O zaduženju Grada Splita putem EIB-ovog kredita o čemu će na sljedećoj sjednici odlučivati gradski vijećnici, oglasio se na svom Facebook profiliu i Krešimir Budiša, bivši savjetnik gradonačelnika Andre Krstulovića Opare za projekte.
- Dakle, imao sam priliku proučiti materijale vezane za EIB-ov predloženi kredit gradu Splitu i u nekoliko tekstova osvrtnut ću se na ključne detalje ove užasno loše ideje po grad i građane Splita.
Nešto besmislenije, nepotrebnije, ekonomski neracionalnije i gluplje kao potez nisam do sada vidio u životu, što nije ni čudno jer ovakvo nešto nije još nikom palo na pamet predložiti, a kamoli dati na glasovanje.

Uglavnom, krenimo od slijedećih premisa:
- Grad Split ima 15 mil. EUR na računu (prema zadnjim javnim informacijama), i prenosi viškove iz prošlih godina u ovu
- inflacija je u RH oko 10% što znači da ti novac na računu ne treba tj. propada ti stajanjem
- razdoblje je generalno visokih kamata, što znači da ti je zaduženje skupo, pa nekakva elementarna ekonomska logika svake obitelji je zadužiti se samo ako trebaš, i to u svrhu posla i profitne djelatnosti
- Grad Split najmanje je financijski zadužen veliki grad u RH
- Grad ima zatvorenu financijsku konstrukciju za sve projekte za koje ima dozvole (jer mu novca ostaje, a novi pristiže i ne troši se koliko se uprihodi), osim projekta za plažu Žnjan, za koji jedini realno mora uzeti kredit, u iznosu od oko 30 mil. EUR.

Što dakle čini ekipa u gradu Splitu?
Umjesto da provede natječaj za kredit za projekt Žnjan, s najmanjom mogućom ročnosti koju može podnijeti (veća ročnost, viša početna kamatna stopa = ukupno veći trošak kamata), i vidi što na tržištu može dobiti, grad radi najluđi potez ikad.
Popisuje projekte koji su spremni i koji se provode i za koje uopće ne treba novac i može ih financirati iz tekućih sredstava (Tehnološki park Dračevac, ITS sustav itd.) i na konto njih kao vlastitog učešća diže kredit za projekte koji nisu spremni, nemaju dozvole, nemaju provedene nabave i mi zapravo nemamo blage veze hoće li ovo biti puno, malo, previše ili potpuno nepotrebno.

Čak i za Žnjan, koji treba kredit, nisu dobivene sve dozvole, niti su provedene nabave da bi znali koliki će biti konačni trošak.
Da je sve tome tako vidljivo je i iz Odluke o zaduženju s obzirom da su svi projekti navedeni da će započeti u 2024. (neki od njih da će sve i izgraditi u jednoj godini), dakle zašto ova žurba i zašto odjednom i zašto najskuplje?
Toliko za prvi post, jer ima tu još puno puno lipih mudrih detalja, koje ću obraditi idućih dana.
Možemo samo reći odmah da je ovo slika svih budućih gradonačelnika Splita nakon Ivice Puljka do 2050. godine - naveo je Budiša u svojoj objavi.

O zaduženju Grada Splita putem EIB-ovog kredita o čemu će na sljedećoj sjednici odlučivati gradski vijećnici, oglasio se na svom Facebook profiliu i Krešimir Budiša, bivši savjetnik gradonačelnika Andre Krstulovića Opare za projekte.
- Dakle, imao sam priliku proučiti materijale vezane za EIB-ov predloženi kredit gradu Splitu i u nekoliko tekstova osvrtnut ću se na ključne detalje ove užasno loše ideje po grad i građane Splita.
Nešto besmislenije, nepotrebnije, ekonomski neracionalnije i gluplje kao potez nisam do sada vidio u životu, što nije ni čudno jer ovakvo nešto nije još nikom palo na pamet predložiti, a kamoli dati na glasovanje.

Uglavnom, krenimo od slijedećih premisa:
- Grad Split ima 15 mil. EUR na računu (prema zadnjim javnim informacijama), i prenosi viškove iz prošlih godina u ovu
- inflacija je u RH oko 10% što znači da ti novac na računu ne treba tj. propada ti stajanjem
- razdoblje je generalno visokih kamata, što znači da ti je zaduženje skupo, pa nekakva elementarna ekonomska logika svake obitelji je zadužiti se samo ako trebaš, i to u svrhu posla i profitne djelatnosti
- Grad Split najmanje je financijski zadužen veliki grad u RH
- Grad ima zatvorenu financijsku konstrukciju za sve projekte za koje ima dozvole (jer mu novca ostaje, a novi pristiže i ne troši se koliko se uprihodi), osim projekta za plažu Žnjan, za koji jedini realno mora uzeti kredit, u iznosu od oko 30 mil. EUR.

Što dakle čini ekipa u gradu Splitu?
Umjesto da provede natječaj za kredit za projekt Žnjan, s najmanjom mogućom ročnosti koju može podnijeti (veća ročnost, viša početna kamatna stopa = ukupno veći trošak kamata), i vidi što na tržištu može dobiti, grad radi najluđi potez ikad.
Popisuje projekte koji su spremni i koji se provode i za koje uopće ne treba novac i može ih financirati iz tekućih sredstava (Tehnološki park Dračevac, ITS sustav itd.) i na konto njih kao vlastitog učešća diže kredit za projekte koji nisu spremni, nemaju dozvole, nemaju provedene nabave i mi zapravo nemamo blage veze hoće li ovo biti puno, malo, previše ili potpuno nepotrebno.

Čak i za Žnjan, koji treba kredit, nisu dobivene sve dozvole, niti su provedene nabave da bi znali koliki će biti konačni trošak.
Da je sve tome tako vidljivo je i iz Odluke o zaduženju s obzirom da su svi projekti navedeni da će započeti u 2024. (neki od njih da će sve i izgraditi u jednoj godini), dakle zašto ova žurba i zašto odjednom i zašto najskuplje?
Toliko za prvi post, jer ima tu još puno puno lipih mudrih detalja, koje ću obraditi idućih dana.
Možemo samo reći odmah da je ovo slika svih budućih gradonačelnika Splita nakon Ivice Puljka do 2050. godine - naveo je Budiša u svojoj objavi.
