Nakon što me prijatelj Crnogorac upozorio na tekst u Neue Zürcher Zeitungu pod naslovom "Montenegros Milliardenprojekt: eine Autobahn von nirgendwo nach nirgendwo", ponudio mi je i crnogorski prijevod: "Autoput iz niđe u ništa".

Postoji jedna urbana legenda kad je pokrenuta ideja izgradnje pruge Beograd – Bar. Francuski građevinski stručnjaci pozvani su da daju svoje mišljenje i nakon što su obišli predviđenu trasu u Crnoj Gori, jednoglasno su rekli domaćinima:

"Niste mogli izabrati gori teren za izgradnju željeznice." A tako nekako vrijedi i za autoput "iz niđe u ništa".

No, onda su se pojavili Kinezi. Globalno poznata Chinese Road and Bridge Corporation (CRBC), koja gradi i pelješki most. Ta je tvrtka 2014. godine prihvatila izazov, ali pod zanimljivim uvjetima. Kineska izvozna banka dat će kredit crnogorskoj vladi kojim će ona plaćati CRBC, koji nema vremenske obveze završetka radova, a ni prevelike porezne obveze. A onda još nastupa takozvani "Bandić efekt". Tijekom izgradnje nailazi se na neočekivane prepreke i cijena, s prvotno dogovorenih 800 milijuna eura, raste na 1,3 milijarde. Što je ozbiljan pritisak na zemlju veličine Crne Gore jer cesta nikako da se završi pa da krene neki promet i možda i neka zarada. A u ugovoru nisu dogovorene pristupne ceste pa ako autoput i bude gotov, nije isključeno da se do njega neće moći doći.

Stoljeće poniženja

Pa je novi premijer Zdravko Krivokapić, svega nekoliko dana nakon što je preuzeo vladu, morao zadužiti zemlju za novih 750 milijuna eura jer je blagajna prazna. Nije sve zbog Kineza, ali dobar su dio isisali svojim kamatama.

Pa se može mirno reći da je Crna Gora klasičan slučaj zemlje koja je, vjerujući slatkim kineskim riječima (čitaj i mitu), upala u situaciju koju je američki državni tajnik na odlasku Mike Pompeo nazvao "debt trap" – dužnička zamka. Evo brojaka: 2019. zaduženost Crne Gore bila je 80% BDP-a. Do kraja ove godine će skočiti, po informacijama MMF-a, na 93%. Obveze prema Pekingu su 25% duga, s tendencijom rasta. Pa je više nego jasno da je u Crnoj Gori opasniji utjecaj Kine nego Rusije, od kojeg, u velikoj mjeri neutemeljeno, strahuju mnogi u regiji. Kina je dolaskom Xi Jinpinga na vrh države i partije 2012. i 2103. godine odustala od politika koje je zacrtao mudri Deng Xiaoping. Među kojima je i ona "skrivaj svoju snagu, čekaj svoj trenutak". Xi je zaključio da je trenutak došao. Prvo je pod svoju kontrolu stavio sve poluge vlasti u zemlji, a zatim se odlučio osvetiti Zapadu za "stoljeće poniženja", od opijumskih ratova, prvi počinje 1840. godine, do nastanka Narodne Republike Kine 1949. godine. Njegov je plan dobio jasne konture u sklopu projekta "Jedan pojas, jedan put", koji je prozvan novim kineskim Putom svile.

I Zapad je progutao priču zanesen idealističkom vizijom obostrano korisne trgovine koja raste na putu Marca Pola. Kina precizno detektira slabe točke EU-a i ubrzo sklapa dogovor s mađarskim premijerom Viktorom Orbanom o suradnji. Na toj osnovi raste projekt suradnje Kine i 16 zemalja srednje i istočne Europe.

Sistemski rival

Zanimljivo, Kina većinu sporazuma sklapa s nečlanicama EU-a jer kod njih nema tako ozbiljnih pravila. Sve ide na dogovor pa Srbija postaje jedan od velikih "dobitnika". Od članica traži one slabe pa ne propušta ući u Grčku u jeku financijske krize, kada kupuje dio luke Pirej. Ideja je bila ondje formirati logističku bazu preko koje bi kineska roba, prugom do Budimpešte, stizala na vrata Zapada i Istoka Europe. Ali problemi nastaju jer Mađarska nikako da ishodi odobrenje Bruxellesa. Pa onda Orban ovog proljeća, tijekom prvog udara pandemije, uvodi izvanredno stanje, a prvi je potez bio potpisivanje ugovora s Kinezima o izgradnji pruge. Koji postaje i ostaje tajnim. A posao će dobiti kineska tvrtka i tvrtka bliskog suradnika mađarskog premijera. Novac daje kineska banka, kamata je tajna.

Unija je konačno otvorila oči kad je Kina kupila njemačku tvrtku "Kuka" za proizvodnju robota. Stratešku tvrtku. Čijom je kupnjom, za sitne novce, 4,5 milijardi eura, dobila tehnološko znanje sakupljano desetljećima. Jean-Claude Juncker, tadašnji predsjednik Europske komisije, pokreće izradu strategije EU-a prema Kini, na koju Peking do danas gleda s velikom rezervom i nastoji je na svaki način promijeniti. Jer Komisija je rekla da je Kina "partner, ali i konkurent". I, što je najvažnije, sistemski rival. A počela je i zaštita strateških tvrtki kako ne bi pale u kineske šape. Tih je dana EU negativno reagirao na odluku Hrvatske da prepusti gradnju pelješkog mosta već spomenutom kineskom CRBC-u. Jer, bilo bi bolje da novac iz europskih fondova ide europskim kompanijama.

Nov kineski petogodišnji plan, koji počinje iduće godine, stiže pod nazivom "dualna cirkulacija": snažnije oslanjanje na domaću proizvodnju i tehnološki napredak uz očuvanje ekonomskih veza sa svijetom. Okretanje kući, jednostavno. Ali, Crna Gora, Pakistan i Pirej ostaju plijen s kojim Kina računa.

Nakon što me prijatelj Crnogorac upozorio na tekst u Neue Zürcher Zeitungu pod naslovom "Montenegros Milliardenprojekt: eine Autobahn von nirgendwo nach nirgendwo", ponudio mi je i crnogorski prijevod: "Autoput iz niđe u ništa".

Postoji jedna urbana legenda kad je pokrenuta ideja izgradnje pruge Beograd – Bar. Francuski građevinski stručnjaci pozvani su da daju svoje mišljenje i nakon što su obišli predviđenu trasu u Crnoj Gori, jednoglasno su rekli domaćinima:

"Niste mogli izabrati gori teren za izgradnju željeznice." A tako nekako vrijedi i za autoput "iz niđe u ništa".

No, onda su se pojavili Kinezi. Globalno poznata Chinese Road and Bridge Corporation (CRBC), koja gradi i pelješki most. Ta je tvrtka 2014. godine prihvatila izazov, ali pod zanimljivim uvjetima. Kineska izvozna banka dat će kredit crnogorskoj vladi kojim će ona plaćati CRBC, koji nema vremenske obveze završetka radova, a ni prevelike porezne obveze. A onda još nastupa takozvani "Bandić efekt". Tijekom izgradnje nailazi se na neočekivane prepreke i cijena, s prvotno dogovorenih 800 milijuna eura, raste na 1,3 milijarde. Što je ozbiljan pritisak na zemlju veličine Crne Gore jer cesta nikako da se završi pa da krene neki promet i možda i neka zarada. A u ugovoru nisu dogovorene pristupne ceste pa ako autoput i bude gotov, nije isključeno da se do njega neće moći doći.

Stoljeće poniženja

Pa je novi premijer Zdravko Krivokapić, svega nekoliko dana nakon što je preuzeo vladu, morao zadužiti zemlju za novih 750 milijuna eura jer je blagajna prazna. Nije sve zbog Kineza, ali dobar su dio isisali svojim kamatama.

Pa se može mirno reći da je Crna Gora klasičan slučaj zemlje koja je, vjerujući slatkim kineskim riječima (čitaj i mitu), upala u situaciju koju je američki državni tajnik na odlasku Mike Pompeo nazvao "debt trap" – dužnička zamka. Evo brojaka: 2019. zaduženost Crne Gore bila je 80% BDP-a. Do kraja ove godine će skočiti, po informacijama MMF-a, na 93%. Obveze prema Pekingu su 25% duga, s tendencijom rasta. Pa je više nego jasno da je u Crnoj Gori opasniji utjecaj Kine nego Rusije, od kojeg, u velikoj mjeri neutemeljeno, strahuju mnogi u regiji. Kina je dolaskom Xi Jinpinga na vrh države i partije 2012. i 2103. godine odustala od politika koje je zacrtao mudri Deng Xiaoping. Među kojima je i ona "skrivaj svoju snagu, čekaj svoj trenutak". Xi je zaključio da je trenutak došao. Prvo je pod svoju kontrolu stavio sve poluge vlasti u zemlji, a zatim se odlučio osvetiti Zapadu za "stoljeće poniženja", od opijumskih ratova, prvi počinje 1840. godine, do nastanka Narodne Republike Kine 1949. godine. Njegov je plan dobio jasne konture u sklopu projekta "Jedan pojas, jedan put", koji je prozvan novim kineskim Putom svile.

I Zapad je progutao priču zanesen idealističkom vizijom obostrano korisne trgovine koja raste na putu Marca Pola. Kina precizno detektira slabe točke EU-a i ubrzo sklapa dogovor s mađarskim premijerom Viktorom Orbanom o suradnji. Na toj osnovi raste projekt suradnje Kine i 16 zemalja srednje i istočne Europe.

Sistemski rival

Zanimljivo, Kina većinu sporazuma sklapa s nečlanicama EU-a jer kod njih nema tako ozbiljnih pravila. Sve ide na dogovor pa Srbija postaje jedan od velikih "dobitnika". Od članica traži one slabe pa ne propušta ući u Grčku u jeku financijske krize, kada kupuje dio luke Pirej. Ideja je bila ondje formirati logističku bazu preko koje bi kineska roba, prugom do Budimpešte, stizala na vrata Zapada i Istoka Europe. Ali problemi nastaju jer Mađarska nikako da ishodi odobrenje Bruxellesa. Pa onda Orban ovog proljeća, tijekom prvog udara pandemije, uvodi izvanredno stanje, a prvi je potez bio potpisivanje ugovora s Kinezima o izgradnji pruge. Koji postaje i ostaje tajnim. A posao će dobiti kineska tvrtka i tvrtka bliskog suradnika mađarskog premijera. Novac daje kineska banka, kamata je tajna.

Unija je konačno otvorila oči kad je Kina kupila njemačku tvrtku "Kuka" za proizvodnju robota. Stratešku tvrtku. Čijom je kupnjom, za sitne novce, 4,5 milijardi eura, dobila tehnološko znanje sakupljano desetljećima. Jean-Claude Juncker, tadašnji predsjednik Europske komisije, pokreće izradu strategije EU-a prema Kini, na koju Peking do danas gleda s velikom rezervom i nastoji je na svaki način promijeniti. Jer Komisija je rekla da je Kina "partner, ali i konkurent". I, što je najvažnije, sistemski rival. A počela je i zaštita strateških tvrtki kako ne bi pale u kineske šape. Tih je dana EU negativno reagirao na odluku Hrvatske da prepusti gradnju pelješkog mosta već spomenutom kineskom CRBC-u. Jer, bilo bi bolje da novac iz europskih fondova ide europskim kompanijama.

Nov kineski petogodišnji plan, koji počinje iduće godine, stiže pod nazivom "dualna cirkulacija": snažnije oslanjanje na domaću proizvodnju i tehnološki napredak uz očuvanje ekonomskih veza sa svijetom. Okretanje kući, jednostavno. Ali, Crna Gora, Pakistan i Pirej ostaju plijen s kojim Kina računa.

Nakon što me prijatelj Crnogorac upozorio na tekst u Neue Zürcher Zeitungu pod naslovom "Montenegros Milliardenprojekt: eine Autobahn von nirgendwo nach nirgendwo", ponudio mi je i crnogorski prijevod: "Autoput iz niđe u ništa".

Postoji jedna urbana legenda kad je pokrenuta ideja izgradnje pruge Beograd – Bar. Francuski građevinski stručnjaci pozvani su da daju svoje mišljenje i nakon što su obišli predviđenu trasu u Crnoj Gori, jednoglasno su rekli domaćinima:

"Niste mogli izabrati gori teren za izgradnju željeznice." A tako nekako vrijedi i za autoput "iz niđe u ništa".
