Pod vodstvom belgijske konzultantske tvrtke za obnovljivu energiju 3E u Bruxellesu je započeo s radom konzorcij koji će sljedeće dvije godine provoditi aktivnosti Tajništva Inicijative čiste energije za EU otoke, poznatog i kao Tajništvo za otoke, izvijestili su iz ureda hrvatskog eurozastupnika Tonina Picule koji je još 2017. podnio amandman u sklopu projekta ‘Jačanje suradnje oko klimatske akcije na otocima unutar i izvan EU kroz stvaranje otočnog identiteta’ te osigurao 2 milijuna eura za osnivanje Tajništva za otoke.

Bilo je to prvo radno tijelo u povijesti EU koje je isključivo na raspolaganju otočanima, ali istovremeno i ispomoć Komisiji u prilagodbi postojećih politika i fondova za energetiku na otocima. Uspjeh prve faze Tajništva i novi Piculin amandman na proračunu za 2020. godinu, osigurali su dodatna dva milijuna eura za drugu fazu i tehničku pomoć otocima oko prijava na europske projekte za prelazak na obnovljive izvore energije.

Tajništvo za otoke tako će nastaviti aktivnosti iz prve faze u kojoj su sudjelovali i hrvatski otoci Brač, Hvar, Korčula i Cresko-lošinjski arhipelag i koji su izradili planove energetske tranzicije, a temeljem kojih će moći aplicirati za povlačenje europskih sredstava.

-Druga faza Tajništva za otoka potvrda je opravdanosti Inicijative čiste energije za EU otoke i jamac da će otoci ostati predvodnici europske energetske tranzicije. Pet hrvatskih otočnih zajednica je već sudjelovalo u radu Tajništva u njegovoj prvoj fazi te očekujem njihov daljnji angažman kao i uključivanje nekih novih otoka - izjavio je ovom prigodom zastupnik Picula kojem su otoci dugo u fokusu djelovanja.

-Energetska tranzicija je izvrsna prilika za privlačenje investicija i otvaranje novih zelenih radnih mjesta na otocima, ali i za doprinos u borbi protiv klimatskih promjena čije posljedice svi osjećamo. Hrvatski otoci imaju izvanredne potencijale i ako je suditi po rezultatima iz prethodne dvije godine rada Tajništva, imamo razloga biti optimistični – također je istaknuo Tonino Picula, inače i predsjednik Međuskupine za mora, rijeke, otoke i priobalna područja.

Kako je navedeno u objavi za medije, tijekom sljedeće dvije godine Tajništvo će nastaviti pružati podršku europskim otocima u području energetske tranzicije.

Otocima koji se nisu angažirali u prvoj fazi te tek započinju dijalog, Tajništvo će i dalje pružati asistenciju za izgradnju zajednice i definiranje tranzicijskih strategija.

Za one otoke koji su već pripremili tranzicijske planove te su spremni za uvođenje energetskih strategija, Tajništvo će podržati u oblikovanju konkretnih projekata te pronalaženju izvora financiranja.

Nadalje je istaknuto kako se nova faza Inicijative čiste energije za EU otoke oslanja na iskustvo dosadašnjeg rada Tajništva te će biti posebno usmjerena na detektiranje i eliminiranje tehničkih, socijalnih, financijskih, pravnih i političkih barijera s kojima se suočavaju otočki energetski projekti.

Polazeći od pristupa „istraži, oblikuj, djeluj“ svakom otoku će se pružiti prilagođena tehnička pomoć za tranzicijske strategije, akcijske planove te konkretne energetske projekte. U proljeće 2021. očekuje se raspisivanje poziva na koji će otočani moći predati opise projekta te aplicirati za tehničku pomoć.

Aktivno sudjelovanje otočana je ključno pa je Tajništvo najavilo i provedbu Energetske akademije kroz koju će angažirati otočne zajednice da djeluju na lokalnoj razini i preuzimaju aktivnu ulogu u projektima energetske tranzicije na svojim otocima.

Nova platforma pod nazivom “Otočka tržnica” otočne projekte će povezivati s investitorima i tehnološkim rješenjima, a osniva se i novi otočni think-tank koji će okupiti dionike sa svih razina vlasti s ciljem uklanjanja pravnih i regulatornih barijera energetskoj tranziciji otoka.

U prve dvije godine rada Tajništva za otoke, a to se nastavlja i u drugoj fazi, regionalni partner u Hrvatskoj je Pokret otoka, međuotočna inicijativa koja se zalaže za rješavanje problema otočana, njihovo osnaživanje i održivi razvoj otočnih zajednica.

-Kroz protekli period Pokret Otoka imao je važnu ulogu regionalnog partnera, djelujući kao svojevrsni “most” između otočnog stanovništva, lokalnih i regionalnih samouprava, nacionalnih tijela javne vlasti i Europskih institucija. U tom je procesu bitno naglasiti aktivno uključivanje svih relevantnih dionika s naglaskom na lokalne organizacije, tvrtke te građanske inicijative i osvještavanje mogućnosti sudjelovanja u novom zelenom pokretu – poručili su iz Pokreta otoka.

Napominju također kako će tijekom sljedeće dvije godine Tajništvo za otoke uz stručnu podršku složiti inicijativu odozdo prema gore (bottom-up), koja će doprinijeti razvoju i realizaciji energetskih projekata na otocima.

Pod vodstvom belgijske konzultantske tvrtke za obnovljivu energiju 3E u Bruxellesu je započeo s radom konzorcij koji će sljedeće dvije godine provoditi aktivnosti Tajništva Inicijative čiste energije za EU otoke, poznatog i kao Tajništvo za otoke, izvijestili su iz ureda hrvatskog eurozastupnika Tonina Picule koji je još 2017. podnio amandman u sklopu projekta ‘Jačanje suradnje oko klimatske akcije na otocima unutar i izvan EU kroz stvaranje otočnog identiteta’ te osigurao 2 milijuna eura za osnivanje Tajništva za otoke.

Bilo je to prvo radno tijelo u povijesti EU koje je isključivo na raspolaganju otočanima, ali istovremeno i ispomoć Komisiji u prilagodbi postojećih politika i fondova za energetiku na otocima. Uspjeh prve faze Tajništva i novi Piculin amandman na proračunu za 2020. godinu, osigurali su dodatna dva milijuna eura za drugu fazu i tehničku pomoć otocima oko prijava na europske projekte za prelazak na obnovljive izvore energije.

Tajništvo za otoke tako će nastaviti aktivnosti iz prve faze u kojoj su sudjelovali i hrvatski otoci Brač, Hvar, Korčula i Cresko-lošinjski arhipelag i koji su izradili planove energetske tranzicije, a temeljem kojih će moći aplicirati za povlačenje europskih sredstava.

-Druga faza Tajništva za otoka potvrda je opravdanosti Inicijative čiste energije za EU otoke i jamac da će otoci ostati predvodnici europske energetske tranzicije. Pet hrvatskih otočnih zajednica je već sudjelovalo u radu Tajništva u njegovoj prvoj fazi te očekujem njihov daljnji angažman kao i uključivanje nekih novih otoka - izjavio je ovom prigodom zastupnik Picula kojem su otoci dugo u fokusu djelovanja.

-Energetska tranzicija je izvrsna prilika za privlačenje investicija i otvaranje novih zelenih radnih mjesta na otocima, ali i za doprinos u borbi protiv klimatskih promjena čije posljedice svi osjećamo. Hrvatski otoci imaju izvanredne potencijale i ako je suditi po rezultatima iz prethodne dvije godine rada Tajništva, imamo razloga biti optimistični – također je istaknuo Tonino Picula, inače i predsjednik Međuskupine za mora, rijeke, otoke i priobalna područja.

Kako je navedeno u objavi za medije, tijekom sljedeće dvije godine Tajništvo će nastaviti pružati podršku europskim otocima u području energetske tranzicije.

Otocima koji se nisu angažirali u prvoj fazi te tek započinju dijalog, Tajništvo će i dalje pružati asistenciju za izgradnju zajednice i definiranje tranzicijskih strategija.

Za one otoke koji su već pripremili tranzicijske planove te su spremni za uvođenje energetskih strategija, Tajništvo će podržati u oblikovanju konkretnih projekata te pronalaženju izvora financiranja.

Nadalje je istaknuto kako se nova faza Inicijative čiste energije za EU otoke oslanja na iskustvo dosadašnjeg rada Tajništva te će biti posebno usmjerena na detektiranje i eliminiranje tehničkih, socijalnih, financijskih, pravnih i političkih barijera s kojima se suočavaju otočki energetski projekti.

Polazeći od pristupa „istraži, oblikuj, djeluj“ svakom otoku će se pružiti prilagođena tehnička pomoć za tranzicijske strategije, akcijske planove te konkretne energetske projekte. U proljeće 2021. očekuje se raspisivanje poziva na koji će otočani moći predati opise projekta te aplicirati za tehničku pomoć.

Aktivno sudjelovanje otočana je ključno pa je Tajništvo najavilo i provedbu Energetske akademije kroz koju će angažirati otočne zajednice da djeluju na lokalnoj razini i preuzimaju aktivnu ulogu u projektima energetske tranzicije na svojim otocima.

Nova platforma pod nazivom “Otočka tržnica” otočne projekte će povezivati s investitorima i tehnološkim rješenjima, a osniva se i novi otočni think-tank koji će okupiti dionike sa svih razina vlasti s ciljem uklanjanja pravnih i regulatornih barijera energetskoj tranziciji otoka.

U prve dvije godine rada Tajništva za otoke, a to se nastavlja i u drugoj fazi, regionalni partner u Hrvatskoj je Pokret otoka, međuotočna inicijativa koja se zalaže za rješavanje problema otočana, njihovo osnaživanje i održivi razvoj otočnih zajednica.

-Kroz protekli period Pokret Otoka imao je važnu ulogu regionalnog partnera, djelujući kao svojevrsni “most” između otočnog stanovništva, lokalnih i regionalnih samouprava, nacionalnih tijela javne vlasti i Europskih institucija. U tom je procesu bitno naglasiti aktivno uključivanje svih relevantnih dionika s naglaskom na lokalne organizacije, tvrtke te građanske inicijative i osvještavanje mogućnosti sudjelovanja u novom zelenom pokretu – poručili su iz Pokreta otoka.

Napominju također kako će tijekom sljedeće dvije godine Tajništvo za otoke uz stručnu podršku složiti inicijativu odozdo prema gore (bottom-up), koja će doprinijeti razvoju i realizaciji energetskih projekata na otocima.
