Ekonomski analitičar Andrej Grubišić bio je gost Novog dana N1 televizije.

“Ovo nije reforma nego interventni zahvati u dijelove sustava koji dugoročno neće rezultirati materijalnim promjenama”, kaže Grubišić objašnjavajući da to znači kako mirovine neće biti više.

“Da bi mirovima danas bila duplo veća, trebalo bi preko 50 posto plaća izdvajati u 1. mirovinski stup. Mi danas izdvajamo 15 posto, a to znači da uplatite kunu, a van idu dvije. Kroz druge poreze se uplati i ta druga kuna, što suštinski znači da je bruto plaća opterećena s 30-ak posto. Kad bi preko noći htjeli imati kupovnu moć mirovine koja je duplo veća, ispada da biste morali opteretiti bruto plaću sa 60 posto. To je politički moguće, ali ekonomski teško. Morali biste imati duplo veći broj ljudi koji radi ili uduplati produktivnost rada uz postojeći broj ljudi koji rade. To zahtijeva ogromne reforme… Vidi se da se vrtite u krug i najbliže stvarnosti da mirovine kroz 15 ili 20 godina budu veće je da se u većoj mjeri krene privatno investirati.”

Grubišić kaže kako je on za jačanje privatne mirovinske štednje, ali upozorava da je ne treba miješati s drugim mirovinskim stupom. “To ne znači da morate nužno uplaćivati u postojeći OMF.”

“Ono što smatram da bi bilo korisno, trebali bismo kroz narednih 20 godina manje uplaćivati u prvi stup, a više u privatne mirovinske sheme.”

On kaže i kako takve sheme u Hrvatskoj nema, a nema ni dojam da se o nečem takvom razmišlja.

“Barem 10 posto državne potrošnje je pretjerano”, upozorava i dodaje da se “uštede mogu napraviti, ali to bi bila politička odluka koju nitko ne želi donijeti”.

Uplate u drugi mirovinski stup, govori Grubišić, morale bi biti bezuvjetno nasljedne.

“Jedan od krucijalnih problema je političko obećanje. Vi kad izlazite iz OMF-a sučeljava vas se s ekonomskom istinom, ona se natječe s političkim obećanjima. Bilo koji ministar može reći da će isplaćivati sto kuna više nego što dobijete po obračunu. Koja je svrha privatne štednje ako netko može dekretom odlučiti da će vam isplaćivati više? I finalna stvar, u javnom diskursu se jako malo priča o mirovinskim osiguravajućim društvima”, upozorava.

“Odluka o tome kakav će biti mirovinski sustav je politička odluka s nevjerojatnim ekonomskim reperkusijama. Sustav za koji smatram da bi bio pravedan je onaj koji određuje mirovinu s ekonomskim parametrima, a ne dekretom političara”, govori.

“Način koji sada postavljen je najmanje štetan za one koji imaju najviše”, odgovara na pitanje je li hrvatski mirovinski sustav pravedan. Kaže i kako se ovaj sustav često reprezentira kao sustav solidarnosti, ali da to nije solidarnost, nego socijalizam, a to su dvije različite stvari. Grubišić kaže kako sustav u kojem 80 posto umirovljenika jedva i teško preživljava nije idealan i da on “ne vidi nikakvu političku opciju koja sitnim intervencijama može promijeniti ekonomsku realnost”. “To je kao sadnja drveta. Ako želite visoko drvo s puno hlada, trebate ga zasaditi što prije”, govori.

Ekonomija se stvara na dugi rok i Grubišić kaže kako se ne treba zamarati kvartalima i rokovima od jedne godine.

Sredstvima bi, kaže, trebalo moći raspolagati i tijekom vremena štednje, barem u situacijama u kojima bi ljudi trebali imati pristup svojoj privatnoj mirovini. “Što će vam štednja za mirovinu ako ne možete to koristiti da napravite nešto korisno i dobro za sebe u tom trenutku”, kaže Grubišić u programu N1 televizije.

Ekonomski analitičar Andrej Grubišić bio je gost Novog dana N1 televizije.

“Ovo nije reforma nego interventni zahvati u dijelove sustava koji dugoročno neće rezultirati materijalnim promjenama”, kaže Grubišić objašnjavajući da to znači kako mirovine neće biti više.

“Da bi mirovima danas bila duplo veća, trebalo bi preko 50 posto plaća izdvajati u 1. mirovinski stup. Mi danas izdvajamo 15 posto, a to znači da uplatite kunu, a van idu dvije. Kroz druge poreze se uplati i ta druga kuna, što suštinski znači da je bruto plaća opterećena s 30-ak posto. Kad bi preko noći htjeli imati kupovnu moć mirovine koja je duplo veća, ispada da biste morali opteretiti bruto plaću sa 60 posto. To je politički moguće, ali ekonomski teško. Morali biste imati duplo veći broj ljudi koji radi ili uduplati produktivnost rada uz postojeći broj ljudi koji rade. Grubišić kaže kako je on za jačanje privatne mirovinske štednje, ali upozorava da je ne treba miješati s drugim mirovinskim stupom. “To ne znači da morate nužno uplaćivati u postojeći OMF.”

“Ono što smatram da bi bilo korisno, trebali bismo kroz narednih 20 godina manje uplaćivati u prvi stup, a više u privatne mirovinske sheme.”

On kaže i kako takve sheme u Hrvatskoj nema, a nema ni dojam da se o nečem takvom razmišlja.

“Barem 10 posto državne potrošnje je pretjerano”, upozorava i dodaje da se “uštede mogu napraviti, ali to bi bila politička odluka koju nitko ne želi donijeti”.

Uplate u drugi mirovinski stup, govori Grubišić, morale bi biti bezuvjetno nasljedne.

“Jedan od krucijalnih problema je političko obećanje. Vi kad izlazite iz OMF-a sučeljava vas se s ekonomskom istinom, ona se natječe s političkim obećanjima. Bilo koji ministar može reći da će isplaćivati sto kuna više nego što dobijete po obračunu. Koja je svrha privatne štednje ako netko može dekretom odlučiti da će vam isplaćivati više? I finalna stvar, u javnom diskursu se jako malo priča o mirovinskim osiguravajućim društvima”, upozorava.

“Odluka o tome kakav će biti mirovinski sustav je politička odluka s nevjerojatnim ekonomskim reperkusijama. Sustav za koji smatram da bi bio pravedan je onaj koji određuje mirovinu s ekonomskim parametrima, a ne dekretom političara”, govori.

“Način koji sada postavljen je najmanje štetan za one koji imaju najviše”, odgovara na pitanje je li hrvatski mirovinski sustav pravedan. Kaže i kako se ovaj sustav često reprezentira kao sustav solidarnosti, ali da to nije solidarnost, nego socijalizam, a to su dvije različite stvari. Grubišić kaže kako sustav u kojem 80 posto umirovljenika jedva i teško preživljava nije idealan i da on “ne vidi nikakvu političku opciju koja sitnim intervencijama može promijeniti ekonomsku realnost”. “To je kao sadnja drveta. Ako želite visoko drvo s puno hlada, trebate ga zasaditi što prije”, govori.

Ekonomija se stvara na dugi rok i Grubišić kaže kako se ne treba zamarati kvartalima i rokovima od jedne godine.

Sredstvima bi, kaže, trebalo moći raspolagati i tijekom vremena štednje, barem u situacijama u kojima bi ljudi trebali imati pristup svojoj privatnoj mirovini. “Što će vam štednja za mirovinu ako ne možete to koristiti da napravite nešto korisno i dobro za sebe u tom trenutku”, kaže Grubišić u programu N1 televizije.

Ekonomski analitičar Andrej Grubišić bio je gost Novog dana N1 televizije.

“Ovo nije reforma nego interventni zahvati u dijelove sustava koji dugoročno neće rezultirati materijalnim promjenama”, kaže Grubišić objašnjavajući da to znači kako mirovine neće biti više.

“Da bi mirovima danas bila duplo veća, trebalo bi preko 50 posto plaća izdvajati u 1. mirovinski stup. Mi danas izdvajamo 15 posto, a to znači da uplatite kunu, a van idu dvije. Kroz druge poreze se uplati i ta druga kuna, što suštinski znači da je bruto plaća opterećena s 30-ak posto. Kad bi preko noći htjeli imati kupovnu moć mirovine koja je duplo veća, ispada da biste morali opteretiti bruto plaću sa 60 posto. To je politički moguće, ali ekonomski teško. Morali biste imati duplo veći broj ljudi koji radi ili uduplati produktivnost rada uz postojeći broj ljudi koji rade.
