Došao je i taj dan – Vlada je konačno odabrala gradsku tvrtku "Žnjan". Za maksimalno tri godine nakon što se sklopi ugovor žnjanski bi plato trebao biti izgrađen, ozelenjen, a plaža uređena za rekreaciju i zabavu.

– Projekt cjelokupnog uređenja žnjanskog platoa sada je loše postavljen. Gradska je tvrtka potkapacitirana za preuzimanje koncesije, u projektu su moguće uštede kako bi se mogao prije realizirati, dok je cijela procedura puna rupa i opasnih zamki zbog kojih se realizacija može otezati unedogled. Ako se ovako nastavi, Žnjan će vjerojatno još godinama ostati ovakva pustopoljina, a to ne smijemo dopustiti – poručio je to kandidat Centra za splitskog gradonačelnika Ivica Puljak uoči sastanka predstavnika klubova splitskih gradskih vijećnika s Tomislavom Burazinom, poduzetnikom koji je jedan od aktera ovog kompleksnog problema" (prepisano sa stranice "Ivica Puljak za gradonačelnika", nap. a.).

Dakle, u ožujku je Puljak kritizirao Oparinu vlast zbog potkapacitiranosti za preuzimanje koncesije. No, u ovaj četvrtak, sredinom studenog, na presici je izrazio optimistično uvjerenje da bi Žnjan mogao biti gotov za dvije godine. Samo dan prije, na presici HDZ-a, predsjednik Gradskog ogranka Vice Mihanović gotovo je istim riječima prozvao gradonačelnika da ništa ne poduzima za uređenje Žnjana. "Morao je oformiti timove za Žnjan. Ne može troje zaposlenih u 'Žnjanu' realizirati proces izgradnje koji košta 220 milijuna kuna", tvrdio je novinarima Mihanović.

HDZ-ov dožupan Stipe Čogelja otišao je prije nekoliko dana korak dalje i izrazio sumnju da je Puljak sposoban uvjeriti Gradsko vijeće da odobri 15 milijuna kuna garancije za dobro izvršenje posla. To je, po njegovu mišljenju, uz ishođenje dozvola, najzahtjevniji dio posla.

Premda je premijer Andrej Plenković izjavio kako je zasluga Andre Krstulovića Opare da je koncesija dodijeljena tvrtki "Žnjan", ako ćemo pravo, prema hodogramu koji je bivši gradonačelnik pokazivao novinarima, žnjanski je plato trebao biti uređen još u njegovu mandatu.

U Odluci Vlade tek se sramežljivo spominje da se prava stečena koncesijom mogu prenijeti na drugoga uz njezino odobrenje.

U dokumentaciji za nadmetanje spominje se kako se, uz suglasnost Vlade, koncesija može prenijeti na treću osobu radi namirenja tražbine založnog vjerovnika. Odnosno, radi namirenja dugova. Uzmemo li da je rok koncesije 40 godina, nitko ne može jamčiti da Žnjan neće završiti u rukama privatnika. Dovoljno je sjetiti se da Željko Kerum nije izvorno dobio koncesiju na Benama, nego ju je 2008. preuzeo od Brčića i Tafre.

Ministarstvo mora, prometa i infrastrukture još nije na svojim stranicama, iako su obećali, objavilo zapisnik s otvaranja ponuda (do kojeg su mediji došli još prije pola godine), kao ni ponudu sa "Studijom gospodarske opravdanosti" kojom se natjecao "Žnjan", koju je izradio Pomorski fakulteti, a po kojoj je vrijednost investicije 27 milijuna eura.

Drugim riječima, ponudu Grada još nitko nije vidio. Bit će zanimljivo vidjeti kad se taj paket otvori jesu li procjene ulaganja na koje se Grad obavezao bile realno postavljene, budući da nema otkupa zemljišta, te koliko će Split ukupno platiti koncesije državi za žnjanski plato, čije je nasipanje Grad već jednom otplatio. No, prvi je korak učinjen i pokreće se ostvarenje onoga što smo dosad gledali samo na simulacijama – uređenja najveće plaže na ovom dijelu Jadrana.

Došao je i taj dan – Vlada je konačno odabrala gradsku tvrtku "Žnjan". Za maksimalno tri godine nakon što se sklopi ugovor žnjanski bi plato trebao biti izgrađen, ozelenjen, a plaža uređena za rekreaciju i zabavu.

– Projekt cjelokupnog uređenja žnjanskog platoa sada je loše postavljen. Gradska je tvrtka potkapacitirana za preuzimanje koncesije, u projektu su moguće uštede kako bi se mogao prije realizirati, dok je cijela procedura puna rupa i opasnih zamki zbog kojih se realizacija može otezati unedogled. Ako se ovako nastavi, Žnjan će vjerojatno još godinama ostati ovakva pustopoljina, a to ne smijemo dopustiti – poručio je to kandidat Centra za splitskog gradonačelnika Ivica Puljak uoči sastanka predstavnika klubova splitskih gradskih vijećnika s Tomislavom Burazinom, poduzetnikom koji je jedan od aktera ovog kompleksnog problema" (prepisano sa stranice "Ivica Puljak za gradonačelnika", nap. a.).

Dakle, u ožujku je Puljak kritizirao Oparinu vlast zbog potkapacitiranosti za preuzimanje koncesije. No, u ovaj četvrtak, sredinom studenog, na presici je izrazio optimistično uvjerenje da bi Žnjan mogao biti gotov za dvije godine. Samo dan prije, na presici HDZ-a, predsjednik Gradskog ogranka Vice Mihanović gotovo je istim riječima prozvao gradonačelnika da ništa ne poduzima za uređenje Žnjana. "Morao je oformiti timove za Žnjan. Ne može troje zaposlenih u 'Žnjanu' realizirati proces izgradnje koji košta 220 milijuna kuna", tvrdio je novinarima Mihanović.

HDZ-ov dožupan Stipe Čogelja otišao je prije nekoliko dana korak dalje i izrazio sumnju da je Puljak sposoban uvjeriti Gradsko vijeće da odobri 15 milijuna kuna garancije za dobro izvršenje posla. To je, po njegovu mišljenju, uz ishođenje dozvola, najzahtjevniji dio posla.

Premda je premijer Andrej Plenković izjavio kako je zasluga Andre Krstulovića Opare da je koncesija dodijeljena tvrtki "Žnjan", ako ćemo pravo, prema hodogramu koji je bivši gradonačelnik pokazivao novinarima, žnjanski je plato trebao biti uređen još u njegovu mandatu.

U Odluci Vlade tek se sramežljivo spominje da se prava stečena koncesijom mogu prenijeti na drugoga uz njezino odobrenje.

U dokumentaciji za nadmetanje spominje se kako se, uz suglasnost Vlade, koncesija može prenijeti na treću osobu radi namirenja tražbine založnog vjerovnika. Odnosno, radi namirenja dugova. Uzmemo li da je rok koncesije 40 godina, nitko ne može jamčiti da Žnjan neće završiti u rukama privatnika. Dovoljno je sjetiti se da Željko Kerum nije izvorno dobio koncesiju na Benama, nego ju je 2008. preuzeo od Brčića i Tafre.

Ministarstvo mora, prometa i infrastrukture još nije na svojim stranicama, iako su obećali, objavilo zapisnik s otvaranja ponuda (do kojeg su mediji došli još prije pola godine), kao ni ponudu sa "Studijom gospodarske opravdanosti" kojom se natjecao "Žnjan", koju je izradio Pomorski fakulteti, a po kojoj je vrijednost investicije 27 milijuna eura.

Drugim riječima, ponudu Grada još nitko nije vidio. Bit će zanimljivo vidjeti kad se taj paket otvori jesu li procjene ulaganja na koje se Grad obavezao bile realno postavljene, budući da nema otkupa zemljišta, te koliko će Split ukupno platiti koncesije državi za žnjanski plato, čije je nasipanje Grad već jednom otplatio. No, prvi je korak učinjen i pokreće se ostvarenje onoga što smo dosad gledali samo na simulacijama – uređenja najveće plaže na ovom dijelu Jadrana.

Došao je i taj dan – Vlada je konačno odabrala gradsku tvrtku "Žnjan". Za maksimalno tri godine nakon što se sklopi ugovor žnjanski bi plato trebao biti izgrađen, ozelenjen, a plaža uređena za rekreaciju i zabavu.

– Projekt cjelokupnog uređenja žnjanskog platoa sada je loše postavljen. Gradska je tvrtka potkapacitirana za preuzimanje koncesije, u projektu su moguće uštede kako bi se mogao prije realizirati, dok je cijela procedura puna rupa i opasnih zamki zbog kojih se realizacija može otezati unedogled. Ako se ovako nastavi, Žnjan će vjerojatno još godinama ostati ovakva pustopoljina, a to ne smijemo dopustiti – poručio je to kandidat Centra za splitskog gradonačelnika Ivica Puljak uoči sastanka predstavnika klubova splitskih gradskih vijećnika s Tomislavom B...
