Na adresu naše redakcije redovito dobivamo nova videa razvratnih mladih stranaca koji se u kasnim noćnim satima deru pod prozorima naših sugrađana, uriniraju i povraćaju im u “pitare”, čupaju ulazna vrata…

Banovina i inspekcije upoznate su s problemom, kao i policija. Prošli tjedan, u zgradi Gradske uprave održan je sastanak na temu stanja javnog reda i mira tijekom turističke sezone kako bi se došlo da najboljih rješenja koja bi sugrađanima, naročito onima koji žive u kvartovima sa značajnijim brojem turističkih smještajnih jedinica i ugostiteljskih objekata, omogućila normalan život, a turistima pružila odmor sukladno njihovim očekivanjima.

Na sastanak su bili pozvani čelnici kotareva Grad, Bačvice, Meje i Lučac. Planirano je i sudjelovanje predstavnika Hrvatske gospodarske komore i Obrtničke komore, Udruženja obrtnika, gradske Turističke zajednice, Državnog inspektorata, predstavnika policije i nadležnih resora u Banovini.

Međutim, kako neslužbeno doznajemo od onih koji su se odazvali tom sastanku, bila je to tek standardna, više puta ispričana priča. Spomenut je prijedlog skraćivanja radnog vremena pojedinog lokala za dva sata ako često krši javni red, ali bez prijedloga kako i kada bi se takvo nešto počelo provoditi.  Procedura bi trebala biti takva da inspekcija utvrdi kršenje javnog reda i mira, izvješće se pošalje Gradu, a onda oni mogu reagirati “rezanjem” radnog vremena. Također, najavljeno je analiziranje i poboljšanje akata kojima se regulira razina buke, kažnjavanje ilegalnih ponuditelja usluga, intenziviranje policijske ophodnje te organiziracija još jednog sastanka na istu temu u Hrvatskoj gospodarskoj komori. Od Banovine smo zatražili zaključke prošlotjednog sastanka, a odgovor ćemo objaviti kad stigne.

Za pojedine građane Splita koji trpe teror nekih gostiju koji se teško mogu obuzdati pod naletom promila, konkretnijih rješenja očigledno nema. Eskalacija se najčešće događa u jutarnjim satima kad kafići ili klubovi u centru grada zatvore vrata. Policiji smo poslali nekoliko videa snimljenih u noći sa subote na nedjelju, 30. travnja na 1. svibnja ove godine. Prikazuju bučan izlazak alkoholiziranih mladića i djevojaka nakon zatvaranja kluba u centru grada.

Zanimalo nas je jesu li intervenirali zbog takvih problema te mogu li pojačati patrole svojih službenika u kritične sate kada se klub zatvara. Također, tražili smo obrazloženje na koji način mogu utjecati na smanjenje razine buke.

– U određenim ugostiteljskim objektima koji se nalaze u centru grada, tijekom večeri i noći, povećan je intenzitet osoba radi čega su policijski službenici, posebno u dane vikenda intenzivnije nazočni u centru grada. Do ovog trenutka na tom području nismo zabilježili kaznena djela koja se progone po službenoj dužnosti, niti smo zabilježili sukobe osoba ili ozljeđivanje osoba – odgovorili su iz PU splitsko-dalmatinske. Istaknuli su kako nakon dvije godine većina epidemioloških mjera nije na snazi, pa je očito povećan interes građana za druženjem i boravkom u ugostiteljskim objektima, a posebno turista koji se zadržavaju u najužem dijelu centra grada.

Utvrđuju se zarišta

– S obzirom na poziciju nekih ugostiteljskih objekata, razumljivo je da se tijekom rada objekata, ali i prilikom razilaženja gostiju nakon zatvaranja, stvara žamor koji smeta stanovnike i njihove goste u stanovima i apartmanima za iznajmljivanje, ali navedeno ponašanje, ako ne sadrži neke druge elemente, nema obilježja prekršaja sukladno Zakonu o prekršajima protiv javnog reda i mira. Napominjemo kako izdavanje odobrenja za rad, kao i određivanje radnog vremena ugostiteljskih objekata, nije u nadležnosti policije – naglasili su, te dodali kako tijekom čitave godine održavaju kontakte i surađuju s predstavnicima gradskih kotareva, posebno pred početak turističke sezone, radi utvrđivanja možebitnih žarišta ili eventualnih problema koje su građani uočili, kako bi mogli na njih reagirati.

– S obzirom na trenutačnu problematiku u stalnom smo kontaktu s predstavnicima gradskog kotara i inicirali smo održavanje sastanka s predstavnicima lokalne vlasti, institucija i udruga građana. Napominjemo kako policijski službenici po svakoj zaprimljenoj dojavi dolaze na mjesto događaja i zainteresirani smo za rješavanje problema građana u svakoj situaciji, što smo do sada pokazali i svojim angažmanom, i uključivanjem u inicijative drugih institucija kada obavljaju poslove iz svojih nadležnosti – objasnili su. Očigledno kvalitetno rješenje još nije smišljeno, jer sve što se do sad napravilo – nije dovoljno.

Na adresu naše redakcije redovito dobivamo nova videa razvratnih mladih stranaca koji se u kasnim noćnim satima deru pod prozorima naših sugrađana, uriniraju i povraćaju im u “pitare”, čupaju ulazna vrata…

Banovina i inspekcije upoznate su s problemom, kao i policija. Prošli tjedan, u zgradi Gradske uprave održan je sastanak na temu stanja javnog reda i mira tijekom turističke sezone kako bi se došlo da najboljih rješenja koja bi sugrađanima, naročito onima koji žive u kvartovima sa značajnijim brojem turističkih smještajnih jedinica i ugostiteljskih objekata, omogućila normalan život, a turistima pružila odmor sukladno njihovim očekivanjima.

Na sastanak su bili pozvani čelnici kotareva Grad, Bačvice, Meje i Lučac. Planirano je i sudjelovanje predstavnika Hrvatske gospodarske komore i Obrtničke komore, Udruženja obrtnika, gradske Turističke zajednice, Državnog inspektorata, predstavnika policije i nadležnih resora u Banovini.

Međutim, kako neslužbeno doznajemo od onih koji su se odazvali tom sastanku, bila je to tek standardna, više puta ispričana priča. Spomenut je prijedlog skraćivanja radnog vremena pojedinog lokala za dva sata ako često krši javni red, ali bez prijedloga kako i kada bi se takvo nešto počelo provoditi.  Procedura bi trebala biti takva da inspekcija utvrdi kršenje javnog reda i mira, izvješće se pošalje Gradu, a onda oni mogu reagirati “rezanjem” radnog vremena. Također, najavljeno je analiziranje i poboljšanje akata kojima se regulira razina buke, kažnjavanje ilegalnih ponuditelja usluga, intenziviranje policijske ophodnje te organiziracija još jednog sastanka na istu temu u Hrvatskoj gospodarskoj komori. Od Banovine smo zatražili zaključke prošlotjednog sastanka, a odgovor ćemo objaviti kad stigne.

Za pojedine građane Splita koji trpe teror nekih gostiju koji se teško mogu obuzdati pod naletom promila, konkretnijih rješenja očigledno nema. Eskalacija se najčešće događa u jutarnjim satima kad kafići ili klubovi u centru grada zatvore vrata. Policiji smo poslali nekoliko videa snimljenih u noći sa subote na nedjelju, 30. travnja na 1. svibnja ove godine. Prikazuju bučan izlazak alkoholiziranih mladića i djevojaka nakon zatvaranja kluba u centru grada.

Zanimalo nas je jesu li intervenirali zbog takvih problema te mogu li pojačati patrole svojih službenika u kritične sate kada se klub zatvara. Također, tražili smo obrazloženje na koji način mogu utjecati na smanjenje razine buke.

– U određenim ugostiteljskim objektima koji se nalaze u centru grada, tijekom večeri i noći, povećan je intenzitet osoba radi čega su policijski službenici, posebno u dane vikenda intenzivnije nazočni u centru grada. Do ovog trenutka na tom području nismo zabilježili kaznena djela koja se progone po službenoj dužnosti, niti smo zabilježili sukobe osoba ili ozljeđivanje osoba – odgovorili su iz PU splitsko-dalmatinske. Istaknuli su kako nakon dvije godine većina epidemioloških mjera nije na snazi, pa je očito povećan interes građana za druženjem i boravkom u ugostiteljskim objektima, a posebno turista koji se zadržavaju u najužem dijelu centra grada.

Utvrđuju se zarišta

– S obzirom na poziciju nekih ugostiteljskih objekata, razumljivo je da se tijekom rada objekata, ali i prilikom razilaženja gostiju nakon zatvaranja, stvara žamor koji smeta stanovnike i njihove goste u stanovima i apartmanima za iznajmljivanje, ali navedeno ponašanje, ako ne sadrži neke druge elemente, nema obilježja prekršaja sukladno Zakonu o prekršajima protiv javnog reda i mira. Napominjemo kako izdavanje odobrenja za rad, kao i određivanje radnog vremena ugostiteljskih objekata, nije u nadležnosti policije – naglasili su, te dodali kako tijekom čitave godine održavaju kontakte i surađuju s predstavnicima gradskih kotareva, posebno pred početak turističke sezone, radi utvrđivanja možebitnih žarišta ili eventualnih problema koje su građani uočili, kako bi mogli na njih reagirati.

– S obzirom na trenutačnu problematiku u stalnom smo kontaktu s predstavnicima gradskog kotara i inicirali smo održavanje sastanka s predstavnicima lokalne vlasti, institucija i udruga građana. Napominjemo kako policijski službenici po svakoj zaprimljenoj dojavi dolaze na mjesto događaja i zainteresirani smo za rješavanje problema građana u svakoj situaciji, što smo do sada pokazali i svojim angažmanom, i uključivanjem u inicijative drugih institucija kada obavljaju poslove iz svojih nadležnosti – objasnili su. Očigledno kvalitetno rješenje još nije smišljeno, jer sve što se do sad napravilo – nije dovoljno.
