Nacionalni program reformi za 2020., prvi put otkako se donosi, dakle od 2014., svojom ambicioznošću nije ni blizu programa od prethodne godine.
Dapače, dosad su glavne zamjerke na NPR-ove išle na račun toga da svi manje više sliče jedan na drugog, odnosno da im je svima “majka i otac” Program gospodarskog oporavka iz travnja 2010. Vlade Jadranke Kosor.
Ovom NPR-u za 2020. se ni to ne može predbaciti, jer se odustalo od svih dosad stidljivo najavljivanih reformi u mirovinskom sektoru, javnoj upravi, teritorijalnom preustroju te od daljnjeg jačanja reforme pravosuđa. NPR se donosi u okviru Europskog semestra i njime su definirani prioriteti i mjere ekonomske politike, te mjere za postizanje ciljeva strategije EU-a koje države provode u sljedećih 12 do 18 mjeseci.
A ovakav NPR kaže da ćemo u idućih 12 do 18 mjeseci, kada su reformski napori u pitanju, tek održavati hladni pogon. Proglasili smo, eto, reformski lockdown. Uostalom, ministar energetike Tomislav Ćorić je u RTL-ovu “Direktu” u četvrtak to doslovno, bez krzmanja, i kazao: “Sljedeća godina bit će godina kad se može promišljati o svim ovim reformama”.
’Potpuno razočaranje’
Davor Huić, predsjednik Udruge poreznih obveznika “Lipa”, kazao nam je kako je “najava reformskih mjera potpuno razočaranje”.
– U NPR-u nema ničeg novog, samo je prepisana lista želja od prošle godine, lista stvari koje bi “trebalo” napraviti, a nisu napravljene. Sad imamo novu listu stvari koje Vlada neće napraviti, ali ovaj put je ta lista još manje ambiciozna. Poruka je jasna:
“Ne brinite, nećemo provoditi nikakve reforme”. To je poruka koju je poslao predsjednik Vlade, to je poruka koju šalju svi njegovi ministri redom, a to je i poruka koja neodoljivo podsjeća na ono što danima govore najveći protivnici reformi u Hrvatskoj – čelnici sindikata državnih i javnih službi.
Oni danima grme: nemojte dirati naše plaćice, nemojte dirati naše sinekure, nemojte dirati naše privilegije, izmišljena radna mjesta, automobile srednje više klase za svakog člana stranke zaposlenog na izmišljenom radnom mjestu, nemojte digitalizirati javnu upravu, nemojte uvesti transparentnost, nemojte smanjivati broj općina jer ih ima baš toliko koliko ih treba, nemojte snižavati poreze nego ih, naprotiv, dignite – tvrdi Huić.
On navodi kako je prema Europskoj komisiji hrvatski dugoročni potencijal rasta manji od jedan posto i da je jedini način za ubrzanje tog rasta provođenje strukturnih reformi.
– Sudeći prema hipermlakom i neambicioznom Nacionalnom planu reformi prezentiranom jučer, vlada Andreja Plenkovića odustala je od reformi. Odustajanje od reformi odustajanje je od ubrzanja ekonomskog rasta. To je smrtna presuda za Hrvatsku. To znači daljnje osiromašenje, daljnje zaostajanje za EU prosjekom, daljnje iseljavanje. Nema reformi, idemo u propast – zaključuje šef “Lipe”.
’Jedno veliko ništa’
Hrvoje Bujas, jedan od osnivača udruge “Glas poduzetnika”, kaže da je od NPR-a očekivao “restart ekonomije, baš kao što je to spomenuo premijer Plenković u jednom intervjuu, očekivali smo jasnu reformu državne uprave i lokalne samouprave, poreznu reformu, reformu pravosuđa, a dobili smo jedno veliko ništa”.
– Ministar uprave je najavio ukidanje čak 30 općina i smanjivanje broja zaposlenih za 700 ljudi u javnoj upravi, čak i bez datuma do kada se to treba provesti. Eto, to je taj ambiciozni zadatak koji je Vlada odlučila obaviti, pa zapravo možemo očekivati ne smanjivanje, već znatno jačanje birokracije. Naša udruga je podržala drugi paket mjera Vlade, kao kratkoročno rješavanje problema, ali je vladajuća koalicija sasvim podbacila u donošenju mjera kojima će omogućiti dugoročni održivi razvoj i rast gospodarstva.
Neshvatljivo nam je takvo ponašanje i bojim se onoga što će se dogoditi do kraja godine kada je riječ o rastu nezaposlenih i gašenju tvrtki. Jer, bez dugoročne povoljne perspektive veliki broj poduzetnika će odustati od borbe s vjetrenjačama, pogotovo u ovako teškim vremenima – rekao nam je Bujas.

Nacionalni program reformi za 2020., prvi put otkako se donosi, dakle od 2014., svojom ambicioznošću nije ni blizu programa od prethodne godine.
Dapače, dosad su glavne zamjerke na NPR-ove išle na račun toga da svi manje više sliče jedan na drugog, odnosno da im je svima “majka i otac” Program gospodarskog oporavka iz travnja 2010. Vlade Jadranke Kosor.
Ovom NPR-u za 2020. se ni to ne može predbaciti, jer se odustalo od svih dosad stidljivo najavljivanih reformi u mirovinskom sektoru, javnoj upravi, teritorijalnom preustroju te od daljnjeg jačanja reforme pravosuđa. NPR se donosi u okviru Europskog semestra i njime su definirani prioriteti i mjere ekonomske politike, te mjere za postizanje ciljeva strategije EU-a koje države provode u sljedećih 12 do 18 mjeseci.
A ovakav NPR kaže da ćemo u idućih 12 do 18 mjeseci, kada su reformski napori u pitanju, tek održavati hladni pogon. Proglasili smo, eto, reformski lockdown. Uostalom, ministar energetike Tomislav Ćorić je u RTL-ovu “Direktu” u četvrtak to doslovno, bez krzmanja, i kazao: “Sljedeća godina bit će godina kad se može promišljati o svim ovim reformama”.
’Potpuno razočaranje’
Davor Huić, predsjednik Udruge poreznih obveznika “Lipa”, kazao nam je kako je “najava reformskih mjera potpuno razočaranje”.
– U NPR-u nema ničeg novog, samo je prepisana lista želja od prošle godine, lista stvari koje bi “trebalo” napraviti, a nisu napravljene. Sad imamo novu listu stvari koje Vlada neće napraviti, ali ovaj put je ta lista još manje ambiciozna. Poruka je jasna:
“Ne brinite, nećemo provoditi nikakve reforme”. To je poruka koju je poslao predsjednik Vlade, to je poruka koju šalju svi njegovi ministri redom, a to je i poruka koja neodoljivo podsjeća na ono što danima govore najveći protivnici reformi u Hrvatskoj – čelnici sindikata državnih i javnih službi.
Oni danima grme: nemojte dirati naše plaćice, nemojte dirati naše sinekure, nemojte dirati naše privilegije, izmišljena radna mjesta, automobile srednje više klase za svakog člana stranke zaposlenog na izmišljenom radnom mjestu, nemojte digitalizirati javnu upravu, nemojte uvesti transparentnost, nemojte smanjivati broj općina jer ih ima baš toliko koliko ih treba, nemojte snižavati poreze nego ih, naprotiv, dignite – tvrdi Huić.
On navodi kako je prema Europskoj komisiji hrvatski dugoročni potencijal rasta manji od jedan posto i da je jedini način za ubrzanje tog rasta provođenje strukturnih reformi.
– Sudeći prema hipermlakom i neambicioznom Nacionalnom planu reformi prezentiranom jučer, vlada Andreja Plenkovića odustala je od reformi. Odustajanje od reformi odustajanje je od ubrzanja ekonomskog rasta. To je smrtna presuda za Hrvatsku. To znači daljnje osiromašenje, daljnje zaostajanje za EU prosjekom, daljnje iseljavanje. Nema reformi, idemo u propast – zaključuje šef “Lipe”.
’Jedno veliko ništa’
Hrvoje Bujas, jedan od osnivača udruge “Glas poduzetnika”, kaže da je od NPR-a očekivao “restart ekonomije, baš kao što je to spomenuo premijer Plenković u jednom intervjuu, očekivali smo jasnu reformu državne uprave i lokalne samouprave, poreznu reformu, reformu pravosuđa, a dobili smo jedno veliko ništa”.
– Ministar uprave je najavio ukidanje čak 30 općina i smanjivanje broja zaposlenih za 700 ljudi u javnoj upravi, čak i bez datuma do kada se to treba provesti. Eto, to je taj ambiciozni zadatak koji je Vlada odlučila obaviti, pa zapravo možemo očekivati ne smanjivanje, već znatno jačanje birokracije. Naša udruga je podržala drugi paket mjera Vlade, kao kratkoročno rješavanje problema, ali je vladajuća koalicija sasvim podbacila u donošenju mjera kojima će omogućiti dugoročni održivi razvoj i rast gospodarstva.
Neshvatljivo nam je takvo ponašanje i bojim se onoga što će se dogoditi do kraja godine kada je riječ o rastu nezaposlenih i gašenju tvrtki. Jer, bez dugoročne povoljne perspektive veliki broj poduzetnika će odustati od borbe s vjetrenjačama, pogotovo u ovako teškim vremenima – rekao nam je Bujas.
