Pitaju vas imate li kravu. Pitaju vas imate li možda pčele. A pitaju vas i dijelite li postelju s osobom istoga spola. Imate li zahod, i to vas pitaju. I vodokotlić. I kolika vam je kuhinja. I vozite li bicikl, kosite li travu na livadi pred kućom, vjerujete li u Boga i gdje ste bili '91. Ma, sve vas pitaju. Osim jednog.

Ima li u vašem kućanstvu invalidnih osoba? Ima li osoba s posebnim potrebama? Jeste li možda baš vi ta osoba? Kako živite? Je li vam teško? Od čega živite? Osjećate li se zapostavljeno? Ugroženo? Neželjeno? Jeste li u svojoj vlastitoj zemlji višak? I što uopće mislite o državi kojoj ste teret? O državi kojoj ni na kraj pameti nije da vas išta od ovoga pita.

U popisu stanovništva Republike Hrvatske za 2021. godinu ovakva pitanja nije moguće pronaći. Nema ih. Državni zavod za statistiku nije ih predvidio. Više su prostora posvetili govedima nego potrebitim osobama. Odraslima i djeci podjednako.

- Triput sam prošao popisni upitnik uvjeren kako su mi neka pitanja promakla - govori nam Splićanin koji se brine o sinu s intelektualnim poteškoćama.

Ogorčen je. Ne može vjerovati da u popisu stanovništva nema mjesta za njegovo dijete.

- On je završio četiri razreda osnovne škole i od tada, a sad je već punoljetan, pohađa specijalne ustanove. No, to državu ne zanima, sve što ja o njemu mogu upisati jest da je završio prva četiri razreda osnovne škole, a to znači da će na koncu moj sin s posebnim potrebama završiti u pogrešnoj statističkoj kategoriji - objašnjava naš sugovornik.

A socijalna osjetljivost?

Na tisuće roditelja u istoj je situaciji. I na tisuće djece. Kad ovaj popis završi bit će razbacani kao otpaci. Bit će ih svugdje, a zapravo ih neće biti nigdje.

- Kad se budu sažimali rezultati popisa stanovništva, moj sin, kao osoba s posebnim potrebama, i de facto i de iure neće biti registriran. Neshvatljivo mi je to, posebice što se snaga i ostvarenost neke države, barem u Europi u koju se toliko kunemo, prije svega ogledaju u njezinoj socijalnoj osjetljivosti i angažiranosti - zaključuje Splićanin.

U Hrvatskoj, da vam razmjeri ovog problema budu jasniji, živi više od 500.000 osoba s invaliditetom, prema podacima iz svibnja 2019. godine bilo ih je točno 511.281, a to predstavlja čak 12,4 posto ukupnog stanovništva zemlje. Najviše, njih 49 posto, otpada na dobnu skupinu iznad 65 godina starosti, dok ih devet posto ulazi u dječju dob, od 0 do 19 godina. I nitko od njih ne nalazi se u niti jednoj jedinoj "kućici" koju valja ispuniti tijekom aktualnog popisa stanovništva.

Zašto? Ne znamo. Nismo dobili odgovor iz Državnog zavoda za statistiku (DZS), institucije koja organizira i provodi popis. Zašto je tako ne zna ni Anka Slonjšak, pravobraniteljica za osobe s invaliditetom, ni njoj Državni zavod za statistiku nije odgovorio.

"Prema dosadašnjim informacijama koje je Ured pravobraniteljice za osobe s invaliditetom zaprimio od građana koji su pristupili postupku samostalnog popisivanja za potrebe popisa stanovništva, kućanstava i stanova u Republici Hrvatskoj 2021. godine, koje organizira Državni zavod za statistiku, u ispitnim kategorijama nisu traženi podaci o invaliditetu odraslih članova kućanstva kao ni djece s teškoćama u razvoju", potvrđuje pravobraniteljica u dopisu Slobodnoj Dalmaciji.

Podsjeća i kako je prilikom popisa stanovništva 2001. godine pred građanima bilo pitanje o postojanju nekog oblika invalidnosti, dok ih se prilikom popisa 2011. godine prvi put pitalo imaju li teškoće u obavljanju svakodnevnih aktivnosti zbog neke dugotrajne bolesti, invalidnosti ili starosti.

Bez odgovora

"S obzirom da sada nema pitanja koja se odnose na invaliditet, dana 20. rujna 2021. zatražili smo o navedenom očitovanje od Državnog zavoda za statistiku. Traženo očitovanje nismo dobili do sastavljanja ovog odgovora. Po primitku zatraženog očitovanja moći ćemo iznijeti dodatne komentare na ovu temu", kratko će pravobraniteljica Slonjšak.

Dakle, ni njoj ekipa iz DZS-a nije odgovorila, a kamoli će nama. Nema nam stoga druge nego podsjetiti što su sami napisali nakon posljednjega popisa, onoga iz 2011. godine.

"Dok se popisom stanovništva, kućanstava i stanova 2001. željelo utvrditi broj osoba s invaliditetom, u popisu 2011. utvrdio se broj osoba s teškoćama u obavljanju svakodnevnih aktivnosti (...) Pitanja identificiraju osobe s teškoćama koje mogu ograničavati njihovu samostalnost u svakodnevnom životu. Ova publikacija sadržava podatke o osobama s teškoćama prema starosti i spolu, uzrocima i vrsti teškoća, fizičkoj pokretljivosti i obrazovnoj strukturi. Namjena ovih podataka jest usporedba razine sudjelovanja u zaposlenosti, obrazovanju ili obiteljskom životu osoba s teškoćama i osoba bez teškoća kako bi se vidjelo jesu li osobe s teškoćama ostvarile socijalnu uključenost", naveli su u posebnoj publikaciji namijenjenoj boljem razumijevanju problema invalidnih osoba.

Desetljeće kasnije očito im je sve jasno. Pa su se okrenuli kravama.

Pitaju vas imate li kravu. Pitaju vas imate li možda pčele. A pitaju vas i dijelite li postelju s osobom istoga spola. Imate li zahod, i to vas pitaju. I vodokotlić. I kolika vam je kuhinja. I vozite li bicikl, kosite li travu na livadi pred kućom, vjerujete li u Boga i gdje ste bili '91. Ma, sve vas pitaju. Osim jednog.

Ima li u vašem kućanstvu invalidnih osoba? Ima li osoba s posebnim potrebama? Jeste li možda baš vi ta osoba? Kako živite? Je li vam teško? Od čega živite? Osjećate li se zapostavljeno? Ugroženo? Neželjeno? Jeste li u svojoj vlastitoj zemlji višak? I što uopće mislite o državi kojoj ste teret? O državi kojoj ni na kraj pameti nije da vas išta od ovoga pita.

U popisu stanovništva Republike Hrvatske za 2021. godinu ovakva pitanja nije moguće pronaći. Nema ih. Državni zavod za statistiku nije ih predvidio. Više su prostora posvetili govedima nego potrebitim osobama. Odraslima i djeci podjednako.

- Triput sam prošao popisni upitnik uvjeren kako su mi neka pitanja promakla - govori nam Splićanin koji se brine o sinu s intelektualnim poteškoćama.

Ogorčen je. Ne može vjerovati da u popisu stanovništva nema mjesta za njegovo dijete.

- On je završio četiri razreda osnovne škole i od tada, a sad je već punoljetan, pohađa specijalne ustanove. No, to državu ne zanima, sve što ja o njemu mogu upisati jest da je završio prva četiri razreda osnovne škole, a to znači da će na koncu moj sin s posebnim potrebama završiti u pogrešnoj statističkoj kategoriji - objašnjava naš sugovornik.

A socijalna osjetljivost?

Na tisuće roditelja u istoj je situaciji. I na tisuće djece. Kad ovaj popis završi bit će razbacani kao otpaci. Bit će ih svugdje, a zapravo ih neće biti nigdje.

- Kad se budu sažimali rezultati popisa stanovništva, moj sin, kao osoba s posebnim potrebama, i de facto i de iure neće biti registriran. Neshvatljivo mi je to, posebice što se snaga i ostvarenost neke države, barem u Europi u koju se toliko kunemo, prije svega ogledaju u njezinoj socijalnoj osjetljivosti i angažiranosti - zaključuje Splićanin.

U Hrvatskoj, da vam razmjeri ovog problema budu jasniji, živi više od 500.000 osoba s invaliditetom, prema podacima iz svibnja 2019. godine bilo ih je točno 511.281, a to predstavlja čak 12,4 posto ukupnog stanovništva zemlje. Najviše, njih 49 posto, otpada na dobnu skupinu iznad 65 godina starosti, dok ih devet posto ulazi u dječju dob, od 0 do 19 godina. I nitko od njih ne nalazi se u niti jednoj jedinoj "kućici" koju valja ispuniti tijekom aktualnog popisa stanovništva.

Zašto? Ne znamo. Nismo dobili odgovor iz Državnog zavoda za statistiku (DZS), institucije koja organizira i provodi popis. Zašto je tako ne zna ni Anka Slonjšak, pravobraniteljica za osobe s invaliditetom, ni njoj Državni zavod za statistiku nije odgovorio.

"Prema dosadašnjim informacijama koje je Ured pravobraniteljice za osobe s invaliditetom zaprimio od građana koji su pristupili postupku samostalnog popisivanja za potrebe popisa stanovništva, kućanstava i stanova u Republici Hrvatskoj 2021. godine, koje organizira Državni zavod za statistiku, u ispitnim kategorijama nisu traženi podaci o invaliditetu odraslih članova kućanstva kao ni djece s teškoćama u razvoju", potvrđuje pravobraniteljica u dopisu Slobodnoj Dalmaciji.

Podsjeća i kako je prilikom popisa stanovništva 2001. godine pred građanima bilo pitanje o postojanju nekog oblika invalidnosti, dok ih se prilikom popisa 2011. godine prvi put pitalo imaju li teškoće u obavljanju svakodnevnih aktivnosti zbog neke dugotrajne bolesti, invalidnosti ili starosti.

Bez odgovora

"S obzirom da sada nema pitanja koja se odnose na invaliditet, dana 20. rujna 2021. zatražili smo o navedenom očitovanje od Državnog zavoda za statistiku. Traženo očitovanje nismo dobili do sastavljanja ovog odgovora. Po primitku zatraženog očitovanja moći ćemo iznijeti dodatne komentare na ovu temu", kratko će pravobraniteljica Slonjšak.

Dakle, ni njoj ekipa iz DZS-a nije odgovorila, a kamoli će nama. Nema nam stoga druge nego podsjetiti što su sami napisali nakon posljednjega popisa, onoga iz 2011. godine.

"Dok se popisom stanovništva, kućanstava i stanova 2001. željelo utvrditi broj osoba s invaliditetom, u popisu 2011. utvrdio se broj osoba s teškoćama u obavljanju svakodnevnih aktivnosti (...) Pitanja identificiraju osobe s teškoćama koje mogu ograničavati njihovu samostalnost u svakodnevnom životu. Ova publikacija sadržava podatke o osobama s teškoćama prema starosti i spolu, uzrocima i vrsti teškoća, fizičkoj pokretljivosti i obrazovnoj strukturi. Namjena ovih podataka jest usporedba razine sudjelovanja u zaposlenosti, obrazovanju ili obiteljskom životu osoba s teškoćama i osoba bez teškoća kako bi se vidjelo jesu li osobe s teškoćama ostvarile socijalnu uključenost", naveli su u posebnoj publikaciji namijenjenoj boljem razumijevanju problema invalidnih osoba.

Desetljeće kasnije očito im je sve jasno. Pa su se okrenuli kravama.
