Gradski vijećnici Staroga Grada jednoglasno su odbili prijedlog izmjena i dopuna Urbanističkog plana uređenja (UPU) predjela Široki rat po zahtjevu investitorske tvrtke "Brizenica", a sve je zapelo na izgradnji obilaznice koja je preduvjet za realizaciju turističkog kompleksa "Four Seasons" u spomenutoj uvali.
Riječ je o projektu kojim je planirana izgradnja hotela sa 120 soba s pet zvjezdica te 100 luksuznih vila i apartmana, gdje će se moći smjestiti oko 750 gostiju. Iza ulagačke tvrtke sa zagrebačkom adresom stoji direktorski dvojac s korijenima u Iranu i Ujedinjenim Arapskim Emiratima, a prilikom prijašnjih spominjanja projekta, koji se najavljuje još od 2010. godine, navodilo se kako će njime upravljati južnoafrički lanac "Kerzner International Resorts", u vlasništvu ruskog Židova Solomona Kerznera.
Investitori su od početka najavljivali zapošljavanje 350 radnika, što se već desetljećima čeka kao "kap iz vedra neba", jer jasno je da bez otvaranja novih radnih mjesta nema ni o(p)stanka ljudi na škoju.
Činilo se da će sve dobro krenuti, jer je u kolovozu 2018. godine, na svečanoj sjednici u povodu Dana Staroga Grada, potpisan sporazum između predstavnika Grada i investitora te Županije i Županijske uprave za ceste kojim je definirana izgradnja buduće gradske obilaznice, čija je vrijednost procijenjena na 30 do 40 milijuna kuna.
Radovi su se trebali financirati iz komunalnog doprinosa, te novcem Županije i investitora planiranog turističkog resorta. Njihov početak bio je predviđen za prvi kvartal prošle godine, dok su ulagači najavljivali završetak projekta za ovu godinu, no sve je krenulo loše!
– Prije te svečane sjednice, predstavnici investitora prezentirali su plan izgradnje obilaznice, gdje je navedeno da će se izvlaštenje na trasi prometnice obaviti u razdoblju studeni/prosinac 2018. godine. U nastavku je pokrenut postupak osiguranja dokaza, dakle, Grad je morao imati dokaze da raspolaže novcem za izvlaštenje zemljišta, no ulagač ih na naš zahtjev nije predočio. Zbog toga je došlo do kraćeg zastoja u realizaciji projekta, ali vjerujemo da ćemo, u suradnji s vijećnicima i investitorima, naći rješenje da bi se završili započeti postupci, a sve u cilju izgradnje obilaznice – kaže Antonio Škarpa, gradonačelnik Staroga Grada.
Uvodnu riječ o tom pitanju na posljednjoj sjednici Vijeća imali su poteštat i Baldo Stančić, predsjednik Gradskog urbanističkog odbora, te su ocijenili da je izgradnja resorta vrlo važna za daljnji razvoj grada, zbog čega su i prihvaćani svi prijašnji zahtjevi investitora iz 2010. i 2016., kada je Gradsko vijeće pristupilo izradi spomenutog UPU-a.
Budući da se i u ovom slučaju radi o prijedlozima izmjena i dopuna plana koje ne utječu bitno na realizaciju projekta "Four Seasons", lokalna vlast smatra da je prvenstveno potrebno osigurati novac za izvlaštenja zemljišta i izgradnju obilaznice, koja je od vitalnog interesa ne samo za turistički projekt, nego i za građane Staroga Grada. Napominju da su već izdane građevinske dozvole za izgradnju obilaznice, proveden je i postupak utvrđivanja vrijednosti zemljišta na trasi ceste, te je evidentno da je Grad itekako zainteresiran za razvoj navedene zone.
– Istina je, na sjednici su iscrpno raspravljeni svi relevantni detalji vezani uz projekt i obilaznicu, a konačnu riječ imali su vijećnici, koji su odbacili najnoviji prijedlog izmjena i dopuna UPU-a Široki rat, pri čemu je očitovanje Gradskog vijeća pravodobno dostavljeno investitoru. Grad će, siguran sam, i dalje preko vijećnika i članova Gradskog urbanističkog odbora pružati potporu nastavku realizacije projekta, te stoga u danima koji su pred nama očekujemo pozitivan odgovor investitora koji će omogućiti ostvarenje zajedničkog cilja – zaključuje Škarpa.

Gradski vijećnici Staroga Grada jednoglasno su odbili prijedlog izmjena i dopuna Urbanističkog plana uređenja (UPU) predjela Široki rat po zahtjevu investitorske tvrtke "Brizenica", a sve je zapelo na izgradnji obilaznice koja je preduvjet za realizaciju turističkog kompleksa "Four Seasons" u spomenutoj uvali.
Riječ je o projektu kojim je planirana izgradnja hotela sa 120 soba s pet zvjezdica te 100 luksuznih vila i apartmana, gdje će se moći smjestiti oko 750 gostiju. Iza ulagačke tvrtke sa zagrebačkom adresom stoji direktorski dvojac s korijenima u Iranu i Ujedinjenim Arapskim Emiratima, a prilikom prijašnjih spominjanja projekta, koji se najavljuje još od 2010. godine, navodilo se kako će njime upravljati južnoafrički lanac "Kerzner International Resorts", u vlasništvu ruskog Židova Solomona Kerznera.
Investitori su od početka najavljivali zapošljavanje 350 radnika, što se već desetljećima čeka kao "kap iz vedra neba", jer jasno je da bez otvaranja novih radnih mjesta nema ni o(p)stanka ljudi na škoju.
Činilo se da će sve dobro krenuti, jer je u kolovozu 2018. godine, na svečanoj sjednici u povodu Dana Staroga Grada, potpisan sporazum između predstavnika Grada i investitora te Županije i Županijske uprave za ceste kojim je definirana izgradnja buduće gradske obilaznice, čija je vrijednost procijenjena na 30 do 40 milijuna kuna.
Radovi su se trebali financirati iz komunalnog doprinosa, te novcem Županije i investitora planiranog turističkog resorta. Njihov početak bio je predviđen za prvi kvartal prošle godine, dok su ulagači najavljivali završetak projekta za ovu godinu, no sve je krenulo loše!
– Prije te svečane sjednice, predstavnici investitora prezentirali su plan izgradnje obilaznice, gdje je navedeno da će se izvlaštenje na trasi prometnice obaviti u razdoblju studeni/prosinac 2018. godine. U nastavku je pokrenut postupak osiguranja dokaza, dakle, Grad je morao imati dokaze da raspolaže novcem za izvlaštenje zemljišta, no ulagač ih na naš zahtjev nije predočio. Zbog toga je došlo do kraćeg zastoja u realizaciji projekta, ali vjerujemo da ćemo, u suradnji s vijećnicima i investitorima, naći rješenje da bi se završili započeti postupci, a sve u cilju izgradnje obilaznice – kaže Antonio Škarpa, gradonačelnik Staroga Grada.
Uvodnu riječ o tom pitanju na posljednjoj sjednici Vijeća imali su poteštat i Baldo Stančić, predsjednik Gradskog urbanističkog odbora, te su ocijenili da je izgradnja resorta vrlo važna za daljnji razvoj grada, zbog čega su i prihvaćani svi prijašnji zahtjevi investitora iz 2010. i 2016., kada je Gradsko vijeće pristupilo izradi spomenutog UPU-a.
Budući da se i u ovom slučaju radi o prijedlozima izmjena i dopuna plana koje ne utječu bitno na realizaciju projekta "Four Seasons", lokalna vlast smatra da je prvenstveno potrebno osigurati novac za izvlaštenja zemljišta i izgradnju obilaznice, koja je od vitalnog interesa ne samo za turistički projekt, nego i za građane Staroga Grada. Napominju da su već izdane građevinske dozvole za izgradnju obilaznice, proveden je i postupak utvrđivanja vrijednosti zemljišta na trasi ceste, te je evidentno da je Grad itekako zainteresiran za razvoj navedene zone.
– Istina je, na sjednici su iscrpno raspravljeni svi relevantni detalji vezani uz projekt i obilaznicu, a konačnu riječ imali su vijećnici, koji su odbacili najnoviji prijedlog izmjena i dopuna UPU-a Široki rat, pri čemu je očitovanje Gradskog vijeća pravodobno dostavljeno investitoru. Grad će, siguran sam, i dalje preko vijećnika i članova Gradskog urbanističkog odbora pružati potporu nastavku realizacije projekta, te stoga u danima koji su pred nama očekujemo pozitivan odgovor investitora koji će omogućiti ostvarenje zajedničkog cilja – zaključuje Škarpa.
