U Banovinu je došla nova vlast pa nas je zanimalo što namjerava učiniti sa zahtjevima da se ozakone bespravno izgrađeni objekti u Park-šumi Marjan.

Pitali smo kako Grad namjerava postupiti sa zahtjevima za legalizacijom, odnosno ozakonjenjem 70-ak objekata nezakonito izgrađenih, dograđenih ili nadograđenih unutar granica Park-šume Marjan, bez potrebnih akata o gradnji?

Popis bespravnih objekata utvrdio je Fakultet građevinarstva, arhitekture i geodezije u Splitu. Prvi odgovor koji smo dobili iz Ureda grada bio je vrlo neodređen.

– Predmeti su u proceduri, njih ukupno 77. Budući da je riječ o upravnim postupcima te se zna tko su stranke u postupku, u ovom trenutku ne možemo reći ništa više – poslali su svoju riječ iz Banovine.

Uzmemo li u obzir da se zahtjevi za legalizacijom kisele skoro jedno desetljeće u kancelarijama gradskih službi, a da Grad nije naprosto ništa napravio s njima, ovakva izjava kao da je upućivala da će se i dalje odugovlačiti.

No, već sutradan dobili smo drukčiji odgovor. Poslala ga je Kristina Čuvalo, voditeljica Odsjeka za protokol, promidžbu i međunarodnu suradnju, uz napomenu da prema naputku zamjenika gradonačelnika Bojana Ivoševića prosljeđuje odgovor Borisa Marelje, voditelja Odsjeka za provedbu dokumenata prostornog uređenja.

– Prema uputi zamjenika dajemo odgovor da su predmeti koji se odnose na ozakonjenje nezakonito izgrađenih/rekonstruiranih zgrada na području Park-šume Marjan stavljeni u proceduru. Po pravomoćnosti rješenja o odbijanju zahtjeva naknadno ćemo vas izvijestiti – stoji u odgovoru Borisa Marelje.

Drugi odgovor je u skladu s onim što su tvrdili u kampanji zamjenik Ivošević i predsjednik Društva Marjan Srđan Marinić, da u zaštićenom području nije moguća legalizacija.

Premda je bilo pokušaja od bivšeg ministra prostornog uređenja Lovre Kuščevića i bivšeg gradonačelnika Ive Baldasara da se nedavno bespravno izgrađene ili rekonstruirane kuće mogu ozakoniti kao tradicijska naseobina, Ministarstvo kulture se tome protivilo, kao i Ministarstvo zaštite okoliša i energetike.

Složna je bila i arhitektonska struka. No, sada je iz Grada najavljeno da će se zahtjevi za legalizacijom konačno početi rješavati i da ih se namjerava odbiti.

Ukoliko rješenja o odbijanju 77 zahtjeva postanu pravomoćna, odnosno ne bude pravne mogućnosti pobijanja, preostaje vidjeti što će to značiti za vlasnike takvih objekata, i za one koji žive u njima, i za one koji ih povremeno koriste.

– Ljudi moraju znati da je struka rekla svoje. Ni po jednom aktu nije moguće legalizirati objekte. Grad Split je odgovaran odbiti zahtjeve. Ne mora se rušiti sve.

Može se rušiti samo ono što je sagrađeno nakon 1968. Ima dosta manipulacija, dosta ih iznajmljuje te objekte, neki i žive u njima. Ne može se dati povlašteni tretman onima koji su išli kontra zakona – kazao je u kampanji Ivošević.

Nakon dolaska na vlast Ivoševića, Marinića i drugih protivnika legalizacije bespravnih objekata na Marjanu, ostaje pitanje – hoće li biti rušenja bespravne gradnje na Marjanu?

U Banovinu je došla nova vlast pa nas je zanimalo što namjerava učiniti sa zahtjevima da se ozakone bespravno izgrađeni objekti u Park-šumi Marjan.

Pitali smo kako Grad namjerava postupiti sa zahtjevima za legalizacijom, odnosno ozakonjenjem 70-ak objekata nezakonito izgrađenih, dograđenih ili nadograđenih unutar granica Park-šume Marjan, bez potrebnih akata o gradnji?

Popis bespravnih objekata utvrdio je Fakultet građevinarstva, arhitekture i geodezije u Splitu. Prvi odgovor koji smo dobili iz Ureda grada bio je vrlo neodređen.

– Predmeti su u proceduri, njih ukupno 77. Budući da je riječ o upravnim postupcima te se zna tko su stranke u postupku, u ovom trenutku ne možemo reći ništa više – poslali su svoju riječ iz Banovine.

Uzmemo li u obzir da se zahtjevi za legalizacijom kisele skoro jedno desetljeće u kancelarijama gradskih službi, a da Grad nije naprosto ništa napravio s njima, ovakva izjava kao da je upućivala da će se i dalje odugovlačiti.

No, već sutradan dobili smo drukčiji odgovor. Poslala ga je Kristina Čuvalo, voditeljica Odsjeka za protokol, promidžbu i međunarodnu suradnju, uz napomenu da prema naputku zamjenika gradonačelnika Bojana Ivoševića prosljeđuje odgovor Borisa Marelje, voditelja Odsjeka za provedbu dokumenata prostornog uređenja.

– Prema uputi zamjenika dajemo odgovor da su predmeti koji se odnose na ozakonjenje nezakonito izgrađenih/rekonstruiranih zgrada na području Park-šume Marjan stavljeni u proceduru. Po pravomoćnosti rješenja o odbijanju zahtjeva naknadno ćemo vas izvijestiti – stoji u odgovoru Borisa Marelje.

Struka je rekla svoje

Drugi odgovor je u skladu s onim što su tvrdili u kampanji zamjenik Ivošević i predsjednik Društva Marjan Srđan Marinić, da u zaštićenom području nije moguća legalizacija.

Premda je bilo pokušaja od bivšeg ministra prostornog uređenja Lovre Kuščevića i bivšeg gradonačelnika Ive Baldasara da se nedavno bespravno izgrađene ili rekonstruirane kuće mogu ozakoniti kao tradicijska naseobina, Ministarstvo kulture se tome protivilo, kao i Ministarstvo zaštite okoliša i energetike.

Složna je bila i arhitektonska struka. No, sada je iz Grada najavljeno da će se zahtjevi za legalizacijom konačno početi rješavati i da ih se namjerava odbiti.

Ukoliko rješenja o odbijanju 77 zahtjeva postanu pravomoćna, odnosno ne bude pravne mogućnosti pobijanja, preostaje vidjeti što će to značiti za vlasnike takvih objekata, i za one koji žive u njima, i za one koji ih povremeno koriste.

– Ljudi moraju znati da je struka rekla svoje. Ni po jednom aktu nije moguće legalizirati objekte. Grad Split je odgovaran odbiti zahtjeve. Ne mora se rušiti sve.

Može se rušiti samo ono što je sagrađeno nakon 1968. Ima dosta manipulacija, dosta ih iznajmljuje te objekte, neki i žive u njima. Ne može se dati povlašteni tretman onima koji su išli kontra zakona – kazao je u kampanji Ivošević.

Nakon dolaska na vlast Ivoševića, Marinića i drugih protivnika legalizacije bespravnih objekata na Marjanu, ostaje pitanje – hoće li biti rušenja bespravne gradnje na Marjanu?
