Posljednjeg dana ove godine istječe 10-godišnja koncesija koju tvrtka "Tržnice-Hippos" ima nad Pazarom, Peškarijom i još devet kvartovskih pazarića, a njihovo stanje nije se poboljšalo u odnosu na vrijeme kada je tadašnji poteštat Željko Kerum stavio svoj potpis na ugovor.

Zbog toga su 13 oporbenih vijećnika iz redova Pametnog, SDP-a, Mosta i HSLS-ov Tonči Blažević u utorak zatražili sazivanje tematske sjednice splitskog parlamenta o sadašnjosti i budućnosti gradskih tržnica. Prema poslovniku o radu Gradskog vijeća, riječ je o dovoljnom broju vijećničkih potpisa za sazivanje zasjedanja o sudbini prepoznatljivih prostora i zona na čije stanje građani grintaju već desetljećima, a sličan stav imaju i oporbenjaci u Banovini.

- Splitske tržnice i ribarnice su u nikad gorem stanju, a rasprava na sjednici bi trebala dovesti do zaključka kako ćemo u budućnosti njima upravljati. Tržnice na malo u svim većim hrvatskim gradovima su u vlasništvu gradova i općina, primjerice u Zagrebu, Osijeku, Rijeci, Dubrovniku ili Zadru, dok se Split prije 20 godina odlučio za koncesioniranje tog dijela javnih objekata i prostora.

Svi smo svjedoci kako nam koncesija koja je pred istekom nije donijela ništa dobroga, dapače, prema našem mišljenju tržnice propadaju. Konzultantska tvrtka "Delloite" dobila je od Grada 248.125 kuna za izradu gospodarsko-investicijske studije modela upravljanja tržnicama na malo, dok je tvrtka "ARP" prošle i ove godine uprihodila gotovo pola milijuna kuna za izradu prostorno programske podloge za gradsku tržnicu i ribarnicu, kao i za preliminarnu projektno-tehničku dokumentaciju. Zanimljivo je da su sve povezane javne nabave bile vrijedne do 200 tisuća kuna bez PDV-a kako bi se mogle "provući" kao postupci jednostavne nabave - ističu vijećnici u obrazloženju svojeg zahtjeva koji je protokoliran u gradskoj upravi.

Usporedno s tim, vijećnik Jakov Prkić (Pametno) u ponedjeljak je uputio i vijećničko pitanje Banovini o tome što se smatra "preliminarnom dokumentacijom" i zbog čega nije raspisan javni arhitektonski natječaj za budući izgled glavne tržnice i ribarnice.

- Tvrtka "ARP" je u postupku jednostavne nabave za izradu preliminarne projektno-tehničke dokumentacije s procjenom troškova revitalizacije mreže gradskih tržnica dobila 243.750 kuna. Ista tvrtka je za izradu prostorno programske podloge za gradsku tržnicu i ribarnicu lani dobila iznos od 237.500 kuna. Nakon upitnog ugovaranja za prostornu programsku podlogu 2019. godine, prošli mjesec provukla se i druga jednostavna nabava za preliminarnu dokumentaciju (ma što to značilo...). Nabave ovoga tipa trebale bi se provoditi tako da se traži idejni, glavni ili izvedbeni projekt, a nikako ne neka preliminarna dokumentacija. Zašto neracionalno trošimo novac? - javno se pita Prkić.

Posljednjeg dana ove godine istječe 10-godišnja koncesija koju tvrtka "Tržnice-Hippos" ima nad Pazarom, Peškarijom i još devet kvartovskih pazarića, a njihovo stanje nije se poboljšalo u odnosu na vrijeme kada je tadašnji poteštat Željko Kerum stavio svoj potpis na ugovor.

Zbog toga su 13 oporbenih vijećnika iz redova Pametnog, SDP-a, Mosta i HSLS-ov Tonči Blažević u utorak zatražili sazivanje tematske sjednice splitskog parlamenta o sadašnjosti i budućnosti gradskih tržnica. Prema poslovniku o radu Gradskog vijeća, riječ je o dovoljnom broju vijećničkih potpisa za sazivanje zasjedanja o sudbini prepoznatljivih prostora i zona na čije stanje građani grintaju već desetljećima, a sličan stav imaju i oporbenjaci u Banovini.

- Splitske tržnice i ribarnice su u nikad gorem stanju, a rasprava na sjednici bi trebala dovesti do zaključka kako ćemo u budućnosti njima upravljati. Tržnice na malo u svim većim hrvatskim gradovima su u vlasništvu gradova i općina, primjerice u Zagrebu, Osijeku, Rijeci, Dubrovniku ili Zadru, dok se Split prije 20 godina odlučio za koncesioniranje tog dijela javnih objekata i prostora.

Svi smo svjedoci kako nam koncesija koja je pred istekom nije donijela ništa dobroga, dapače, prema našem mišljenju tržnice propadaju. Konzultantska tvrtka "Delloite" dobila je od Grada 248.125 kuna za izradu gospodarsko-investicijske studije modela upravljanja tržnicama na malo, dok je tvrtka "ARP" prošle i ove godine uprihodila gotovo pola milijuna kuna za izradu prostorno programske podloge za gradsku tržnicu i ribarnicu, kao i za preliminarnu projektno-tehničku dokumentaciju. Zanimljivo je da su sve povezane javne nabave bile vrijedne do 200 tisuća kuna bez PDV-a kako bi se mogle "provući" kao postupci jednostavne nabave - ističu vijećnici u obrazloženju svojeg zahtjeva koji je protokoliran u gradskoj upravi.

Usporedno s tim, vijećnik Jakov Prkić (Pametno) u ponedjeljak je uputio i vijećničko pitanje Banovini o tome što se smatra "preliminarnom dokumentacijom" i zbog čega nije raspisan javni arhitektonski natječaj za budući izgled glavne tržnice i ribarnice.

- Tvrtka "ARP" je u postupku jednostavne nabave za izradu preliminarne projektno-tehničke dokumentacije s procjenom troškova revitalizacije mreže gradskih tržnica dobila 243.750 kuna. Ista tvrtka je za izradu prostorno programske podloge za gradsku tržnicu i ribarnicu lani dobila iznos od 237.500 kuna. Nakon upitnog ugovaranja za prostornu programsku podlogu 2019. godine, prošli mjesec provukla se i druga jednostavna nabava za preliminarnu dokumentaciju (ma što to značilo...). Nabave ovoga tipa trebale bi se provoditi tako da se traži idejni, glavni ili izvedbeni projekt, a nikako ne neka preliminarna dokumentacija. Zašto neracionalno trošimo novac? - javno se pita Prkić.

Skupljeno 13 vijećničkih potpisa, oporba želi tematsku sjednicu o tržnicama: ‘Nikad nisu bile u gorem stanju!‘

Posljednjeg dana ove godine istječe 10-godišnja koncesija koju tvrtka "Tržnice-Hippos" ima nad Pazarom, Peškarijom i još devet kvartovskih pazarića, a njihovo stanje nije se poboljšalo u odnosu na vrijeme kada je tadašnji poteštat Željko Kerum stavio svoj potpis na ugovor.

Zbog toga su 13 oporbenih vijećnika iz redova Pametnog, SDP-a, Mosta i HSLS-ov Tonči Blažević u utorak zatražili sazivanje tematske sjednice splitskog parlamenta o sadašnjosti i budućnosti gradskih tržnica. Prema poslovniku o radu Gradskog vijeća, riječ je o dovoljnom broju vijećničkih potpisa za sazivanje zasjedanja o sudbini prepoznatljivih prostora i zona na čije stanje građani grintaju već desetljećima, a sličan stav imaju i oporbenjaci u Banovini.
