Svaka jedinica lokalne samouprave raspolaže sredstvima za reprezentaciju za podmirenje, primjerice, troškova ugostiteljskih usluga domjenaka ili poslovnih ručkova s poslovnim partnerima i gostima, hotelskog smještaja gostiju, poklona u okviru obavljanja protokolarnih aktivnosti, prigodnog obilježavanja blagdana ili manifestacija, konferencija i međunarodnih sastanaka, svečanih sjednica, potpisivanja značajnijih ugovora te drugih protokolarnih događanja u organizaciji ili pod pokroviteljstvom grada ili općine.

Tako Grad Split 43 puta godišnje polaže cvijeće ili vijence prilikom obilježavanja obljetnica na Lovrincu. Također, novac za reprezentaciju se koristi za nabavu namirnica koje se pripremaju u čajnoj kuhinji (kava, čaj i drugi napici) administrativnog centra.

Kako bismo provjerili koliko je koja splitska vlast bila široke ruke pri odobravanju i formiranju ovakvih aktivnosti, zatražili smo od Grada izlist rashoda u ovoj kategoriji unazad desetak godina. Rezlutati su... više-manje očekivani.

Pritom, iz gradske uprave su nam napomenuli da, u vrijeme dok realizaciju većine programa na sebe nije preuzela Turistička zajednica grada Splita, s navedenih stavki podmirivali su se svi troškovi Sudamje - od koncerta na Rivi, preko svečane sjednice, velikog ručka za 400 osoba na blagdan sv Duje do prihvata i smještaja predstavnika gradova prijatelja.

U promatranom periodu su i dvije godine kada su Grad u vrijeme Sudamje vodile povjerenice Vlade RH (2017. i 2022.) pa s obzirom na njihove ograničene ovlasti troškovi za obilježavanje Dana grada nisu gotovo ni postojali.

Jasno, tijekom 2020. i 2021. godine zbog koronavirusa nije bilo protokolarnih aktivnosti, a samim time su i troškovi reprezentacije značajno smanjeni. Sada se "s poboljšanjem epidemiološke situacije očekuje porast događanja u kojima će Grad participirati sa svojim troškovima".

Isto tako, troškova sporta, rekreacije, odmora, zakupa automobila, plovila, kuća za odmor Grad Split u razdoblju 2010.-2022. nije imao potrebe naručivati niti plaćati. Pa, krenimo redom.

Željko Kerum je, tijekom svoje vladavine - recimo to odmah - najviše trošio (na reprezentaciju). Tako u 2010. na obilježavanje blagdana, spomendana i obljetnica preusmjereno je najviše sredstava do dana današnjega: 356.570 kuna. Iste godine se izdvajalo najviše i za redovne troškove protokola (489.014 kuna), čineći tako daleko najviši ukupni godišnji zbroj od 845.585 kuna.

Gledajući razdoblje 2010.-2012., one godine u kojima je Kerum bio cjelogodišnji gradonačelnik, dobivamo sljedeće brojke, u kontekstu prosječne godišnje potrošnje: obilježavanje blagdana, spomendana i obljetnica 269.226 kuna, redovni troškovi protokola 379.088 kuna, a ukupno 648.315 kuna.

Sljedeći je na redu Ivo Baldasar čiji troškovi su...nešto manji. Obilježavanje blagdana, spomendana i obljetnica je 177.329 kuna, redovni troškovi protokola 366.998 kuna, a ukupno 544.326 kuna.

Brojke Andre Krstulovića Opare su, zaista, još nešto manje od njegovih prethodnika, iako je na ovo dodatno utjecala i korona. Zato smo, za izračunavanje prosjeka, kod njega uzeli samo dvije godine. Kod njega je obilježavanje blagdana, spomendana i obljetnica palo na 144.797 kuna, redovni troškovi protokola na 313.355 kuna, a ukupno na 458.153 kuna.

Kod trenutnog gradonačelnika Ivice Puljka je ove brojke nemoguće dobiti, pošto (još) nije proveo nijednu punu godinu na funkciji. Osim toga, pandemija je prisutna u punom obimu njegova poteštatskog stolovanja, jedno vrijeme ga je mijenjala povjerenica te smo imali i još jedne izbore.

Ipak, napomenimo da je 2021., prva godina njegove uprave, u smislu troškova reprezentacije, bila gotovo identična onoj prethodnoj, dok će troškovi ove biti otprilike 50 posto viši, s ukupnim zbrojem od - za pretpostaviti je - oko 200.000 kuna.

Ovim dolazimo do zaključka da je Kerum na reprezentaciju trošio 19 posto više od Baldasara, a identičan omjer je i između Baldasara i Opare; što konačno znači da je gradonačelnik iz Ogorja bio 38 posto šire ruke nego onaj fetivi. 

Zasad je, ovaj trenutni, koji vuče korijene iz Zagvozda i Miljevaca, protokolarno debelo štedljiviji od svojih prethodnika; u idealnim uvjetima i više nego duplo od osnivača Hrvatske građanske stranke. Pritom, ne zaboravimo ni inflaciju.

Hoće li ovaj trend ostati - znanstvenim riječnikom - konstanta, idućih godina će odgovor pružiti "eksperiment" s fizičarem na čelu grada.

Svaka jedinica lokalne samouprave raspolaže sredstvima za reprezentaciju za podmirenje, primjerice, troškova ugostiteljskih usluga domjenaka ili poslovnih ručkova s poslovnim partnerima i gostima, hotelskog smještaja gostiju, poklona u okviru obavljanja protokolarnih aktivnosti, prigodnog obilježavanja blagdana ili manifestacija, konferencija i međunarodnih sastanaka, svečanih sjednica, potpisivanja značajnijih ugovora te drugih protokolarnih događanja u organizaciji ili pod pokroviteljstvom grada ili općine.

Tako Grad Split 43 puta godišnje polaže cvijeće ili vijence prilikom obilježavanja obljetnica na Lovrincu. Također, novac za reprezentaciju se koristi za nabavu namirnica koje se pripremaju u čajnoj kuhinji (kava, čaj i drugi napici) administrativnog centra.

Kako bismo provjerili koliko je koja splitska vlast bila široke ruke pri odobravanju i formiranju ovakvih aktivnosti, zatražili smo od Grada izlist rashoda u ovoj kategoriji unazad desetak godina. Rezlutati su... više-manje očekivani.

Pritom, iz gradske uprave su nam napomenuli da, u vrijeme dok realizaciju većine programa na sebe nije preuzela Turistička zajednica grada Splita, s navedenih stavki podmirivali su se svi troškovi Sudamje - od koncerta na Rivi, preko svečane sjednice, velikog ručka za 400 osoba na blagdan sv Duje do prihvata i smještaja predstavnika gradova prijatelja.

U promatranom periodu su i dvije godine kada su Grad u vrijeme Sudamje vodile povjerenice Vlade RH (2017. i 2022.) pa s obzirom na njihove ograničene ovlasti troškovi za obilježavanje Dana grada nisu gotovo ni postojali.

Jasno, tijekom 2020. i 2021. godine zbog koronavirusa nije bilo protokolarnih aktivnosti, a samim time su i troškovi reprezentacije značajno smanjeni. Sada se "s poboljšanjem epidemiološke situacije očekuje porast događanja u kojima će Grad participirati sa svojim troškovima".

Isto tako, troškova sporta, rekreacije, odmora, zakupa automobila, plovila, kuća za odmor Grad Split u razdoblju 2010.-2022. nije imao potrebe naručivati niti plaćati. Pa, krenimo redom.

Željko Kerum je, tijekom svoje vladavine - recimo to odmah - najviše trošio (na reprezentaciju). Tako u 2010. na obilježavanje blagdana, spomendana i obljetnica preusmjereno je najviše sredstava do dana današnjega: 356.570 kuna. Iste godine se izdvajalo najviše i za redovne troškove protokola (489.014 kuna), čineći tako daleko najviši ukupni godišnji zbroj od 845.585 kuna.

Gledajući razdoblje 2010.-2012., one godine u kojima je Kerum bio cjelogodišnji gradonačelnik, dobivamo sljedeće brojke, u kontekstu prosječne godišnje potrošnje: obilježavanje blagdana, spomendana i obljetnica 269.226 kuna, redovni troškovi protokola 379.088 kuna, a ukupno 648.315 kuna.

Sljedeći je na redu Ivo Baldasar čiji troškovi su...nešto manji. Obilježavanje blagdana, spomendana i obljetnica je 177.329 kuna, redovni troškovi protokola 366.998 kuna, a ukupno 544.326 kuna.

Brojke Andre Krstulovića Opare su, zaista, još nešto manje od njegovih prethodnika, iako je na ovo dodatno utjecala i korona. Zato smo, za izračunavanje prosjeka, kod njega uzeli samo dvije godine. Kod njega je obilježavanje blagdana, spomendana i obljetnica palo na 144.797 kuna, redovni troškovi protokola na 313.355 kuna, a ukupno na 458.153 kuna.

Kod trenutnog gradonačelnika Ivice Puljka je ove brojke nemoguće dobiti, pošto (još) nije proveo nijednu punu godinu na funkciji. Osim toga, pandemija je prisutna u punom obimu njegova poteštatskog stolovanja, jedno vrijeme ga je mijenjala povjerenica te smo imali i još jedne izbore.

Ipak, napomenimo da je 2021., prva godina njegove uprave, u smislu troškova reprezentacije, bila gotovo identična onoj prethodnoj, dok će troškovi ove biti otprilike 50 posto viši, s ukupnim zbrojem od - za pretpostaviti je - oko 200.000 kuna.

Ovim dolazimo do zaključka da je Kerum na reprezentaciju trošio 19 posto više od Baldasara, a identičan omjer je i između Baldasara i Opare; što konačno znači da je gradonačelnik iz Ogorja bio 38 posto šire ruke nego onaj fetivi. 

Zasad je, ovaj trenutni, koji vuče korijene iz Zagvozda i Miljevaca, protokolarno debelo štedljiviji od svojih prethodnika; u idealnim uvjetima i više nego duplo od osnivača Hrvatske građanske stranke. Pritom, ne zaboravimo ni inflaciju.

Hoće li ovaj trend ostati - znanstvenim riječnikom - konstanta, idućih godina će odgovor pružiti "eksperiment" s fizičarem na čelu grada.
