Nakon što je “Slobodna” došla u posjed rješenja Državnog inspektorata kojim zabranjuje djelatnost “Parkovima i nasadima” na Pazaru, ako u roku od pet dana od zaprimanja rješenja ne uklone sve utvrđene nedostatke, raspitali smo se koliko je izgledna zabrana prodaje na centralnoj gradskoj tržnici.

Zanimalo nas je i koji su to nedostaci zbog kojih ova gradska tvrtka ne može dobiti od Županije minimalno tehničke uvjete.

Kako doznajemo, ako se do kraja ne urede zahodi na Pazaru, oni za prodavače i oni za posjetitelje, ako se ne dovrše građevinski radovi, ako se ne definira gdje je skladišni prostor u nekom od čvrstih objekata, ova tvrtka ne može zadovoljiti sve zahtjeve i dobiti minimalno tehničke uvjete bez kojih rada nema.

To bi značilo da u tom slučaju sve naše kupravende mogu staviti “ključ u bravu”. To bi bila tragedija, no Siniša Gašparević, direktor “Parkova i nasada”, tješi nas optimizmom.

– Mislim da neće doći do toga. Svi su se udružili, traže rješenje, pomažu nam – veli nam, misleći pritom na djelatnike Grada i Županije.

Prijetnja zabranom rada ne odnosi se na poslovne prostore u sklopu Pazara, oni sami za sebe moraju ishodovati minimalno tehničke uvjete. Važan je to dokument, svima je jasno, no je li nužno “trenirati strogoću” na trbuhu grada, pitali smo bivšega gradonačelnika Ivicu Puljka.

– Prethodna gradska vlast donijela je odluku o preuzimanju tržnica, ali osim same odluke, nije napravljeno ništa. Već drugi dan nakon što smo preuzeli vlast, u panici nas je zvao tadašnji direktor “Parkova i nasada” Saša Franjkić, jer bivši gradonačelnik Andro Krstulović Opara više od pola godine nije sazvao Skupštinu i usvojio ključne odluke koje bi “Parkovima” omogućile da se bavi Pazarom – kazao nam je Puljak, dodavši kako je u listopadu Franjkić dao ostavku, a na njegovo je mjesto putem javnog natječaja izabran Gašparević.

– Dočekao ga je Pazar bez mogućnosti za realizaciju minimalno tehničkih uvjeta i bez dovršenih procesa kojima bi tvrtka upravljala. Zadnjih 10 mjeseci “Parkovi” su radili na ispunjavanju svih uvjeta i sada su pri samom kraju. Zašto se akcija Državnog inspektorata događa sada, pred izbore, a nije se dogodila 1. srpnja prošle godine, neka procjene sami građani.

– Osim toga, “Hippos” je ostavio tržnicu u očajnom stanju i to je sramota bivših vlasti. Apsurd je naših zakona da je tržnica pod “Hipposom” mogla raditi, a sad nakon brojnih ulaganja ne može –​ podvukao je Puljak.

I taj nas je dio zaintrigirao, pa smo doznali kako je stari koncesionar radio “po starom zakonu” kada su uvjeti za dobivanje minimalno tehničkih uvjeta bili znatno lakši, a kada su upravljanje preuzeli “Parkovi i nasadi”, trebali su ishoditi dokumente po novom pravilniku, znatno oštrijih pravila.

Tijekom petka Gašparević je “odradio” sastanke s predstavnicima Grada i Županije, pretpostavlja kako sve ide u dobrom smjeru. Naime, u Pothodniku je renoviran i sređen zahod za prodavače, po zakonu mora biti podijeljen na muški i ženski dio, s određenim brojem boksova, ovisno o broju djelatnika.

Isto je napravljeno malo dalje, uređen je i WC za posjetitelje. Skladišni prostor, kada svi radovi na dnu Pazara budu gotovi – bit će pod razinom zemlje, svojevrsnim će se liftom spuštati i podizati, po potrebi.

Do dovršetka će skladište biti organizirano u jednom od čvrstih objekata Pazara. Građevinski radovi, koji se ovih dana finaliziraju na Terenu 4, dovršit će se idućeg tjedna. Time će se ispuniti svi zahtjevi i centralna gradska tržnica mogla bi na temelju toga dobiti famozne minimalno tehničke uvjete.

Državni inspektorat: Podaci utvrđeni u postupku se tretiraju kao inspekcijska tajna

 

Pojašnjenja u ovoj (specifičnoj) situaciji smo zatražili i od Državnog inspektorata.

– Inspekcijski postupak nad navedenim trgovačkim društvom je u tijeku. Ističemo da podatke utvrđene u inspekcijskom postupku ne možemo pružiti s obzirom na to da isti predstavljaju inspekcijsku tajnu sukladno članku 57. Zakona o Državnom inspektoratu. Upravna tijela izdaju rješenje o minimalno tehničkim uvjetima – odgovorili su nam, upućujući nas da se s ostalim pitanjima obratimo nadležnoj instituciji.

Nakon što je “Slobodna” došla u posjed rješenja Državnog inspektorata kojim zabranjuje djelatnost “Parkovima i nasadima” na Pazaru, ako u roku od pet dana od zaprimanja rješenja ne uklone sve utvrđene nedostatke, raspitali smo se koliko je izgledna zabrana prodaje na centralnoj gradskoj tržnici.

Zanimalo nas je i koji su to nedostaci zbog kojih ova gradska tvrtka ne može dobiti od Županije minimalno tehničke uvjete.

Kako doznajemo, ako se do kraja ne urede zahodi na Pazaru, oni za prodavače i oni za posjetitelje, ako se ne dovrše građevinski radovi, ako se ne definira gdje je skladišni prostor u nekom od čvrstih objekata, ova tvrtka ne može zadovoljiti sve zahtjeve i dobiti minimalno tehničke uvjete bez kojih rada nema.

To bi značilo da u tom slučaju sve naše kupravende mogu staviti “ključ u bravu”. To bi bila tragedija, no Siniša Gašparević, direktor “Parkova i nasada”, tješi nas optimizmom.

– Mislim da neće doći do toga. Svi su se udružili, traže rješenje, pomažu nam – veli nam, misleći pritom na djelatnike Grada i Županije.

Prijetnja zabranom rada ne odnosi se na poslovne prostore u sklopu Pazara, oni sami za sebe moraju ishodovati minimalno tehničke uvjete. Važan je to dokument, svima je jasno, no je li nužno “trenirati strogoću” na trbuhu grada, pitali smo bivšega gradonačelnika Ivicu Puljka.

– Prethodna gradska vlast donijela je odluku o preuzimanju tržnica, ali osim same odluke, nije napravljeno ništa. Već drugi dan nakon što smo preuzeli vlast, u panici nas je zvao tadašnji direktor “Parkova i nasada” Saša Franjkić, jer bivši gradonačelnik Andro Krstulović Opara više od pola godine nije sazvao Skupštinu i usvojio ključne odluke koje bi “Parkovima” omogućile da se bavi Pazarom – kazao nam je Puljak, dodavši kako je u listopadu Franjkić dao ostavku, a na njegovo je mjesto putem javnog natječaja izabran Gašparević.

– Dočekao ga je Pazar bez mogućnosti za realizaciju minimalno tehničkih uvjeta i bez dovršenih procesa kojima bi tvrtka upravljala. Zadnjih 10 mjeseci “Parkovi” su radili na ispunjavanju svih uvjeta i sada su pri samom kraju. Zašto se akcija Državnog inspektorata događa sada, pred izbore, a nije se dogodila 1. srpnja prošle godine, neka procjene sami građani.

– Osim toga, “Hippos” je ostavio tržnicu u očajnom stanju i to je sramota bivših vlasti. Apsurd je naših zakona da je tržnica pod “Hipposom” mogla raditi, a sad nakon brojnih ulaganja ne može –​ podvukao je Puljak.

I taj nas je dio zaintrigirao, pa smo doznali kako je stari koncesionar radio “po starom zakonu” kada su uvjeti za dobivanje minimalno tehničkih uvjeta bili znatno lakši, a kada su upravljanje preuzeli “Parkovi i nasadi”, trebali su ishoditi dokumente po novom pravilniku, znatno oštrijih pravila.

Tijekom petka Gašparević je “odradio” sastanke s predstavnicima Grada i Županije, pretpostavlja kako sve ide u dobrom smjeru. Naime, u Pothodniku je renoviran i sređen zahod za prodavače, po zakonu mora biti podijeljen na muški i ženski dio, s određenim brojem boksova, ovisno o broju djelatnika.

Isto je napravljeno malo dalje, uređen je i WC za posjetitelje. Skladišni prostor, kada svi radovi na dnu Pazara budu gotovi – bit će pod razinom zemlje, svojevrsnim će se liftom spuštati i podizati, po potrebi.

Do dovršetka će skladište biti organizirano u jednom od čvrstih objekata Pazara. Građevinski radovi, koji se ovih dana finaliziraju na Terenu 4, dovršit će se idućeg tjedna. Time će se ispuniti svi zahtjevi i centralna gradska tržnica mogla bi na temelju toga dobiti famozne minimalno tehničke uvjete.

Državni inspektorat: Podaci utvrđeni u postupku se tretiraju kao inspekcijska tajna

 

Pojašnjenja u ovoj (specifičnoj) situaciji smo zatražili i od Državnog inspektorata.

– Inspekcijski postupak nad navedenim trgovačkim društvom je u tijeku. Ističemo da podatke utvrđene u inspekcijskom postupku ne možemo pružiti s obzirom na to da isti predstavljaju inspekcijsku tajnu sukladno članku 57. Zakona o Državnom inspektoratu. Upravna tijela izdaju rješenje o minimalno tehničkim uvjetima – odgovorili su nam, upućujući nas da se s ostalim pitanjima obratimo nadležnoj instituciji.
