Rat u Ukrajini mogao bi, kako se čini, ubrzati ono o čemu se godinama govori, a to je poticanje građanstva da krene masovno u ugradnju solarnih sustava, piše Hina.

Naime, Vlada bi uskoro mogla početi snažno poticati upravo proizvodnju do 50 kilovata vlastite električne energije građana, a cijeli projekt koji bi taj postupak ugradnje solara trebao maksimalno pojednostaviti i učiniti isplativijim osmislio je i vladi predstavio Radimir Čačić, predsjednik Reformista.

Čačić je inače još 2012. godine kao prvi potpredsjednik vlade pripremio i zakon o tzv. građanskoj energiji koji je usvojen tek 2018. godine, što znači da zakonski temelj za provedbu projekta postoji.

Kako objašnjava Čačić, projekt se sastoji od prepoznavanja činjenice da svaki vlasnik obiteljske kuće ima određenu potrošnju električne energije, što znači da je za tu potrošnju već sagrađena i do njegova brojila dovedena električna mreža, a to znači da provedba projekta ne traži nikakvu državnu investiciju.

- Princip je vrlo jednostavan. Građanin koji želi solar zapravo sve napravi sam. Naruči projekt, plati ga, pozove ovlaštenog inženjera koji solar priključi i stavi brojilo, potpiše da je sve napravljeno kako treba i po standardnoj cijeni, i investitor s računom ide u poreznu upravu koja potom izvršava povrat PDV-a, što je stimulacija od 20 posto jer država neće uzeti investitorima PDV na njihovo ulaganje - objašnjava Čačić.

Tvrdi kako bi na taj način, kada bi svakom vlasniku omogućila da svojim novcem sagradi solarni sustav proizvodnje električne energije do razine vlastite potrošnje, država bez ikakvih ulaganja dobila desetke tisuća malih solarnih elektrana, dakle zelenu energiju. Te bi na najkvalitetniji način eliminirala potrebu uvoza. I to upravo u dnevnoj potrošnji.

Za takvu proizvodnju zelene energije, dodaje, država ne treba formirati nikakve fondove za subvencioniranje, nikakve odbore, komisije i natječaje s “najbržim prstom”, što užasava i odbija većinu građana.

Jedino što država prema ovom prijedlogu treba učiniti, kaže Čačić, to je da građanima, nakon što svojim novcem sagrade postrojenje i te radova službeno ovjeri HEP-ov inženjer, Porezna uprava isplati povrat PDV-a, piše novinarka Večernjeg lista.

Rat u Ukrajini mogao bi, kako se čini, ubrzati ono o čemu se godinama govori, a to je poticanje građanstva da krene masovno u ugradnju solarnih sustava, piše Hina.

Naime, Vlada bi uskoro mogla početi snažno poticati upravo proizvodnju do 50 kilovata vlastite električne energije građana, a cijeli projekt koji bi taj postupak ugradnje solara trebao maksimalno pojednostaviti i učiniti isplativijim osmislio je i vladi predstavio Radimir Čačić, predsjednik Reformista.

Čačić je inače još 2012. godine kao prvi potpredsjednik vlade pripremio i zakon o tzv. građanskoj energiji koji je usvojen tek 2018. godine, što znači da zakonski temelj za provedbu projekta postoji.

Kako objašnjava Čačić, projekt se sastoji od prepoznavanja činjenice da svaki vlasnik obiteljske kuće ima određenu potrošnju električne energije, što znači da je za tu potrošnju već sagrađena i do njegova brojila dovedena električna mreža, a to znači da provedba projekta ne traži nikakvu državnu investiciju.

- Princip je vrlo jednostavan. Građanin koji želi solar zapravo sve napravi sam. Naruči projekt, plati ga, pozove ovlaštenog inženjera koji solar priključi i stavi brojilo, potpiše da je sve napravljeno kako treba i po standardnoj cijeni, i investitor s računom ide u poreznu upravu koja potom izvršava povrat PDV-a, što je stimulacija od 20 posto jer država neće uzeti investitorima PDV na njihovo ulaganje - objašnjava Čačić.

Tvrdi kako bi na taj način, kada bi svakom vlasniku omogućila da svojim novcem sagradi solarni sustav proizvodnje električne energije do razine vlastite potrošnje, država bez ikakvih ulaganja dobila desetke tisuća malih solarnih elektrana, dakle zelenu energiju. Te bi na najkvalitetniji način eliminirala potrebu uvoza. I to upravo u dnevnoj potrošnji.

Za takvu proizvodnju zelene energije, dodaje, država ne treba formirati nikakve fondove za subvencioniranje, nikakve odbore, komisije i natječaje s “najbržim prstom”, što užasava i odbija većinu građana.

Jedino što država prema ovom prijedlogu treba učiniti, kaže Čačić, to je da građanima, nakon što svojim novcem sagrade postrojenje i te radova službeno ovjeri HEP-ov inženjer, Porezna uprava isplati povrat PDV-a, piše novinarka Večernjeg lista.

Rat u Ukrajini mogao bi, kako se čini, ubrzati ono o čemu se godinama govori, a to je poticanje građanstva da krene masovno u ugradnju solarnih sustava, piše Hina.

Naime, Vlada bi uskoro mogla početi snažno poticati upravo proizvodnju do 50 kilovata vlastite električne energije građana, a cijeli projekt koji bi taj postupak ugradnje solara trebao maksimalno pojednostaviti i učiniti isplativijim osmislio je i vladi predstavio Radimir Čačić, predsjednik Reformista.

Čačić je inače još 2012. godine kao prvi potpredsjednik vlade pripremio i zakon o tzv. građanskoj energiji koji je usvojen tek 2018. godine, što znači da zakonski temelj za provedbu projekta postoji.
