Maruška Vizek s Ekonomskog instituta koja je članica saborskog odbora za fiskalnu politiku bila je gost RTL-a Danas koja je govorila o proračunu i što on donosi građanima.
Kazala je kako je proračun socijalan.
- Rashodi iznose 174 milijarde kuna, od toga 127 milijardi kuna onih koji direktno utječu na rezultat proračuna, dakle na generiranje deficita proračuna, a ako znamo da je od tih 127 milijardi, 100 odnosi na mirovine, plaće i troškove u zdravstvu onda znate da mi nikad ne možemo govoriti o proračunu koji je razvojni, proračun je prije svega isključivo socijalan. Gabariti su vrlo jasni i oni su određeni godinama i to se nažalost ne može tako lako promijeniti, tvrdi ekonomistica.
Najavljeni rast BDP-a od 9 posto je opisala kao zadovoljavaju.
- S obzirom na to da je Europska komisija vrlo nedavno izdala svoje projekcije gdje stoji 8,1 posto, naša Vlada tvrdi da je 9, mislim da je tu jedina razlika s 9 posto, mi nešto prebacujemo rezultat, rekordni rezultat iz 2019., pa to onda dobro zvuči, a sad 8,1 posto koliko tvrdi da će biti odnosno Komisija, ne prebacujemo taj rezultat iz 2019., međutim s obzirom na to da je i Vlada i mnoge institucije su još na proljeće predviđale nama rast za ovu godinu od 5,2 posto, mislim da je i 8,1 i 9 posto za 2021. doista vrlo veliki uspjeh i da možemo biti zadovoljni, rekla je.
Istaknula je kako je zdravstvo problem koji se događa svake godine: "Mi već sad znamo praktički i možemo očekivati da u ovom proračunu za sljedeću godinu negdje sredinom ili krajem godine ćemo imati jedan rebalans koji će biti baš zbog zdravstva jer imamo nove troškove koje nismo bili u stanju predvidjeti na nekakav način. Očito je sustav neučinkovit, očito novac curi na sve strane, očito se troškovi nisu u stanju na adekvatan način kontrolirati i tu očito treba napraviti reda. Zbog čega se taj red ne događa, to je pitanje ja bih rekla za one koji upravljaju sustavom."
Kaže kako Hrvatska jako slabo konvergira prema nekakvom prosjeku i starih zemalja članica EU-a, novih zemalja EU-a: "Prema tome mi tu nikako ne možemo biti zadovoljni jer zapravo stojimo relativno sve lošije, ali opet ponavljam, s obzirom na to kako je izgledala situacija na početku godine, ovo sad izgleda relativno dobro."
Tvrdi kako se deficit od 12 milijardi prevodi od 2,6 posto BDP-a: "Što nas drži unutar ovih 3 posto BDP-a, deficita koji nam na neki način garantira ulazak u usvajanje eura, iako u ovom trenutku nitko ne zna hoće li nam se taj fiskalni kriterij primjenjivati ili ne. To je vrlo optimistična većina deficita jer je i samo Povjerenstvo za fiskalnu politiku ukazalo na činjenicu da postoji čitav niz rashoda koji su trenutno isključeni za sljedeću godinu, a koji se mogu materijalizirati. Recimo isključeni su rashodi za sanaciju zdravstva od 4 milijarde kuna, isključene su potpore za gospodarstvo, objašnjava.
Dodaje kako će očekivati deficit biti i veći. Kaže kako se događa scenarij od prošle godine kada je Vlada pregovarala sa sindikatima o povećanju plaća:
"Može nam se vrlo lako dogoditi situacija koju smo imali prošle godine, da se u trenutku kada se donosi proračun s jednim rashodima za plaće već dogovara odnosno dogovorilo se sa sindikatima povećanje plaća kojih nema u tom proračunu."
Kaže kako povećanje cijena prilikom uvođenja eura je najmanje bitna negativna strana: "To se može iskontrolirati i mogu se primijeniti iskustva iz drugih zemalja kako su to one radile."
Kaže kako eura neće riješiti niti jedan strukturni problem kojeg Hrvatska ima: "To mogu samo reforme", zaključila je Vizek za RTL.

Maruška Vizek s Ekonomskog instituta koja je članica saborskog odbora za fiskalnu politiku bila je gost RTL-a Danas koja je govorila o proračunu i što on donosi građanima.
Kazala je kako je proračun socijalan.
- Rashodi iznose 174 milijarde kuna, od toga 127 milijardi kuna onih koji direktno utječu na rezultat proračuna, dakle na generiranje deficita proračuna, a ako znamo da je od tih 127 milijardi, 100 odnosi na mirovine, plaće i troškove u zdravstvu onda znate da mi nikad ne možemo govoriti o proračunu koji je razvojni, proračun je prije svega isključivo socijalan. Gabariti su vrlo jasni i oni su određeni godinama i to se nažalost ne može tako lako promijeniti, tvrdi ekonomistica.
Najavljeni rast BDP-a od 9 posto je opisala kao zadovoljavaju.
- S obzirom na to da je Europska komisija vrlo nedavno izdala svoje projekcije gdje stoji 8,1 posto, naša Vlada tvrdi da je 9, mislim da je tu jedina razlika s 9 posto, mi nešto prebacujemo rezultat, rekordni rezultat iz 2019., pa to onda dobro zvuči, a sad 8,1 posto koliko tvrdi da će biti odnosno Komisija, ne prebacujemo taj rezultat iz 2019., međutim s obzirom na to da je i Vlada i mnoge institucije su još na proljeće predviđale nama rast za ovu godinu od 5,2 posto, mislim da je i 8,1 i 9 posto za 2021. doista vrlo veliki uspjeh i da možemo biti zadovoljni, rekla je.
Istaknula je kako je zdravstvo problem koji se događa svake godine: "Mi već sad znamo praktički i možemo očekivati da u ovom proračunu za sljedeću godinu negdje sredinom ili krajem godine ćemo imati jedan rebalans koji će biti baš zbog zdravstva jer imamo nove troškove koje nismo bili u stanju predvidjeti na nekakav način. Očito je sustav neučinkovit, očito novac curi na sve strane, očito se troškovi nisu u stanju na adekvatan način kontrolirati i tu očito treba napraviti reda. Zbog čega se taj red ne događa, to je pitanje ja bih rekla za one koji upravljaju sustavom."
Kaže kako Hrvatska jako slabo konvergira prema nekakvom prosjeku i starih zemalja članica EU-a, novih zemalja EU-a: "Prema tome mi tu nikako ne možemo biti zadovoljni jer zapravo stojimo relativno sve lošije, ali opet ponavljam, s obzirom na to kako je izgledala situacija na početku godine, ovo sad izgleda relativno dobro."
Tvrdi kako se deficit od 12 milijardi prevodi od 2,6 posto BDP-a: "Što nas drži unutar ovih 3 posto BDP-a, deficita koji nam na neki način garantira ulazak u usvajanje eura, iako u ovom trenutku nitko ne zna hoće li nam se taj fiskalni kriterij primjenjivati ili ne. To je vrlo optimistična većina deficita jer je i samo Povjerenstvo za fiskalnu politiku ukazalo na činjenicu da postoji čitav niz rashoda koji su trenutno isključeni za sljedeću godinu, a koji se mogu materijalizirati. Recimo isključeni su rashodi za sanaciju zdravstva od 4 milijarde kuna, isključene su potpore za gospodarstvo, objašnjava.
Dodaje kako će očekivati deficit biti i veći. Kaže kako se događa scenarij od prošle godine kada je Vlada pregovarala sa sindikatima o povećanju plaća:
"Može nam se vrlo lako dogoditi situacija koju smo imali prošle godine, da se u trenutku kada se donosi proračun s jednim rashodima za plaće već dogovara odnosno dogovorilo se sa sindikatima povećanje plaća kojih nema u tom proračunu."
Kaže kako povećanje cijena prilikom uvođenja eura je najmanje bitna negativna strana: "To se može iskontrolirati i mogu se primijeniti iskustva iz drugih zemalja kako su to one radile."
Kaže kako eura neće riješiti niti jedan strukturni problem kojeg Hrvatska ima: "To mogu samo reforme", zaključila je Vizek za RTL.
