Premijer Andrej Plenković i ministar rada Josip Aladrović najavili su za travanj ove godine poticajne mjere za povratak iseljenih građana Hrvatske, no ako se kriza izazvana negativnim posljedicama širenja koronavirusa produlji do polovine ove godine ili dulje, trebat će mu dodatne mjere da zadrži građane da se opet u jačem stupnju ne nastave iseljavati iz Hrvatske.
Iako će sve države u svijetu, naime, biti manje ili više pogođene ovom krizom, činjenica da je udio turizma u hrvatskom bruto domaćem proizvodu od 14 do 24 posto, prema različitim kalkulacijama, čini našu državu jednom od najranjivijih država na svijetu. I to zbog ograničenja kretanja ljudi i pada prihoda građana u državama iz kojih dolaze naši turisti, zbog moguće stagnacije ili pada plaća, kao i manje zaposlenih zbog krize.
Kada spominjemo "mjere za pomoć gospodarstvu", ne mislimo toliko na pomoć turizmu, za koji Vlada i priprema neke mjere, prvenstveno usmjerene na "stimulaciju" domaćih turista, ali i za koji je Vlada već i reagirala prethodno izmjenama poreza na dodanu vrijednost za taj sektor, nego na mjere kojima bi se olakšao život ostalom dijelu gospodarstva.
Međutim, dok Njemačka, Slovenija i druge države već donose ili najavljuju mjere kojima će nastojati ublažiti negativne posljedice krize, u hrvatskoj Vladi, koja, ponovimo, upravlja državom koja je možda najosjetljivija u svijetu na turistički podbačaj, za sada nema nikakvih planova u pravcu spašavanja cijele ekonomije.
Razlog tome je možda činjenica koju je iznio Željko Lovrinčević s Ekonomskog instituta, a koji tvrdi da su prihodi državnog proračuna dobro stajali do 1. ožujka, ali da od tada stvari kreću značajno loše.
Možda zbog toga i premijer i ministar financija Zdravko Marić igraju na nadu da će kriza potrajati samo tijekom ožujka i travnja, a nakon toga će sve opet ići u zdravijem pravcu. Jer, dosadašnje iskustvo govori da pandemije traju nekoliko mjeseci, a ne godinu ili više.
Povijesno iskustvo
Problem je, nažalost, u tome što je panika za sada jača od "fundamenata", ali i u tome što se nikad ne zna koji još nepoznati "vanjski šok" može pojačati ovu krizu.
U sličnoj nadi je 2008. živio bivši predsjednik Vlade Ivo Sanader, pa smo 2009. upali u recesiju koja je trajala šest godina. Imamo, dakle, bolno povijesno iskustvo "nečinjenja", pa je bolje reagirati brže. Uostalom, ako Vlada krene u nove mjere i donese rebalans proračuna, a koronavirusna kriza prođe brže od očekivanog, može se opet napraviti rebalans.
Ipak, čini se da je glavni razlog nepoduzimanja brzih mjera to što Vlada ne želi provesti rebalans proračuna u koji bi ušle nove mjere koje bi financijski težile nekoliko milijardi kuna (ili bi smanjila poreze i tako smanjila prihode proračuna), jer nema snage to kompenzirati rezanjem dijela rashoda.
To znači da bi nove mjere išle na teret rasta manjka u državnom proračunu i povećanog zaduživanja, jer je teško očekivati da bi Vlada u izbornoj godini išla na povećanje prihoda dizanjem poreza.
A predsjedniku Vlade i ministru financija je, kako i treba biti, jako mrsko povećavati deficit proračuna, ne samo zbog toga što bi to moglo ugroziti prelazak na euro, nego zbog toga što je smanjivanje deficita (i ostvarivanje suficita) državnog proračuna bio jedan od većih ekonomskih uspjeha ove Vlade.
Njemačka vlada najavila je niz mjera, uključujući dodatne 12,4 milijarde eura ulaganja u iduće četiri godine, koje će biti investirane u modernizaciju prometnica, dostupnog stanovanja, digitalne strategije i umjetne inteligencije. Vladajuća koalicija odlučila je povećati beneficije radnicima zbog skraćenog radnog vremena, a kompanije mogu tražiti dodatke za skraćeni rad ako on obuhvaća samo desetinu zaposlenika.
Susjedna Slovenija je u ponedjeljak najavila paket spasa u iznosu od 998 milijuna eura. Europska središnja banka također razmatra daljnje stimulativne monetarne mjere, kao i američka središnja banka, a Donald Trump je najavio nova smanjenja poreza na plaće.
Problem je, međutim, što nam je Italija najveći trgovinski partner, a nju ni najveće stimulativne mjere neće spasiti od gospodarskog potonuća barem do ljeta ove godine.
Eto, zbog toga bi bilo bolje da premijer i ministar financija brzo reagiraju na moguću dublju krizu. Previše su još friške rane od šest godina recesije da bismo mogli stajati prekriženih ruku i ufati se u Svevišnjega da koronavirusna kriza, odnosno panika što je prati i moguće štetne nuspojave, neće dulje potrajati.

Premijer Andrej Plenković i ministar rada Josip Aladrović najavili su za travanj ove godine poticajne mjere za povratak iseljenih građana Hrvatske, no ako se kriza izazvana negativnim posljedicama širenja koronavirusa produlji do polovine ove godine ili dulje, trebat će mu dodatne mjere da zadrži građane da se opet u jačem stupnju ne nastave iseljavati iz Hrvatske.
Iako će sve države u svijetu, naime, biti manje ili više pogođene ovom krizom, činjenica da je udio turizma u hrvatskom bruto domaćem proizvodu od 14 do 24 posto, prema različitim kalkulacijama, čini našu državu jednom od najranjivijih država na svijetu. I to zbog ograničenja kretanja ljudi i pada prihoda građana u državama iz kojih dolaze naši turisti, zbog moguće stagnacije ili pada plaća, kao i manje zaposlenih zbog krize.
Kada spominjemo "mjere za pomoć gospodarstvu", ne mislimo toliko na pomoć turizmu, za koji Vlada i priprema neke mjere, prvenstveno usmjerene na "stimulaciju" domaćih turista, ali i za koji je Vlada već i reagirala prethodno izmjenama poreza na dodanu vrijednost za taj sektor, nego na mjere kojima bi se olakšao život ostalom dijelu gospodarstva.
Međutim, dok Njemačka, Slovenija i druge države već donose ili najavljuju mjere kojima će nastojati ublažiti negativne posljedice krize, u hrvatskoj Vladi, koja, ponovimo, upravlja državom koja je možda najosjetljivija u svijetu na turistički podbačaj, za sada nema nikakvih planova u pravcu spašavanja cijele ekonomije.
Razlog tome je možda činjenica koju je iznio Željko Lovrinčević s Ekonomskog instituta, a koji tvrdi da su prihodi državnog proračuna dobro stajali do 1. ožujka, ali da od tada stvari kreću značajno loše.
Možda zbog toga i premijer i ministar financija Zdravko Marić igraju na nadu da će kriza potrajati samo tijekom ožujka i travnja, a nakon toga će sve opet ići u zdravijem pravcu. Jer, dosadašnje iskustvo govori da pandemije traju nekoliko mjeseci, a ne godinu ili više.
Povijesno iskustvo
Problem je, nažalost, u tome što je panika za sada jača od "fundamenata", ali i u tome što se nikad ne zna koji još nepoznati "vanjski šok" može pojačati ovu krizu.
U sličnoj nadi je 2008. živio bivši predsjednik Vlade Ivo Sanader, pa smo 2009. upali u recesiju koja je trajala šest godina. Imamo, dakle, bolno povijesno iskustvo "nečinjenja", pa je bolje reagirati brže. Uostalom, ako Vlada krene u nove mjere i donese rebalans proračuna, a koronavirusna kriza prođe brže od očekivanog, može se opet napraviti rebalans.
Ipak, čini se da je glavni razlog nepoduzimanja brzih mjera to što Vlada ne želi provesti rebalans proračuna u koji bi ušle nove mjere koje bi financijski težile nekoliko milijardi kuna (ili bi smanjila poreze i tako smanjila prihode proračuna), jer nema snage to kompenzirati rezanjem dijela rashoda.
To znači da bi nove mjere išle na teret rasta manjka u državnom proračunu i povećanog zaduživanja, jer je teško očekivati da bi Vlada u izbornoj godini išla na povećanje prihoda dizanjem poreza.
A predsjedniku Vlade i ministru financija je, kako i treba biti, jako mrsko povećavati deficit proračuna, ne samo zbog toga što bi to moglo ugroziti prelazak na euro, nego zbog toga što je smanjivanje deficita (i ostvarivanje suficita) državnog proračuna bio jedan od većih ekonomskih uspjeha ove Vlade.
Njemačka vlada najavila je niz mjera, uključujući dodatne 12,4 milijarde eura ulaganja u iduće četiri godine, koje će biti investirane u modernizaciju prometnica, dostupnog stanovanja, digitalne strategije i umjetne inteligencije. Vladajuća koalicija odlučila je povećati beneficije radnicima zbog skraćenog radnog vremena, a kompanije mogu tražiti dodatke za skraćeni rad ako on obuhvaća samo desetinu zaposlenika.
Susjedna Slovenija je u ponedjeljak najavila paket spasa u iznosu od 998 milijuna eura. Europska središnja banka također razmatra daljnje stimulativne monetarne mjere, kao i američka središnja banka, a Donald Trump je najavio nova smanjenja poreza na plaće.
Problem je, međutim, što nam je Italija najveći trgovinski partner, a nju ni najveće stimulativne mjere neće spasiti od gospodarskog potonuća barem do ljeta ove godine.
Eto, zbog toga bi bilo bolje da premijer i ministar financija brzo reagiraju na moguću dublju krizu. Previše su još friške rane od šest godina recesije da bismo mogli stajati prekriženih ruku i ufati se u Svevišnjega da koronavirusna kriza, odnosno panika što je prati i moguće štetne nuspojave, neće dulje potrajati.
