Bivši ministar obrane Ante Kotromanović u srijedu je navečer putem dvije televizije pokušao objasniti da Jutarnji list piše neistine. No, Kotromanović je prilikom iznošenja svoje verzije istine, svjesno ili ne, izbjegao odgovoriti na direktno novinarsko pitanje - znači li to da niti u jednom trenutku bivšoj predsjednici niste davali suglasnost kada može, a kada ne može letjeti ili koristiti brodove.

Meritum cijele priče je upravo u činjenici da je on, kao što danas radi ministar Mario Banožić, tadašnjoj predsjednici Kolindi Grabar-Kitarović rekao da dopuštenje za korištenje vojnih sredstava traži od njega, a ne direktno od načelnika Glavnog stožera, a ne u tome je li netko nekome nešto zabranio, piše Jutarnji list.

Predsjednik Zoran Milanović danas tvrdi kako je takva odluka ministra obrane "napad na ustavnu poziciju predsjednika". Međutim, nije mu bilo problematično kada je takve zahtjeve njegov ministra obrane slao predsjednici Grabar-Kitarović.

Kotromanović je 6. svibnja 2015. godine Uredu predsjednice uputio dopis u kojem stoji da je korespondencija Ureda s načelnikom Glavnog stožera Oružanih snaga RH u kojoj se zaobilazi ministra obrane protivna Zakonu o obrani.

Naime, dan ranije je predstojnik Kolindina Ureda Domagoj Juričić obavijestio načelnika Glavnog stožera da će predsjednica Republike sudjelovati na proslavi Dana Hrvatske ratne mornarice 18. rujna u Šibeniku.

Kotromanović je Ured predsjednika obavijestio da je prema Zakonu o obrani Glavni stožer ustrojen unutar Ministarstva obrane i da korespondencija u svezi poslova koje obavlja Glavni stožer mora ići preko Ministarstva obrane te dodao kako se proslava neće održati u Šibeniku, kako ona to želi, nego u Splitu, kako je odlučila Vlada.

U Uredu predsjednice tada očito nisu ozbiljno shvatili upozorenje ministra pa je dva mjeseca kasnije došlo do novog sukoba na liniji ministar obrane-Ured predsjednika, o kojem svjedoči dokumentacija koju posjeduje Jutarnji.

Predstojnik Ureda predsjednice načelniku Glavnog stožera 1. srpnja šalje dopis u kojem ga obavještava da će predsjednica doći na Brijune te da traži da joj se na raspolaganje stavi jedan objekt na Brijunima i jedan objekt u Vojarni sv. Nikola u vojnoj bazi Lora.

Kotromanović Uredu predsjednice osam dana kasnije šalje novi dopis u kojem navodi: "Ovim putem želim istaknuti, kao što sam i ranije činio, da je ovakav način korespondencije protivan važećim propisima u pravnom sustavu Republike Hrvatske".

Dakle, ministar Uredu predsjednice navodi da je njihov zahtjev prema načelniku Glavnog stožera mimo ministra obrane nezakonit.

U nastavku ministar navodi sve zakonske odredbe o proceduri odobravanja korištenja državnih objekata te zaključuje: "Odobrenje za korištenje vojnih lokacija i građevina može dati samo ministar obrane kao čelnik središnjeg državnog tijela kojem su nekretnine dane na upravljanje i raspolaganje".

Na kraju dopisa stoje dvije upozoravajuće rečenica predsjednici: "Uvjeren sam da je vama, kao i meni, u interesu da naša suradnja bude u skladu s postojećim zakonskim propisima. Postupajući na taj način, zajednički ćemo pridonijeti uspješnom obavljanju poslova i postizanju zajedničkih ciljeva".

Ured predsjednice ove je navode ministra obrane shvatio ozbiljno te se odlučio ponašati u skladu sa Zakonom.

Tako je Ured predsjednice 3. rujna 2015. ministru obrane poslao dopis u kojem se traži dozvola za korištenje vojnog helikoptera za potrebe predsjednice. "Ljubazno vas molimo da nam za potrebe programa gđe. Kolinde Grabar-Kitarović stavite na raspolaganje helikopter", stoji u dopisu.

U dopisu je navedeno i da je helikopter potreban dva dana te da će letjeti iz Zagreba za Sarajevo, pa iz Sarajeva za Mostar i Banja Luku te potom natrag za Zagreb. Navedena je i satnica za svako polijetanje.

Isti takav dopis upućen je 16. studenog kada je predsjednica trebala ići iz Zagreba za Zadar.

Poanta cijele priče nije u tome je li ministar Kotromanović odobrio ili nije odobrio korištenje helikoptera ili nekog drugog vojnog sredstva predsjednici, iako vjerujemo da nije imao razloga da to ne učini, nego njegovo inzistiranje da Ured predsjednice prilikom slanja molbi za korištenje vojnih resursa poštuje zakonsku proceduru i odobrenje traži od ministra obrane, a ne da to dogovara direktno s načelnikom Glavnog stožera.

Predsjednik Milanović danas takav zahtjev ministra Banožića ocjenjuje kao pokušaj "da kontrolira njegovo kretanje 15 metara simo i 150 metara tamo" i tvrdi kako neće proći ministrov pokušaj da se ugura u zapovjedni lanac između Vrhovnog zapovjednika i načelnika Glavnog stožera.

Danas mu to smeta, a kada je to radio njegov ministar obrane 2015. vjerojatno se radilo o striktnoj provedbi zakona.

Bivši ministar obrane Ante Kotromanović u srijedu je navečer putem dvije televizije pokušao objasniti da Jutarnji list piše neistine. No, Kotromanović je prilikom iznošenja svoje verzije istine, svjesno ili ne, izbjegao odgovoriti na direktno novinarsko pitanje - znači li to da niti u jednom trenutku bivšoj predsjednici niste davali suglasnost kada može, a kada ne može letjeti ili koristiti brodove.

Meritum cijele priče je upravo u činjenici da je on, kao što danas radi ministar Mario Banožić, tadašnjoj predsjednici Kolindi Grabar-Kitarović rekao da dopuštenje za korištenje vojnih sredstava traži od njega, a ne direktno od načelnika Glavnog stožera, a ne u tome je li netko nekome nešto zabranio, piše Jutarnji list.

Predsjednik Zoran Milanović danas tvrdi kako je takva odluka ministra obrane "napad na ustavnu poziciju predsjednika". Međutim, nije mu bilo problematično kada je takve zahtjeve njegov ministra obrane slao predsjednici Grabar-Kitarović.

Kotromanović je 6. svibnja 2015. godine Uredu predsjednice uputio dopis u kojem stoji da je korespondencija Ureda s načelnikom Glavnog stožera Oružanih snaga RH u kojoj se zaobilazi ministra obrane protivna Zakonu o obrani.

Naime, dan ranije je predstojnik Kolindina Ureda Domagoj Juričić obavijestio načelnika Glavnog stožera da će predsjednica Republike sudjelovati na proslavi Dana Hrvatske ratne mornarice 18. rujna u Šibeniku.

Kotromanović je Ured predsjednika obavijestio da je prema Zakonu o obrani Glavni stožer ustrojen unutar Ministarstva obrane i da korespondencija u svezi poslova koje obavlja Glavni stožer mora ići preko Ministarstva obrane te dodao kako se proslava neće održati u Šibeniku, kako ona to želi, nego u Splitu, kako je odlučila Vlada.

U Uredu predsjednice tada očito nisu ozbiljno shvatili upozorenje ministra pa je dva mjeseca kasnije došlo do novog sukoba na liniji ministar obrane-Ured predsjednika, o kojem svjedoči dokumentacija koju posjeduje Jutarnji.

Predstojnik Ureda predsjednice načelniku Glavnog stožera 1. srpnja šalje dopis u kojem ga obavještava da će predsjednica doći na Brijune te da traži da joj se na raspolaganje stavi jedan objekt na Brijunima i jedan objekt u Vojarni sv. Nikola u vojnoj bazi Lora.

Kotromanović Uredu predsjednice osam dana kasnije šalje novi dopis u kojem navodi: "Ovim putem želim istaknuti, kao što sam i ranije činio, da je ovakav način korespondencije protivan važećim propisima u pravnom sustavu Republike Hrvatske".

Dakle, ministar Uredu predsjednice navodi da je njihov zahtjev prema načelniku Glavnog stožera mimo ministra obrane nezakonit.

U nastavku ministar navodi sve zakonske odredbe o proceduri odobravanja korištenja državnih objekata te zaključuje: "Odobrenje za korištenje vojnih lokacija i građevina može dati samo ministar obrane kao čelnik središnjeg državnog tijela kojem su nekretnine dane na upravljanje i raspolaganje".

Na kraju dopisa stoje dvije upozoravajuće rečenica predsjednici: "Uvjeren sam da je vama, kao i meni, u interesu da naša suradnja bude u skladu s postojećim zakonskim propisima. Postupajući na taj način, zajednički ćemo pridonijeti uspješnom obavljanju poslova i postizanju zajedničkih ciljeva".

Ured predsjednice ove je navode ministra obrane shvatio ozbiljno te se odlučio ponašati u skladu sa Zakonom.

Tako je Ured predsjednice 3. rujna 2015. ministru obrane poslao dopis u kojem se traži dozvola za korištenje vojnog helikoptera za potrebe predsjednice. "Ljubazno vas molimo da nam za potrebe programa gđe. Kolinde Grabar-Kitarović stavite na raspolaganje helikopter", stoji u dopisu.

U dopisu je navedeno i da je helikopter potreban dva dana te da će letjeti iz Zagreba za Sarajevo, pa iz Sarajeva za Mostar i Banja Luku te potom natrag za Zagreb. Navedena je i satnica za svako polijetanje.

Isti takav dopis upućen je 16. studenog kada je predsjednica trebala ići iz Zagreba za Zadar.

Poanta cijele priče nije u tome je li ministar Kotromanović odobrio ili nije odobrio korištenje helikoptera ili nekog drugog vojnog sredstva predsjednici, iako vjerujemo da nije imao razloga da to ne učini, nego njegovo inzistiranje da Ured predsjednice prilikom slanja molbi za korištenje vojnih resursa poštuje zakonsku proceduru i odobrenje traži od ministra obrane, a ne da to dogovara direktno s načelnikom Glavnog stožera.

Predsjednik Milanović danas takav zahtjev ministra Banožića ocjenjuje kao pokušaj "da kontrolira njegovo kretanje 15 metara simo i 150 metara tamo" i tvrdi kako neće proći ministrov pokušaj da se ugura u zapovjedni lanac između Vrhovnog zapovjednika i načelnika Glavnog stožera.

Danas mu to smeta, a kada je to radio njegov ministar obrane 2015. vjerojatno se radilo o striktnoj provedbi zakona.
