Ministrica kulture ipak je reterirala – nakon sukoba u koji je ušla zbog intendanata u Splitu, ali i Rijeci, u novom Zakonu o kazalištima uklonjena je obaveza da se o izboru čelnika nacionalnih kazališta pita Zagreb.

Čelnici kazališnih kuća u Splitu, Rijeci, Osijeku i Varaždinu birat će se u svojim sredinama a "amenovanje" ministra kulture više nije obavezno da bi započeli svoj mandat. Izuzetak je HNK Zagreb, kao središnja kazališna kuća, čiji je osnivač i država. Ministarstvo kulture uplitat će se samo ako lokalne vlasti kasne, odnosno ne odrađuju imenovanja i razrješenja u predviđenim rokovima.

Tako se u budućnosti više neće moći desiti situacija slična sadašnjoj splitskoj – da su gradski vijećnici izabrali novog intendanta Vicka Bilandžića a da ministrica Nina Obuljen Koržinek nije dozvolila smjenu prethodnog, Srećka Šestana. Bilandžić je upravo zadnji za kojega se tražilo odobrenje iz Zagreba.

Mada, nije Obuljen Koržinek jedina koja disciplinira Split, a i Rijeku – kulturna javnost živo se sjeća "trakavice" na relaciji Zagreb-Split kada je za čelnika splitskog HNK predložen Duško Mucalo kojega nije potvrdio ministar Božo Biškupić.

U tom je slučaju, smatralo se, ministar branio kazalište i struku, no Božo Biškupić na ministarskom mjestu imao je i upamćen teški "blok", kada nije potvrdio Slobodana Šnajdera, pisca niza kazališnih djela, kao intendanta HNK Ivan pl. Zajc u Rijeci. Navodno na izravnu naredbu predsjednika Tuđmana koj je imao problema sa političkim uvjerenjima renomiranog publiciste.

Zanimljivo je a i stvarno velika razlika, da novi zakon bitno mijenja tko imenuje intendanta kazališta, ubuduće je to u rukama – gradonačelnika. Odnosno, "izvršnog tijela", a ne "predstavničkog" kako je bilo u prethodnom zakonu. Gradsko vijeće Splita, dakle, neće se više pitati o tome. Gradonačelnicima će prijedlog davati Kazališno vijeće kao i dosad, no gradonačelnik će odlučivati sam o izboru bez da pita gradske vijećnike za mišljenje.

Ovime se jača uloga Kazališnih vijeća za koje je uvedeno pravilo da njihovi članovi ubuduće moraju imati obaveznu akademsku diplomu. No, ova se novina u političkim krugovima komentira kao sužavanje demokratskih procesa, a gradonačelnik Ivica Puljak joj se ne raduje, sudeći po njegovim javnim objavama.

Njegova supruga Marijana Puljak, saborska zastupnica stranke Centar koja je o tome uložila amandman, pozdravlja ukidanje potvrde ili razrješenja od strane ministra kulture i vraćanje ovlasti Kazališnom vijeću, no...

- Ono s čime se nikako ne slažemo to je davanje faraonskih ovlasti izvršnoj vlasti, tj. gradonačelnicima i načelnicima, koji sada sami i biraju intendanta, i kazališno vijeće i jedini čitaju izvještaj o radu intendanta. Predstavnička tijela, odnosno gradska ili općinska vijeća, a time i javnost, su u potpunosti maknuti iz rasprave o kazalištima. To je jednostavno nedopustivo.

Ono što me najviše čudilo tijekom rasprave je što je ministrica više puta ponovila kako će ovaj Zakon ukinuti samovolju koju su gradonačelnici Rijeke i Splita pokazivali pri pokušaju smjene intedanata u njihovim nacionalnim kazališnim kućama, a, vidi vraga, ona donosi zakon koji gradonačelnicima upravo daje sve te ovlasti - da sami rade što hoće. Koliko god nam to sada odgovaralo radi toga jer stranka Centar ima gradonačelenika, odnosno izvršnu vlast u Splitu, znamo da to nije nikako dobro ni za kazalište ni za građane - smatra Puljak.

Ministrica kulture ipak je reterirala – nakon sukoba u koji je ušla zbog intendanata u Splitu, ali i Rijeci, u novom Zakonu o kazalištima uklonjena je obaveza da se o izboru čelnika nacionalnih kazališta pita Zagreb.

Čelnici kazališnih kuća u Splitu, Rijeci, Osijeku i Varaždinu birat će se u svojim sredinama a "amenovanje" ministra kulture više nije obavezno da bi započeli svoj mandat. Izuzetak je HNK Zagreb, kao središnja kazališna kuća, čiji je osnivač i država. Ministarstvo kulture uplitat će se samo ako lokalne vlasti kasne, odnosno ne odrađuju imenovanja i razrješenja u predviđenim rokovima.

Tako se u budućnosti više neće moći desiti situacija slična sadašnjoj splitskoj – da su gradski vijećnici izabrali novog intendanta Vicka Bilandžića a da ministrica Nina Obuljen Koržinek nije dozvolila smjenu prethodnog, Srećka Šestana. Bilandžić je upravo zadnji za kojega se tražilo odobrenje iz Zagreba.

Mada, nije Obuljen Koržinek jedina koja disciplinira Split, a i Rijeku – kulturna javnost živo se sjeća "trakavice" na relaciji Zagreb-Split kada je za čelnika splitskog HNK predložen Duško Mucalo kojega nije potvrdio ministar Božo Biškupić.

U tom je slučaju, smatralo se, ministar branio kazalište i struku, no Božo Biškupić na ministarskom mjestu imao je i upamćen teški "blok", kada nije potvrdio Slobodana Šnajdera, pisca niza kazališnih djela, kao intendanta HNK Ivan pl. Zajc u Rijeci. Navodno na izravnu naredbu predsjednika Tuđmana koj je imao problema sa političkim uvjerenjima renomiranog publiciste.

Zanimljivo je a i stvarno velika razlika, da novi zakon bitno mijenja tko imenuje intendanta kazališta, ubuduće je to u rukama – gradonačelnika. Odnosno, "izvršnog tijela", a ne "predstavničkog" kako je bilo u prethodnom zakonu. Gradsko vijeće Splita, dakle, neće se više pitati o tome. Gradonačelnicima će prijedlog davati Kazališno vijeće kao i dosad, no gradonačelnik će odlučivati sam o izboru bez da pita gradske vijećnike za mišljenje.

Ovime se jača uloga Kazališnih vijeća za koje je uvedeno pravilo da njihovi članovi ubuduće moraju imati obaveznu akademsku diplomu. No, ova se novina u političkim krugovima komentira kao sužavanje demokratskih procesa, a gradonačelnik Ivica Puljak joj se ne raduje, sudeći po njegovim javnim objavama.

Njegova supruga Marijana Puljak, saborska zastupnica stranke Centar koja je o tome uložila amandman, pozdravlja ukidanje potvrde ili razrješenja od strane ministra kulture i vraćanje ovlasti Kazališnom vijeću, no...

- Ono s čime se nikako ne slažemo to je davanje faraonskih ovlasti izvršnoj vlasti, tj. gradonačelnicima i načelnicima, koji sada sami i biraju intendanta, i kazališno vijeće i jedini čitaju izvještaj o radu intendanta. Predstavnička tijela, odnosno gradska ili općinska vijeća, a time i javnost, su u potpunosti maknuti iz rasprave o kazalištima. To je jednostavno nedopustivo.

Ono što me najviše čudilo tijekom rasprave je što je ministrica više puta ponovila kako će ovaj Zakon ukinuti samovolju koju su gradonačelnici Rijeke i Splita pokazivali pri pokušaju smjene intedanata u njihovim nacionalnim kazališnim kućama, a, vidi vraga, ona donosi zakon koji gradonačelnicima upravo daje sve te ovlasti - da sami rade što hoće. Koliko god nam to sada odgovaralo radi toga jer stranka Centar ima gradonačelenika, odnosno izvršnu vlast u Splitu, znamo da to nije nikako dobro ni za kazalište ni za građane - smatra Puljak.
