U tijesnoj koži našli su se ravnatelji socijalnih ustanova – samo o tim kategorijama ovdje će biti riječi iako se problem manifestira i u mnogim drugim institucionalnim sredinama u sektoru socijalne i zdravstvene skrbi.

Dio socijalnih radnika i drugog osoblja centara odbija se testirati, a Nacionalni stožer izdao je drukčije direktive: tko nije prebolio koronavirus ili se nije dao cijepiti, na posao može samo uz negativan test.

I, gle čuda, dio djelatnika ne želi se čak ni testirati. Iako je besplatno. Pa radno vrijeme provode ispred centara socijalne skrbi umjesto u njima. Dva radna dana su prošla pa se postavlja pitanje hoće li se već krajem srijede, trećeg (ne)radnog dana, steći uvjeti za otkazivanje ugovora o radu. Oni i danas protestiraju:

Evo što o svemu kaže Ante Bjažević, ravnatelj splitskog Centra za socijalnu skrb:

– Upravo pišem dopis Ministarstvu rada, mirovinskoga sustava, obitelji i socijalne politike, očekujući da nam žurno odgovore, da donesu naputke i odluke po svim ovim pitanjima. Da znamo kako ćemo se ponašati. Nije baš jednostavna problematika, ima u svemu i pravnog vakuuma, zbog čega i očekujemo upute iz Zagreba.

Većina cijepljena

Prema njegovim riječima, Zakon o radu – istina – govori o mogućnosti uručivanja osobno uvjetovanog otkaza ugovora o radu zaposlenicima koji tri dana bez valjanog opravdanja ne dođu na posao, ali ističe i da u tom slučaju valja zadovoljiti još neke kriterije, iako on sam za sada nema namjeru kolegama dijeliti otkaze:

– Ja imam svoj stav, ja sam cijepljen i to dovoljno govori, ali ne želim nikoga nagovarati na išta. Nema prisile ili pritiska. To je i pitanje osobnog izbora i slobode, svatko na njih ima pravo. Treba biti jako obazriv, ovo nije situacija u kojoj ćete reći da je netko neopravdano izostao s posla, svojom krivnjom, pa ćete ga poslati kući. Ovo je svima jedna nova situacija i zato trebamo naputke resornog ministarstva.

Bjažević ne vjeruje da je smisao Zakona o radu bio riješiti se zaposlenika koji se nisu testirali, zbog čega im onda nije dopušteno doći na svoje radno mjesto. Prema njegovim riječima, osam djelatnika splitskog Centra radno vrijeme provodi ispred ustanove. Pa se ravnatelj pita kako dovesti u ravnotežu suprotstavljena prava, odnosno kako učiniti da vuk bude sit, a ovce na broju, kako naći pravu mjeru.

U splitskoj centrali radi 86 ljudi, a u cijeloj ustanovi, koja uključuje Solin, Vis, Hvar, Kaštela i obiteljski centar u Splitu, zaposlenih je 150. Velika većina je cijepljena ili je preboljela virus, posebno u Centru, a na testiranja ide još tridesetak zaposlenika. Testiranja su osigurana dvaput tjedno – ponedjeljkom i srijedom – u obližnjoj privatnoj ustanovi udaljenoj 150 metara, i to brzim testom, uz ugovorenu cijenu od sto kuna. Za svoje djelatnike, testiranje plaća Centar. Bjažević još ne zna koliko dugo će testovi biti besplatni za socijalne radnike.

Čeka se naputak

– Ljudi mirno prosvjeduju pred Centrom. Naputak Nacionalnog stožera je jasan: za radne sate koji nisu provedeni na poslu neće biti ni odgovarajućeg dijela plaće. Znači, nema naknade za prosvjedne sate. Međutim, opet naglašavam: otkazi ugovora o radu nešto su sasvim drugo, posebno u ovako specifičnoj situaciji na koju utječe cijeli niz faktora. Vidjet ćemo kakav će naputak donijeti Ministarstvo, prema tomu ćemo se i ravnati – kaže Bjažević.

Kad se podvuče crta, jasno je da ravnatelj splitskog Centra, a realno je zaključiti da slično razmišljaju i čelnici socijalnih ustanova širom zemlje, neće u svoje ruke uzimati sudbinu kolega koji odbijaju testiranje:

– Vjerujem da će iz Zagreba vrlo brzo stići naputak za čitav sustav zdravstva i socijalne skrbi.

Prosvjeduju treći dan

 

Treći dan desetak djelatnika splitskog Centra za socijalnu skrb odbija se testirati kako bi mogli ući na posao, javlja Dalmatinski portal.

- Danas nam je kritičan treći dan koji nam ne daju raditi bez potvrde. Ne znamo što ćemo dalje, svatko za sebe će odlučiti kako nastaviti borbu dalje - kazala je djelatnica Mirjam.

S kolegicama i kolegama je pokušala ući, ali ih portir nije propustio.

- Posebno teško je bilo ustrajati i danas, išli smo napeti tim više jer je ministar najavio i otkaze. Znamo što znači posao u današnje vrijeme, ali konzistentno ustrajemo - dodala je.

Ponovili su da uvođenje ovakvih mjera, uz kršenje ustavnih prava, zadiranje u privatnu sferu i ograničavanja prava na rad ima i niz nelogičnosti. Jedna je svakako, kaže Mirjam, što se od djelatnika traži potvrda, a od stranaka ne.

Djelatnicima su, inače, prije 7 sedam sati došli dati podršku i neki od prosvjednika koji su se okupili ispred bolnice u ponedjeljak. Radnici su se zahvalili na dolasku, ali su ih zamolili da otiđu da ne bi intervenirala policija.

U tijesnoj koži našli su se ravnatelji socijalnih ustanova – samo o tim kategorijama ovdje će biti riječi iako se problem manifestira i u mnogim drugim institucionalnim sredinama u sektoru socijalne i zdravstvene skrbi.

Dio socijalnih radnika i drugog osoblja centara odbija se testirati, a Nacionalni stožer izdao je drukčije direktive: tko nije prebolio koronavirus ili se nije dao cijepiti, na posao može samo uz negativan test.

I, gle čuda, dio djelatnika ne želi se čak ni testirati. Iako je besplatno. Pa radno vrijeme provode ispred centara socijalne skrbi umjesto u njima. Dva radna dana su prošla pa se postavlja pitanje hoće li se već krajem srijede, trećeg (ne)radnog dana, steći uvjeti za otkazivanje ugovora o radu. Oni i danas protestiraju:

Evo što o svemu kaže Ante Bjažević, ravnatelj splitskog Centra za socijalnu skrb:

– Upravo pišem dopis Ministarstvu rada, mirovinskoga sustava, obitelji i socijalne politike, očekujući da nam žurno odgovore, da donesu naputke i odluke po svim ovim pitanjima. Da znamo kako ćemo se ponašati. Nije baš jednostavna problematika, ima u svemu i pravnog vakuuma, zbog čega i očekujemo upute iz Zagreba.

Većina cijepljena

Prema njegovim riječima, Zakon o radu – istina – govori o mogućnosti uručivanja osobno uvjetovanog otkaza ugovora o radu zaposlenicima koji tri dana bez valjanog opravdanja ne dođu na posao, ali ističe i da u tom slučaju valja zadovoljiti još neke kriterije, iako on sam za sada nema namjeru kolegama dijeliti otkaze:

– Ja imam svoj stav, ja sam cijepljen i to dovoljno govori, ali ne želim nikoga nagovarati na išta. Nema prisile ili pritiska. To je i pitanje osobnog izbora i slobode, svatko na njih ima pravo. Treba biti jako obazriv, ovo nije situacija u kojoj ćete reći da je netko neopravdano izostao s posla, svojom krivnjom, pa ćete ga poslati kući. Ovo je svima jedna nova situacija i zato trebamo naputke resornog ministarstva.

Bjažević ne vjeruje da je smisao Zakona o radu bio riješiti se zaposlenika koji se nisu testirali, zbog čega im onda nije dopušteno doći na svoje radno mjesto. Prema njegovim riječima, osam djelatnika splitskog Centra radno vrijeme provodi ispred ustanove. Pa se ravnatelj pita kako dovesti u ravnotežu suprotstavljena prava, odnosno kako učiniti da vuk bude sit, a ovce na broju, kako naći pravu mjeru.

U splitskoj centrali radi 86 ljudi, a u cijeloj ustanovi, koja uključuje Solin, Vis, Hvar, Kaštela i obiteljski centar u Splitu, zaposlenih je 150. Velika većina je cijepljena ili je preboljela virus, posebno u Centru, a na testiranja ide još tridesetak zaposlenika. Testiranja su osigurana dvaput tjedno – ponedjeljkom i srijedom – u obližnjoj privatnoj ustanovi udaljenoj 150 metara, i to brzim testom, uz ugovorenu cijenu od sto kuna. Za svoje djelatnike, testiranje plaća Centar. Bjažević još ne zna koliko dugo će testovi biti besplatni za socijalne radnike.

Čeka se naputak

– Ljudi mirno prosvjeduju pred Centrom. Naputak Nacionalnog stožera je jasan: za radne sate koji nisu provedeni na poslu neće biti ni odgovarajućeg dijela plaće. Znači, nema naknade za prosvjedne sate. Međutim, opet naglašavam: otkazi ugovora o radu nešto su sasvim drugo, posebno u ovako specifičnoj situaciji na koju utječe cijeli niz faktora. Vidjet ćemo kakav će naputak donijeti Ministarstvo, prema tomu ćemo se i ravnati – kaže Bjažević.

Kad se podvuče crta, jasno je da ravnatelj splitskog Centra, a realno je zaključiti da slično razmišljaju i čelnici socijalnih ustanova širom zemlje, neće u svoje ruke uzimati sudbinu kolega koji odbijaju testiranje:

– Vjerujem da će iz Zagreba vrlo brzo stići naputak za čitav sustav zdravstva i socijalne skrbi.

Prosvjeduju treći dan

 

Treći dan desetak djelatnika splitskog Centra za socijalnu skrb odbija se testirati kako bi mogli ući na posao, javlja Dalmatinski portal.

- Danas nam je kritičan treći dan koji nam ne daju raditi bez potvrde. Ne znamo što ćemo dalje, svatko za sebe će odlučiti kako nastaviti borbu dalje - kazala je djelatnica Mirjam.

S kolegicama i kolegama je pokušala ući, ali ih portir nije propustio.

- Posebno teško je bilo ustrajati i danas, išli smo napeti tim više jer je ministar najavio i otkaze. Znamo što znači posao u današnje vrijeme, ali konzistentno ustrajemo - dodala je.

Ponovili su da uvođenje ovakvih mjera, uz kršenje ustavnih prava, zadiranje u privatnu sferu i ograničavanja prava na rad ima i niz nelogičnosti. Jedna je svakako, kaže Mirjam, što se od djelatnika traži potvrda, a od stranaka ne.

Djelatnicima su, inače, prije 7 sedam sati došli dati podršku i neki od prosvjednika koji su se okupili ispred bolnice u ponedjeljak. Radnici su se zahvalili na dolasku, ali su ih zamolili da otiđu da ne bi intervenirala policija.
