U posljednjih 10 godina čak je četvrtina generičkih lijekova nestala s europskih tržišta, od toga 33 posto antibiotika i 40 posto onkoloških lijekova. U posljednjih pet godina svaki treći dan po jedan se lijek povlači s hrvatskog tržišta te ih je dosad povučeno oko 1.500.

Hrvatska tu nije iznimka, u čitavoj Europi smanjuje se broj dobavljača lijekova te sve više prijete nestašice jer postojeće generičko tržište ne može izdržati daljnje pritiske na cijene uz rastuće troškove proizvodnje i transporta, upozorili su jučer u HUP-ovoj Udruzi proizvođača lijekova, prenosi Novi list.

Posljednjih mjeseci svjedočili smo nestašici antibiotika u ljekarnama, kao i jednog oblika lijeka za rak dojke. Nestašice su posljedica neodrživo niskih cijena generičkih lijekova u Europi: u Španjolskoj, na primjer, amoxicilin stoji 0,98 centi, u Njemačkoj je prosječni iznos po lijeku pao za 66 posto, a kod nas lijek za hipertenziju stoji manje od eura za mjesečnu terapiju. Antibiotik doxiciklin u Hrvatskoj proizvodi još samo jedan proizvođač jer mu je cijena 0,80 eura.

Tijekom posljednjih pet godina na razini Europe generički su lijekovi smanjili troškove zdravstvenih sustava za 41 posto, dok su istodobno povećali dostupnost terapija za 27 posto, pokazuju podaci koje je pripremila Teva u suradnji s tvrtkom IQVIA. Ova je skupina lijekova, međutim, ozbiljno ugrožena zbog rasta troškova izazvanih inflacijom s jedne strane i kontinuiranog spuštanja cijena, što njihovu proizvodnju dovodi do granice održivosti, upozoravaju iz HUP-a.

Konkurentnost generičkih lijekova temelji se isključivo na cijeni, a dvije trećine ovih lijekova danas imaju samo dva ili manje dobavljača, dok broj konkurenata pada iz godine u godinu. Farmaceutske kompanije ovisne su o azijskom tržištu jer je, primjerice, Kina važan dobavljač sirovina i materijala. Kineski udio u proizvodnji aktivnih sastojaka trenutno čini više od 20 posto novih zahtjeva za odobrenje, a neke kemijske supstance, poput lijeka za snižavanje kolesterola, više uopće nemaju europske nositelje odobrenja.

– Hrvatska je na začelju kolone u pogledu nabavke djelatnih tvari potrebnih za proizvodnju lijekova jer kao malo tržište nema značajnije pregovaračke moći, a cijene su niske, ističe Jerko Jakšić, predsjednik HUP-UPL-a i predsjednik Uprave PharmaS-a. Generički su lijekovi, međutim, ključni za održivost zdravstvenog sustava jer predstavljaju čak 60 posto terapija za samo četiri posto udjela u zdravstvenom budžetu, piše Novi list.

Dugoročnu stabilnost sustava lijekova moglo bi se uspostaviti određenim mjerama koje je HUP već iznio radnoj skupini pri Ministarstvu zdravstva, no odgovora nema. Iz HUP-a upozoravaju na to da mjere treba provesti hitno jer bi u protivnom situacija s dostupnošću lijekova mogla postati teža. Prvenstveno traže automatsko usklađivanje cijena lijekova s inflacijom, što bi cijene jeftinijih generičkih lijekova podiglo za 13 posto.

Uz indeksaciju tu je i uvažavanje generičke terapije kao ključne te brže uvođenje generičkih i biosličnih lijekova u sustav, uz promjene u javnoj nabavi putem »multiwining« sustava. Takva pametna javna nabava lijekova ustaljena je u EU-u jer podržava tržišnu utakmicu i stimulira ostanak većine proizvođača u zdravstvenom sustavu te omogućuje redovitu opskrbu lijekovima. Ovakav model u Hrvatskoj se koristi za bioslične lijekove, čime se povećava dostupnost terapija.

Hitno uvođenje ovih mjera nužno je za farmaceutsko tržište u Hrvatskoj, a jedino se tako može zaustaviti nestabilnost na tržištu lijekova i spriječiti daljnje nestašice, zaključuju u HUP Udruzi proizvođača lijekova. Očekuju da to Vlada čim prije i učini posebnom odlukom, ne čekajući izmjene pravilnika i drugih akata.

– Nepovoljna situacija u Europi već je uzrokovala drastično smanjenu konkurenciju za neke lijekove, odnosno molekule, što posljedično dovodi do nestašica na mnogim europskim tržištima. U razdoblju od 10 godina u Poljskoj je s tržišta nestalo 16 antibiotika, u Španjolskoj 11, a u Francuskoj 10, ističe Mihael Furjan, predsjednik Uprave Plive. 

Ova je farmaceutska tvrtka prije 20 godina proizvodila 26 antibiotika, a danas ih proizvodi samo četiri. Penicilin se, na primjer, u Hrvatskoj više ne proizvodi jer je cijena te proizvodnje višestruko narasla, piše Novi list.

U posljednjih 10 godina čak je četvrtina generičkih lijekova nestala s europskih tržišta, od toga 33 posto antibiotika i 40 posto onkoloških lijekova. U posljednjih pet godina svaki treći dan po jedan se lijek povlači s hrvatskog tržišta te ih je dosad povučeno oko 1.500.

Hrvatska tu nije iznimka, u čitavoj Europi smanjuje se broj dobavljača lijekova te sve više prijete nestašice jer postojeće generičko tržište ne može izdržati daljnje pritiske na cijene uz rastuće troškove proizvodnje i transporta, upozorili su jučer u HUP-ovoj Udruzi proizvođača lijekova, prenosi Novi list.

Posljednjih mjeseci svjedočili smo nestašici antibiotika u ljekarnama, kao i jednog oblika lijeka za rak dojke. Nestašice su posljedica neodrživo niskih cijena generičkih lijekova u Europi: u Španjolskoj, na primjer, amoxicilin stoji 0,98 centi, u Njemačkoj je prosječni iznos po lijeku pao za 66 posto, a kod nas lijek za hipertenziju stoji manje od eura za mjesečnu terapiju. Antibiotik doxiciklin u Hrvatskoj proizvodi još samo jedan proizvođač jer mu je cijena 0,80 eura.

Tijekom posljednjih pet godina na razini Europe generički su lijekovi smanjili troškove zdravstvenih sustava za 41 posto, dok su istodobno povećali dostupnost terapija za 27 posto, pokazuju podaci koje je pripremila Teva u suradnji s tvrtkom IQVIA. Ova je skupina lijekova, međutim, ozbiljno ugrožena zbog rasta troškova izazvanih inflacijom s jedne strane i kontinuiranog spuštanja cijena, što njihovu proizvodnju dovodi do granice održivosti, upozoravaju iz HUP-a.

Konkurentnost generičkih lijekova temelji se isključivo na cijeni, a dvije trećine ovih lijekova danas imaju samo dva ili manje dobavljača, dok broj konkurenata pada iz godine u godinu. Farmaceutske kompanije ovisne su o azijskom tržištu jer je, primjerice, Kina važan dobavljač sirovina i materijala. Kineski udio u proizvodnji aktivnih sastojaka trenutno čini više od 20 posto novih zahtjeva za odobrenje, a neke kemijske supstance, poput lijeka za snižavanje kolesterola, više uopće nemaju europske nositelje odobrenja.

– Hrvatska je na začelju kolone u pogledu nabavke djelatnih tvari potrebnih za proizvodnju lijekova jer kao malo tržište nema značajnije pregovaračke moći, a cijene su niske, ističe Jerko Jakšić, predsjednik HUP-UPL-a i predsjednik Uprave PharmaS-a. Generički su lijekovi, međutim, ključni za održivost zdravstvenog sustava jer predstavljaju čak 60 posto terapija za samo četiri posto udjela u zdravstvenom budžetu, piše Novi list.

Dugoročnu stabilnost sustava lijekova moglo bi se uspostaviti određenim mjerama koje je HUP već iznio radnoj skupini pri Ministarstvu zdravstva, no odgovora nema. Iz HUP-a upozoravaju na to da mjere treba provesti hitno jer bi u protivnom situacija s dostupnošću lijekova mogla postati teža. Prvenstveno traže automatsko usklađivanje cijena lijekova s inflacijom, što bi cijene jeftinijih generičkih lijekova podiglo za 13 posto.

Uz indeksaciju tu je i uvažavanje generičke terapije kao ključne te brže uvođenje generičkih i biosličnih lijekova u sustav, uz promjene u javnoj nabavi putem »multiwining« sustava. Takva pametna javna nabava lijekova ustaljena je u EU-u jer podržava tržišnu utakmicu i stimulira ostanak većine proizvođača u zdravstvenom sustavu te omogućuje redovitu opskrbu lijekovima. Ovakav model u Hrvatskoj se koristi za bioslične lijekove, čime se povećava dostupnost terapija.

Hitno uvođenje ovih mjera nužno je za farmaceutsko tržište u Hrvatskoj, a jedino se tako može zaustaviti nestabilnost na tržištu lijekova i spriječiti daljnje nestašice, zaključuju u HUP Udruzi proizvođača lijekova. Očekuju da to Vlada čim prije i učini posebnom odlukom, ne čekajući izmjene pravilnika i drugih akata.

– Nepovoljna situacija u Europi već je uzrokovala drastično smanjenu konkurenciju za neke lijekove, odnosno molekule, što posljedično dovodi do nestašica na mnogim europskim tržištima. U razdoblju od 10 godina u Poljskoj je s tržišta nestalo 16 antibiotika, u Španjolskoj 11, a u Francuskoj 10, ističe Mihael Furjan, predsjednik Uprave Plive. 

Ova je farmaceutska tvrtka prije 20 godina proizvodila 26 antibiotika, a danas ih proizvodi samo četiri. Penicilin se, na primjer, u Hrvatskoj više ne proizvodi jer je cijena te proizvodnje višestruko narasla, piše Novi list.
