Sve je isto kao i 2017. godine, samo što su ovaj put Francuzi zamijenili Grke, može se zaključiti nakon što je jučer četvero veleposlanika u Ministarstvu obrane članovima međuresornog Povjerenstva za izbor višenamjenskog borbenog aviona predalo ponude za prodaju 12 zrakoplova.

Švedska je ponudila novi JAS 39 Gripen verziju C/D, Sjedinjene Američke Države ponudile su novi F16 blok 70/72 Viper, Izrael nudi rabljeni F16 blok 30, a Francuska rabljeni Rafale.

Iako je Hrvatska zahtjev za ponudama uputila u sedam država, a dobila je četiri ponude, državni vrh ovim je zadovoljan.
– Dobili smo kvalitetne i ozbiljne ponude za avione četvrte generacije i zapadnu tehnologiju u njima, a to je ono što smo tražiti – kazao je jučer novinarima supredsjedatelj Vladina Povjerenstva Zvonimir Frka Petešić nakon što je završena predaja ponuda. Prema njegovim riječima, Norveška nije predala ponudu jer nije mogla ispuniti zadane kriterije, a Italija i Grčka jer su im rokovi za predaju bili prekratki.

Ponuditelji su jučer dolazili u Ministarstvo obrane po unaprijed zakazanom redoslijedu. Prva je bila veleposlanica Švedske Diana Helen Modunic, koja je nakon predaje ponuda jedina bila raspoložena za davanje izjava, te je kazala kako je osim kvalitetnog aviona tvrtka "Saab" spremna uspostaviti regionalni zrakoplovni centar u Hrvatskoj.

Nakon nje u Ministarstvo je ušao američki veleposlanik Robert Kohorst. Iako je svaki ponuditelj imao pola sata za prezentaciju ponude, francuski veleposlanik Gaël Veyssière zadržao se skoro jedan sat. Posljednji je ušao izraelski veleposlanik Ilan Mor.

Dvije vrste ocjena

Načelnik Glavnog stožera i supredsjedatelj Povjerenstva admiral Robert Hranj kazao je nakon preuzimanja ponuda kako će ih se analizirati dva mjeseca, a nakon toga će od ponuditelja zatražiti konačnu najbolju ponudu. U odnosu na prošli natječaj to je velika novina, jer se tada konačna najbolja ponuda nije tražila. Druga je velika novina da će se posebno ocjenjivati ponude za polovne avione, a posebno za nove, i tako će ih se prezentirati Vladi.

– Mi smo zadali 12. prosinca kao rok za završetak analize. Tada će biti napravljena studija izvodljivosti svih ponuda, koja će biti prezentirana saborskom Odboru za obranu i Vijeću za obranu. Nakon toga će biti upućena Vladi na konačnu odluku za odabir ponude. Kada će to biti, teško mi je reći u ovom trenutku – kazao je admiral Hranj.

On također nije mogao kazati hoće li u slučaju odabira neke od ponuda novi avioni stići u Hrvatsku do 2023. godine, kad počinju istjecati resursi postojećim MiG-ovima, kako bi Hrvatska izbjegla scenarij da joj zračni prostor čuva neka od NATO-ovih članica.

– Naš je cilj da to izbjegnemo, ali sada ne mogu reći hoće li avioni doći 2023. ili 2024. godine – naglasio je Hranj.

Upitan nudi li Izrael Hrvatskoj ponovno model Barak, Hranj je odgovorio:

– To su drugi fizički modeli, jer ipak su od tada prošle dvije godine. No, to je u osnovi Barak F-16 Block 30.

Detalji ponuda - nepoznati

Frka Petešić je pak naglasio kako Hrvatska već sada od SAD-a ima zeleno svjetlo za izraelski F16, te da bi se u slučaju odabira tog aviona potpisao tripartitni sporazum između Hrvatske, Izraela i SAD-a.

Ni Hranj ni Frka Petešić nisu željeli kazati ni riječ o detaljima ponuda koje su netom zaprimili. No, kako Hrvatska danas, kao i prije dvije godine, traži totalni paket, koji osim 12 aviona uključuje osnovno naoružanje, simulator leta, obuku pilota i mehaničara, te izgradnju dijela infrastrukture, cijene ponuđene od ponuditelja koji su 2018. godine ponudili iste modele kao i danas itekako su relevantne.

SAD je tada za 12 novih F16 blok 70 tražio oko 9,5 milijardi kuna, Šveđani su za Gripene tražili oko 8 milijardi, a Izraelci oko 2,9 milijardi kuna. Neslužbene informacije govore kako bi ovaj put Šveđani mogli znatno spustiti cijenu te se kalkulira s iznosom od oko 750 milijuna eura.
S druge strane, američka ponuda teško da je puno povoljnija nego prije dvije godine. Podsjećamo kako je prošle godine Bugarska osam istih aviona koji se sada nude Hrvatskoj zajedno s opremom platila 1,254 milijarde dolara.

Koliko novca Hrvatska namjerava potrošiti za nabavu aviona, nitko ne želi kazati. Ministar obrane Mario Banožić jučer je kazao kako se zasad ne zna koliko je Hrvatska spremna izdvojiti za zrakoplove, te da to uvelike ovisi i o pristiglim ponudama.
– Vjerujem da će svaka zemlja izaći ususret, jer im je interes raditi s Hrvatskom – poručio je ministar, a nešto slično kazao je i Frka Petešić, koji je otkrio kako će se tek vidjeti iz kojeg će se izvora financirati nabava.

Sve je isto kao i 2017. godine, samo što su ovaj put Francuzi zamijenili Grke, može se zaključiti nakon što je jučer četvero veleposlanika u Ministarstvu obrane članovima međuresornog Povjerenstva za izbor višenamjenskog borbenog aviona predalo ponude za prodaju 12 zrakoplova.

Švedska je ponudila novi JAS 39 Gripen verziju C/D, Sjedinjene Američke Države ponudile su novi F16 blok 70/72 Viper, Izrael nudi rabljeni F16 blok 30, a Francuska rabljeni Rafale.

Iako je Hrvatska zahtjev za ponudama uputila u sedam država, a dobila je četiri ponude, državni vrh ovim je zadovoljan.
– Dobili smo kvalitetne i ozbiljne ponude za avione četvrte generacije i zapadnu tehnologiju u njima, a to je ono što smo tražiti – kazao je jučer novinarima supredsjedatelj Vladina Povjerenstva Zvonimir Frka Petešić nakon što je završena predaja ponuda. Prema njegovim riječima, Norveška nije predala ponudu jer nije mogla ispuniti zadane kriterije, a Italija i Grčka jer su im rokovi za predaju bili prekratki.

Ponuditelji su jučer dolazili u Ministarstvo obrane po unaprijed zakazanom redoslijedu. Prva je bila veleposlanica Švedske Diana Helen Modunic, koja je nakon predaje ponuda jedina bila raspoložena za davanje izjava, te je kazala kako je osim kvalitetnog aviona tvrtka "Saab" spremna uspostaviti regionalni zrakoplovni centar u Hrvatskoj.

Nakon nje u Ministarstvo je ušao američki veleposlanik Robert Kohorst. Iako je svaki ponuditelj imao pola sata za prezentaciju ponude, francuski veleposlanik Gaël Veyssière zadržao se skoro jedan sat. Posljednji je ušao izraelski veleposlanik Ilan Mor.

Dvije vrste ocjena

Načelnik Glavnog stožera i supredsjedatelj Povjerenstva admiral Robert Hranj kazao je nakon preuzimanja ponuda kako će ih se analizirati dva mjeseca, a nakon toga će od ponuditelja zatražiti konačnu najbolju ponudu. U odnosu na prošli natječaj to je velika novina, jer se tada konačna najbolja ponuda nije tražila. Druga je velika novina da će se posebno ocjenjivati ponude za polovne avione, a posebno za nove, i tako će ih se prezentirati Vladi.

– Mi smo zadali 12. prosinca kao rok za završetak analize. Tada će biti napravljena studija izvodljivosti svih ponuda, koja će biti prezentirana saborskom Odboru za obranu i Vijeću za obranu. Nakon toga će biti upućena Vladi na konačnu odluku za odabir ponude. Kada će to biti, teško mi je reći u ovom trenutku – kazao je admiral Hranj.

On također nije mogao kazati hoće li u slučaju odabira neke od ponuda novi avioni stići u Hrvatsku do 2023. godine, kad počinju istjecati resursi postojećim MiG-ovima, kako bi Hrvatska izbjegla scenarij da joj zračni prostor čuva neka od NATO-ovih članica.

– Naš je cilj da to izbjegnemo, ali sada ne mogu reći hoće li avioni doći 2023. ili 2024. godine – naglasio je Hranj.

Upitan nudi li Izrael Hrvatskoj ponovno model Barak, Hranj je odgovorio:

– To su drugi fizički modeli, jer ipak su od tada prošle dvije godine. No, to je u osnovi Barak F-16 Block 30.

Detalji ponuda - nepoznati

Frka Petešić je pak naglasio kako Hrvatska već sada od SAD-a ima zeleno svjetlo za izraelski F16, te da bi se u slučaju odabira tog aviona potpisao tripartitni sporazum između Hrvatske, Izraela i SAD-a.

Ni Hranj ni Frka Petešić nisu željeli kazati ni riječ o detaljima ponuda koje su netom zaprimili. No, kako Hrvatska danas, kao i prije dvije godine, traži totalni paket, koji osim 12 aviona uključuje osnovno naoružanje, simulator leta, obuku pilota i mehaničara, te izgradnju dijela infrastrukture, cijene ponuđene od ponuditelja koji su 2018. godine ponudili iste modele kao i danas itekako su relevantne.

SAD je tada za 12 novih F16 blok 70 tražio oko 9,5 milijardi kuna, Šveđani su za Gripene tražili oko 8 milijardi, a Izraelci oko 2,9 milijardi kuna. Neslužbene informacije govore kako bi ovaj put Šveđani mogli znatno spustiti cijenu te se kalkulira s iznosom od oko 750 milijuna eura.
S druge strane, američka ponuda teško da je puno povoljnija nego prije dvije godine. Podsjećamo kako je prošle godine Bugarska osam istih aviona koji se sada nude Hrvatskoj zajedno s opremom platila 1,254 milijarde dolara.

Koliko novca Hrvatska namjerava potrošiti za nabavu aviona, nitko ne želi kazati. Ministar obrane Mario Banožić jučer je kazao kako se zasad ne zna koliko je Hrvatska spremna izdvojiti za zrakoplove, te da to uvelike ovisi i o pristiglim ponudama.
– Vjerujem da će svaka zemlja izaći ususret, jer im je interes raditi s Hrvatskom – poručio je ministar, a nešto slično kazao je i Frka Petešić, koji je otkrio kako će se tek vidjeti iz kojeg će se izvora financirati nabava.
