Hrvatska Vlada uzela je rok da do kraja godine izabere najpovoljnijeg ponuđača za nabavu eskadrile višenamjenskih borbenih aviona kojima će zamijeniti zastarjele migove.
Krajem ožujka Ministarstvo obrane počet će prikupljati prve neobvezujuće ponude, a očekuje se da će ponude dostaviti švedski Saab, koji nudi višenamjenske borbene zrakoplove gripen JAS-39, zatim Amerikanci F-16. Može se očekivati da će se na natječaj javiti i Francuzi s ponudom za mirage 2000, ali i uzdanica europskog konzorcija Eurofighter.
U odabiru najpovoljnijeg ponuđača važnu ulogu imat će i ponuđeni offset program. Prema hrvatskim zakonima, offset je obvezan kada vrijednost ugovorenog posla prijeđe dva milijuna eura.
Inozemni dobavljači obvezni su hrvatskim tvrtkama osigurati posao, ulagati u gospodarstvo ili omogućiti izvoz hrvatskih roba i usluga na druga tržišta, i to minimalno u 100-postotnoj vrijednosti ugovora.
Obuka vojnika
Iako natječaj za nabavu borbenih zrakoplova nije ni raspisan, švedski proizvođač borbenih zrakoplova Gripen, tvrtka u sastavu grupacije Saab, u sklopu offset programa Hrvatskoj, već je iznio dio ponude.
Osim što nude termoelektranu s pogonom na komunalni otpad, zainteresirani su i da u sklopu offseta Hrvatskoj ponude najsuvremeniji simulacijski sustav za realističnu taktičku obuku vojnika. Amerikanci sa svojim F-16 najžešći su konkurenti Gripenu.
No, potpuna je nepoznanica što bi ponudili Hrvatskoj kroz offset program. Nagađa se kako je jedna od mogućnosti opremanje Zrakoplovno-tehničkog zavoda u kojemu bi se modernizirali polovni F-16 koje bi Hrvatska povoljno dobila od SAD-a. Za takvu modernizaciju ZTZ bi dobio sofisticiranu opremu i tehnologiju.
No mnogi se pitaju što bi to značilo Hrvatskoj kada bi dobila polovne zrakoplove čija bi tehnologija zastarjela nakon 10 godina. Rusi nude svoj mig 29. I oni bi, slično kao i Amerikanci, ulagali u ZTZ, koji vide kao servisni centar za modernizaciju zrakoplova istočne tehnologije. No, prema mišljenju mnogih, i u ovom, za HRZ najvećem poslu od njegova osnutka, svoje će prste imati i politika.

Hrvatska Vlada uzela je rok da do kraja godine izabere najpovoljnijeg ponuđača za nabavu eskadrile višenamjenskih borbenih aviona kojima će zamijeniti zastarjele migove.
Krajem ožujka Ministarstvo obrane počet će prikupljati prve neobvezujuće ponude, a očekuje se da će ponude dostaviti švedski Saab, koji nudi višenamjenske borbene zrakoplove gripen JAS-39, zatim Amerikanci F-16. Može se očekivati da će se na natječaj javiti i Francuzi s ponudom za mirage 2000, ali i uzdanica europskog konzorcija Eurofighter.
U odabiru najpovoljnijeg ponuđača važnu ulogu imat će i ponuđeni offset program. Prema hrvatskim zakonima, offset je obvezan kada vrijednost ugovorenog posla prijeđe dva milijuna eura.
Inozemni dobavljači obvezni su hrvatskim tvrtkama osigurati posao, ulagati u gospodarstvo ili omogućiti izvoz hrvatskih roba i usluga na druga tržišta, i to minimalno u 100-postotnoj vrijednosti ugovora.
Obuka vojnika
Iako natječaj za nabavu borbenih zrakoplova nije ni raspisan, švedski proizvođač borbenih zrakoplova Gripen, tvrtka u sastavu grupacije Saab, u sklopu offset programa Hrvatskoj, već je iznio dio ponude.
Osim što nude termoelektranu s pogonom na komunalni otpad, zainteresirani su i da u sklopu offseta Hrvatskoj ponude najsuvremeniji simulacijski sustav za realističnu taktičku obuku vojnika. Amerikanci sa svojim F-16 najžešći su konkurenti Gripenu.
No, potpuna je nepoznanica što bi ponudili Hrvatskoj kroz offset program. Nagađa se kako je jedna od mogućnosti opremanje Zrakoplovno-tehničkog zavoda u kojemu bi se modernizirali polovni F-16 koje bi Hrvatska povoljno dobila od SAD-a. Za takvu modernizaciju ZTZ bi dobio sofisticiranu opremu i tehnologiju.
No mnogi se pitaju što bi to značilo Hrvatskoj kada bi dobila polovne zrakoplove čija bi tehnologija zastarjela nakon 10 godina. Rusi nude svoj mig 29. I oni bi, slično kao i Amerikanci, ulagali u ZTZ, koji vide kao servisni centar za modernizaciju zrakoplova istočne tehnologije. No, prema mišljenju mnogih, i u ovom, za HRZ najvećem poslu od njegova osnutka, svoje će prste imati i politika.
