Dugotrajna stagnacija i gospodarsko poniranje, moguće odgađanje uvođenja eura, samo su neki od scenarija koji bi se mogli ostvariti ako se ne pokrenemo ove godine. Javni dug koji je u prvih 11 mjeseci prošle godine porastao za 35 milijardi kuna, na 327,8 milijardi kuna, dok je bruto domaći proizvod (BDP) prošle godine pao za 8,4 posto, ili za 32 milijarde kuna, na 370 milijardi kuna, nisu elementi na kojima se može graditi napredak. Tako dr. Damir Novotny misli da nam prijete godine stagnacije. Uvjeren je da će ova visoka razina javnog duga postati problem ne samo za ulazak u eurozonu, nego i za kompletno gospodarstvo, ako se ove godine ne dogodi oporavak, rast BDP-a i proračunskih prihoda.

– U teoriji i praksi je poznato da visoka razina javnog duga stvara velike probleme ukupnom gospodarstvu i zaustavlja ekonomski rast. Ako ne bude bilo oporavka i porasta javnih prihoda u ovoj i sljedećoj godini, ne samo da će biti ugrožen ulazak u eurozonu, nego će cijela ekonomija otići u smjeru stagnacije. Vlada računa da će se više trošiti novac iz europskih fondova koji će pojačati proračunske prihode, tako da bi se dug mogao smanjiti 10 do 20 milijardi kuna, a Vlada ne bi morala ništa poduzimati u reformi rashodovne strane državnog proračuna. Novca na tržištu ima, neće biti problem refinancirati obveze, međutim stanje duga je problem i pritišće cijelu ekonomiju. Pitate li me za moja očekivanja, vjerujem da će se čekati da godina prođe, refinancirat će se postojeće obveze, a bude li bilo potrebe, Vlada će se još dodatno zadužiti za 10, 15 ili 20 milijardi kuna. Scenarij je siguran put u stagnaciju idućih 10 godina – smatra dr. Novotny.

Brojčanik javnog duga se tijekom studenoga prošle godine, prema zadnjim podacima Hrvatske narodne banke, zavrtio za 1,8 milijardi kuna i popeo na 327,8 milijardi kuna.

Dug države

U prvih 11 mjeseci prošle godine javni je dug narastao za 35 milijardi kuna, a riječ je o domaćim i inozemnim dugovima središnje i lokalne države te fondova socijalne sigurnosti, no najznačajniji je komad duga onaj središnje države, čijih je 320,8 milijardi kuna.

Toliki rast javnog duga danak je pandemiji, koja je smanjila proračunske prihode i donijela troškove za ublažavanje učinaka epidemioloških mjera. Dok je javni dug rastao, padao je BDP, pa se udio javnog duga u BDP-u pogoršao sa 72,7 posto BDP-a na kraju 2019. na 86,6 posto krajem listopada prošle godine.

Što nas očekuje i kako bi se ovo povećanje javnog duga moglo odraziti na uvođenje eura s obzirom na to da se tim parametrom udjela javnog duga u BDP-u udaljavamo od propisanih kriterija iz Maastrichta, pitali smo prof. Dragu Jakovčevića.

– Kriterij udjela javnog duga iz Maastrichta je 60 posto BDP-a, a Hrvatska je bila došla na 70 posto i trebala je imati određeni intenzitet pada. Hrvatska je tu imala pozitivan trend i svake godine je smanjivala javni dug, što znači da je svake godine smanjivala proračunski deficit jer javni dug nije ništa drugo nego akumulacija proračunskih deficita. Porast javnog duga uklapa se u opći trend Europske unije, sve su se zemlje zaduživale, neke su se morale više zadužiti, a neke manje, a hrvatsko se zaduživanje nalazi oko prosjeka. Sigurno će se imati razumijevanja za Hrvatsku koja je u čekaonici za euro i za povećanje javnog duga zbog globalne pandemije, samo što nam se možda ne odobri uvođenje eura za dvije godine, kako se očekivalo, nego za tri-četiri godine – ističe prof. Jakovčević. Smatra da bi se to vrijeme moglo iskoristiti za vraćanje digniteta kuni te je uvjeren da se treba razvijati na vlastitu novcu, s kojim se štošta može napraviti.

Vraćanje proizvodnje

– Onda kasnije može doći euro, kad se steknu uvjeti i ostvarimo zadovoljavajući rast produktivnosti i zaposlenosti jer to su dva elementa pravog rasta BDP-a. BDP ne raste ako ne rastu i produktivnost i zaposlenost. Morali bismo se posvetiti vraćanju nekih industrija i proizvodnje u Hrvatsku. Veselimo se turizmu, a kad bismo 110 milijuna noćenja pretvorili u još 110 milijuna doručaka s hrvatskom hranom izišli bismo iz krize i s dna europske ljestvice za nekoliko godina. Problem je taj što sa svojom proizvodnjom ne možemo prehraniti ni svoje stanovništvo, a kamoli milijune turista – kaže prof. Drago Jakovčević.

Hrvatska je, prema podacima koje je objavio Eurostat za posljednje tromjesečje prošle godine, među zemljama Europske unije s najvećim rastom javnog duga mjerenog udjelom u BDP-u. Veći rast europski statističari bilježe samo za Cipar, Italiju, Grčku, Španjolsku i Francusku. Hrvatska je u trećem kvartalu prošle godine, u odnosu na isto tromjesečje godinu prije, imala porast javnog duga u BDP-u od 12 postotnih bodova, na 86,4 posto, i taj je rast pojeo sva smanjivanja tog omjera koje je u proteklih šest godina uspjela napraviti Hrvatska. U usporedbi s nekadašnjim tranzicijskim zemljama, Hrvatska ima najveći udjel javnog duga u BDP-u, po kojem je osma u cijeloj Europskoj uniji.

Dugotrajna stagnacija i gospodarsko poniranje, moguće odgađanje uvođenja eura, samo su neki od scenarija koji bi se mogli ostvariti ako se ne pokrenemo ove godine. Javni dug koji je u prvih 11 mjeseci prošle godine porastao za 35 milijardi kuna, na 327,8 milijardi kuna, dok je bruto domaći proizvod (BDP) prošle godine pao za 8,4 posto, ili za 32 milijarde kuna, na 370 milijardi kuna, nisu elementi na kojima se može graditi napredak. Tako dr. Damir Novotny misli da nam prijete godine stagnacije. Uvjeren je da će ova visoka razina javnog duga postati problem ne samo za ulazak u eurozonu, nego i za kompletno gospodarstvo, ako se ove godine ne dogodi oporavak, rast BDP-a i proračunskih prihoda.

– U teoriji i praksi je poznato da visoka razina javnog duga stvara velike probleme ukupnom gospodarstvu i zaustavlja ekonomski rast. Ako ne bude bilo oporavka i porasta javnih prihoda u ovoj i sljedećoj godini, ne samo da će biti ugrožen ulazak u eurozonu, nego će cijela ekonomija otići u smjeru stagnacije. Vlada računa da će se više trošiti novac iz europskih fondova koji će pojačati proračunske prihode, tako da bi se dug mogao smanjiti 10 do 20 milijardi kuna, a Vlada ne bi morala ništa poduzimati u reformi rashodovne strane državnog proračuna. Novca na tržištu ima, neće biti problem refinancirati obveze, međutim stanje duga je problem i pritišće cijelu ekonomiju. Pitate li me za moja očekivanja, vjerujem da će se čekati da godina prođe, refinancirat će se postojeće obveze, a bude li bilo potrebe, Vlada će se još dodatno zadužiti za 10, 15 ili 20 milijardi kuna. Scenarij je siguran put u stagnaciju idućih 10 godina – smatra dr. Novotny.

Brojčanik javnog duga se tijekom studenoga prošle godine, prema zadnjim podacima Hrvatske narodne banke, zavrtio za 1,8 milijardi kuna i popeo na 327,8 milijardi kuna.

Dug države

U prvih 11 mjeseci prošle godine javni je dug narastao za 35 milijardi kuna, a riječ je o domaćim i inozemnim dugovima središnje i lokalne države te fondova socijalne sigurnosti, no najznačajniji je komad duga onaj središnje države, čijih je 320,8 milijardi kuna.

Toliki rast javnog duga danak je pandemiji, koja je smanjila proračunske prihode i donijela troškove za ublažavanje učinaka epidemioloških mjera. Dok je javni dug rastao, padao je BDP, pa se udio javnog duga u BDP-u pogoršao sa 72,7 posto BDP-a na kraju 2019. na 86,6 posto krajem listopada prošle godine.

Što nas očekuje i kako bi se ovo povećanje javnog duga moglo odraziti na uvođenje eura s obzirom na to da se tim parametrom udjela javnog duga u BDP-u udaljavamo od propisanih kriterija iz Maastrichta, pitali smo prof. Dragu Jakovčevića.

– Kriterij udjela javnog duga iz Maastrichta je 60 posto BDP-a, a Hrvatska je bila došla na 70 posto i trebala je imati određeni intenzitet pada. Hrvatska je tu imala pozitivan trend i svake godine je smanjivala javni dug, što znači da je svake godine smanjivala proračunski deficit jer javni dug nije ništa drugo nego akumulacija proračunskih deficita. Porast javnog duga uklapa se u opći trend Europske unije, sve su se zemlje zaduživale, neke su se morale više zadužiti, a neke manje, a hrvatsko se zaduživanje nalazi oko prosjeka. Sigurno će se imati razumijevanja za Hrvatsku koja je u čekaonici za euro i za povećanje javnog duga zbog globalne pandemije, samo što nam se možda ne odobri uvođenje eura za dvije godine, kako se očekivalo, nego za tri-četiri godine – ističe prof. Jakovčević. Smatra da bi se to vrijeme moglo iskoristiti za vraćanje digniteta kuni te je uvjeren da se treba razvijati na vlastitu novcu, s kojim se štošta može napraviti.

Vraćanje proizvodnje

– Onda kasnije može doći euro, kad se steknu uvjeti i ostvarimo zadovoljavajući rast produktivnosti i zaposlenosti jer to su dva elementa pravog rasta BDP-a. BDP ne raste ako ne rastu i produktivnost i zaposlenost. Morali bismo se posvetiti vraćanju nekih industrija i proizvodnje u Hrvatsku. Veselimo se turizmu, a kad bismo 110 milijuna noćenja pretvorili u još 110 milijuna doručaka s hrvatskom hranom izišli bismo iz krize i s dna europske ljestvice za nekoliko godina. Problem je taj što sa svojom proizvodnjom ne možemo prehraniti ni svoje stanovništvo, a kamoli milijune turista – kaže prof. Drago Jakovčević.

Hrvatska je, prema podacima koje je objavio Eurostat za posljednje tromjesečje prošle godine, među zemljama Europske unije s najvećim rastom javnog duga mjerenog udjelom u BDP-u. Veći rast europski statističari bilježe samo za Cipar, Italiju, Grčku, Španjolsku i Francusku. Hrvatska je u trećem kvartalu prošle godine, u odnosu na isto tromjesečje godinu prije, imala porast javnog duga u BDP-u od 12 postotnih bodova, na 86,4 posto, i taj je rast pojeo sva smanjivanja tog omjera koje je u proteklih šest godina uspjela napraviti Hrvatska. U usporedbi s nekadašnjim tranzicijskim zemljama, Hrvatska ima najveći udjel javnog duga u BDP-u, po kojem je osma u cijeloj Europskoj uniji.
