U jeku najava o obećavajućoj turističkoj sezoni i najezdi gostiju na Jadran, privatni iznajmljivači u Splitu su u niskom startu. Neki među njima već su dočekali prve ovogodišnje turiste, dio njih još ‘šminka‘ svoje smještajne jedinice i pomno prati broj ljetnih rezervacija, a oni novopristigli u njihove redove još se bave papirologijom i registracijom smještaja.

- Trenutno, u prosjeku, dnevno stiže oko 20 zahtjeva za pružanje usluga u domaćinstvu. Najviše zahtjeva je podneseno za područje užeg dijela grada, Varoš, Grad, Lučac i Bačvice. Primjećuje se i povećan broj zahtjeva u novoizgrađenim zgradama na periferiji Splita. Na području grada zamjetan je povećan broj soba za iznajmljivanje, dok se u prigradskim dijelovima većina zahtjeva odnosi na kuće za odmor - kaže Ana Glaurdić Mekinić iz Upravnog odjela za turizam i pomorstvo Splitsko-dalmatinske županije.

Od 1. siječnja do 24. travnja taj je odjel, Pododsjek za kategorizaciju i minimalne uvjete - Split, zaprimio 923 zahtjeva za pružanje usluga u domaćinstvu, te 254 zahtjeva za njihovu odjavu. Za usporedbu, u istom razdoblju prošle godine zaprimljeno je 496 zahtjeva za pružanje usluga u domaćinstvu (183 zahtjeva podnešena su za odjavu) što zorno ukazuje kako se u 2023. u odnosu na lani u Splitu gotovo udvostručio broj novih iznajmljivača. Razlog onih koji se odjavljuju iz sustava, napominje Ana Glaurdić Mekinić, ne treba razlog tražiti u aktualnoj odluci o povećanju cijene turističke pristojbe.

Obveznici PDV-a

- Podneseni zahtjevi za odjavu često ne znače trajnu odjavu samog objekta već se taj isti objekt registrira na nekog od članova obitelji vlasnika - objašnjava Glaurdić Mekinić. Mahom su to oni iznajmljivači čiji prihod od iznajmljivanja godišnje premašuje prag od 300.000 kuna zbog čega, prema sili zakona, postaju obveznici PDV-a. A takvih je, u odnosu na doba pandemije koronavirusa, već tijekom lanjske uspješne turističke sezone bio nemali broj.

Kako se turističko kolo sreće okreće svjedoče podaci unatrag nekoliko godina, dok je harala korona. Turistički sušna 2020. rezultirala je povećanim brojem odjavljenih apartmana. Mnogi vlasnici privatnih smještaja, koji su zbog pandemije koronavirusa bilježili manji broj gostiju ili ih uopće nisu imali, pokušavali su iznaći novu računicu u iznajmljivanju svojega turističkog smještaja podstanarima. Tako je, primjerice, u 2020. godini na području Splitsko-dalmatinske županije odjavu pružanja ugostiteljskih usluga u domaćinstvu zatražilo 3266 građana, pa je u siječnju 2021. bilo aktivno 26.523 iznajmljivača. Njihov ukupan broj tada se smanjio za 11 posto u odnosu na razdoblje prije pandemije.

- Najveći broj odjava bilježimo na području Splita, gdje je 1200 iznajmljivača zatražilo odjavu, odnosno 15 posto u odnosu na ukupan broj registriranih - kazivala nam je početkom 2021. Stjepanka Marčić, tadašnja voditeljica Odsjeka za turizam u Splitsko-dalmatinskoj županiji.

Najčešći razlog odjave koji su iznajmljivači u to vrijeme navodili svodio se na obrazloženje kako u 2020. godini nisu imali ni jednog gosta, dok su u isto vrijeme morali plaćati porez, turističku pristojbu i turističku članarinu, pa im se nije isplatilo imati trošak bez prihoda. Danas su razlozi značajno manjeg broja odjava splitskih apartmana  sasvim drugačije prirode.

Središnji registar

"U tijeku je uspostava središnjeg turističkog registra koji će uvelike olakšati rad ovog upravnog tijela", ističu u Upravnom odjelu za turizam i pomorstvo Splitsko-dalmatinske županije.

U središnjem turističkom registru će, između ostalog, biti evidentirani svi registrirani iznajmljivači, te će se na taj način olakšati kontrola ilegalaca. Riječ je o jedinstvenom elektroničkom sustavu za ugostiteljsku djelatnost i usluge u turizmu, koji bi trebao pružati javnu i transparentnu sliku o turističkim objektima, zajednicama, sadržajima te osobama, tvrtkama i institucijama koje su povezane s turističkom djelatnosti. Uspostavom registra riješio bi se i problem razjedinjenih podataka po različitim upisnicima, ali i njihovo ažuriranje i razmjena s drugim tijelima.

U jeku najava o obećavajućoj turističkoj sezoni i najezdi gostiju na Jadran, privatni iznajmljivači u Splitu su u niskom startu. Neki među njima već su dočekali prve ovogodišnje turiste, dio njih još ‘šminka‘ svoje smještajne jedinice i pomno prati broj ljetnih rezervacija, a oni novopristigli u njihove redove još se bave papirologijom i registracijom smještaja.

- Trenutno, u prosjeku, dnevno stiže oko 20 zahtjeva za pružanje usluga u domaćinstvu. Najviše zahtjeva je podneseno za područje užeg dijela grada, Varoš, Grad, Lučac i Bačvice. Primjećuje se i povećan broj zahtjeva u novoizgrađenim zgradama na periferiji Splita. Na području grada zamjetan je povećan broj soba za iznajmljivanje, dok se u prigradskim dijelovima većina zahtjeva odnosi na kuće za odmor - kaže Ana Glaurdić Mekinić iz Upravnog odjela za turizam i pomorstvo Splitsko-dalmatinske županije.

Od 1. siječnja do 24. travnja taj je odjel, Pododsjek za kategorizaciju i minimalne uvjete - Split, zaprimio 923 zahtjeva za pružanje usluga u domaćinstvu, te 254 zahtjeva za njihovu odjavu. Za usporedbu, u istom razdoblju prošle godine zaprimljeno je 496 zahtjeva za pružanje usluga u domaćinstvu (183 zahtjeva podnešena su za odjavu) što zorno ukazuje kako se u 2023. u odnosu na lani u Splitu gotovo udvostručio broj novih iznajmljivača. Razlog onih koji se odjavljuju iz sustava, napominje Ana Glaurdić Mekinić, ne treba razlog tražiti u aktualnoj odluci o povećanju cijene turističke pristojbe.

Obveznici PDV-a

- Podneseni zahtjevi za odjavu često ne znače trajnu odjavu samog objekta već se taj isti objekt registrira na nekog od članova obitelji vlasnika - objašnjava Glaurdić Mekinić. Mahom su to oni iznajmljivači čiji prihod od iznajmljivanja godišnje premašuje prag od 300.000 kuna zbog čega, prema sili zakona, postaju obveznici PDV-a. A takvih je, u odnosu na doba pandemije koronavirusa, već tijekom lanjske uspješne turističke sezone bio nemali broj.

Kako se turističko kolo sreće okreće svjedoče podaci unatrag nekoliko godina, dok je harala korona. Turistički sušna 2020. rezultirala je povećanim brojem odjavljenih apartmana. Mnogi vlasnici privatnih smještaja, koji su zbog pandemije koronavirusa bilježili manji broj gostiju ili ih uopće nisu imali, pokušavali su iznaći novu računicu u iznajmljivanju svojega turističkog smještaja podstanarima. Tako je, primjerice, u 2020. godini na području Splitsko-dalmatinske županije odjavu pružanja ugostiteljskih usluga u domaćinstvu zatražilo 3266 građana, pa je u siječnju 2021. bilo aktivno 26.523 iznajmljivača. Njihov ukupan broj tada se smanjio za 11 posto u odnosu na razdoblje prije pandemije.

- Najveći broj odjava bilježimo na području Splita, gdje je 1200 iznajmljivača zatražilo odjavu, odnosno 15 posto u odnosu na ukupan broj registriranih - kazivala nam je početkom 2021. Stjepanka Marčić, tadašnja voditeljica Odsjeka za turizam u Splitsko-dalmatinskoj županiji.

Najčešći razlog odjave koji su iznajmljivači u to vrijeme navodili svodio se na obrazloženje kako u 2020. godini nisu imali ni jednog gosta, dok su u isto vrijeme morali plaćati porez, turističku pristojbu i turističku članarinu, pa im se nije isplatilo imati trošak bez prihoda. Danas su razlozi značajno manjeg broja odjava splitskih apartmana  sasvim drugačije prirode.

Središnji registar

"U tijeku je uspostava središnjeg turističkog registra koji će uvelike olakšati rad ovog upravnog tijela", ističu u Upravnom odjelu za turizam i pomorstvo Splitsko-dalmatinske županije.

U središnjem turističkom registru će, između ostalog, biti evidentirani svi registrirani iznajmljivači, te će se na taj način olakšati kontrola ilegalaca. Riječ je o jedinstvenom elektroničkom sustavu za ugostiteljsku djelatnost i usluge u turizmu, koji bi trebao pružati javnu i transparentnu sliku o turističkim objektima, zajednicama, sadržajima te osobama, tvrtkama i institucijama koje su povezane s turističkom djelatnosti. Uspostavom registra riješio bi se i problem razjedinjenih podataka po različitim upisnicima, ali i njihovo ažuriranje i razmjena s drugim tijelima.
