Svaki dan. Ako je potrebno, svaki dan ćemo pisati dok ne dobijemo bilo kakvu reakciju Državnog inspektorata na alarmantno stanje s onečišćenjem zraka u Splitu! 

Dok god nadležne službe ne obavijeste javnost o koracima koje će poduzeti kako bi zaustavili daljnje onečišćenje zraka arsenom i niklom, ponavljat ćemo javno dostupne činjenice koje su same po sebi još u ožujku bile dovoljne za momentalnu intervenciju Državnog inspektorata.

Novi alarmantni podaci županijskog Nastavnog zavoda za javno zdravstvo koji su objavljeni u srijedu 3. svibnja, nažalost, samo su još jedan dokaz da se već nakon prvog mjerenja kakvoće zraka trebalo odmah reagirati.

Brojkama i osnovnim matematičkim radnjama jasno su predočeni razmjeri problema na Brdima. U najnovijem izvještaju drastično su visoke vrijednosti taložnih praškastih tvari koje su, kako i sam naziv kaže, taložne, teže od lebdećih čestica i padaju na pod silom gravitacije, blizu mjesta onečišćenja.

Naime, ako zbrojimo mjerenja za ožujak i travanj na samo jednoj postaji na Brdima, primjerice, količinu arsena u praškastim taložnim tvarima, dobijemo brojku od 53,57 miligrama po kvadratnom metru. Tako dolazimo do podatka da je tijekom samo dva mjeseca mjerenja premašena dozvoljena godišnja vrijednost arsena od 48 miligrama po kvadratnom metru.

Slično je i s vrijednostima ukupne taložne tvari. Na samo jednoj postaji na Brdima, zbrojem ožujka i travnja dobili smo brojku od 4305 miligrama po kvadratnom metru, čime je tijekom protekla dva mjeseca mjerenja premašena dozvoljena godišnja vrijednost od 4200 miligrama po kvadratnom metru.

Podjednostavljeno rečeno, kada bi svako iduće mjerenje do kraja godine pokazalo nulu u jednom i drugom primjeru, hitno se mora reagirati jer su već prekoračene dozvoljene godišnje vrijednosti.

Time je još manje jasna inertnost Državnog inspektorata koji bi trebao biti svojevrsna policija u okvirima ovlasti. Zamislite situaciju da se dogodi zločin, a policija više od mjesec dana nakon nesretnog događaja nije obradila dokaze, identificirala žrtve i obavijestila njihove obitelji. Otprilike takvim tempom na ovom slučaju radi Državni inspektorat.

Kako od te državne institucije ne možemo dobiti baš nikakav podatak, pitali smo Nastavni zavod za javno zdravstvo, kao ovlaštenu ustanovu, jesu li oni obavili dodatna uzorkovanja na području Sjeverne luke po nalogu državnih institucija.

- Da, jesmo. Mogu vam to potvrditi. Državni inspektorat je od nas tražio mjerenja na području Sjeverne luke te smo uzeli uzorke koje su oni tražili, s mjesta koje su oni odredili i u količini koju su odredili.

Taj dio posla smo napravili, proveli analize i prije nekih tjedan dana poslali Državnom inspektoratu koji bi trebao sagledati te nalaze i donijeti daljnje mjere - potvrdio nam je mr. sc. Nenad Periš, voditelj Odjela za ispitivanje zraka, tla i buke županijskog Zavoda još u srijedu 3. svibnja. U ovom slučaju on nije ovlašten davati rezultate takve analize već ih moramo zatražiti izravno od Državnog inspektorata.

Tražili smo, a ovo je njihov odgovor:

– U tijeku su koordinirani nadzori inspekcija Državnog inspektorata na lokacijama Sjeverna luka Split te po okončanju istih pravovremeno ćemo vas izvijestiti o rezultatima – rekli su iz Državnog inspektorata.

Već je jasno da nas sigurno neće pravovremeno obavijestiti, jer ovaj tekst nikada ne bi bio objavljen da je njihova reakcija bila pravovremena. Državni inspektorat prvenstveno mora zaustaviti daljnje onečišćenje zraka, što bi trebao biti prvi i jedini korak nakon što je dokazano da građani udišu onečišćeni zrak.

Tek se kasnije mogu baviti traženjem krivaca i svim manjkavostima čiji je uzrok da je Splitu - turističkom gradu s mrtvom industrijom - zrak onečišćen arsenom i niklom.

Svaki dan. Ako je potrebno, svaki dan ćemo pisati dok ne dobijemo bilo kakvu reakciju Državnog inspektorata na alarmantno stanje s onečišćenjem zraka u Splitu! 

Dok god nadležne službe ne obavijeste javnost o koracima koje će poduzeti kako bi zaustavili daljnje onečišćenje zraka arsenom i niklom, ponavljat ćemo javno dostupne činjenice koje su same po sebi još u ožujku bile dovoljne za momentalnu intervenciju Državnog inspektorata.

Novi alarmantni podaci županijskog Nastavnog zavoda za javno zdravstvo koji su objavljeni u srijedu 3. svibnja, nažalost, samo su još jedan dokaz da se već nakon prvog mjerenja kakvoće zraka trebalo odmah reagirati.

Brojkama i osnovnim matematičkim radnjama jasno su predočeni razmjeri problema na Brdima. U najnovijem izvještaju drastično su visoke vrijednosti taložnih praškastih tvari koje su, kako i sam naziv kaže, taložne, teže od lebdećih čestica i padaju na pod silom gravitacije, blizu mjesta onečišćenja.

Naime, ako zbrojimo mjerenja za ožujak i travanj na samo jednoj postaji na Brdima, primjerice, količinu arsena u praškastim taložnim tvarima, dobijemo brojku od 53,57 miligrama po kvadratnom metru. Tako dolazimo do podatka da je tijekom samo dva mjeseca mjerenja premašena dozvoljena godišnja vrijednost arsena od 48 miligrama po kvadratnom metru.

Slično je i s vrijednostima ukupne taložne tvari. Na samo jednoj postaji na Brdima, zbrojem ožujka i travnja dobili smo brojku od 4305 miligrama po kvadratnom metru, čime je tijekom protekla dva mjeseca mjerenja premašena dozvoljena godišnja vrijednost od 4200 miligrama po kvadratnom metru.

Podjednostavljeno rečeno, kada bi svako iduće mjerenje do kraja godine pokazalo nulu u jednom i drugom primjeru, hitno se mora reagirati jer su već prekoračene dozvoljene godišnje vrijednosti.

Time je još manje jasna inertnost Državnog inspektorata koji bi trebao biti svojevrsna policija u okvirima ovlasti. Zamislite situaciju da se dogodi zločin, a policija više od mjesec dana nakon nesretnog događaja nije obradila dokaze, identificirala žrtve i obavijestila njihove obitelji. Otprilike takvim tempom na ovom slučaju radi Državni inspektorat.

Kako od te državne institucije ne možemo dobiti baš nikakav podatak, pitali smo Nastavni zavod za javno zdravstvo, kao ovlaštenu ustanovu, jesu li oni obavili dodatna uzorkovanja na području Sjeverne luke po nalogu državnih institucija.

- Da, jesmo. Mogu vam to potvrditi. Državni inspektorat je od nas tražio mjerenja na području Sjeverne luke te smo uzeli uzorke koje su oni tražili, s mjesta koje su oni odredili i u količini koju su odredili.

Taj dio posla smo napravili, proveli analize i prije nekih tjedan dana poslali Državnom inspektoratu koji bi trebao sagledati te nalaze i donijeti daljnje mjere - potvrdio nam je mr. sc. Nenad Periš, voditelj Odjela za ispitivanje zraka, tla i buke županijskog Zavoda još u srijedu 3. svibnja. U ovom slučaju on nije ovlašten davati rezultate takve analize već ih moramo zatražiti izravno od Državnog inspektorata.

Tražili smo, a ovo je njihov odgovor:

– U tijeku su koordinirani nadzori inspekcija Državnog inspektorata na lokacijama Sjeverna luka Split te po okončanju istih pravovremeno ćemo vas izvijestiti o rezultatima – rekli su iz Državnog inspektorata.

Već je jasno da nas sigurno neće pravovremeno obavijestiti, jer ovaj tekst nikada ne bi bio objavljen da je njihova reakcija bila pravovremena. Državni inspektorat prvenstveno mora zaustaviti daljnje onečišćenje zraka, što bi trebao biti prvi i jedini korak nakon što je dokazano da građani udišu onečišćeni zrak.

Tek se kasnije mogu baviti traženjem krivaca i svim manjkavostima čiji je uzrok da je Splitu - turističkom gradu s mrtvom industrijom - zrak onečišćen arsenom i niklom.
