---To bi bio presedan i u jednom i u drugom slučaju – i kada bi nekim čudom rektor Boras sam podnio ostavku, a osobito da bude razriješen prije isteka mandata. Zagrebačko sveučilište dosad, barem ne u novije vrijeme, ne pamti takav slučaj.

Govori to jedan od profesora Sveučilišta u Zagrebu (podaci poznati redakciji op.a.), komentirajući situaciju na najvećem i najstarijem hrvatskom sveučilištu na kojemu posljednjih mjeseci (mnogi bi rekli i godina) nema mira.

S brojnim članovima zagrebačke akademske zajednice razgovarali smo u srijedu nakon što je u Jutarnjem listu objavljena ozbiljna informacija kako se prikupljaju glasovi članova Senata za prijevremenim razrješenjem aktualnog rektora Damira Borasa, nakon što medijske stupce ne prestaju puniti afere vezane za njegove poteze, ali i rad nekih od njegovih najbližih suradnika.

(Bez)brojne afere

Rektoru Damiru Borasu drugi mandat službeno istječe početkom listopada 2022. godine, no najnoviji događaji mogli bi ubrzati taj proces.

Više je "kapi" koje su prelile čašu strpljenja, ne samo akademskih nego, kako se čini, i političkih struktura: tu su brojni slučajevi seksualnog zlostavljanja na zagrebačkim fakultetima na koje je Sveučilište reagiralo prilično mlako, kao i optužbe na račun rektora Borasa da je, primjerice, iako je znao za pisanu izjavu kojom bivša studentica optužuje sada umirovljenog profesora zagrebačkog Filozofskog fakulteta za seksualno uznemiravanje, osigurao, i to iz svoje kvote, istome tome profesoru status profesora emeritusa.

Nadalje, kriza upravljanja Filozofskim fakultetom kojemu Senat Sveučilišta, na prijedlog rektora Borasa, odbija već u dva navrata potvrditi dekane koje je predložilo Fakultetsko vijeće FF-a, čemu je prethodila, također odlukom Senata i na Borasov prijedlog, suspenzija prijašnje dekanice prof. dr. Vesne Vlahović-Štetić samo tri mjeseca prije isteka mandata.

Tu je i najnoviji skandal vezan za umirovljenje Borasova moćnog prorektora Ante Čovića (71), kojemu je Nacionalno vijeće za znanost u ponedjeljak odbilo dati suglasnost na još jedno produljenje ugovora o radu na Sveučilištu, točnije ta je točka skinuta s dnevnog reda.

Ono što je došlo kao "šlag na tortu" trusne situacije na Sveučilištu jest otkriće kako je Damir Boras zajedno sa suprugom cijepljen preko reda protiv COVID-a 19 u siječnju ove godine na Klinici za dječju i preventivnu stomatologiju KBC-a Zagreb, iako je koronu prebolio u studenom prošle godine. Taj je događaj u srijedu osudio i ministar zdravstva Vili Beroš te zatražio očitovanje KBC-a.

– Samu sumnju na cijepljenje preko reda osuđujem kao takvu. Oduzimanje prava najugroženijima da se cijepe nije prihvatljivo i krajnje je moralno upitno – komentirao je Beroš. Toj, više nego jasnoj, poruci iz vladajuće stranke, prethodio je dopis ministra znanosti i obrazovanja Radovana Fuchsa od ponedjeljka upućen Sveučilišnom savjetu u Zagrebu, kojemu je na čelu Luka Burilović, predsjednik Hrvatske gospodarske komore, da se što prije sastane te žurno reagira na aktualnu situaciju na Sveučilištu.

Međutim, treba reći kako je Sveučilišni savjet, koji će sjednicu održati u petak, savjetodavno i nadzorno tijelo Sveučilišta koje ne može smijeniti rektora, ali, prema Statutu Sveučilišta, može sazvati Rektorski kolegij ili Senat te "staviti na dnevni red određena pitanja iz svoje nadležnosti".

Odnos s politikom

– Čini se da će na kraju biti presudna činjenica da Boras gubi političku potporu, a toliko je isticao svoje dobre odnose s premijerom Plenkovićem, predsjednikom Zoranom Milanovićem, zagrebačkim gradonačelnikom Milanom Bandićem kojemu je htio dodijeliti i počasni doktorat.

Ipak, formalno ga može smijeniti samo Senat Sveučilišta, a čini se da se i tu mijenja klima. Puno je dekana i članova Senata dosad šutjelo iz straha jer rektor ima utjecaj na financije, na kadroviranje – razmišlja jedan od naših sugovornika iz akademske zajednice.

I to je točno. Zagrebačkog rektora ne može smijeniti ni ministar obrazovanja, ni Vlada, ni Sabor. Prema članku 16. Statuta Sveučilišta, razriješiti ga prije isteka mandata može samo Senat Sveučilišta, a odluku o pokretanju postupka razrješenja donosi Senat natpolovičnom većinom.

Razlozi za prijevremenu smjenu rektora, osim da sam zatraži razrješenje, mogu biti u slučajevima kada ne ispunjava dužnost rektora, kada ozbiljno i trajno krši odredbe Statuta, općih akata Sveučilišta i druge propise, kada zlouporabi položaj rektora, svojim ponašanjem povrijedi ugled dužnosti koju obnaša te izgubi sposobnost obavljanja dužnosti.

Da su se barem neki od tih uvjeta stekli rektorovim ponašanjem, smatra najmanje 30-ak članova Senata, od njih 70, koji su, kako doznajemo, dosad stavili potpis na zahtjev za Borasovim razrješenjem.

Da bi se pokrenuo postupak smjene, moraju osigurati najmanje 36 potpisa, a pokretači se nadaju da će do 16. veljače, kada bi se trebala održati sjednica Senata, na to ohrabriti još neki dekani i drugi članovi Senata.

– To je sad poprimilo takve razmjere da se duh više ne može vratiti u bocu – zaključuju sugovornici iz akademske zajednice.

I ministar gospodarstva i održivog razvoja Tomislav Ćorić na svom je Twitter profilu jutros komentirao situaciju na Sveučilištu u Zagrebu te se, po svemu sudeći, osvrnuo i na rektora Damira Borasa. 

- Uloga Sveučilišta u Zagrebu na razvojnom putu naše zemlje značajna je i nezaobilazna, kao i odgovornost koja uz nju ide. S njom se treba znati nositi...(tć) - napisao je ministar na Twitteru.

---To bi bio presedan i u jednom i u drugom slučaju – i kada bi nekim čudom rektor Boras sam podnio ostavku, a osobito da bude razriješen prije isteka mandata. Zagrebačko sveučilište dosad, barem ne u novije vrijeme, ne pamti takav slučaj.

Govori to jedan od profesora Sveučilišta u Zagrebu (podaci poznati redakciji op.a.), komentirajući situaciju na najvećem i najstarijem hrvatskom sveučilištu na kojemu posljednjih mjeseci (mnogi bi rekli i godina) nema mira.

S brojnim članovima zagrebačke akademske zajednice razgovarali smo u srijedu nakon što je u Jutarnjem listu objavljena ozbiljna informacija kako se prikupljaju glasovi članova Senata za prijevremenim razrješenjem aktualnog rektora Damira Borasa, nakon što medijske stupce ne prestaju puniti afere vezane za njegove poteze, ali i rad nekih od njegovih najbližih suradnika.

(Bez)brojne afere

Rektoru Damiru Borasu drugi mandat službeno istječe početkom listopada 2022. godine, no najnoviji događaji mogli bi ubrzati taj proces.

Više je "kapi" koje su prelile čašu strpljenja, ne samo akademskih nego, kako se čini, i političkih struktura: tu su brojni slučajevi seksualnog zlostavljanja na zagrebačkim fakultetima na koje je Sveučilište reagiralo prilično mlako, kao i optužbe na račun rektora Borasa da je, primjerice, iako je znao za pisanu izjavu kojom bivša studentica optužuje sada umirovljenog profesora zagrebačkog Filozofskog fakulteta za seksualno uznemiravanje, osigurao, i to iz svoje kvote, istome tome profesoru status profesora emeritusa.

Nadalje, kriza upravljanja Filozofskim fakultetom kojemu Senat Sveučilišta, na prijedlog rektora Borasa, odbija već u dva navrata potvrditi dekane koje je predložilo Fakultetsko vijeće FF-a, čemu je prethodila, također odlukom Senata i na Borasov prijedlog, suspenzija prijašnje dekanice prof. dr. Vesne Vlahović-Štetić samo tri mjeseca prije isteka mandata.

Tu je i najnoviji skandal vezan za umirovljenje Borasova moćnog prorektora Ante Čovića (71), kojemu je Nacionalno vijeće za znanost u ponedjeljak odbilo dati suglasnost na još jedno produljenje ugovora o radu na Sveučilištu, točnije ta je točka skinuta s dnevnog reda.

Ono što je došlo kao "šlag na tortu" trusne situacije na Sveučilištu jest otkriće kako je Damir Boras zajedno sa suprugom cijepljen preko reda protiv COVID-a 19 u siječnju ove godine na Klinici za dječju i preventivnu stomatologiju KBC-a Zagreb, iako je koronu prebolio u studenom prošle godine. Taj je događaj u srijedu osudio i ministar zdravstva Vili Beroš te zatražio očitovanje KBC-a.

– Samu sumnju na cijepljenje preko reda osuđujem kao takvu. Oduzimanje prava najugroženijima da se cijepe nije prihvatljivo i krajnje je moralno upitno – komentirao je Beroš. Toj, više nego jasnoj, poruci iz vladajuće stranke, prethodio je dopis ministra znanosti i obrazovanja Radovana Fuchsa od ponedjeljka upućen Sveučilišnom savjetu u Zagrebu, kojemu je na čelu Luka Burilović, predsjednik Hrvatske gospodarske komore, da se što prije sastane te žurno reagira na aktualnu situaciju na Sveučilištu.

Međutim, treba reći kako je Sveučilišni savjet, koji će sjednicu održati u petak, savjetodavno i nadzorno tijelo Sveučilišta koje ne može smijeniti rektora, ali, prema Statutu Sveučilišta, može sazvati Rektorski kolegij ili Senat te "staviti na dnevni red određena pitanja iz svoje nadležnosti".

Odnos s politikom

– Čini se da će na kraju biti presudna činjenica da Boras gubi političku potporu, a toliko je isticao svoje dobre odnose s premijerom Plenkovićem, predsjednikom Zoranom Milanovićem, zagrebačkim gradonačelnikom Milanom Bandićem kojemu je htio dodijeliti i počasni doktorat.

Ipak, formalno ga može smijeniti samo Senat Sveučilišta, a čini se da se i tu mijenja klima. Puno je dekana i članova Senata dosad šutjelo iz straha jer rektor ima utjecaj na financije, na kadroviranje – razmišlja jedan od naših sugovornika iz akademske zajednice.

I to je točno. Zagrebačkog rektora ne može smijeniti ni ministar obrazovanja, ni Vlada, ni Sabor. Prema članku 16. Statuta Sveučilišta, razriješiti ga prije isteka mandata može samo Senat Sveučilišta, a odluku o pokretanju postupka razrješenja donosi Senat natpolovičnom većinom.

Razlozi za prijevremenu smjenu rektora, osim da sam zatraži razrješenje, mogu biti u slučajevima kada ne ispunjava dužnost rektora, kada ozbiljno i trajno krši odredbe Statuta, općih akata Sveučilišta i druge propise, kada zlouporabi položaj rektora, svojim ponašanjem povrijedi ugled dužnosti koju obnaša te izgubi sposobnost obavljanja dužnosti.

Da su se barem neki od tih uvjeta stekli rektorovim ponašanjem, smatra najmanje 30-ak članova Senata, od njih 70, koji su, kako doznajemo, dosad stavili potpis na zahtjev za Borasovim razrješenjem.

Da bi se pokrenuo postupak smjene, moraju osigurati najmanje 36 potpisa, a pokretači se nadaju da će do 16. veljače, kada bi se trebala održati sjednica Senata, na to ohrabriti još neki dekani i drugi članovi Senata.

– To je sad poprimilo takve razmjere da se duh više ne može vratiti u bocu – zaključuju sugovornici iz akademske zajednice.

I ministar gospodarstva i održivog razvoja Tomislav Ćorić na svom je Twitter profilu jutros komentirao situaciju na Sveučilištu u Zagrebu te se, po svemu sudeći, osvrnuo i na rektora Damira Borasa. 

- Uloga Sveučilišta u Zagrebu na razvojnom putu naše zemlje značajna je i nezaobilazna, kao i odgovornost koja uz nju ide. S njom se treba znati nositi...(tć) - napisao je ministar na Twitteru.
