Uvajanjem ovog Zakona kojeg je na prijedlog Vlade HNŽ-e s minimalnim brojem zastupnika usvojila Skupština HNŽ-e općine Jablanica, Konjic, Čitluk, Rama, Neum, Stolac, Čapljina i Grad Mostar izravno su oštećeni u ovoj godini za preko 5.000.000 KM od čega samo Mostar za 3.800.000 KM.
Gradonačelnik Mostara Ljubo Bešlić izjavio je za naš list da će on zajedno s kolegama načelnicima općina kod Ustavnog suda Federacije BiH pokrenuti ocjenu ustavnosti spomenutog zakona čijom primjenom Mostar praktično ostaje bez 7,5 posto sredstava u proračunu, a što će se itekako odraziti na realizaciju određenih projekata i grantova. On je ponovio kako je ovo smanjene sredstava značajno i neprimjereno, te da se događa u razdoblju kada su u svim jedinicama lokalne samouprave već usvojeni proračuni za 2008. i u izbornoj godini kada u jedinicama lokalne samouprave, nije moguće napraviti rebalanse proračuna radi smanjenja prihoda po ovom osnovu.
Među općinama koje će također imati značajno smanjenje sredstava u proračunu je općina Čitluk. Prema riječima načelnika općine Ive Jerkića ovakav potez Vlade HNŽ-e je za njih katastrofalan jer im je uzeto 300.000 KM, naglasivši činjenicu da Vlada HNŽ-e u ovoj godini ne financira niti jedan projekt od značaja za općinu Čitluk.
- Umjesto da nas podrži Vlada nam otima sredstva - izjavio je ogorčeni Jerkić, dodajući kako drži da je predlagač ovakve odluke prekršio Zakon o lokalnoj samoupravi jer nije pribavio ni uvažio mišljenja općina. Jerkić je kao i gradonačelnik Mostara najavio osporavanje na Ustavnom sudu.
Njegov kolega načelnik općine Čapljina Stjepan Šutalo ocijenio je kako će općina ostati bez 400.000 KM, ocijenivši ovakvo ponašanje županijskih vlasti neprimjerenim zbog činjenice da se općinama svakodnevno dodaju nove obveze, a istovremeno ih se županija oslobađa. Iz oporbenog SDP-a ovakvo ponašanje vladajuće koalicije u HNŽ-e ocijenili su kao „politički linč nad lokalnom zajednicom”.

Uvajanjem ovog Zakona kojeg je na prijedlog Vlade HNŽ-e s minimalnim brojem zastupnika usvojila Skupština HNŽ-e općine Jablanica, Konjic, Čitluk, Rama, Neum, Stolac, Čapljina i Grad Mostar izravno su oštećeni u ovoj godini za preko 5.000.000 KM od čega samo Mostar za 3.800.000 KM.
Gradonačelnik Mostara Ljubo Bešlić izjavio je za naš list da će on zajedno s kolegama načelnicima općina kod Ustavnog suda Federacije BiH pokrenuti ocjenu ustavnosti spomenutog zakona čijom primjenom Mostar praktično ostaje bez 7,5 posto sredstava u proračunu, a što će se itekako odraziti na realizaciju određenih projekata i grantova. On je ponovio kako je ovo smanjene sredstava značajno i neprimjereno, te da se događa u razdoblju kada su u svim jedinicama lokalne samouprave već usvojeni proračuni za 2008. i u izbornoj godini kada u jedinicama lokalne samouprave, nije moguće napraviti rebalanse proračuna radi smanjenja prihoda po ovom osnovu.
Među općinama koje će također imati značajno smanjenje sredstava u proračunu je općina Čitluk. Prema riječima načelnika općine Ive Jerkića ovakav potez Vlade HNŽ-e je za njih katastrofalan jer im je uzeto 300.000 KM, naglasivši činjenicu da Vlada HNŽ-e u ovoj godini ne financira niti jedan projekt od značaja za općinu Čitluk.
- Umjesto da nas podrži Vlada nam otima sredstva - izjavio je ogorčeni Jerkić, dodajući kako drži da je predlagač ovakve odluke prekršio Zakon o lokalnoj samoupravi jer nije pribavio ni uvažio mišljenja općina. Jerkić je kao i gradonačelnik Mostara najavio osporavanje na Ustavnom sudu.
Njegov kolega načelnik općine Čapljina Stjepan Šutalo ocijenio je kako će općina ostati bez 400.000 KM, ocijenivši ovakvo ponašanje županijskih vlasti neprimjerenim zbog činjenice da se općinama svakodnevno dodaju nove obveze, a istovremeno ih se županija oslobađa. Iz oporbenog SDP-a ovakvo ponašanje vladajuće koalicije u HNŽ-e ocijenili su kao „politički linč nad lokalnom zajednicom”.
