Koga će Gradsko vijeće Omiša uskoro odabrati kao koncesionara kampa na Ribnjaku, koji svi zovu "Galeb", a do izbijanja pandemije je bio u cijelom svijetu poznat i kao službeni kamp u kojem su boravili i posjetitelji festivala "Ultra Europe"?
Je li gradu važnija dugoročna strategija razvoja ili su im bitniji kratkoročni financijski ciljevi? Svim ovim pitanjima smo obasuli lokalnu vlast, no nismo dobili odgovore.
Povod našoj priči je natječaj za davanje kampa "Galeb" u 20-godišnji zakup koji je rezultirao prijedlogom namjenskog povjerenstva i Grada da se ukupno više od 60 tisuća četvornih metara prostora s prostorima za goste, dva restorana, sportskim terenima, recepcijom i nizom ostalih sadržaja preda na upravljanje tvrtki "Rudan" iz Žminja.
Riječ je o tvrtki poznatoj po radovima na energetskim obnovama objekata, među ostalim, i na oba kompleksa KBC-a Split (Firule i Križine), te kompleksu bazena u splitskom Poljudu. No, ta istaska kompanija sve više "uplovljava" i u turističke vode, pa je prošle jeseni, primjerice, kupila kompleks terme "Jezerčica" u Donjoj Stubici u Hrvatskom zagorju.

Upravo je tvrtka "Rudan" ponudila najviši iznos "fiksne" godišnje zakupnine za omiški "Galeb" - 711 tisuća eura, što je znatno više od početnog iznosa koji je Grad postavio na 210 tisuća eura.
Za 20-godišnje upravljanje kampom natjecalo se, inače, ukupno osam tvrtki, među kojima su bile i tvrtke "Primošten hoteli" (ponuda od 300 tisuća eura) i "Adriatik auto kamp" (299 tisuća eura), iza kojih stoje mađarski vlasnici, zatim "Hadria" iz Novalje na otoku Pagu (421.210 eura), zagrebački "Adriatic kampovi" (504.346 eura), "Andro internacional", vlasnik omiškog hotela "Plaža" (276.174 eura), stobrečki "Excelsus" koji upravlja tamošnjim kampom (316.000 eura) i tvornica trikotaže "Galeb", koja je protekle 22 godine bila zakupac kampa, s ponudom od 464.824 eura.
U razgovoru s poznavateljima političke i opće situacije u gradu na ušću Cetine doznajemo kako je takav pristup, iako legitiman, izazvao čuđenje. Zar je moguće da nije bilo interesa vlasti za brigu o utjecaju promjene koncesionara na zaposlenost u gradu?
- Natječajem se pokušalo osigurati da ponuđači budu ozbiljne kompanije, no na kraju se sve svelo na novčani iznos zakupa - vele nam znalci.
Kamp "Galeb" je definitivno jedan od najznačajnijih turističkih kapaciteta u Omišu. Slažu se mnogi kako bi njegov razvoj i pozicioniranje trebao bi biti jedan od kamena temeljaca ukupne strategije i koncepta razvoja Omiša kao destinacije.
U gradskim kuloarima se priča da se ovakvim natječajem pokušalo na što transparentniji način doći do najbolje ponude, ali primjeri sličnih nadmetanja pokazuju da su lokalne vlasti i te kako zainteresirane za to kako će projekt izgledati, pa mnoge čudi da takvog interesa u Omišu nije bilo. Barem ne vidljivog.
Postavili smo pitanja o tome gradskoj upravi no odgovore nismo dobili, dok mnogi sudionici postupka nisu željeli davati izjave. Komentar smo uspjeli dobiti od Josipa Aračića, direktora tvrtke "Galeb".
- Želja nam je bila, ne samo sada nego i u prethodnim godinama, obaviti značajne investicije u kamp kako bismo ga unaprijedili i podignuli na novu razinu, o čemu smo proteklih godina i pisali Gradu, a priječio nas je skori istek zakupa bez naznaka da će se moći produljiti. Planirane investicije su značajne, a ne mogu se isplatiti na kratki rok.

"Galeb" je svih ovih godina uredno podmirivao sve svoje obaveze prema Gradu, kroz kamp je pozitivno djelovao na lokalnu zajednicu u kojoj značajno utječe i na zaposlenost, a i raznim davanjima kao i na ukupnu uspješnu sliku gospodarstva našega grada.
To, nažalost, ovaj natječaj nije honorirao, već se sve fokusiralo samo na jednu brojku, a to je iznos zakupnine. Takav pristup ne uzima u obzir niti učinjeno u kampu, niti ono što "Galeb" pridonosi Omišu i lokalnoj zajednici u cjelini - ogorčen je direktor koji dodaje:
- Nije tajna da naša tvrtka svoj razvoj vidi u oba smjera poslovanja, kako trikotaži, tako i turizmu, pa je naša želja bila razvijati kamp, a u planu je i izgradnja hotela za što nekoliko godina čekamo rješenja gradske vlasti nakon kojih bismo mogli krenuti u investiciju. Investicija se odnosi na hotel na Punti kao i preseljenje pogona s Punte na lokaciju na Lisičini gdje smo pri završetku investicija u solarnu elektranu i izgradnju novog sustava za obradu otpadnih voda.
U kamp smo planirali uložiti oko 90 milijuna kuna, dok bi investicija u hotel iznosila oko 170 milijuna kuna. Što to sve znači za zapošljavanje u Omišu, razvoj našega grada u cijelosti kao vrhunske turističke destinacije, a i gradske prihode ne moramo ni spominjati.

Koga će Gradsko vijeće Omiša uskoro odabrati kao koncesionara kampa na Ribnjaku, koji svi zovu "Galeb", a do izbijanja pandemije je bio u cijelom svijetu poznat i kao službeni kamp u kojem su boravili i posjetitelji festivala "Ultra Europe"?
Je li gradu važnija dugoročna strategija razvoja ili su im bitniji kratkoročni financijski ciljevi? Svim ovim pitanjima smo obasuli lokalnu vlast, no nismo dobili odgovore.
Povod našoj priči je natječaj za davanje kampa "Galeb" u 20-godišnji zakup koji je rezultirao prijedlogom namjenskog povjerenstva i Grada da se ukupno više od 60 tisuća četvornih metara prostora s prostorima za goste, dva restorana, sportskim terenima, recepcijom i nizom ostalih sadržaja preda na upravljanje tvrtki "Rudan" iz Žminja.
Riječ je o tvrtki poznatoj po radovima na energetskim obnovama objekata, među ostalim, i na oba kompleksa KBC-a Split (Firule i Križine), te kompleksu bazena u splitskom Poljudu. No, ta istaska kompanija sve više "uplovljava" i u turističke vode, pa je prošle jeseni, primjerice, kupila kompleks terme "Jezerčica" u Donjoj Stubici u Hrvatskom zagorju.

Upravo je tvrtka "Rudan" ponudila najviši iznos "fiksne" godišnje zakupnine za omiški "Galeb" - 711 tisuća eura, što je znatno više od početnog iznosa koji je Grad postavio na 210 tisuća eura.
Za 20-godišnje upravljanje kampom natjecalo se, inače, ukupno osam tvrtki, među kojima su bile i tvrtke "Primošten hoteli" (ponuda od 300 tisuća eura) i "Adriatik auto kamp" (299 tisuća eura), iza kojih stoje mađarski vlasnici, zatim "Hadria" iz Novalje na otoku Pagu (421.210 eura), zagrebački "Adriatic kampovi" (504.346 eura), "Andro internacional", vlasnik omiškog hotela "Plaža" (276.174 eura), stobrečki "Excelsus" koji upravlja tamošnjim kampom (316.000 eura) i tvornica trikotaže "Galeb", koja je protekle 22 godine bila zakupac kampa, s ponudom od 464.824 eura.
U razgovoru s poznavateljima političke i opće situacije u gradu na ušću Cetine doznajemo kako je takav pristup, iako legitiman, izazvao čuđenje. Zar je moguće da nije bilo interesa vlasti za brigu o utjecaju promjene koncesionara na zaposlenost u gradu?
- Natječajem se pokušalo osigurati da ponuđači budu ozbiljne kompanije, no na kraju se sve svelo na novčani iznos zakupa - vele nam znalci.
Kamp "Galeb" je definitivno jedan od najznačajnijih turističkih kapaciteta u Omišu. Slažu se mnogi kako bi njegov razvoj i pozicioniranje trebao bi biti jedan od kamena temeljaca ukupne strategije i koncepta razvoja Omiša kao destinacije.
U gradskim kuloarima se priča da se ovakvim natječajem pokušalo na što transparentniji način doći do najbolje ponude, ali primjeri sličnih nadmetanja pokazuju da su lokalne vlasti i te kako zainteresirane za to kako će projekt izgledati, pa mnoge čudi da takvog interesa u Omišu nije bilo. Barem ne vidljivog.
Postavili smo pitanja o tome gradskoj upravi no odgovore nismo dobili, dok mnogi sudionici postupka nisu željeli davati izjave. Komentar smo uspjeli dobiti od Josipa Aračića, direktora tvrtke "Galeb".
- Želja nam je bila, ne samo sada nego i u prethodnim godinama, obaviti značajne investicije u kamp kako bismo ga unaprijedili i podignuli na novu razinu, o čemu smo proteklih godina i pisali Gradu, a priječio nas je skori istek zakupa bez naznaka da će se moći produljiti. Planirane investicije su značajne, a ne mogu se isplatiti na kratki rok.

"Galeb" je svih ovih godina uredno podmirivao sve svoje obaveze prema Gradu, kroz kamp je pozitivno djelovao na lokalnu zajednicu u kojoj značajno utječe i na zaposlenost, a i raznim davanjima kao i na ukupnu uspješnu sliku gospodarstva našega grada.
To, nažalost, ovaj natječaj nije honorirao, već se sve fokusiralo samo na jednu brojku, a to je iznos zakupnine. Takav pristup ne uzima u obzir niti učinjeno u kampu, niti ono što "Galeb" pridonosi Omišu i lokalnoj zajednici u cjelini - ogorčen je direktor koji dodaje:
- Nije tajna da naša tvrtka svoj razvoj vidi u oba smjera poslovanja, kako trikotaži, tako i turizmu, pa je naša želja bila razvijati kamp, a u planu je i izgradnja hotela za što nekoliko godina čekamo rješenja gradske vlasti nakon kojih bismo mogli krenuti u investiciju. Investicija se odnosi na hotel na Punti kao i preseljenje pogona s Punte na lokaciju na Lisičini gdje smo pri završetku investicija u solarnu elektranu i izgradnju novog sustava za obradu otpadnih voda.
U kamp smo planirali uložiti oko 90 milijuna kuna, dok bi investicija u hotel iznosila oko 170 milijuna kuna. Što to sve znači za zapošljavanje u Omišu, razvoj našega grada u cijelosti kao vrhunske turističke destinacije, a i gradske prihode ne moramo ni spominjati.
