Ministarstvo rada, prema prijedlogu Nacionalnog plana oporavka i otpornosti, planira revidirati zakonsku odredbu o automatskom prestanku radnog odnosa sa 65 godina života i 15 godina mirovinskog staža ako se poslodavac i radnik ne dogovore drugačije, a izmjene će, kako doznajemo, ići postupno i u smjeru da se svake godine po, primjerice, tri mjeseca podiže dobna granica za odlazak u mirovinu, piše Jutarnji list.

Iako je, kako je potvrđeno Jutarnjem, na ovotjednom sastanku oko izmjena Zakona o radu bilo i radikalnih prijedloga da se dobna granica za automatski prestanak radnog odnosa skroz izbriše, što je začudilo poslodavce, izvori iz Ministarstva rada kažu nam da to ipak neće biti tako, nego da je vjerojatniji scenarij da se postupno ta granica diže do 67 ili 68 godina. Do tih godina života radili bi samo oni radnici koji to žele, a granica bi se dizala za najvjerojatnije tri mjeseca godišnje.

- To je nešto što tek trebamo usuglasiti sa socijalnim partnerima, a intencija je da oni koji to žele i mogu ostanu dulje u svijetu rada - poručuju iz Ministarstva.

Ta bi se odredba onda odnosila i na privatni, ali i na javni sektor.

U Planu stoji pojašnjenje kako bi dulji ostanak u svijetu rada značio i povećanje mirovina za svaki mjesec kasnijeg umirovljenja, odnosno tzv. bonifikaciju od 0,34 posto do najviše 20,4 posto. Mijenjao bi se i Zakon o obveznom zdravstvenom osiguranju, koji u cijelosti nameće obvezu podmirivanja troškova bolovanja poslodavcu koji zapošljava radnika koji je već ispunio uvjete za starosnu mirovinu, a uz to bi se mijenjali i svi povezani propisi.

Postupno povećanje

Argumenti su da nam je stanovništvo sve starije, da imamu tendenciju daljnjeg pada broja stanovnika na 3,4 milijuna do 2050. uz povećanje udjela stanovništva starijeg od 65 godina sa 21,1 posto na 30,2 posto.

Danijel Nestić iz Ekonomskog instituta kaže da je to ozbiljna tema za raspravu i da je dobro da si Vlada uzme dovoljno vremena kako bi iznjedrila konačno rješenje.

- Očekujem da bi se mogla povećati dobna granica, jednokratno ili postupno, i to bi bio dobar smjer. U Hrvatskoj je, naime, prosječni radni staž kratak i u tom se razdoblju prikupi relativnio malo doprinosa, pa su posljedično i mirovine male. Rješenje je da se poveća broj godina u radnom odnosu kako bi se povećale i mirovine. Ljudi su sve zdraviji, sve dulje žive i treba dopustiti onima koji to žele da dulje i rade - smatra Nestić.

Upozorava pak kako to treba napraviti postupno i u dijalogu s poslodavcima i radnicima, i to ne samo zbog privatnog, nego i javnog sektora, gdje se može očekivati da će veći broj ljudi htjeti ostati raditi dulje, što može biti opasnost ako se to napravi naglo jer bi se mogao zakočiti priljev mlade radne snage.

- Ako se to napravi postupno, tijekom duljeg razdoblja, da se tome mogu prilagoditi i radnici i poslodavci, i u tom se razdoblju može vidjeti postoje li neki problemi, uz razgovor sa svima, mislim da je u osnovi to dobra mjera i da bi trebalo ići u tom smjeru. Po meni, određivanje dobne granice za automatski prestanak rada ima neke elemente i diskriminacije po dobi - smatra Nestić.

Konačno rješenje

Jasna A. Petrović iz Sindikata umirovljenika kaže da se svakome tko želi i sposoban je za to mora omogućiti rad. U tom sindikatu zagovaraju svaku varijantu rada ako netko to želi raditi, a ne da ga se prisiljava na odlazak u mirovinu.

- Nikoga se ne može prisiljavati da radi dulje nego što je očekivan životni vijek. Ne možemo se mi uspoređivati sa skandinavskim zemljama, gdje se radi do 70. godine, jer nemamo takav životni standard, ali tko god može i sposoban je, mora mu se omogućiti rad. Kao što ni primanje mirovine ne bi trebala biti zapreka za dodatni rad - kaže Jasna Petrović.

I Krešimir Sever, predsjednik Nezavisnih hrvatskih sindikata, podržava takvu ideju.

- Mi smo na to upozoravali kada je bila rasprava o podizanju dobne granice za umirovljenje, da po sili zakona ideš u mirovinu sa 65, a starosna mirovina se diže na 67 godina, i da nema logike kočiti neke djelatnosti - kaže Sever.

Iz Ministarstva rada službeno su nam odgovorili kako se o svemu tome još vodi rasprava te da NPPO nije konačan. "Sadržaj NPPO-a koji se odnosi na unapređenje radnog zakonodavstva, predstavlja skup mjera kojima će se odgovoriti na izazove tržišta rada i koje će se provesti zakonskim izmjenama, pa će tako konačni prijedlog sadržaja definirati radne skupine koje na pripremi tih propisa budu radile. Modernizacija radnog zakonodavstva provest će se u dogovoru sa socijalnim partnerima, poručuju iz resornog Ministarstva.

Ministarstvo rada, prema prijedlogu Nacionalnog plana oporavka i otpornosti, planira revidirati zakonsku odredbu o automatskom prestanku radnog odnosa sa 65 godina života i 15 godina mirovinskog staža ako se poslodavac i radnik ne dogovore drugačije, a izmjene će, kako doznajemo, ići postupno i u smjeru da se svake godine po, primjerice, tri mjeseca podiže dobna granica za odlazak u mirovinu, piše Jutarnji list.

Iako je, kako je potvrđeno Jutarnjem, na ovotjednom sastanku oko izmjena Zakona o radu bilo i radikalnih prijedloga da se dobna granica za automatski prestanak radnog odnosa skroz izbriše, što je začudilo poslodavce, izvori iz Ministarstva rada kažu nam da to ipak neće biti tako, nego da je vjerojatniji scenarij da se postupno ta granica diže do 67 ili 68 godina. Do tih godina života radili bi samo oni radnici koji to žele, a granica bi se dizala za najvjerojatnije tri mjeseca godišnje.

- To je nešto što tek trebamo usuglasiti sa socijalnim partnerima, a intencija je da oni koji to žele i mogu ostanu dulje u svijetu rada - poručuju iz Ministarstva.

Ta bi se odredba onda odnosila i na privatni, ali i na javni sektor.

U Planu stoji pojašnjenje kako bi dulji ostanak u svijetu rada značio i povećanje mirovina za svaki mjesec kasnijeg umirovljenja, odnosno tzv. bonifikaciju od 0,34 posto do najviše 20,4 posto. Mijenjao bi se i Zakon o obveznom zdravstvenom osiguranju, koji u cijelosti nameće obvezu podmirivanja troškova bolovanja poslodavcu koji zapošljava radnika koji je već ispunio uvjete za starosnu mirovinu, a uz to bi se mijenjali i svi povezani propisi.

Postupno povećanje

Argumenti su da nam je stanovništvo sve starije, da imamu tendenciju daljnjeg pada broja stanovnika na 3,4 milijuna do 2050. uz povećanje udjela stanovništva starijeg od 65 godina sa 21,1 posto na 30,2 posto.

Danijel Nestić iz Ekonomskog instituta kaže da je to ozbiljna tema za raspravu i da je dobro da si Vlada uzme dovoljno vremena kako bi iznjedrila konačno rješenje.

- Očekujem da bi se mogla povećati dobna granica, jednokratno ili postupno, i to bi bio dobar smjer. U Hrvatskoj je, naime, prosječni radni staž kratak i u tom se razdoblju prikupi relativnio malo doprinosa, pa su posljedično i mirovine male. Rješenje je da se poveća broj godina u radnom odnosu kako bi se povećale i mirovine. Ljudi su sve zdraviji, sve dulje žive i treba dopustiti onima koji to žele da dulje i rade - smatra Nestić.

Upozorava pak kako to treba napraviti postupno i u dijalogu s poslodavcima i radnicima, i to ne samo zbog privatnog, nego i javnog sektora, gdje se može očekivati da će veći broj ljudi htjeti ostati raditi dulje, što može biti opasnost ako se to napravi naglo jer bi se mogao zakočiti priljev mlade radne snage.

- Ako se to napravi postupno, tijekom duljeg razdoblja, da se tome mogu prilagoditi i radnici i poslodavci, i u tom se razdoblju može vidjeti postoje li neki problemi, uz razgovor sa svima, mislim da je u osnovi to dobra mjera i da bi trebalo ići u tom smjeru. Po meni, određivanje dobne granice za automatski prestanak rada ima neke elemente i diskriminacije po dobi - smatra Nestić.

Konačno rješenje

Jasna A. Petrović iz Sindikata umirovljenika kaže da se svakome tko želi i sposoban je za to mora omogućiti rad. U tom sindikatu zagovaraju svaku varijantu rada ako netko to želi raditi, a ne da ga se prisiljava na odlazak u mirovinu.

- Nikoga se ne može prisiljavati da radi dulje nego što je očekivan životni vijek. Ne možemo se mi uspoređivati sa skandinavskim zemljama, gdje se radi do 70. godine, jer nemamo takav životni standard, ali tko god može i sposoban je, mora mu se omogućiti rad. Kao što ni primanje mirovine ne bi trebala biti zapreka za dodatni rad - kaže Jasna Petrović.

I Krešimir Sever, predsjednik Nezavisnih hrvatskih sindikata, podržava takvu ideju.

- Mi smo na to upozoravali kada je bila rasprava o podizanju dobne granice za umirovljenje, da po sili zakona ideš u mirovinu sa 65, a starosna mirovina se diže na 67 godina, i da nema logike kočiti neke djelatnosti - kaže Sever.

Iz Ministarstva rada službeno su nam odgovorili kako se o svemu tome još vodi rasprava te da NPPO nije konačan. "Sadržaj NPPO-a koji se odnosi na unapređenje radnog zakonodavstva, predstavlja skup mjera kojima će se odgovoriti na izazove tržišta rada i koje će se provesti zakonskim izmjenama, pa će tako konačni prijedlog sadržaja definirati radne skupine koje na pripremi tih propisa budu radile. Modernizacija radnog zakonodavstva provest će se u dogovoru sa socijalnim partnerima, poručuju iz resornog Ministarstva.

Ministarstvo rada, prema prijedlogu Nacionalnog plana oporavka i otpornosti, planira revidirati zakonsku odredbu o automatskom prestanku radnog odnosa sa 65 godina života i 15 godina mirovinskog staža ako se poslodavac i radnik ne dogovore drugačije, a izmjene će, kako doznajemo, ići postupno i u smjeru da se svake godine po, primjerice, tri mjeseca podiže dobna granica za odlazak u mirovinu, piše Jutarnji list.

Iako je, kako je potvrđeno Jutarnjem, na ovotjednom sastanku oko izmjena Zakona o radu bilo i radikalnih prijedloga da se dobna granica za automatski prestanak radnog odnosa skroz izbriše, što je začudilo poslodavce, izvori iz Ministarstva rada kažu nam da to ipak neće biti tako, nego da je vjerojatniji scenarij da se postupno ta granica diže do 67 ili 68 godina.
