirusa zbog čega je došlo do usporavanja provedbe projekata, te dugotrajne postupke javnih nabava.

Ograničenja

Zbog korone, tvrde, nisu organizirana planirana studijska putovanja, službena putovanja, izobrazba zaposlenika te pružanje usluga vanjskih stručnjaka. Kasnilo se i u postupku vrednovanja i ugovaranja zbog čega nisu potpisani svi ugovori koji su bili planirani za 2020., vade se i na druga nadležna tijela uključena u sustav upravljanja sredstvima EU, neki od njih nisu imenovali niti članove projektnog tima zbog čega planirani troškovi plaća nisu bili prihvatljiv trošak, a tu je kao i uvijek slavna hrvatska boljka – javna nabava u kojoj se ulažu mnogobrojne žalbe pa postupci traju predugo.

Ministarstva se nisu iskazala ni kada je riječ o izvršenju proračuna, odnosno njih čak 11 iznijelo je u upitniku o fiskalnoj odgovornosti slabosti i nepravilnosti kod sustava ostvarivanja i korištenja prihoda, kod obavljanja provjere na licu mjesta korisnicima kojima je na godišnjoj razini isplaćeno više od 20.000 kuna, a ističu i probleme da se pravomoćne presude nisu izvršavale bez ovrha.

Pravomoćne presude

Tako tri ministarstva nisu ni donijela akt kojim su uređena mjerila i način korištenja vlastitih prihoda proračunskih korisnika iz svoje nadležnosti, a tri državna tijela nisu obavljala provjere na licu mjesta kod krajnjih korisnika. Kao opravdanje opet navode – koronu, iako im je Ministarstvo financija donijelo uputu da se to može obaviti i videovezom, telefonom i e-mailom do prestanka epidemije.

Još su porazniji podaci kod ovrha. Naime, čak je devet ministarstava ovršeno nakon pravomoćne sudske odluke.

Opravdanje za to je, tvrde, neažurno postupanje DORH-a koje ih zastupa, u smislu nepravodobnog dostavljanja obavijesti o tijeku i stanju sporova, kao i potencijalnim tražbinama koje su nastale ili bi mogle nastati.

Godinu dana Vladi je trebalo da shvati kako obnova u Zagrebu nakon potresa stoji zbog neriješenih imovinsko-pravnih odnosa, pa sada mijenjaju Zakon o obnovi, no istodobni ni sami za državne nekretnine ne rješavaju probleme. Tako čak šest ministarstava za svoje nekretnine nisu upisali vlasništvo u zemljišnim knjigama, među njima i Ministarstvo graditeljstva i državne imovine koje je nadležno upravo za državnu imovinu, obnovu i zemljišne knjige.

Kao razlog slabosti navodi se, jasno, složenost rješavanja imovinsko-pravnih odnosa koji se sastoje od nekoliko upravnih postupaka i uključuju velik broj dionika.

Sada obećavaju da će prvo identificirati nekretnine i "prikupiti relevantne imovinsko-pravne dokumentacije radi provođenja uknjižbe".

Nedostatak resursa

Bez problema nisu mogle proći ni javne nabave koje u Hrvatskoj u ukupnom BDP-u sudjeluju s više od 16 posto, pa su tako kod tri ministarstva osobe koje prate provedbu ugovora ujedno bile i članovi stručnog povjerenstva za javnu nabavu. Riječ je o ministarstvima graditeljstva, turizma i znanosti i obrazovanja.

Uz gotovo 17.000 zaposlenika u ministarstvima, kao razlog ovih nepravilnosti navodi se – nedostatak ljudskih resursa, što onda, kažu u ova tri ministarstva, dovodi do toga da ista osoba može sudjelovati u provedbi postupaka javne nabave i u naknadnoj kontroli izvršavanja ugovora.

Rezultati unutarnje kontrole su i više nego porazni: devet ministarstava je ovršeno, a njih deset premašilo je financijske planove

Čak 10 ministarstava, odnosno njih 65 posto, u prošloj godini nije realno planiralo rashode koji se financiraju iz fondova EU, odnosno imalo je odstupanje financijskog plana i konačnog izvršenja veće od pet posto, vidljivo je iz godišnjeg izvješća o sustavu unutarnjih kontrola Ministarstva financija koje je Vlada usvojila u četvrtak, javlja Jutarnji list. 

Uglavnom se radi se o planiranim, a ne utrošenim financijskim sredstvima, a u odnosu na 2019. za 45% povećan je broj svih državnih tijela, ne samo ministarstava, koji su imali odstupanja između plana i konačnog izvršenja veća od pet posto. Dobro su planirali sredstva EU samo ministarstva gospodarstva, kulture, obrane, fondova EU, zdravstva i MUP, a svi ostali su podbacili.
