Talijanska tvrtka Telepass, koja u Italiji pruža usluge europske elektroničke naplate cestarine (EENC), želi svojim ENC uređajima naplaćivati cestarinu na hrvatskim autocestama, saznaje Jutarnji list. U tijeku su razgovori HAC-a i Telepassa o uvjetima njihova ulaska na hrvatsko tržište. U slučaju da Telepass to uspije, korisnici njegova ENC uređaja ili nekog drugog uređaja kompatibilnog Telepassovu, u Hrvatskoj bi se mogli voziti autocestom bez kupnje ENC uređaja HAC-a ili Bina-Istre. Također bi hrvatski vlasnik Telepassova uređaja mogao plaćati cestarinu u svim drugim državama Unije u kojima ta tvrtka ima ugovor o pružanju usluge naplate europske elektroničke naplate cestarine, piše Jutarnji.
Da bi se HAC-ovim ENC uređajem mogla plaćati cestarina u Italiji, HAC bi morao sklopiti ugovor s tamošnjim upraviteljima autocesta. Europska komisija još je prije nekoliko godina usvojila direktivu o jedinstvenom sustavu elektroničke naplate cestarine na cijelom području Unije, no on se u praksi pokazao neprovedivim. Stoga je nedavno donesena nova direktiva o interoperabilnosti elektroničkih sustava za naplatu cestarine i olakšavanju prekogranične razmjene podataka o neplaćanju cestarine na području Unije koja pojednostavljuje europsku elektroničku naplatu cestarine.
Tako se određuje da korisnik EENC-a, bez obzira na državljanstvo, mjesto boravišta u Europskoj uniji ili u državi u kojoj je registrirano vozilo, može s pružateljem usluge EENC-a ugovoriti uslugu elektroničke naplate cestarine te se voziti autocestama u više država Unije koristeći samo jedan uređaj za naplatu cestarine. Prema toj uredbi, jedan pružatelj usluge EENC-a trebao bi korisniku omogućiti plaćanje cestarine jednim uređajem u najmanje četiri članice Unije.
Tu direktivu Hrvatska će primijeniti i u svom novom Zakonu o cestama koji je u javnoj raspravi, a njime će se olakšati ulazak inozemnih pružatelja usluge naplate EENC-a.
Prema našim informacijama, Telepass ne želi čekati uvođenje novog sustava elektroničke naplate cestarine u Hrvatskoj jer na naše tržište želi ući čim prije, što je i razumljivo s obzirom na broj talijanskih državljana koji dolaze na jadransku obalu, ali nastoji i uzeti dio naplaćene cestarine u Hrvatskoj. Prema novom zakonu, HAC bi Telepassu plaćao naknadu za pružanje usluge EENC-a, a još nije određeno koliko bi iznosila. Naši sugovornici napominju da bi HAC, kao pružatelj usluge EENC-a u Hrvatskoj, mogao sklopiti ugovore o ulasku na druga tržišta Europske unije, ali samo tamo gdje se za naplatu cestarine koristi satelitsko određivanje položaja, mobilne komunikacije ili mikrovalna tehnologija na frekvenciji 5,8 GHz.
To, dakle, isključuje sve države koje koriste vinjete. Novim Zakonom o cestama pokreće se i zakonska procedura koja će osigurati uvođenje jedinstvenog elektroničkog sustava naplate cestarine na svim autocestama u Hrvatskoj. To znači da bi se cestarina putem ENC uređaja i u budućnosti naplaćivala očitavanjem tablica na svim autocestama u RH, bez obzira na to tko njima upravlja. U ovom trenutku jednim ENC uređajem cestarina se može plaćati na autocestama kojima upravljaju Hrvatske autoceste i Bina-Istra, a to nije moguće na autocesti kojom upravlja Autocesta Zagreb - Macelj.
Prema našim informacijama, Uprava AZM-a je suglasna s uvođenjem elektroničke naplate cestarine na svojoj autocesti, no traži da trošak uvođenja plati država. U koncesijskom ugovoru o osnivanju tvrtke Autocesta Zagreb - Macelj, naime, nigdje se ne navodi da je koncesionar obavezan uvesti elektronički sustav naplate te se o modelu financiranja uvođenja tog sustava na ovoj autocesti još razgovara.

Talijanska tvrtka Telepass, koja u Italiji pruža usluge europske elektroničke naplate cestarine (EENC), želi svojim ENC uređajima naplaćivati cestarinu na hrvatskim autocestama, saznaje Jutarnji list. U tijeku su razgovori HAC-a i Telepassa o uvjetima njihova ulaska na hrvatsko tržište. U slučaju da Telepass to uspije, korisnici njegova ENC uređaja ili nekog drugog uređaja kompatibilnog Telepassovu, u Hrvatskoj bi se mogli voziti autocestom bez kupnje ENC uređaja HAC-a ili Bina-Istre. Također bi hrvatski vlasnik Telepassova uređaja mogao plaćati cestarinu u svim drugim državama Unije u kojima ta tvrtka ima ugovor o pružanju usluge naplate europske elektroničke naplate cestarine, piše Jutarnji.
Da bi se HAC-ovim ENC uređajem mogla plaćati cestarina u Italiji, HAC bi morao sklopiti ugovor s tamošnjim upraviteljima autocesta. Europska komisija još je prije nekoliko godina usvojila direktivu o jedinstvenom sustavu elektroničke naplate cestarine na cijelom području Unije, no on se u praksi pokazao neprovedivim. Stoga je nedavno donesena nova direktiva o interoperabilnosti elektroničkih sustava za naplatu cestarine i olakšavanju prekogranične razmjene podataka o neplaćanju cestarine na području Unije koja pojednostavljuje europsku elektroničku naplatu cestarine.
Tako se određuje da korisnik EENC-a, bez obzira na državljanstvo, mjesto boravišta u Europskoj uniji ili u državi u kojoj je registrirano vozilo, može s pružateljem usluge EENC-a ugovoriti uslugu elektroničke naplate cestarine te se voziti autocestama u više država Unije koristeći samo jedan uređaj za naplatu cestarine. Prema toj uredbi, jedan pružatelj usluge EENC-a trebao bi korisniku omogućiti plaćanje cestarine jednim uređajem u najmanje četiri članice Unije.
Tu direktivu Hrvatska će primijeniti i u svom novom Zakonu o cestama koji je u javnoj raspravi, a njime će se olakšati ulazak inozemnih pružatelja usluge naplate EENC-a.
Prema našim informacijama, Telepass ne želi čekati uvođenje novog sustava elektroničke naplate cestarine u Hrvatskoj jer na naše tržište želi ući čim prije, što je i razumljivo s obzirom na broj talijanskih državljana koji dolaze na jadransku obalu, ali nastoji i uzeti dio naplaćene cestarine u Hrvatskoj. Prema novom zakonu, HAC bi Telepassu plaćao naknadu za pružanje usluge EENC-a, a još nije određeno koliko bi iznosila. Naši sugovornici napominju da bi HAC, kao pružatelj usluge EENC-a u Hrvatskoj, mogao sklopiti ugovore o ulasku na druga tržišta Europske unije, ali samo tamo gdje se za naplatu cestarine koristi satelitsko određivanje položaja, mobilne komunikacije ili mikrovalna tehnologija na frekvenciji 5,8 GHz.
To, dakle, isključuje sve države koje koriste vinjete. Novim Zakonom o cestama pokreće se i zakonska procedura koja će osigurati uvođenje jedinstvenog elektroničkog sustava naplate cestarine na svim autocestama u Hrvatskoj. To znači da bi se cestarina putem ENC uređaja i u budućnosti naplaćivala očitavanjem tablica na svim autocestama u RH, bez obzira na to tko njima upravlja. U ovom trenutku jednim ENC uređajem cestarina se može plaćati na autocestama kojima upravljaju Hrvatske autoceste i Bina-Istra, a to nije moguće na autocesti kojom upravlja Autocesta Zagreb - Macelj.
Prema našim informacijama, Uprava AZM-a je suglasna s uvođenjem elektroničke naplate cestarine na svojoj autocesti, no traži da trošak uvođenja plati država. U koncesijskom ugovoru o osnivanju tvrtke Autocesta Zagreb - Macelj, naime, nigdje se ne navodi da je koncesionar obavezan uvesti elektronički sustav naplate te se o modelu financiranja uvođenja tog sustava na ovoj autocesti još razgovara.
